Importance of combat<strong>in</strong>g the laundered proceeds of drugs <strong>and</strong> psychotropic substances<br />

First: Money Launder<strong>in</strong>g:<br />

The traditional efforts of combat<strong>in</strong>g drugs on the <strong>in</strong>ternational <strong>and</strong> national levels tended to seize<br />

narcotic drugs <strong>and</strong> psychotropic substances <strong>and</strong> arrest the persons trad<strong>in</strong>g <strong>in</strong> them from producers,<br />

smugglers, traffickers <strong>and</strong> abusers; but these efforts were not directed at the money element.<br />

Modern combat<strong>in</strong>g nowadays is directed at several elements of illicit traffick<strong>in</strong>g <strong>in</strong> narcotic drugs<br />

<strong>and</strong> psychotropic substances, foremost among which is the money element. Money is the purpose <strong>in</strong><br />

the crime world <strong>in</strong> general <strong>and</strong> the drugs crimes <strong>in</strong> particular. <strong>Illicit</strong> traffick<strong>in</strong>g gangs use it to<br />

enhance <strong>and</strong> support their groups with the latest means of transportation, communication <strong>and</strong> most<br />

destructive weapons. With that same money, corruption is spread <strong>and</strong> terrorism is supported;<br />

therefore, it was necessary to deprive crim<strong>in</strong>al organizations of the money element which represents<br />

the core of their illicit activities.<br />

The combat<strong>in</strong>g bodies started trac<strong>in</strong>g the proceeds of illicit traffick<strong>in</strong>g to seize, freeze <strong>and</strong><br />

confiscate them, but the crim<strong>in</strong>al groups did not give up. They protected their huge amounts of<br />

money by conceal<strong>in</strong>g their illicit source <strong>and</strong> mak<strong>in</strong>g them appear as legal. This process is known as<br />

money launder<strong>in</strong>g, which can be expla<strong>in</strong>ed as any conduct aim<strong>in</strong>g at disguis<strong>in</strong>g illicit sources of<br />

money so that it looks like it came from legal sources <strong>in</strong> order to evade the crim<strong>in</strong>al justice<br />

authorities.<br />

Second: Money launder<strong>in</strong>g as a global issue:<br />

Money launder<strong>in</strong>g is one of the world's major problems. Crim<strong>in</strong>al groups use money launder<strong>in</strong>g to<br />

pump <strong>in</strong> billions of dollars <strong>in</strong> bus<strong>in</strong>ess <strong>and</strong> commercial activities which leads to corruption of<br />

<strong>in</strong>stitutions <strong>and</strong> <strong>in</strong>dividuals. There is no doubt that combat<strong>in</strong>g money launder<strong>in</strong>g helps reduce<br />

<strong>in</strong>ternational crime rates. Many studies admitted that it is not easy to produce a reliable estimate of<br />

the amount of money laundered annually; however, it is estimated that 2 - 5% of global GDP <strong>and</strong><br />

8% of world trade <strong>in</strong>volved laundered money. The ML volume ranks third globally after currency<br />

exchange <strong>and</strong> car manufactur<strong>in</strong>g 21<br />

A recent report (2010) issued by the US Department of State estimated that the amount of money<br />

launder<strong>in</strong>g reached USD 3,61 trillion which is bigger than the current US budget <strong>and</strong> amounts to<br />

5% of global GDP. The report states that the ML amount has doubled after it was USD 300-500<br />

billion <strong>in</strong> 1997 <strong>and</strong> that it is obvious that precious metals <strong>and</strong> stones are <strong>in</strong>creas<strong>in</strong>gly used <strong>in</strong> money<br />

launder<strong>in</strong>g, value transfer <strong>and</strong> terrorism f<strong>in</strong>anc<strong>in</strong>g. In June 2011, Director of the Federal Drug<br />

Control Service of the Russian Federation (FSKN) declared that the proportion of global drug trade<br />

exceeds the oil <strong>and</strong> gas trade by 8% <strong>and</strong> that more than 1 million people died worldwide over the<br />

last ten years as a result of tak<strong>in</strong>g Afghan hero<strong>in</strong>. He also mentioned that the annual volume of<br />

global drugs trade is estimated at USD 500 billion. He added that with<strong>in</strong> the framework of the<br />

"Canal 2010" operation carried out by the Collective Security Treaty Organization (CSTO), 6.6 tons<br />

of drugs <strong>and</strong> more than 40 tons of the basic <strong>in</strong>gredients used <strong>in</strong> their production were seized.<br />
