Both <strong>the</strong> USA and UK have around 5 years' oil supply left, or less. Their<br />

increasing reliance on imports is having a serious effect on <strong>the</strong> balance of<br />

payments. As a reflection of <strong>the</strong> UK's oil trade deficit, <strong>the</strong> UK's balance<br />

of payments is currently running at over £40b p.a. Harold Macmillan's<br />

Conservative government was thrown out of office in 1964 for having a<br />

balance of payments deficit of well under £1b. The US balance of payments<br />

in 2003 was running at a £542b deficit. 3<br />

The third is that oil and politics are increasingly intermingled. It's<br />

particularly apparent in <strong>the</strong> present US government. Vice-President Dick<br />

Cheney previously served as chairman and chief executive of Halliburton<br />

Co., <strong>the</strong> world's largest oilfield services company, which had operations<br />

in Azerbaijan. Cheney and Donald Evans, Commerce Secretary, both<br />

ran energy-related companies and earned millions of dollars from oil.<br />

Condoleezza Rice, national security advisor, was a director with Chevron<br />

from 1991 until January 2001 and had a company oil tanker named after<br />

her. Brent Scowcroft, advisor to Rice and national security advisor to<br />

Bush Sr., was a director of Pennzoil-Quaker State Co. and Enron Global<br />

Power & Pipelines, a unit of Enron Corp. Christine Todd Whitman, <strong>the</strong><br />

administrator of <strong>the</strong> Environmental Protection Agency, owned interests<br />

in oil wells in Texas and Colorado. Donald Rumsfeld, Defense Secretary,<br />

had between $3.25m and $15.5m worth of investments in energy-related<br />

companies. James Baker, advisor to <strong>the</strong> Bush family and former Secretary
