Chairman’s Message<br />

Singapore is well-known for our cleanliness and as a garden city. Our town<br />

planners have done really well to blend greenery into our concrete jungle.<br />

In <strong>Moulmein</strong>-<strong>Kallang</strong> GRC and Whampoa SMC, I am heartened to see residents<br />

playing your part in keeping our estates clean and green.<br />

On November 11, many of you witnessed this year’s Tree Planting Day at the grass<br />

patch in front of Block 9 Boon Keng Road (see page 6). This is a tradition that we<br />

have been practising since 1971 as part of the drive to make Singapore a tropical<br />

garden city.<br />

Our other “green” effort involves the replacing of conventional fluorescent lights<br />

with light emitting diode (LED) luminaries which are just as bright but consume<br />

60 per cent less energy. More than 180 HDB residential blocks have had their lights<br />

replaced.<br />

Besides greening, let’s continue to keep our estates clean and litter-free. High-rise<br />

litter can kill and indiscriminate throwing of rubbish can cause inconvenience and<br />

create hygiene issues in your environment.<br />

With all of us chipping in, I am sure that our estates will be a place where you are<br />

proud to call home and delighted to come home to.<br />

Project EARTH (Every Act of Recycling Trash<br />

Helps) is a recycling project organised by NEA<br />

Central Regional Office and Central Singapore<br />

CDC, and supported by DELL Singapore and<br />

public waste collectors such as 800 Super Waste<br />

Management, Veolia-Environmental Services<br />

Singapore and SembWaste.<br />

The first phase, namely the 10,000-Tonnes Project<br />

EARTH Challenge, was introduced in 2009,<br />

followed by Project EARTH E-recycling and 10%<br />

Total Project EARTH Challenge in 2010 and 2011<br />

respectively.<br />

Since its launch in 2009, Project EARTH has<br />

reached out to 26 schools, 15 corporate partners<br />

and all 23 constituencies in Central Singapore<br />

District, contributing almost 30, 000 tonnes of<br />

recyclables.<br />

Refficient lights. More than 180 HDB<br />

residential blocks in <strong>Moulmein</strong>- <strong>Kallang</strong><br />

GRC had their lights replaced with light<br />

emitting diode (LED) luminaries in August.<br />

These were installed along HDB corridors,<br />

stairways and void decks.<br />

LED luminaries are as bright as, use 60 per<br />

cent less energy and generate less heat<br />

than conventional fluorescent lights.<br />

Better yet, a LED light lasts for 12 years<br />

while a fluorescent light lasts for just two<br />

years. Over the years, electricity tariffs have<br />

risen substantially. This initiative not only<br />

helps the <strong>Town</strong> <strong>Council</strong> cut down expenses,<br />

but also reduce carbon emission.<br />

Kolam Ayer ABC Waterfront along <strong>Kallang</strong> River<br />

turned musical on November 17 as about 1,500<br />

residents of all ages gathered for the inaugural<br />

Community Singing Festival 2012.<br />

Organised by volunteers from <strong>Moulmein</strong>-<strong>Kallang</strong> and<br />

Whampoa Community Arts & Culture Clubs (CACC), the<br />

event featured three platforms around the waterfront<br />

where residents sang community and retro songs led by<br />

MediaCorp DJs Gao Yi Xin and Marcus Chin, and singers<br />

Patrick Guo Xian Hua and Guo Jia Xian.<br />

A painting exhibition on recycled banners by residents<br />

was held at Kolam Ayer Bridge along the <strong>Kallang</strong> River<br />

to further liven up the atmosphere.<br />

Making a difference 学生义工提供社区辅导与家教服务<br />

through mentoring and tutoring By Grace Ong<br />

The tutoring and mentorship programme is one of the four branches under <strong>Moulmein</strong>’s<br />

Active Volunteerism initiative, the brainchild of our MP and grassroots leaders.<br />

These children are brought to our attention when<br />

they visit our MP at Meet-the-People sessions. We<br />

will visit them and assess the kind of help they require,<br />

such as financial aid or tuition for primary school kids<br />

if they need but cannot afford tuition.<br />

We will then try to connect them to self-help<br />

associations such as CDAC, Mendaki or SINDA for<br />

more affordable tuition. However, if the families are in<br />

need of dire help, we will try to get volunteers to tutor<br />

and mentor the children at Pek Kio Community Centre<br />

or at their homes.<br />

These volunteers are like mentors to the children as<br />

we are looking at more than just academic results. We<br />

want to be a friend and confidant to them. We want<br />

to help them so that they can help their family.<br />

This year, we started partnering students from<br />

National Junior College to mentor Primary 5<br />

students of Balestier Hill Primary School. This is to<br />

encourage partnership and community service<br />

among students in <strong>Moulmein</strong> constituency.<br />

Since we started this initiative a year ago, the<br />

number of families coming for help has increased<br />

and we need a bigger pool of committed and<br />

passionate volunteers. Those interested can visit us<br />

at Pek Kio CC, call 62990565 or email pekkioyec@<br />

hotmail.com. Families who need help can approach<br />

our Grassroots Adviser at his Meet-the-People<br />

session every Mon<strong>day</strong> from 8 to 10pm at Block 52<br />

Delightful Teochew fare<br />

in Whampoa West<br />

Longing for Teochew food? Over the past<br />

three years, Liang Kee Teochew Restaurant<br />

has been dishing out delightful Teochew<br />

delicacies at Block 34 Whampoa West<br />

#01-27, which is easily accessible from<br />

Boon Keng MRT Exit B.<br />

Cold crab, braised duck, fish with bean sauce,<br />

cabbage fried rice, and fried crayfish with sambal<br />

chilli are among the many popular dishes on its<br />

menu.<br />

The restaurant was started by 56-year-old Chef Ng<br />

Siang Lin’s parents at Ellenborough Market in 1975.<br />

Having picked up cooking skills from his parents as a<br />

teenager, he and his wife Ng Chew Lian took over the<br />

restaurant, which moved to Robertson Quay in 2001<br />

and Whampoa West in 2009.<br />

“We had to move from Robertson Quay because the<br />

rental kept increasing,” said 54-year-old Ms Ng.<br />

More than 400 Whampoa residents learnt<br />

about fire safety the fun way at the Whampoa<br />

Familiarisation & Bonding cum Fire Safety Day<br />

on November 24. Organised by Whampoa Drive<br />

RC and Whampoa Garden RC at the void deck<br />

of Block 110 Whampoa Road, the event mixed<br />

bonding with education on fire safety by SCDF.<br />

Other activities included vertical challenge<br />

bouncing castle, colouring/art competition,<br />

ceramic club exhibits, distribution of popcorn,<br />

candy floss and ice cream.<br />

Around 180 Kampong Glam senior citizens on<br />

financial assistance were treated to a sumptuous<br />

dinner on September 10.<br />

The delightful meal was part of the programme to<br />

encourage community bonding and provide an<br />

avenue where community partners can give back to<br />

the needy.<br />

Working together to make this event possible were<br />

Kampong Glam Grassroots, Kwan Im Thong Hood<br />

Cho Temple, Hawker Association from Jalan Berseh<br />

Food Centre, Albert Food Centre, and Beach Road<br />

Food Centre. Along with Grassroot Adviser Denise<br />

Phua, they hosted our senior citizens and distributed<br />

food vouchers, which can be exchanged for food in<br />

participating food centres in Kampong Glam division.<br />

The smiles on the faces of the representatives from<br />

the participating organisations showed that it is<br />

indeed better to give than to receive. Our senior<br />

citizens were grateful for the generous donations and<br />

had an enjoyable time interacting with one another.<br />

One Community Walk<br />

More than 800 residents turned up<br />

for the One Community Walk on the<br />

morning of August 26, which was<br />

flagged off by Adviser Edwin Tong at 8am<br />

simultaneously with 86 other divisions in<br />

Singapore.<br />

Organised by the People’s Association<br />

and the Community Sports Clubs,<br />

with support from other Grassroots<br />

Organisations, the walk attracted<br />

residents of all ages, who enjoyed a<br />

moderate morning walk with neighbours<br />

and others in the community.<br />

In line with the Singapore National Games<br />

2012, a variety of performances and<br />

carnival sports games were organised to<br />

engage our residents after the walk. New<br />

friendships were forged and stronger<br />

community bonds were fostered.

Some 200 residents enjoyed a scenic 2.1 km walk<br />

along the waterfront promenade at Caribbean and<br />

Reflections at Keppel Bay on September 23. The<br />

event was jointly organised by <strong>Moulmein</strong> FLC, Ah<br />

Hood Gardens RC, Goldhill NC, and Novena NC.<br />

Guest of Honour, Grassroots Adviser and Minister<br />

for Transport Lui Tuck Yew flagged off the walk at<br />

9.00 am and joined participants in a leisurely walk<br />

from Keppel Bay to Labrador Nature and Coastal<br />

Walk. The event ended with a buffet lunch at<br />

Imperial Restaurant in VivoCity Mall.<br />

Heart<br />

How wonderful it is to start a Sun<strong>day</strong> with a<br />

warm glass of soya bean drink and a piping<br />

hot plate of mee hoon goreng by the river<br />

side. Breakfast by the river, which debuted in<br />

February, has seduced the palates and appetites<br />

of many residents. Running for the third time,<br />

this quarterly event attracted more than 100<br />

residents on September 16.<br />

Jointly organised by Whampoa McNair RC<br />

and People’s Association, our residents had a<br />

delightful time with our Advisers Minister Yaacob<br />

Ibrahim, Heng Chee How and Edwin Tong.<br />

Flinging a piece of tissue paper or throwing<br />

scraps of food out of the window might<br />

not seem like a big deal. However, high-rise<br />

litter not only mars the environment but also<br />

inconveniences and frustrates neighbours on<br />

lower floors.<br />

In September, the National Environment<br />

Agency installed surveillance cameras,<br />

together with video analytic software to catch<br />

offenders. The equipment can pick up items as<br />

small as cigarette butts.<br />

Under the law, offenders are liable to be<br />

fined a maximum of $1,000 and/or be given a<br />

Corrective Work Order (CWO) not exceeding<br />

12 hours.<br />

Let’s keep our environment clean by<br />

encouraging one another to use appropriate<br />

disposal methods.<br />

items removal service. Our service is available<br />

from Mon<strong>day</strong> to Fri<strong>day</strong>, 2 to 4pm.<br />

All you need to do to arrange for this service is to<br />

contact us three <strong>day</strong>s in advance at 6298 9222.<br />

Kindly note:<br />

• This service is for HDB residents and not for<br />

commercial tenants.<br />

• Each appointment is limited to three<br />

movable items (eg sofa, television, or<br />

refrigerator) per month. Additional items will<br />

be charged at $5 per item.<br />

• This service does not apply to residents<br />

moving homes, nor does it include<br />

dismantling or removal of built-in furniture<br />

or renovation debris.<br />
