16. Then the foremost of the assembly, fold<strong>in</strong>g their h<strong>and</strong>s <strong>and</strong> br<strong>in</strong>g<strong>in</strong>g them<br />

to their foreheads, spoke:<br />

'Your Majesty, all your actions tend to the happ<strong>in</strong>ess of your subjects, what<br />

reason can there be to despise you on that account? Even (God) Brahma<br />

cannot but sanction your behaviour. Your Majesty, who is the authority of the<br />

virtuous, be our highest authority. For this reason anyth<strong>in</strong>g which pleases Your<br />

Majesty must please us too. Indeed, you are pleased with noth<strong>in</strong>g else but our<br />

enjoyment <strong>and</strong> our good.'<br />

After then, notables both of the town <strong>and</strong> the country had accepted his<br />

<strong>com</strong>m<strong>and</strong> <strong>in</strong> this manner; the k<strong>in</strong>g dispersed about his towns <strong>and</strong> all over his<br />

country, officers notified as such by their outward appearance to the people with<br />

the charge of lay<strong>in</strong>g hold of the evil doers, <strong>and</strong> everywhere he ordered<br />

proclamations to be made by beat of drum day after day, of this k<strong>in</strong>d.<br />

17. The K<strong>in</strong>g, a granter of security as he is, warrants safety to every one who<br />

constantly cultivates honesty <strong>and</strong> good conduct, <strong>in</strong> short, to the<br />

virtuous, yet, <strong>in</strong>tend<strong>in</strong>g to perform a human sacrifice for the benefit of his<br />

subjects, he wants human victims by thous<strong>and</strong>s to be taken out of those who<br />

delight <strong>in</strong> misconduct.<br />

18. 'Therefore, whosoever henceforward, licentiously <strong>in</strong>dulg<strong>in</strong>g <strong>in</strong><br />

misbehaviour, shall disregard the <strong>com</strong>m<strong>and</strong> of our monarch, which is even<br />

observed by the k<strong>in</strong>gs, his vassals, shall be brought to the state as a sacrificial<br />

victim by the very force of his own actions, <strong>and</strong> people shall witness his<br />

miserable suffer<strong>in</strong>g, when he shall p<strong>in</strong>e with pa<strong>in</strong>, his body be<strong>in</strong>g fastened to the<br />

sacrificial post.'<br />

When the <strong>in</strong>habitants of that realms became aware of their k<strong>in</strong>g's careful<br />

search after evil-doers with the aim of dest<strong>in</strong><strong>in</strong>g them to be victims at his<br />

sacrifice-for they heard the most frightful royal proclamation day after day <strong>and</strong><br />

saw the k<strong>in</strong>g's servants, who were appo<strong>in</strong>ted to look out for wicked people <strong>and</strong><br />

to seize them. Appear<strong>in</strong>g every now <strong>and</strong> then everywhere they ab<strong>and</strong>oned their<br />

attachment to bad conduct, <strong>and</strong> grew <strong>in</strong>tend on strictly observ<strong>in</strong>g the moral<br />

precepts <strong>and</strong> self-control. They avoided every occasion of hatred <strong>and</strong> enmity.<br />

<strong>and</strong> settl<strong>in</strong>g their quarrels <strong>and</strong> differences, cherished mutual love <strong>and</strong> mutual<br />

esteem. Obedience to the words of parents <strong>and</strong> teachers, a general spirit of<br />

liberality <strong>and</strong> shar<strong>in</strong>g with others, hospitality, good manners, modesty, prevailed<br />

among them. In short, they lived as it was <strong>in</strong> the Krita Yuga.<br />

19. The fear of death had awakened <strong>in</strong> them thoughts of the next world; the<br />

risk of tarnish<strong>in</strong>g the honour of their families had stirred their care of guard<strong>in</strong>g<br />

their reputation; the great purity of their hearts had strengthened their sense of<br />

shame. These factors be<strong>in</strong>g at work, people were soon dist<strong>in</strong>guished by their<br />

spotless behaviour.
