EMPANELMENT OF CONSULTANTS<br />

Small Farmers’ Agribusiness Consortium, on behalf of National Centre for Cold Chain<br />

Development, Ministry of Agriculture, Government of India invites application for empanelment of<br />

one Chief Consultant, Cold Chain Logistic & Supply Chain Infrastructure; one Chief Consultant<br />

(Quality & Certification), and 4 Support Staff. All consultants will be engaged on contract basis.<br />

Terms of Reference for empanelment of Consultants for National Centre for Cold Chain<br />

Development (NCCD)<br />

National Centre for Cold Chain Development (NCCD) is an autonomous body created under the Ministry of<br />

Agriculture, Government of India as a society under the Societies Registration Act 1860. NCCD has been set‐<br />

up with Government funding and envisaged to be supported by the industry with whom it has to work<br />

closely. Main objectives of the Centre include developing standards and protocols for cold chain<br />

infrastructure components, undertake & coordinate R&D, human resource development and capacity<br />

building activities along with other objectives.<br />

To achieve the above said objectives, NCCD would like to establish a Technical Support Group, consisting of<br />

technical team members for executing required activities. Proposed TSG should be consisting of following<br />

team members to be headed by Director:<br />

A. Cold Chain Infrastructure Specialist<br />

B. Logistics & Supply Chain Specialists<br />

C. Quality & Certification Specialists<br />

D. Support Staff (4)<br />

Education and Qualification of the team members has been described below:<br />

A. Chief Consultant, Cold Chain Infrastructure<br />

i. B.E. Mechanical Engineer from any reputed institute<br />

ii. Minimum of 20 yrs of industrial experience with at‐least 7 yrs of experience in refrigeration<br />

and air‐conditioning related work;<br />

iii. Must have executed at‐least five projects of cold storage not less than Rs. 5.00 Crore each;<br />

iv. Must have exposure to layout designing of multi‐chamber, multi‐product cold storages<br />

having integrated facilities of sorting / grading / packing of produces;<br />

v. Must have adequate experience of execution of modern cold storages with various types of<br />

insulation and should be well conversant with their technical specification, erection and<br />

commission thereof;<br />

vi. Should have experience in inspection and testing of cold storages at the time of<br />

commissioning;<br />

vii. Should be conversant with the relevant Indian standards for various components and<br />

machineries involved in refrigeration;<br />

viii. Should have exposure to training and capacity building of operation and supervisory staff;<br />

ix. Should be member of recognised institutes like Institutes of Engineers of India<br />

B. Chief Consultant, Quality & Certification<br />

i. B.E. Mechanical Engineer from any reputed institute<br />

ii. Minimum 12 years of experience in inspection and testing of refrigeration systems to be<br />

installed in cold storages;<br />

iii. Should be conversant with testing and inspections of insulation material;<br />

iv. Should be conversant with vacuum and pressure testing of the refrigeration systems<br />

v. Should be conversant with all relevant IS standards of insulation material, electrical<br />

equipments and other accessories and piping;<br />

vi. Should be conversant with the safety of workers in the refrigeration plant;<br />

vii. Should be conversant with the requirement to cope with the eventualities of fire, gas<br />

linkages, load shedding, power break‐down etc. in the cold store;<br />

viii. Conversant with ISO 9000 (quality management system) provisions will be preferred;


ix. Should have experience of training and capacity building of operators and supervisory staff.<br />

C. Chief Consultant, Logistics & Supply Chain<br />

i. Graduate in any discipline from institute of repute;<br />

ii. Certificate in logistic & supply chain management is desirable;<br />

iii. Minimum of 12 years of logistics and supply chain experience, preferably in area of handling<br />

of horticultural / perishable products under the integrated cold‐chain system;<br />

iv. Must be conversant with quality management systems relating to warehouse / cold store<br />

management and mobile logistic components;<br />

v. Should have experience of training and capacity building of operators and supervisory staff.<br />

Remuneration for posts at A to C above will be equivalent to amount being paid by Planning Commission<br />

to Consultants (ranging from Rs.65,000/‐ to Rs.80,000/‐ p.m.).<br />

D. Support staff<br />

i. Graduate in any discipline;<br />

ii. Fresher or experience in areas of agri‐business, cold‐chain component handling;<br />

iii. Good communication skill in English<br />

Remuneration for support staff will range from Rs.20,000/‐ to Rs.25,000/‐ p.m.<br />

Work profile of Consultants (Technical):<br />

i. Recommend / develop / update standards and protocols for cold chain infrastructure / building<br />

including post harvest management in consultation / coordination with various stakeholders,<br />

agencies and organisations;<br />

ii. Develop protocol and mechanism for certification of cold‐chain infrastructure in the country;<br />

iii. Develop indicative guidelines for erection of new cold stores and other cold‐chain components;<br />

iv. Design and develop training modules (short‐term, in‐house, residential) for Training and Capacity<br />

building of cold‐chain operation and supervisory staff;<br />

v. Coordinate with various organisations / agencies for conducting training and capacity building<br />

programmes;<br />

vi. Coordinate with cold chain industry players, experts for developing various standards, protocols as<br />

well as for training programmes and create business opportunities for NCCD;<br />

vii. Take‐up any other technical or / and administrative work required to achieve objectives of NCCD<br />

All Consultants will report to Director, NCCD.
