JOINT PAY PLEA<br />
TO GOVERNMENT<br />
I<br />
NINE <strong>police</strong> <strong><strong>for</strong>ces</strong> in the<br />
south east - including <strong>Essex</strong> -<br />
have made a joint request <strong>to</strong><br />
the Government <strong>for</strong> higher<br />
pay <strong>for</strong> <strong>officers</strong>.<br />
The <strong><strong>for</strong>ces</strong> share a view that, in<br />
pursuit of a long-term solution, there<br />
should be a review of the differential<br />
between the allowance paid <strong>to</strong> London<br />
<strong>police</strong> <strong>officers</strong> and those in<br />
neighbouring <strong><strong>for</strong>ces</strong>.<br />
During 200011, <strong>Essex</strong> <strong>officers</strong> and others<br />
in <strong><strong>for</strong>ces</strong> close <strong>to</strong> London were given a cost<br />
of living allowance of £2,000 per year.<br />
Proposals<br />
This was granted by the Government <strong>to</strong><br />
close the gap which emerged as a result of<br />
an earlier award of £6,000 per year <strong>to</strong><br />
Metropolitan <strong>Police</strong> <strong>officers</strong>.<br />
<strong>Essex</strong> <strong>Police</strong> Assistant Chief Officer<br />
Philip Onions said: "Chief <strong>officers</strong> are<br />
currently developing proposals <strong>to</strong> improve<br />
the attractiveness of working in <strong>Essex</strong>,<br />
particularly in those divisions bordering<br />
London, and there is obviously a<br />
relationship between pay and the ability <strong>to</strong><br />
retain experienced <strong>officers</strong>."<br />

the agenda at a recent<br />
two-day conference<br />
<strong>for</strong> all senior<br />
managers.<br />

Folkard <strong>to</strong>ld delegates the<br />
<strong>for</strong>ce needed <strong>to</strong> look at ways<br />
<strong>to</strong> ensure that working <strong>for</strong><br />
<strong>Essex</strong> <strong>Police</strong> remains an<br />
attractive option <strong>for</strong> all<br />
<strong>officers</strong>.<br />
He explained that 17 (<strong>to</strong><br />
mid-Sept) <strong>officers</strong> had left the<br />
<strong>for</strong>ce <strong>to</strong> join the Metropolitan<br />
<strong>Police</strong> Service, with 11<br />
<strong>officers</strong> transferring from the<br />
MPS <strong>to</strong> <strong>Essex</strong> during the<br />
same period.<br />
"There's no room <strong>for</strong><br />
complacency so we must<br />
make all <strong>officers</strong> aware of the<br />
benefits of working <strong>for</strong> <strong>Essex</strong><br />
<strong>Police</strong>," said Supt Folkard.<br />
Divisional commanders and<br />
departmental heads have put<br />
<strong>for</strong>ward a comprehensive<br />
range of proposals which,<br />
they believe, will both<br />
encourage experienced staff<br />
<strong>to</strong> remain with the <strong>for</strong>ce and<br />
continue <strong>to</strong> attract sufficient<br />
new <strong>officers</strong> <strong>to</strong> meet current<br />
recruitment targets.<br />
These include extra support<br />
<strong>for</strong> those <strong>seek</strong>ing promotion<br />
and flexible interpretation of<br />
the two-year rule. A £10,000<br />
starter-home initiative has<br />
already been introduced.<br />
Supt Folkard added: "We<br />
are conscious of the attraction<br />

some <strong>officers</strong>. Our priority is<br />
<strong>to</strong> ensure that, wherever<br />
possible, we can encourage<br />
<strong>officers</strong> who may be tempted<br />
<strong>to</strong> transfer <strong>to</strong> other <strong><strong>for</strong>ces</strong> <strong>to</strong><br />
stay with us.<br />
"Work is underway in a<br />
number of areas that will,<br />
hopefully, enable us <strong>to</strong><br />
achieve this."<br />

<strong><strong>for</strong>ces</strong> that surround the MPS<br />
area <strong>to</strong> address the<br />
difficulties caused by the<br />

What rural policing. ?<br />
I WAS reading September's<br />
article in The Law<br />
(Moving <strong>for</strong>ward in a<br />
special way) and I<br />
believe that the prime<br />
duty of the <strong>police</strong> is <strong>to</strong><br />
maintain law and<br />
order.<br />
How they achieve this is<br />
their business and having<br />
targets may be one way of<br />
helping <strong>to</strong> achieve this,<br />
always remembering that<br />
concentration on one target<br />
there is no law and order. We<br />
suffer from a continuing level<br />
of minor mayhem and<br />
vandalism which seems <strong>to</strong><br />
defeat every <strong>police</strong>man.<br />
We have few local<br />
constables by day and even<br />
fewer by night. Response<br />
times run at about an hour, so<br />
that by the time the patrol<br />
car arrives - if it ever does -<br />
the affray is over, the villains<br />
have long departed and the<br />
damage has been done.<br />
In the past 10 days, we<br />
have had road signs smashed<br />
and left scatteredin the road.<br />
We are not on the <strong>for</strong>ce<br />
computer in the control<br />
centre because it was<br />
incorrectly programmed and<br />
the program cannot be<br />
changed. We start with this<br />
problem when we call <strong>for</strong><br />
help.<br />

The policing teams continue <strong>to</strong> work with local<br />
communities in order <strong>to</strong> address areas of concern,<br />
including criminal damage and incivility matters.<br />

of Constabulary, crime rates<br />
in <strong>Essex</strong> are falling.<br />
However, the Daily Telegraph<br />
states that <strong>police</strong><br />
figures show crime is soaring<br />
out of control.<br />
In <strong>Essex</strong>, the increase was<br />
so large that more violent<br />
and gun crimes were<br />
recorded in the five months<br />
<strong>to</strong> the end of August than in<br />
the whole of the previous<br />
year.<br />
Shadow Home Secretary<br />
Oliver Letwin states that<br />
everyone knows that crime in<br />
this country is not falling,<br />
despite the best ef<strong>for</strong>ts of the<br />
spin-doc<strong>to</strong>rs and the Home<br />
Office, when challenged, conceded<br />
that there has been an<br />
increase.<br />
Tony Blair <strong>to</strong>ld MPS in the<br />
Commons that crime "would<br />
be brought under control" by<br />

He should have added that<br />
<strong>to</strong> prove this, he would scrap<br />

Comparisons are odious<br />

AS some of us get older, we<br />
tend <strong>to</strong> compare with earlier<br />
times, especially if you've<br />
been a <strong>police</strong>man with the<br />
tremendous changes there<br />
have been.<br />
How did we do without<br />
radios in the past? Patrol<br />
cars and station vans had<br />
them, but the man on the<br />
beat had <strong>to</strong> fend <strong>for</strong> himself<br />
and, if he needed help, there<br />
was always the whistle.<br />
Public attitudes <strong>to</strong> <strong>police</strong><br />
have changed, and not <strong>for</strong><br />
the <strong>better</strong>. There was almost<br />
always, especially in <strong>to</strong>wn<br />
centres, a <strong>police</strong>man with a<br />
helmet walking or maybe<br />
directing traffic.<br />
Foot patrols are rarely<br />
seen these days and public<br />
opinion calls <strong>for</strong> this. It has<br />
<strong>to</strong> be taken in<strong>to</strong><br />
consideration that there<br />
were fewer vehicles and<br />
people <strong>for</strong> that matter on<br />
our streets in those days.<br />
People were more<br />
disciplined and parents<br />
didn't dress their children as<br />
mini-adults.<br />
There was not the freedom<br />
in those days and people<br />
went around respecting<br />
authority.<br />
Armed <strong>police</strong> were<br />
unheard of, but think of the<br />
current situation - the media<br />
shows certain areas in the<br />
north as no-go areas where<br />
firearms are in regular use<br />
by criminals.<br />
We have come a long way<br />
Stress is <strong>for</strong> wimps<br />
ONE reads daily of<br />
individuals, not only <strong>police</strong><br />
<strong>officers</strong>, suffering from<br />
symp<strong>to</strong>ms of stress from<br />
various causes and then -<br />
wonder of wonders - they<br />
are miraculously cured,<br />
often by a large financial<br />
settlement.<br />
I was there<strong>for</strong>e intrigued<br />
when I read in a recent<br />
issue of The Law, that<br />
<strong>Essex</strong> <strong>Police</strong> now had people<br />
available <strong>to</strong> counsel <strong>officers</strong><br />
suffering from the 'strains<br />
and stresses of the job'.<br />
I was proud <strong>to</strong> have served<br />
in Southend Constabulary,<br />
and later the <strong>Essex</strong> <strong>for</strong>ce, <strong>for</strong><br />
nearly 30 years. I was<br />
privileged <strong>to</strong> have served<br />
alongside, and <strong>to</strong> be<br />
acquainted, with some of the<br />
finest people one could care <strong>to</strong><br />
meet; many hundreds of<br />
them, both male and female.<br />
In all of that time, I have<br />
never known or even heard of<br />
any officer suffering any kind<br />
of stress necessitating<br />
treatment or counselling.<br />
I was also very <strong>for</strong>tunate<br />
that the majority of my<br />
service was spent in scenes of<br />
crime.<br />
Together with all of my<br />
colleagues in the various<br />
divisions, we attended all<br />
kinds of sickening, horrific<br />
and obscene incidents. I am<br />
sure I can speak <strong>for</strong> the<br />
others when I say: Stress,<br />
what bloody stress?!<br />
Our only concern was <strong>to</strong><br />
ensure that the pho<strong>to</strong>graphs<br />
and the various samples were<br />
<strong>to</strong> the standard required <strong>for</strong><br />
the coroner, pathologist,<br />
scientist or the court and <strong>for</strong><br />
the satisfaction of 'Father'<br />
(Det Supt Minshall).<br />
Finally, I would like <strong>to</strong><br />
make some observations.<br />
Persons who might be<br />
contemplating an attack of<br />
stress, I suggest you take<br />
your little gravy boat and<br />
hurry along <strong>to</strong> the nearest<br />
railway station. I mean,<br />
hurry otherwise you might<br />
miss the last train out.<br />
Failing that, have a good<br />
look in the mirror and you<br />
should see somebody who is<br />
attempting <strong>to</strong> give a loyal and<br />
genuine service. If that image<br />
doesn't appear, then you are<br />
certainly in the wrong job.<br />

I AM researching a s<strong>to</strong>ry on<br />
behalf of the Chelmer Canal<br />
Trust and am looking <strong>for</strong> some<br />
assistance in relation tp an inci-<br />
dent several decades ago.<br />
Sylvia, a sealion, escaped from<br />
Chelms<strong>for</strong>d's Chipper-field's<br />
Circus on the Kings Head<br />
Meadow in Oc<strong>to</strong>ber 1974 and<br />
swam <strong>to</strong> freedom down the 14-<br />
mile Chelmer and Blackwater<br />
canal.<br />
It seems that the journey <strong>to</strong>ok<br />
several days and quite a lot of<br />
people were involved in trying <strong>to</strong><br />
help recover her.<br />
The <strong>police</strong> tried <strong>to</strong> lasso her<br />
from their launch, the coastguard<br />
spotted her asleep on the mud at<br />
Bradwell, workers from Sadd's<br />
tried <strong>to</strong> tempt her with herrings<br />
at Fullbridge, and a team from<br />
Anglian Water Authority tried<br />
nets along the River Chelmer.<br />
Reg Bloom, the manager of<br />
Clac<strong>to</strong>n Dolphinarium, was also<br />
enlisted <strong>to</strong> help.<br />
All <strong>to</strong> no avail, and eventually a<br />
fisherman sighted Sylvia off<br />
Lowes<strong>to</strong>ft Pier.<br />
Although it happened nearly 30<br />
years ago, there are probably<br />
local people still around who<br />
either saw or were involved in<br />
trying <strong>to</strong> capture Sylvia. It may<br />
well be that the <strong>police</strong> involved in<br />
trying <strong>to</strong> catch the sea lion in the<br />
canal were members of the <strong>police</strong><br />
diving team?<br />
I would be pleased <strong>to</strong> hear from<br />
anyone as eyewitness accounts<br />
would make a remarkable s<strong>to</strong>ry<br />

The most widely recognised use of<br />

tunnels, Stansted airport and, more<br />
recently, attended the<br />
Commonwealth Games at<br />
Manchester under a mutual aid<br />
agreement.<br />
The 2000 Korean air crash near<br />
Stansted airport saw search teams<br />
used <strong>for</strong> crash scene investigation,<br />
with one of the major tasks <strong>to</strong> recover<br />
the data recorders (black boxes). The<br />
POLSC and six POLSAs are also<br />
trained in the recovery of bodies and<br />
The search teams were contacted Kent and have <strong>to</strong> be re-licensed every<br />
by another <strong>for</strong>ce who were<br />
investigating the robbery of a<br />

Search teams recovered part of a<br />
two years. Chigwell road policing<br />
unit's Pc Keith (Luther) Blissett will<br />
hopefully qualify next February.<br />
Other training courses include cold<br />
water-awareness training, held at a<br />
white water rafting centre, where<br />
they are taught the dangers of fastflowing<br />
water and flooding and<br />
Missing persons<br />
The search <strong>for</strong> high-risk missing<br />
people is another operation when a<br />
POLSA should be consulted at an<br />
early stage.<br />
Experience gained over the last<br />
year with Operation Spinnaker has<br />
given them a wealth of knowledge,<br />
allowing them <strong>to</strong> offer advice over the<br />
fire extinguisher embedded in the phone or visit the scene.<br />

box but Keith was relieved that it<br />
turned out <strong>to</strong> be only advertising<br />
boards <strong>for</strong> a kebab shop.<br />
He said: "I enjoy this job as you<br />
become involved in a great variety of<br />

volunteers and the camaraderie is -<br />

TWO family liaison <strong>officers</strong> have<br />
been commended <strong>for</strong> their work<br />
during a high-profile rape case in<br />
which a 68-year-old woman was<br />
brutally assaulted in a Colchester<br />
alleyway.<br />

nationally by the National Crime<br />
Faculty and others as a positive<br />
example because it was so<br />
detailed and accurate," said the<br />
39-year-old who has been served<br />

at Harlow MIT. "It was pivotal<br />
during the ensuing five-month<br />
investigation. We also strength-<br />
ened our ties with the local com-<br />
munity and are grateful <strong>to</strong> them<br />
