8. The RESIDENT shall either contract with a licensed plumber and electrician or may elect to do the plumbing work himself if the property is a valid homestead. The CITY REPRESENTATIVE will provide an Application for Building Permit Document necessary to obtain the electrical and plumbing permits, which require the RESIDENT’S signature. The RESIDENT/PLUMBER/ELECTRICIAN shall then acquire permits from the DEVELOPMENT DEPARTMENT. 9. The RESIDENT/ELECTRICIAN shall set the electrical disconnect switch at the grinder pump control panel location and provide conduit and wiring to the disconnect switch. The RESIDENT/ELECTRICIAN shall then request a final electrical inspection from the DEVELOPMENT DEPARTMENT. The DEVELOPMENT DEPARTMENT will inspect, final out the work and provide the RESIDENT/ ELECTRICAN with a blue card as proof of final electrical inspection and approval. 10. The RESIDENT/PLUMBER shall then uncover the sewer line at proposed points of grinder pump connection. This is necessary to allow the CONTRACTOR to determine the amount of fall required and the depth of the grinder pump installation. 11. The RESIDENT shall then contact the CITY REPRESENTATIVE and inform him that the electrical work has been completed and approved; that the Plumbing Permit necessary to connect the house into the grinder pump and abandon the septic system has been issued and that they are ready to have the grinder pump installed. 12. The CITY REPRESENTATIVE will conduct a site inspection; verify that the electrical work has been properly inspected, that sewer tap and impact fees have been paid, that there is a valid plumbing permit present and that the site is ready for the CONTRACTOR to begin grinder pump installation work. 13. The CITY REPRESENTATIVE will then issue a notice to proceed to the CONTRACTOR. 14. The CONTRACTOR shall install the grinder pump and discharge line and shall connect the grinder pump control panel to the electrical disconnect switch. 15. The CONTRACTOR will then request a final electrical inspection from the DEVELOPMENT DEPARTMENT. The DEVELOPMENT DEPARTMENT will inspect, final out the work and provide the CONTRACTOR with a blue card as proof of final electrical inspection and approval. 16. The CONTRACTOR/EI2 will then water test the pump and discharge line. Upon successful completion of testing the CITY REPRESENTATIVE shall compile a punch list for any clean-up and restoration work required by the CONTRACTOR. The CONTRACTOR and RESIDENT shall acknowledge receipt
of a copy of the punch list by signing the punch list. The CITY REPRESENTATIVE shall notify the RESIDENT that the grinder pump and low pressure system have been tested and approved and that the RESIDENT may now connect to the system. 17. The RESIDENT/PLUMBER shall then install the lines necessary to connect the existing on-site system to the grinder pump. The RESIDENT/PLUMBER shall then request a rough-in inspection from the CITY REPRESENTATIVE for the plumbing work completed. The CITY REPRESENTATIVE will inspect, approve the work and provide the RESIDENT/ PLUMBER with a green card as proof of rough-in plumbing inspection and approval. 18. The grinder pump/low-pressure sewer system can now be operated by the RESIDENT. 19. The CONTRACTOR shall place sod similar to the existing grass around the grinder pump installation and the connection to the existing service assembly. The CONTRACTOR shall repair/replace any existing features on the property that were affected by their work. The RESIDENT/PLUMBER shall be responsible for any site restoration work required as a result of their work. 20. The RESIDENT/PLUMBER shall then contact a licensed waste hauler and request that the existing septic tank be pumped out. The waste hauler will provide the RESIDENT with an invoice verifying that the tank was pumped out. The RESIDENT/PLUMBER shall then fill in the septic tank with select fill material. 21. The RESIDENT/PLUMBER shall contact the CITY REPRESENTATIVE for final inspection. The RESIDENT shall provide the CITY REPRESENTATIVE with the invoice verifying that the septic tank was pumped out. The CITY REPRESENTATIVE will provide the RESIDENT with a green card as proof of final inspection and approval of all work completed by the RESIDENT as part of the grinder pump installation project. 22. The CONTRACTOR shall notify the CITY REPRESENTATIVE when the clean-up and site restoration work identified in the punch list has been completed. The CITY REPRESENTATIVE shall inspect the site, determine if all elements of the contract have been met and issue a letter of Final Acceptance for the work at that site. The CONTRACTOR shall then submit a copy of the Letter of Final Acceptance as part of the final pay request for that project.
