JOINT PAY PLEA
TO GOVERNMENT
I
NINE police forces in the
south east - including Essex -
have made a joint request to
the Government for higher
pay for officers.
The forces share a view that, in
pursuit of a long-term solution, there
should be a review of the differential
between the allowance paid to London
police officers and those in
neighbouring forces.
During 200011, Essex officers and others
in forces close to London were given a cost
of living allowance of £2,000 per year.
Proposals
This was granted by the Government to
close the gap which emerged as a result of
an earlier award of £6,000 per year to
Metropolitan Police officers.
Essex Police Assistant Chief Officer
Philip Onions said: "Chief officers are
currently developing proposals to improve
the attractiveness of working in Essex,
particularly in those divisions bordering
London, and there is obviously a
relationship between pay and the ability to
retain experienced officers."
THE LAW, NOVEMBER 2002 3
Making officers aware of the benefits of working in Essex
Recruit men
high on
RECRUITMENT and
retention of police
officers was high on
the agenda at a recent
two-day conference
for all senior
managers.
Head of Training and
Development Supt Dave
Folkard told delegates the
force needed to look at ways
to ensure that working for
Essex Police remains an
attractive option for all
officers.
He explained that 17 (to
mid-Sept) officers had left the
force to join the Metropolitan
Police Service, with 11
officers transferring from the
MPS to Essex during the
same period.
"There's no room for
complacency so we must
make all officers aware of the
benefits of working for Essex
Police," said Supt Folkard.
Divisional commanders and
departmental heads have put
forward a comprehensive
range of proposals which,
they believe, will both
encourage experienced staff
to remain with the force and
continue to attract sufficient
new officers to meet current
recruitment targets.
These include extra support
for those seeking promotion
and flexible interpretation of
the two-year rule. A £10,000
starter-home initiative has
already been introduced.
Supt Folkard added: "We
are conscious of the attraction
the Met currently holds for
some officers. Our priority is
to ensure that, wherever
possible, we can encourage
officers who may be tempted
to transfer to other forces to
stay with us.
"Work is underway in a
number of areas that will,
hopefully, enable us to
achieve this."
Essex is working with other
forces that surround the MPS
area to address the
difficulties caused by the
difference in allowances
offered to their staff.
Commitment
Acting Chief Constable
Charles Clark said: "Essex is
a great place to work and we
are committed to making sure
that serving officers and
those looking to join Essex
Police know that.
"Essex Police is forward
thinking and enjoys excellent
support from the police
authority. It has good
working facilities, excellent
relationships with the
communities of Essex and all
officers are known to their
respective divisional
command teams.
"The really important
aspects of a policing career
are available in abundance in
Essex and we will do all we
can to bring that message
home both to current staff
and those thinEng of joining
the service."
The force is currently doing
particularly well in its
recruitment of new officers.
An estimated 280 recruits
will join Essex Police this
year - a record number. The
police cadet scheme will also
be re-introduced from
November, with up to 24
teenagers being posted to
Thurrock, Harlow, Basildon
and Southend divisions.
started in Essex in
1989, but served with
the Met in the mid-
1990s before returning
to Essex. He is now at
Grays.
"I wanted the
experience of the Met,"
said Insp Ditchburn.
"However, I missed
Essex, especially the
personal touch and the
fact I could go anywhere
and know somebody.
"I joined to
help people
and wanted
to help
people in the
area I grew
up in.
"I didn't
notice much difference
with pay because I spent
more on travel anyway,
but quality of life is the
issue.
Essex Police is well
run and it tends to
recognise when some-
thing's wrong and sets it
right quickly.
"The Met is not a police
service, it's an army
where you're a number."
He is now a constable
at Southminster and
believes Essex is no
worse or better than the
capital's force.
"The big attraction is
the money, but I was
spending the difference
travelling to work," said
Pc Shearman.
"In some
respects
there are
more oppor-
tunities in
the Met to do
different things, but in
Essex there's more
chances because you,
don't have to travel
across the capital.
"In the Met, I'd meet a
wider variety of people
than in Southminster,
but there's a quality-of-
life issue and being able
to spend time at home is
important to me."
4 THE LAW, NOVEMBER 2002
What rural policing. ?
I WAS reading September's
article in The Law
(Moving forward in a
special way) and I
believe that the prime
duty of the police is to
maintain law and
order.
How they achieve this is
their business and having
targets may be one way of
helping to achieve this,
always remembering that
concentration on one target
there is no law and order. We
suffer from a continuing level
of minor mayhem and
vandalism which seems to
defeat every policeman.
We have few local
constables by day and even
fewer by night. Response
times run at about an hour, so
that by the time the patrol
car arrives - if it ever does -
the affray is over, the villains
have long departed and the
damage has been done.
In the past 10 days, we
have had road signs smashed
and left scatteredin the road.
We are not on the force
computer in the control
centre because it was
incorrectly programmed and
the program cannot be
changed. We start with this
problem when we call for
help.
Such as it is, that the
council tax-paying populace
are considering their options
when next year's demands
are made. We are required to
pay more and more for an
ever decreasing and, now,
virtually non-existent, service.
"
RIGHT TO REPLY: Chief Supt Sue Harrison
(Braintee Divisional Commander): We do understand
that rural communities may feel isolated at
times, but we do provide around-the-clock cover
to all areas.
We have recently acquired a mobile police station
which will cover our more rural areas,
adding a further police presence.
The policing teams continue to work with local
communities in order to address areas of concern,
including criminal damage and incivility matters.
However, the Daily Telegraph
Comparisons are odious
JL
AS some of us get older, we
tend to compare with earlier
times, especially if you've
been a policeman with the
tremendous changes there
have been.
How did we do without
radios in the past? Patrol
cars and station vans had
them, but the man on the
beat had to fend for himself
and, if he needed help, there
was always the whistle.
Public attitudes to police
have changed, and not for
the better. There was almost
always, especially in town
centres, a policeman with a
helmet walking or maybe
directing traffic.
Foot patrols are rarely
seen these days and public
opinion calls for this. It has
to be taken into
consideration that there
were fewer vehicles and
people for that matter on
our streets in those days.
People were more
disciplined and parents
didn't dress their children as
mini-adults.
There was not the freedom
in those days and people
went around respecting
authority.
Armed police were
unheard of, but think of the
current situation - the media
shows certain areas in the
north as no-go areas where
firearms are in regular use
by criminals.
We have come a long way
Stress is for wimps
ONE reads daily of
individuals, not only police
officers, suffering from
symptoms of stress from
various causes and then -
wonder of wonders - they
are miraculously cured,
often by a large financial
settlement.
I was therefore intrigued
when I read in a recent
issue of The Law, that
Essex Police now had people
available to counsel officers
suffering from the 'strains
and stresses of the job'.
I was proud to have served
in Southend Constabulary,
and later the Essex force, for
nearly 30 years. I was
privileged to have served
alongside, and to be
acquainted, with some of the
finest people one could care to
meet; many hundreds of
them, both male and female.
In all of that time, I have
never known or even heard of
any officer suffering any kind
of stress necessitating
treatment or counselling.
I was also very fortunate
that the majority of my
service was spent in scenes of
crime.
Together with all of my
colleagues in the various
divisions, we attended all
kinds of sickening, horrific
and obscene incidents. I am
sure I can speak for the
others when I say: Stress,
what bloody stress?!
Our only concern was to
ensure that the photographs
and the various samples were
to the standard required for
the coroner, pathologist,
scientist or the court and for
the satisfaction of 'Father'
(Det Supt Minshall).
Finally, I would like to
make some observations.
Persons who might be
contemplating an attack of
stress, I suggest you take
your little gravy boat and
hurry along to the nearest
railway station. I mean,
hurry otherwise you might
miss the last train out.
Failing that, have a good
look in the mirror and you
should see somebody who is
attempting to give a loyal and
genuine service. If that image
doesn't appear, then you are
certainly in the wrong job.
Did you know silky Sylvia?
I AM researching a story on
behalf of the Chelmer Canal
Trust and am looking for some
assistance in relation tp an inci-
dent several decades ago.
Sylvia, a sealion, escaped from
Chelmsford's Chipper-field's
Circus on the Kings Head
Meadow in October 1974 and
swam to freedom down the 14-
mile Chelmer and Blackwater
canal.
It seems that the journey took
several days and quite a lot of
people were involved in trying to
help recover her.
The police tried to lasso her
from their launch, the coastguard
spotted her asleep on the mud at
Bradwell, workers from Sadd's
tried to tempt her with herrings
at Fullbridge, and a team from
Anglian Water Authority tried
nets along the River Chelmer.
Reg Bloom, the manager of
Clacton Dolphinarium, was also
enlisted to help.
All to no avail, and eventually a
fisherman sighted Sylvia off
Lowestoft Pier.
Although it happened nearly 30
years ago, there are probably
local people still around who
either saw or were involved in
trying to capture Sylvia. It may
well be that the police involved in
trying to catch the sea lion in the
canal were members of the police
diving team?
I would be pleased to hear from
anyone as eyewitness accounts
would make a remarkable story
even more fascinating.
I would be most appreciative of
any assistance that you may be
The most widely recognised use of
search teams is for improvised
explosive devices (IED) that could
have been placed at military events,
or events to be attended by high
profile people.
The search team will search a
location in conjunction with a dog
handler and his explosives dog, to
ensure the place is clear of any
devices. Teams have searched before
the openings of the QE2 Bridge and
tunnels, Stansted airport and, more
recently, attended the
Commonwealth Games at
Manchester under a mutual aid
agreement.
The 2000 Korean air crash near
Stansted airport saw search teams
used for crash scene investigation,
with one of the major tasks to recover
the data recorders (black boxes). The
POLSC and six POLSAs are also
trained in the recovery of bodies and
The search teams were contacted Kent and have to be re-licensed every
by another force who were
investigating the robbery of a
security van which was believed to
have been an inside job.
One one of four colour-coded keys
was used bv the thieves to unlock the
safe and Essex was asked to search a
house in the and, after many hours of
painstaking searching through rescue techniques.
gravel stones in the driveway, the
three other keys were found.
Another success for the search
team was an incident in Pitsea where
an explosive device was delivered to a
family home. The female owner
fortuntately became suspicious of the
package and took her child upstairs
as it exploded.
Search teams recovered part of a
two years. Chigwell road policing
unit's Pc Keith (Luther) Blissett will
hopefully qualify next February.
Other training courses include cold
water-awareness training, held at a
white water rafting centre, where
they are taught the dangers of fastflowing
water and flooding and
Missing persons
The search for high-risk missing
people is another operation when a
POLSA should be consulted at an
early stage.
Experience gained over the last
year with Operation Spinnaker has
given them a wealth of knowledge,
allowing them to offer advice over the
fire extinguisher embedded in the phone or visit the scene.
base of a sofa which had formed part
of the device. This was later matched
with a fire extinguisher holder at the
home of the accused.
Sgt Hallam said: "It is a
challenging job and we do become
involved in high-profile enquires. It
also gives us great satisfaction to find
that vital piece of evidence that will
Pc Keith Nichols is based at
Basildon but has worked full-time on
Operation Spinnaker since the
beginning and was stood down after
66 weeks of searching.
He has been a searcher since 1996,
became a team leader three years
later and completed his POLSA .
course earlier this year. One of his
abiding memories is searching the
septic tanks and the suitcases from
the hijacked Ariana plane.
The hold contained a coffin-shaped
box but Keith was relieved that it
turned out to be only advertising
He said: "I enjoy this job as you
The role of searching now forms an
essential part of investigations and
so nationally the role is developing to
area.
appeals, together with DNA
sample-testing led to the arrest of
a 23-year-old man from Suffolk
who subsequently pleaded guilty
to the rape.
The mother of two no longer
goes out alone and has since
bought a rape alarm.
DC De'ath said: "The woman was
extremely brave and strong
throughout the process and I have
nothing but praise for what she
has done to help the
investigation."
The 28-year-old from
Chelmsford has been with the
force for nine years and is now
based at Brentwood MIT.
Both officers were praised for
their tenacity, professionalism
and investigative skills in
obtaining the complex victim
statement during Operation
Redbourne which had up to 30
officers working on the investiga-
tion at one point.
The statement was obtained in
trying circumstances with
mounting pressure but, as DC
Brown explains, evidential
integrity had to be maintained.
"This was done to a standard
where the statement is now used
nationally by the National Crime
Faculty and others as a positive
example because it was so
detailed and accurate," said the
39-year-old who has been served
21 years with the force and is now
at Harlow MIT. "It was pivotal
during the ensuing five-month
investigation. We also strength-
for their assistance, as we are also
Speeding
up the
system
A HIGH-TEC targeting
and tracking system is to
be introduced to police
stations as part of a new
criminal justice service
initiative to catch and
convict repeat offenders.
The persistent offender
scheme, launched in
October by Home Office
minister Lord Falconer, is
central to the CJS'
Narrowing The Justice Gap
strategy and aims to close
the gap between offences
reported and convictions.
In 2000-2001, over five
million crimes were recorded,
but only one in five saw a
criminal brought to justice.
The strategy unites
criminal justice agencies in
improving detection,
conviction and rehabilitation
of those committing a
disproportionate amount of
crime.
The most prolific offenders
- adults who have been
convicted six or more times in
the last year - will be pin-
pointed in a three-pronged
attack:
Targeting types of offender
through the persistent
offenders scheme.
Targeting types of crime.
Targeting weakness in the
CJS.
Divisional commanders
Criminal lists
will receive regular lists of
those in their area, with
police and the crown
prosecution service tracking
them.
orrences.
A key part of the three-year
programme will be the
introduction of a new IT
system which will identify
offenders who will be flagged
up by the Police National
Computer.
Lord Falconer said: "Too
few offenders are brought to
justice. The current size of
the justice gap is
unacceptable; we can and
must do better. Bringing
offenders to justice is the best
way of demonstrating to
criminals that their crimes
will not go unpunished and to
victims that the system is
acting effectively on their
behalf."
To enable the scheme to
work effectively, 42 local
criminal justice boards - pro-
posed in the white paper
Justice For All - will be
established.
those looking to become
potential leaders.
No academic standards
scheme, which is tailored to
career needs to allow
by Ben
participants to develop at
their own pace to achieve
maximum potential.
The initial process is by
application form to the Home
Office, supported by the force
unless there are any
performance, disciplinary or
attendance issues.
Those successful go
through to the next stage,
with written exercises at a
Successful applicants here
progress to the stage three
national assessment centre
where officers participate in
group discussions, presentations
This is designed to test
openness to change,
community and customer
skills, respect for diversity,
problem-solving and effective
Personnel and Training Sgt
Alan Bromley said: "The force
will place those on the
scheme into roles which will
help them develop within the
scheme.
"A key part of the scheme
will be academic development
and there will be
opportunities to gain either a
Masters in Police Leadership
and Management, or an
alternative qualification to an
for the course, surgeries are
available for applicants to
raise any queries or concerns,
The Essex team was made up of Rayleigh's Kim
inspectors Mark Bird, Stuart Ashton and Trevor
Williamson.
Although a combination of fatigue, aching
muscles and army life could have resulted in a
breakdown in sense of humour, the managers
created a team spirit to ensure the team's success,
despite a second night spent under the stars.
"I appreciated the whole weekend and wouldn't
Insp Ashton said: "Certain exercises clearly show
