28. Dormant M<strong>in</strong>es.-In order that friendly ships may use one<br />

or more channels with safety <strong>in</strong> enter<strong>in</strong>g or leav<strong>in</strong>g port, the use<br />

of dormant m<strong>in</strong>es has been suggested.<br />

The figure shows the general pr<strong>in</strong>ciple of dormant m<strong>in</strong>es. The<br />

m<strong>in</strong>e case, A, is held down near the anchor, S, by an explosive<br />

l<strong>in</strong>k, L, which conta<strong>in</strong>s a small charge of explosive. When a<br />

hostile force appears, or an attack is anticipated, an electric current<br />

may be passed through the l<strong>in</strong>k, explod<strong>in</strong>g the charge, destroy<strong>in</strong>g<br />

the l<strong>in</strong>k <strong>and</strong> permitt<strong>in</strong>g the m<strong>in</strong>e to rise <strong>and</strong> become active. E is<br />

the electric cable for <strong>fir<strong>in</strong>g</strong> tne m<strong>in</strong>e.<br />

29. Blockade M<strong>in</strong>es.-Until recent years submar<strong>in</strong>e m<strong>in</strong>es were<br />

regarded solely as a feature of the fixed defenses of seaports, <strong>and</strong><br />

their employment by naval forces <strong>in</strong> active offensive <strong>and</strong> defensive<br />

warfare was not seriously considered. The practicability of their<br />

use by ships or fleets was not admitted until the activity of <strong>in</strong>ventors<br />

resulted <strong>in</strong> such a perfection of mechanical details <strong>in</strong> the<br />

application of electrical, safety <strong>and</strong> self-anchor<strong>in</strong>g <strong>mechanism</strong>s<br />

that the problem of h<strong>and</strong>l<strong>in</strong>g m<strong>in</strong>es-lay<strong>in</strong>g them <strong>and</strong> pick<strong>in</strong>g<br />

them up-has been greatly simplified. At the present time nearly<br />

all navies are be<strong>in</strong>g supplied with "naval defense" or "blockade<br />

m<strong>in</strong>es," which are to be used by fleets <strong>in</strong> time of war, <strong>and</strong> it is reported<br />

that <strong>in</strong> one foreign service all large ships are to carry from<br />

20 to 30 m<strong>in</strong>es of an improved electro-mechanical or electro-<strong>contact</strong><br />

type, with self-anchor<strong>in</strong>g devices.<br />

30. M<strong>in</strong>e-lay<strong>in</strong>g Vessels.-Although it is expected that each<br />

ship, with its own boats <strong>and</strong> resources, may lay its supply of blockade<br />

m<strong>in</strong>es <strong>in</strong> case of necessity, special m<strong>in</strong>e-lay<strong>in</strong>g vessels have<br />

been suggested to accompany each fleet for the purpose of h<strong>and</strong>l<strong>in</strong>g<br />

the m<strong>in</strong>es with greater ease <strong>and</strong> expedition. Plate II will give<br />

an idea of one method of fitt<strong>in</strong>g a m<strong>in</strong>e-lay<strong>in</strong>g vessel for this work.<br />

The m<strong>in</strong>es may be placed upon an endless travel<strong>in</strong>g platform,<br />

similar to the floor of a treadmill, which will carry them with<br />

their anchors successively to the stern of the ship, where they may<br />

be permitted to drop off <strong>and</strong> anchor themselves at <strong>in</strong>tervals <strong>and</strong> at<br />

a certa<strong>in</strong> distance below the surface of the water, the ship mov<strong>in</strong>g<br />

at high speed. It is claimed that such a ship can anchor a large<br />

number of m<strong>in</strong>es <strong>and</strong> pick them up aga<strong>in</strong> with ease-lay them <strong>in</strong><br />

the forenoon <strong>and</strong> pick them up <strong>in</strong> the afternoon.
