Message From The Chief
Hello one and all Citizens of Nacho Nyak Dun! The Heritage
department has graciously agreed to combine the Heritage and
Administrative reports together to achieve more cost-effective
and streamlined communications for the NND Government to
have more effective contact with the people of NND. Thank you
to Joella and Staff for taking on the extra workload.
Current land based-activities involved the following:
Nash Creek Hot springs –
Council has agreed to support the Nash Creek Hot springs
development. It will be based on the spiritual values of the
people of NND and will be utilized as a retreat and a healing
area for the First Nation. Plans have been developed and can
be accessed from the Heritage department.
Peel River Watershed –
The Peel Watershed is still in the process as laid out in the Land
Use Plan, compiled by the Peel River Watershed Commission.
To date, the principles must all meet and identify an avenue to
continue the process, at the time of this writing, the First Nation
does not know what position the current government of Yukon
will favor. Whether they will support the plan or insist that the
plan be cut back. First Nation of Nacho Nyak Dun message to
governments and industry is “the environment is not for sale”.
Careful planning and consultation with the Citizens of NND is an
absolute necessity. Only then can we support development
within the Peel River Watershed. The integrity of the land must
not be compromised.
Alexco Resource Corp –
Negotiations are underway with Alexco Resource Corp who
have agreed to revisit their agreements with us, to explore
better advantages which will clear issues and better the
relationship between Alexco and the First Nation.
Golden Predator –
Golden Predator is currently in talks with NND as to how to
arrange a business relationship. They are the current owners of
the old Archer-Cathro claims which were grandfathered into
our R-4A Block East of Keno City.
Victoria Gold –
NND and Victoria Gold have reached a Comprehensive
Benefits Agreement and are looking forward to an Exploration
Agreement. Construction is to begin soon and a drilling
program is in progress for the winter 2011-12 season.
Other prospective partners with the First Nation could be ATAC
Resources, Anthill Resources, Northern Cross and Monster
Mining. There is a responsibility to confidentiality as the
negotiations strive for the best deals for NND. More detailed
information will be available after the First Nation signs on the
dotted line. NND has been in contact with other mining
proponents and have advised and encouraged them to abide
by the engagement process the First Nation has been utilizing
in the past years.
Chief : Hahki
YESSAB –
Talks are currently underway in relation to
the Five Year Review of YESSAB.
Store –
The store project is in the final development
of the “first stage” which in turn will put the
responsibility over to the First Nation to
begin the “second stage”. This will involve
the interior of the store; shelving, fridges,
counters, etc. Summer of 2012 is identified as
the time to demolish the old store. The plans
are in progress.
On a Political level, the First Nation is
currently planning meetings with Canada
and YG as to how to better access the
financial return values of resource
extradition from the traditional territory. The
current arrangement with Canada is not acceptable
for NND. The implementation is on
a slow steady grind, trying to deal with FTA
and other initiatives of Canada and YG.
NND and Tr’ondek Hwech’in have as their
negotiator, Tim Geberding, along with
Sharon Peter and Phyllis Peter heading up
the effort for NND. In short, the FNNND
government is still in the process of
development, with a good cross section of
community at the table as elected
representatives of the people, good
planning, proper consultation with respect to
the land will ensure that the First Nation will
step forward in the future with confidence
and plan for sustainable economic prosperity
into the future.
Message From Housing
Good day all.
he housing department has recently
T undergone some changes. Shawn
Germaine as Acting Senior Carpenter and I,
Franklin Patterson, have now stepped up into
the Acting Housing Manager position. I would
like to take this opportunity to thank the First
Nation of Nacho Nyak Dun Capital & Housing
Department for allowing me for this
opportunity. I look forward to working with
Council, Housing Committee members, and all
citizens.
We are approaching the year’s end, as far as
budgeting goes, and are working on planning
for renovations as well as new units for the new
fiscal year. A reminder to all citizens that if you
have not filled out a new application for either
renovations or a house to please do so. I would
also like to thank Mr. Brett Pilon for inspecting
and assessing NNDFN housing units. We will be
going through these reports and prioritizing
units that are in need of renovations or repairs.
As the cold winter months are not over, housing
would like to remind you that bleeders and
heat tapes should still be on and remain on
through to the end of spring as this is the time
of year when all the snow has melted off the
ground but there is still ice underneath causing
water and sewer pipes to freeze up.
As we all heard about the sad tragedy of the
passing of a family in Whitehorse due to carbon
monoxide, we will be going to the housing
units and checking that we have the proper
detection systems in place in the near future. If
you have observed that you do not have a
carbon monoxide detector, please phone us or
come into the office and let us know of this.
If you have any questions , concerns, or matters
please send a written letter with a signature to
the Housing Department. Thank you all for your
patience and cooperation. We are doing our
best to deal with the housing issues.
Helpful Hints:
● Question : Now that we are well into the
winter season, what should tenants and
homeowners keep in mind around the
house until spring thaw?
● Answer: One of the most important things
you could do for your home is to change
the furnace filter each month. This will
improve the quality of air you breath and
also ensure that your furnace is running
efficiently. When changing your furnace
filter it is a good idea to ensure that any
storage or other items are at least a foot
away from the furnace and hot water
heater.
Indian-Spiced Chicken Pitas
Yields: 4 servings
Total Time: 30 min
Prep Time: 30 min
1 pound(s) boneless, skinless chicken breasts, trimmed
1 1/2 teaspoon(s) garam masala ( Tips &
Techniques), divided
3/4 teaspoon(s) kosher salt, divided
1 cup(s) thinly sliced seeded cucumber
3/4 cup(s) nonfat plain yogurt
1 tablespoon(s) chopped fresh cilantro or mint
2 teaspoon(s) lemon juice
Freshly ground pepper to taste
4 (6-inch) whole-wheat pitas, warmed
1 cup(s) shredded romaine lettuce
2 small tomatoes, sliced
1/4 cup(s) thinly sliced red onion
Preheat grill to medium-high or position rack in upper third of
oven and preheat broiler. If grilling, oil the grill rack (see
Tips & Techniques). If broiling, coat a broiler pan with
cooking spray.
Sprinkle chicken with 1 teaspoon garam masala and 1/2 teaspoon
salt. Place the chicken on the grill rack or prepared
pan and cook until no longer pink in the center and an
instant-read thermometer inserted into the thickest part
the size of the breast. Transfer the chicken to a clean
cutting board and let rest for 5 minutes.
Meanwhile, combine cucumber, yogurt, cilantro (or mint),
lemon juice, the remaining 1/2 teaspoon garam masala,
and 1/4 teaspoon salt and pepper in a small bowl. Thinly
slice the chicken. Split open the warm pitas and fill with
the chicken, yogurt sauce, lettuce, tomato, and onion.
Home and Community Care
With spring upon us it is time to get out and get active!
Thankfully we have started an Elders exercise class that our
Health Coach, Danica is offering at the Elders Centre. It is a
great way to get out, socialize, and get active.
PAGE 12
With Debbie away for the next little bit we have welcomed
Norma Germaine who will be filling in two weeks a month.
She will be visiting with elders and helping coordinate
events—welcome aboard Norma! We are also coordinating
an Elders lunch and workshop on diabetes. There will be a
diabetic friendly lunch, presentation by Dr. Bakri and exercises
by Danica. There will also be a cookbook give away for
participants.
Our medical policy is in the final stages and will soon be
ready to be implemented. We thank all those who have given
their input into its formation. Hopefully, this will help
streamline some things and make for less confusion about
NIHB and NND policy.
NND Council met with Governments and Industries during the
29 th Annual Mineral Exploration round-up January 23-26, 2012
in Vancouver, B.C. The main objective was to develop
dialogues of First Nations engagement in regards to the
YESAA (Yukon Environmental and Socio-Economic
Assessment Act) process. The first Nations need meaningful
involvement in the review, the decision making and potential
joint ventures that could develop through those processes.
This is part of a strategy to get Government and industries to
work with First Nations. NND met with the Council of Yukon
First Nations (CYFN) on January 23 to address key issues
regarding the 5 year Review of the YESAA process.
There are three main issues that need attention; The First
Nations are underfunded for negotiations regarding Impact
Benefit Agreements. The Yukon First Nations need sufficient
funding from Canada to fully participate in the assessment
process.
The First Nations need to be fully engaged prior to the
Decision Documents being issued. The Federal and
Territorial Governments need to agree on this issue. The First
Nation Governments are requesting an opportunity for
dialogues. When recommendations are made from YESAA,
the First Nations should have the opportunity to review this
together with the Governments. The Minister of YG should be
open to dialogues with First Nations and open for discussions
when projects may affect First Nation rights even not on
settlement land.
Under the Umbrella Final Agreement several provisions were
never touched. We need to be consistent with chapter 12. The
Federal and Territorial Government need to agree to have
future YESAA review. A meeting with the Chambers of Mines
was held on Thursday January 26 and the First Nations may
need a letter sent to the Federal Government to address this
issue and exercise the Memorandum of Understanding
(MOU).
Thankfully Andy and his crew have been busy shoveling
snow off roofs and walkways to help keep our elders safe.
We encourage all elders and family to put salt on ramps
and steps and to let us know if there is an excessive build
up or if you need assistance.
And finally, I would like to take this opportunity to thank all
the elders for sharing their wisdom and stories, and for
letting me share part of their journey with them over the
last year. Soon, my family and I will be leaving Mayo to
start a position in Yellowknife, NWT. I cherish my time
here in Mayo and have grown to love both the people and
the beauty of the land. My experiences here will forever
be looked upon with joy and happiness.
My time working for FNNND has been a true blessing.
FNNND has been a wonderful government to work for and I
appreciate the opportunity I was given to help serve the
NND people. I sincerely thank Council and all the staff
who have supported me, guided me, and have become
friends…you will be dearly missed.
The First Nations need to get YESAA correct, the First
Nations need to have a say on what is happening on nonsettlement
Land. The First Nations needs to know that their
interests will be accommodated.
Economic opportunities and resource sharing
commitments to increase funding for education and other
areas should be developed for the First Nations. The
Engagement issue is most critical when dealing with
resources extractions and royalties’ issues and the First
Nations are under pressure within their own Traditional
Territory. The First Nations won’t be paying for
negotiations of resource extraction in their territory. The
First Nation need to be at the table for those negotiations.
Those issues need to be addressed. The First Nations want
to recognize the hard work of their predecessors which
has brought them where they are today. The First Nations
are open to work with industries but the Land is not for
sale.
Mining Reclamation
NND had the opportunity to assist the Elsa
Reclamation and Development Company Ltd.
(ERDC) by conducting several follow up studies and
field work in 2011 at the historic United Keno Hill
Mine Site (UKHM).The information collected was
added to the baseline information about the site. In
fact, there are several aquatic and terrestrial
environmental assessment reports available ranging
from 1985 to 2012 which document site conditions
and environmental monitoring data and describe the
aquatic environment of the Keno hill area.
The data was collected in several locations but have
focused on Christal Creek, Flat Creek, Lightning
Creek and the South McQuesten River. Numerous
fisheries investigations were undertaken with
experts in the field to evaluate the relative fish
abundance, the community composition, fish habitat,
and the metal uptake in fish tissue based on samples
collected from 1996 to 2010.
Other studies were focused on fish barrier
investigations in order to determine the nature and
the extent of fisheries usage in various local creeks.
Terrestrial effects assessments studies were
undertaken in the last four years and the reports
have been prepared. Those studies investigate the
extent of the dispersion of metal from the Elsa
tailings into the surrounding ecosystem.
The collection of additional data and the initiation of
follow up studies were essential to ensure that we
have valid information to proceed with the current
Human Health and Ecological Risk Assessment
(HHERA) for the historic Keno Hill Mine site. The
objective of the HHERA study is to complete an
analysis of the exposure to contamination in the
aquatic and terrestrial environments at the site.
PAGE 13
The HHERA is carried out to support, with due
diligence, the reclamation plan for the existing
state of the mine being developed by ERDC in
order to better predict what would be the most
appropriate course of action. We need to
determine if there are constituent levels present in
the ecosystem which could have an adverse effect
on animals and humans that may potentially use
the site and the environment.
In order to evaluate the current conditions at the
Keno Hill Mine site, as part of the risk assessment,
the team used data ranging from 2000 to 2012.
Those data included soil, water, vegetation,
berries, peat, fish, sediment and moose tissue
samples all collected within the UKHM site by
professionals and with participation from NND. All
the data were compiled within the last three years
to provide the closure planning team with
appropriate baseline information.
NND is looking forward to continue to assist ERDC
with the ongoing water sampling programs and
also with the upcoming soil and vegetation testing
which will occur at the site as part of the HHERA
study. NND and ERDC are planning to hold a
community meeting in Mayo in March to provide
information about the latest studies done at the site
and also to discuss potential closure options with
NND citizens. This meeting will be announced.
Stay tuned for more information about this
upcoming event. Posters will be distributed.
A lot has been and will be happening with the Working
Your Weight program! First, Bobbie-Lee Melancon has
joined the Social Programs team and will be taking over as
the Working Your Weight Coordinator… this is very exciting
as she has many great ideas, is passionate about having
a healthy community, and knows Mayo really well. Danica
will continue to work part-time, and she will be teaching
the fitness and yoga classes. The individual/personal
programs will no longer be available. Here is a listing of
towards those who have some knowledge of exercise.
More higher-impact options are given, but adaptations for
each exercise (to make harder or easier) are available.
Come try it out!
yourself in more difficult poses. Yoga is very individual
and you do only what feels good… if you are new to yoga,
no problem! Come and try it out, and you don’t force
yourself into any pose if it doesn’t feel right.
In addition to the regular classes, there are special events
happening:
*A Zumba instructor is coming up at the end of March
(hopefully! She was set to come in February but stayed
back because of icy roads). Zumba is a latin-inspired
dance type fitness class. Maureen will lead us through
some of the steps and through a class guaranteed to make
you smile, laugh and sweat at the same time! More
information will be coming in March.
*A Reiki (pronounced “RAY-key”) instructor will be
coming up on the first weekend in March. Reiki is a form of
energy healing. Energy Healing is a gentle and holistic
approach to well-being. It comes from an ancient therapy
of natural medicine which involves the intentional use of
energy to facilitate healing. It recognizes that the complex
patterns of energy within and around the body can become
out of balance with everyday stress, injury and illness.
Using a variety of hands-on and hands-off techniques, the
treatments are designed to clear energy blockages and to
promote a smooth and balanced flow of energy through the
energy centres or chakras of the body. In doing so, energy
healing restores the body to a harmonized state that can
increase the efficacy of other treatments. True healing is
experienced through awareness of breath, energy flow in
the body, and entering deeper dimensions of relaxation.
Susanne will be here on Friday March 2 and staying
through until March 4 th or 5 th . There are spots available to
get a session done on yourself, as well as spots available to
learn how to do this on yourself or your loved ones.
*Joanne Van Bibber is a Registered Massage Therapist and
will be coming back up to Mayo soon. She was also all set
to come up for massages in January but with the cold
temperatures had to reschedule as her car wouldn’t make it
up here. Look for more information coming soon.
Cheers to you all on your own personal quests for good
health!
re-energize and de-stress.
Yoga is very individual and
