Parking and<br />

street closings<br />

On Friday, the Oyster Festival<br />

begins at 10 a.m. and closes<br />

at midnight. On Saturday, the<br />

festival runs from 8 a.m. to 6<br />

p.m.<br />

Under the Oyster Festival<br />

plan, the town will be closed to<br />

motor vehicle traffic as a safety<br />

precaution on Friday from 6 to<br />

8 p.m. for the Fireman’s Parade;<br />

and on Saturday from about 8<br />

a.m. to 8 p.m. There will be no<br />

exceptions. Town residents and<br />

guests are urged to make their<br />

plans accordingly.<br />

The town streets may also<br />

be closed to motor vehicles on<br />

Friday as pedestrian conditions<br />

dictate.<br />

Official Oyster Festival<br />

parking prices on both sides of<br />

town will be $10 on Friday and<br />

$20 on Saturday. Handicapped<br />

parking is at the corner of Virginia<br />

Street and Red Hill on the<br />

west side of town, and is operated<br />

by the Central Middlesex<br />

Volunteer Rescue Squad, which<br />

benefits from the handicapped<br />

parking fees. Follow the signs.<br />

2011 OYSTER FESTIVAL<br />

STREET AND PARKING RESTRICTIONS<br />

The Virginia Department of Transportation has approved the following 2011 Urbanna Oyster Festival Street and Parking Restrictions pursuant to a Resolution<br />

of the Urbanna Town Council:<br />

Parking Restrictions<br />

Parking restrictions will be in effect within the corporate limits of the Town of Urbanna between 2:00 AM, Friday, November 4, 2011 and 11:00 PM, Saturday,<br />

November 5, 2011 in order to ensure pedestrian safety, safe movement of police, fire and rescue vehicles as well as safe parade operations. Certain streets<br />

will be opened for parking earlier than 11:00 PM Saturday depending on the progress of cleanup crews. Parking restrictions for Prince George Street will be<br />

in effect from between 12:00 PM Thursday. November 3, 2011 and 11:00 PM Saturday, November 5, 2011 to accommodate concessions setting up in the road<br />

right-of-way.<br />

No Parking areas will be designated as Tow Away Zones and towing will be at the owner’s expense. The no parking-tow away zones for both sides of<br />

the streets in Urbanna include:<br />

Urbanna Road from the bridge to Watling Street. Watling Street from the traffic triangle to its western end. Cross Street from Watling Street to West Avenue.<br />

Prince George Street from Cross Street to Virginia Street. Virginia Street from Oyster Road to Lord Mott Road. Oyster Road in its entirety. Marston Avenue<br />

from Cross Street to Rappahannock Avenue. Bonner Street from Rappahannock Avenue to Linden Avenue. Grace Avenue from Virginia Street to Bonner Street.<br />

Rappahannock Avenue from Virginia Street to Kent Street. Kent Street from Rappahannock Avenue to West Avenue. West Avenue from Kent Street to Cross<br />

Street. Park Street from Rappahannock Avenue to Linden Avenue. Upton Lane by the Post Office in its entirety. Hilliard Street in its entirety.<br />

Parade Routes and Times<br />

The Friday, November 4th, Fireman’s Parade will begin at 7:00PM on Virginia Street west of town and proceed east on Virginia Street, north on Grace Avenue,<br />

east on Bonner Street, north on Rappahannock Avenue, east on Marston Avenue, south on Cross Street, and west on Virginia Street to disband out of town.<br />

The Saturday, November 5th, Oyster Festival Parade will begin at 2:00PM on Virginia Street in front of the old Urbanna Lumber Co. and proceed east on<br />

Virginia Street, north on Grace Avenue, east on Bonner Street, north on Rappahannock Avenue, east on Marston Avenue, south on Cross Street, and west on<br />

Virginia Street to disband out of town.<br />

Urbanna Street Restrictions<br />

Prince George Street. At 12:00PM on Thursday, November 3rd. Prince George Street will be closed to routine traffic from Cross Street to the curve at Urbanna<br />

Auto & Marine. This restriction will remain in effect until 6:00 PM, Saturday, November 5th. These restrictions are required to accommodate the concessions<br />

to be located on Prince George Street.<br />

Other Restrictions: On Friday, November 4th and Saturday, November 5th, law enforcement authorities may temporarily close selected streets to routine traffic<br />

as crowd and public safety actions dictate.<br />

Town Entrance Restrictions<br />

Friday, November 4th, 5:00 PM. Friday evening November 4th, 2011 vehicular traffic entering or leaving the Town will be prohibited beginning at 5:00 PM<br />

on the west side (Route 602) in the vicinity of Lord Mott Road and beginning at 6:00 PM on the east side (Route 227) in the vicinity of Urbanna Harbour<br />

Subdivision for the Fireman’s Parade. These Routes will be closed to all traffic attempting to enter the Town of Urbanna except to facilitate the movement of<br />

police and emergency vehicles. The Town of Urbanna will remain closed until 9:00 PM or later depending on pedestrian traffic.<br />

Saturday, November 5th, 8:30 AM. On Saturday morning, November 5, 2011, or earlier if deemed necessary by law enforcement authorities, State Route 227<br />

(Urbanna Road) will be closed in the vicinity of the Urbanna Harbour subdivision entrance, and State Route 602 (Virginia Street) will be closed in the vicinity<br />

of the Lord Mott Road intersection to all traffic attempting to enter the Town of Urbanna except to facilitate the movement of police and emergency vehicles.<br />

The Town of Urbanna will remain closed until 8:00 PM or later depending on pedestrian traffic.<br />

At any time, law enforcement authorities may temporarily close the Town to routine traffic as crowd and public safety actions dictate.<br />

to battle<br />

The official Virginia Oyster<br />

Shucking Contest, sponsored<br />

by Revere Gas & Appliance<br />

and Rappahannock River Oysters,<br />

will be held at 11 a.m. on<br />

Saturday behind the firehouse.<br />

Since Urbanna is the home<br />

of Virginia’s “official” Oyster<br />

Festival, it is only appropriate<br />

that some of the best oyster<br />

shuckers in the world practice<br />

their trade near the town.<br />

The top professional shucker<br />

wins $300. The first-place prize<br />

in each of the men’s and women’s<br />

divisions is $100; second,<br />

$50; and third, $25.<br />

The winner is declared state<br />

champion and advances to<br />

compete in the National Oyster<br />

Shucking Contest in St. Mary’s,<br />

Maryland, in October of 2012.<br />

Expected to compete are<br />

reigning national women’s<br />

oyster shucking champion<br />

plaque and official Oyster Festival<br />

Longtime Deltaville boatbuilder is Oyster Festival Captain<br />

Willard Norris of Deltaville<br />

has built wooden boats all his<br />

life and also was an oyster<br />

inspector with the Virginia<br />

Marine Resources Commission<br />

(VMRC).<br />

Because of lifelong work with<br />

boats and oysters, the Urbanna<br />

Oyster Festival Foundation<br />

named Norris the Captain of<br />

the 54th annual Urbanna Oyster<br />

Festival on November 4-5.<br />

Norris can’t recall the first<br />

time he wielded a foot adz to<br />

build a boat, but he knows he<br />

was mighty young. In 1927,<br />

Norris was born to a boatbuilding<br />

family in his grandfather’s<br />

home in Deltaville. In fact, he<br />

had boatwrights on both sides<br />

of his family.<br />

His grandfather, Ed Deagle,<br />

built deadrise style boats on<br />

the shoreline in front of his<br />

Deltaville house, the house Wil-<br />

lard was born in. His uncle, Pete<br />

Deagle, specialized in repair of<br />

Chesapeake Bay log canoes and<br />

worked right next door. Another<br />

uncle, Alfred Norris, built<br />

deadrise boats on Lovers Lane.<br />

“A many a time, I’ve watched<br />

my Uncle Pete haul a log canoe<br />

up at high tide on two logs and<br />

put chunks (logs) in it,” said<br />

Norris.<br />

“I used to walk down the road<br />

when I was a child and watch<br />

[boatbuilder] John Wright build<br />

65-foot-long boats with nothing<br />

but hand tools—a foot adz,<br />

hand planes, rip-saws—and that<br />

was it,” said Norris.<br />

“I can take you right down<br />

the street and tell you who built<br />

boats where. “John, Ladd, Tom<br />

and Lewis Wright, Rob Dudley,<br />

Hugh Norris, Willie Marchant,<br />

Alfred Norris, all built boats<br />

right here on Lovers Lane.”<br />

Norris learned a great deal<br />

about boatbuilding from his<br />

uncle Alfred Norris, whom he<br />

would help after school.<br />

When he was 16 years old,<br />

Norris went to work in the<br />

summer for his uncle Lee<br />

Deagle, who owned Deagle and<br />

Son Marine Railway, one of the<br />

largest railways in the area.<br />

“I learned to set up and build<br />

a boat from my Uncle Alfred<br />

but I learned a great deal about<br />

working with wood at Uncle<br />

Lee’s,” said Norris. “There were<br />

so many woodworkers there in<br />

those days and they were all<br />

willing to give you a tip on this<br />

and that.”<br />

Willard got married when he<br />

was 18 years old and the first<br />

thing he did was build himself<br />

a round-stern boat to go patenttonging<br />

for oysters. “I started<br />

the boat in my backyard with<br />

no shed or anything,” he said.<br />

“John Wright was old then and<br />

his wife, Blanche, was my wife’s<br />

aunt, so he’d come by every<br />

morning and help me out.<br />

“I laid the boat out the way I<br />

was taught but didn’t think the<br />

stern looked just right, so I asked<br />

Mr. Wright what he thought,”<br />

said Norris. “John Wright said,<br />

‘Let me tell you something, you<br />

do it the way you think is right<br />

and if you need to change it, you<br />

can do it on the next one. But<br />

if everybody tells you how to<br />

build that boat, it’s going to be<br />

a damn mess.’ ”<br />

In the 1960s, Norris went to<br />

work for VMRC but kept building<br />

boats at night.<br />

Over 20 years ago Norris<br />

came down with pancreatic<br />

cancer and doctors gave him<br />

only months to live. Even when<br />

he was sick, he went to the boatshed<br />

and started building a skiff.<br />

“I couldn’t stop and then, when<br />

I beat the odds (of surviving<br />

cancer), I wasn’t strong enough<br />

for a long time to build anything<br />

but a skiff.”<br />

In 2001, Norris decided to<br />

build one more deadrise and he<br />

turned out a 32-footer that he<br />

named “The Last One.”<br />

Norris’s boatshed is the last<br />

active old-style backyard boatshop<br />

in Deltaville. Inside his<br />

shop, he has old wooden handworking<br />

tools that he has picked<br />

up at yard sales and others he<br />

has gotten from older builders<br />

in retirement. A block and<br />

tackle is attached to the rafters<br />

for hoisting and flipping hulls.<br />

Oyster Festival Captain is<br />

selected annually to honor the<br />

heritage and culture of the area’s<br />

oyster industry. The wooden<br />

boatbuilding industry was an<br />

important part of our oyster heritage.<br />

We are honored to have<br />

a true Deltaville boatbuilder as<br />

our captain.”<br />

Norris said, “I want to thank<br />

the foundation for selecting<br />

me. I feel there are others more<br />

worthy but I’m honored to be a<br />

part of the Oyster Festival.”<br />

Seven high school seniors seek title<br />

of Urbanna Oyster Festival Queen<br />

The selection of the<br />

Urbanna Oyster Festival<br />

Queen is a long-standing tradition<br />

that dates back to 1960,<br />

the year before Urbanna Days<br />

became the Urbanna Oyster<br />

Festival. The first Festival<br />

Queen was crowned on a flatbed<br />

trailer on the day of the<br />

festival.<br />

The tradition of crowning<br />

a Festival Queen and Little<br />

Miss Spat began in 1966.<br />

As the Oyster Festival<br />

evolved over the years, so has<br />

the selection process for the<br />

Queen and Little Miss Spat.<br />

It originally was a type of<br />

beauty pageant, but is now a<br />

scholarship competition for<br />

the Queen contestants. The<br />

judging is based on a community<br />

service project, grade<br />

point average, a judges’ interview,<br />

a written response to a<br />

random question, and overall<br />

participation.<br />

be a high school senior and<br />

a resident of Middlesex<br />

County. Each Queen contestant<br />

selects a girl in the first<br />

grade to compete as her Little<br />

Miss Spat. (A “spat” is a baby<br />

oyster.) The Little Miss Spat<br />

finalists are selected independently<br />

of the Queen and are<br />

judged based on their participation<br />

at an ice cream social,<br />

a judges’ interview, overall<br />

as Honorary Urbanna Oyster<br />

Festival Grand Marshals for<br />

the 54th annual festival.<br />

The foundation is honoring<br />

Payne and Harrow for their<br />

efforts in saving the life of<br />

5-year-old Sean West, son of<br />

Bonnie and Eugene West of<br />

Deltaville.<br />

On August 5, Sean jumped<br />

into the Deltaville Pool—at<br />

the wrong end where the water<br />

is more than five feet deep. He<br />

slipped under water unnoticed<br />

by his parents and grandparents,<br />

who had been keeping<br />

an eye on Sean and his sister<br />

Abigail.<br />

When Sean was spotted<br />

in the pool, lifeguard Allison<br />

Payne, a 16-year-old<br />

Middlesex High School junior,<br />

jumped in and pulled the boy<br />

to the surface. Sean was not<br />

breathing.<br />

“We felt that these two young<br />

people did a wonderful thing in<br />

saving that young boy’s life,”<br />

said foundation board member<br />

Charles Bristow. “We just felt<br />

that this was a way of honoring<br />

them for what they did.”<br />

Harrow and Payne said they<br />

were honored to be selected as<br />

Honorary Grand Marshals, but<br />

felt what they did was what<br />

anyone would have done in a<br />

similar situation. “We do thank<br />

the foundation,” said Harrow.<br />

Payne and Harrow will ride<br />

in the Fireman’s Parade at 7<br />

p.m. on Friday, November 4,<br />

and in the festival parade at 2<br />

p.m. on Saturday, November<br />

Pratt has represented the<br />

shuckers to ever place in the top<br />

three in the international competition,<br />

which she did in 1994<br />

and 1997, both times in Galway,<br />

Ireland. The only other Virginian<br />

to place in the international<br />

competition was Middlesex’s<br />

Sara Hammond who finished<br />

third in 1984.<br />

she has meant to the Urbanna<br />

Oyster Festival,” said Bristow.<br />

“She has been a great ambassador<br />

for the festival and Urbanna.<br />

We just felt that she deserved<br />

the honor.”<br />

Pratt also was named honorary<br />

captain of the festival in<br />

1995.<br />

at the Virginia Oyster Shucking<br />

Championship at the Urbanna<br />

Oyster Festival—a competition<br />

she has won numerous times.<br />

coach. He is a member<br />

of the Lower Middlesex Volunteer<br />

Fire Department of<br />

Deltaville.<br />

He is the son of Garland and<br />

Diane Harrow of Deltaville.<br />

He and his wife, Jennifer, have<br />

two children, Courtney and<br />

Andrew, and live in Hartfield.<br />

She will compete again this<br />

year on Saturday, November 5,<br />

at 11 a.m. behind the Urbanna<br />

Firehouse.<br />

Pratt is a professional shucker<br />

who shucks oysters during the<br />

in Urbanna. She has been<br />

featured in national and regional<br />

publications such as Southern<br />

Living, and a photo of her riding<br />

an oyster shell is being used by<br />

the State of Virginia to promote<br />

tourism.<br />

three children and three grandchildren.<br />

Parking at the Oyster Festival!<br />

Everyone grumbles when<br />

they fork out $10 or $20 to pay<br />

the parking attendant—usually<br />

someone from our local volunteer<br />

services—but do you know<br />

where that money goes?<br />

Part of it helps support<br />

things like the fire department<br />

and rescue squad for our local<br />

citizens; some goes to the general<br />

fund to pay for things like<br />

the street cleaning, the police,<br />

the entertainment at the Oyster<br />

Festival, maybe even part of<br />

the Queen’s scholarship, and<br />

some—largely unknown— supports<br />

a year-long education program<br />

for the school children of<br />

Middlesex.<br />

You may have noticed the<br />

Chesapeake Bay Foundation<br />

(CBF) deadrise Bea Hayman<br />

Clark the past two weeks on<br />

Urbanna Creek. Filled with<br />

Middlesex County fourth and<br />

seventh graders and Middlesex<br />

High School and Christchurch<br />

School environmental and<br />

marine science students, after 5<br />

years it has become as familiar a<br />

sight as the spring arrival of the<br />

osprey. Some of these students<br />

have never been on the river<br />

which borders their homes. The<br />

Marine Science Legacy Program<br />

(MSLP), the educational<br />

outreach of the Oyster Festival<br />

Foundation, pays for and organizes<br />

the CBF program for<br />

Middlesex schools.<br />

Most of you probably haven’t<br />

seen what happens at the<br />

Urbanna Town Marina on the<br />

Thursday before the festival (it’s<br />

only for the school children)<br />

but “Education Day” includes<br />

even more exhibitors at the<br />

waterfront than during the festi-<br />

val—about 60 volunteers—and<br />

brings historical, ecological and<br />

environmental hands-on activities<br />

to all the schools that serve<br />

Middlesex County, including the<br />

three private schools in adjoining<br />

counties.<br />

Friends of the Rappahannock,<br />

an organization that participated<br />

for the first time last year, wrote<br />

that, “Overall, the event was<br />

amazing and should be used<br />

as a model for other events in<br />

the region.” Superintendent of<br />

Middlesex schools Dr. James<br />

Lane, a strong supporter of the<br />

program, added that he “found it<br />

to be extremely educational and<br />

overall, absolutely impressive.<br />

Our teachers and students were<br />

engaged in activities that provided<br />

real-life opportunities to<br />

learn about the watershed experience<br />

and how it impacts local<br />

industries. The scientific knowledge<br />

that students gained is tied<br />

directly to the Virginia Standards<br />

of Learning and the program<br />

in general has become an<br />

important part of helping learning<br />

become real to our students.”<br />

Teachers have commented that<br />

they plan their lessons around<br />

what the students will encounter<br />

on “Education Day.” This field<br />

trip, organized and funded by the<br />

Oyster Festival MSLP, may be<br />

the only one some of these students<br />

are able to attend that year.<br />

Some years ago, when budgets<br />

allowed, even buses were paid<br />

for by the Oyster Festival.<br />

It doesn’t end there. In addition,<br />

on the water environmental<br />

in-service programs are offered<br />

to Middlesex teachers facilitated<br />

by the MSLP. In June, the<br />

Middlesex first graders descend<br />

upon the Deltaville Maritime<br />

Museum and Holly Point Nature<br />

Park—and guess what—that<br />

organization is assisted by the<br />

MSLP of the Urbanna Oyster<br />

Festival.<br />

These programs are so<br />

important to the Oyster Festival<br />

Foundation Board that funding<br />

is often designated first for<br />

the students and second for the<br />

festival-goers on Friday and<br />

Saturday. Attendees luckily<br />

benefit from what is planned<br />

for the kids. But money is tight.<br />

In addition to support from<br />

the general fund, sponsorships<br />

are essential. This year we are<br />

pleased and grateful that Chesapeake<br />

Bay Oyster Company of<br />

Wake, a long time educational<br />

contributor to Education Day,<br />

has become a sponsor of the<br />

is needed to continue. In<br />

Art Services is still fresh out of<br />

the box, but stitching itself into<br />

the community’s tapestry as<br />

rapidly and deeply as time and<br />

personnel will allow.<br />

Among their most recent<br />

efforts, business owners Cloyde<br />

W. Wiley III and his wife, Barbara<br />

Hartley, have scored the<br />

winning entry for the 2011<br />

Oyster Festival poster contest.<br />

Thrilled to have been<br />

selected, Hartley explained the<br />

efforts involved in readying the<br />

winning image. “We waited<br />

almost too long to get our entry<br />

in,” she said. Just prior to Hurricane<br />

Irene, Wiley had created<br />

a photography set-up in<br />

the back of the shop. He had<br />

a fairly clear idea of what he<br />

wanted to do, involving a collection<br />

of antique oyster harvesting<br />

items.<br />

“All he needed was a halfbushel<br />

of live oysters to include<br />

in the shot,” Hartley said. “But<br />

when he returned to the shop<br />

after the storm, he discovered<br />

he couldn’t purchase oysters<br />

anywhere because of silt<br />

churned up by the storm.”<br />

Wiley thought about oysters<br />

from the float at their dock in<br />

Perkins Creek, but they were<br />

too small and, thanks to the<br />

hurricane, the dock was largely<br />

destroyed and completely inaccessible.<br />

Fortunately, he was able<br />

to call on his friend, Larry<br />

Chowning, and borrow oysters<br />

from his float. After he shot several<br />

versions, he downloaded<br />

them to the computer. Hartley<br />

then selected two of the photographs<br />

to which she applied<br />

her design expertise, augmenting<br />

them with additional graphics<br />

and finessing two different<br />

poster versions for submission<br />

to the committee.<br />

annual Urbanna Oyster Festival<br />
