5-86. Principle 2—Defense designers should build defenses around Levels 2<br />

<strong>and</strong> Level 4 criteria. Level 2 refers to the level of engagement effectiveness<br />

required against a specified target set that can be achieved from a single-tier<br />

operating alone. Level 2 is the appropriate level of defense for military assets<br />

that have some level of protection to similar less vulnerable assets.<br />

Figure 5-11 demonstrates Principle 2, Level 2 medium level of engagement<br />

effectiveness.<br />

5-87. Normally Level 4 refers to two-tiers operating in an integrated defense<br />

but may refer to one-tier operating independently. Two-tiers operating in an<br />

integrated defense is applicable only to targets in the common target set<br />

(upper <strong>and</strong> lower-tier). Figure 5-12 demonstrates Principle 2, Level 4 very<br />

high level of engagement effectiveness for two-tiers. Figure 5-13<br />

demonstrates Principle 2, Level 4 for one-tier. Level 4 provides very high<br />

level of engagement effectiveness for soft targets <strong>and</strong> high priority assets<br />

such as population centers, ports <strong>and</strong> airfields.
