WORD FROM THE CHAIRMAN


It is an honor to me to be able to communicate to you our clients,<br />

customers and well- wishers through this re-designed and improved<br />

Website of the <strong>Higher</strong> <strong>Education</strong> <strong>Loans</strong> <strong>Board</strong>. In an age when Information<br />

and Communication Technology (ICT) plays a critical role in conveying<br />

information, the importance of a website for an institution like ours cannot<br />

be overemphasized.<br />

A website is an efficient and effective medium of communication and I am<br />

confident that all those who will visit the HELB website will find it a rich<br />

source of data on any issues or questions that they may wish resolved.<br />

Through this website you can interrogate the <strong>Board</strong> on your personal loan<br />

details, get information about the financial position of the <strong>Board</strong>, make<br />

suggestions on improvements you want made and generally keep yourself<br />

informed on what is happening way back home (for those who reside<br />

abroad) through connectivity we have arranged with some collaborating<br />

institutions.<br />

I would like to make a personal appeal to all of you out there who owe the<br />

<strong>Board</strong> money to please make arrangements to start repaying your loans.<br />

The money you owe could assist some desperately needy young <strong>Kenya</strong>n to<br />

get money to finance their education. You may not know it but there are<br />

many <strong>Kenya</strong>ns to-day who cannot go to university because they cannot<br />

afford to pay their share of fees even after getting the maximum that the<br />

<strong>Board</strong> can give. Having benefited in the past, you owe it to the next<br />

generation to get a similar set of benefits. And remember, it is a loan that<br />

you got and not a grant; so, do the right thing and pay up.<br />

We at HELB have committed ourselves to creating one of the best<br />

managed institutions in the country so as to ensure that any student who<br />

needs finance for higher education will be able to get it at a cost that is fair<br />

and reasonable. You can help us to achieve this goal by playing your part<br />

because, I know, that together we can do it.<br />

STATEMENT FROM THE BOARD SECRETARY::.<br />

Since the inception of the <strong>Higher</strong> <strong>Education</strong> <strong>Loans</strong> <strong>Board</strong> over ten years ago, we have<br />

placed emphasis on effective communication and information technology as the pillar<br />

underpinning our success. As a <strong>Board</strong>, we believe in the value of communication.<br />

We have transformed the <strong>Board</strong> from an organization whose operations were largely<br />

manual to one that applies modern technology to enhance service delivery. The <strong>Board</strong><br />

uses Electronic Funds Transfer [E.F.T] in the disbursement of loans including<br />

crediting students' bank accounts. It has also opened modern communication avenues<br />

such as the extensive use of the e-mail and now this interactive web site. In addition,<br />

we have over the years enhanced rapport with our stakeholders through workshops,<br />

seminars and visitations. We continue to build on these achievements.<br />

In all these endeavours, we remained transparent about our operations. We were and<br />

still are open about our strengths, weakness and limitations.<br />

HELB has in the past received several inquiries about its activities from <strong>Kenya</strong>ns<br />

living abroad. We trust that this interactive site will assist them in learning more about<br />

the <strong>Board</strong> and in communicating with us. Likewise, <strong>Kenya</strong>ns resident in the country<br />

do not have to come to our offices in Nairobi to seek information that is readily<br />

available on the site. Students can also now check their loan results online.<br />

The site also features HELB NEWS, a section where we carry stories on latest<br />

happenings at HELB.


We think that the web site is a milestone in our communication strategy and trust that<br />

many of our clients will be able to seek and get instant answers to questions they have<br />

been yearning to ask the <strong>Board</strong>.<br />
