The Northern Lights Council, Boy Scouts of America is<br />

proud to share with you our 2009 Annual Report. Since<br />

1910, Scouting has helped prepare children and young<br />

adults to face the world and achieve their fullest potential.<br />

Our program, infused with a mix of outdoor adventure and<br />

traditional values, provides youth with the tools necessary<br />

to successfully navigate their adolescent years and beyond.<br />

The values found in the Scout Oath and Law have become<br />

the compass that guides young people along the path to<br />

responsible adulthood. Our mission is to teach America’s<br />

youth about values while preparing them to become the<br />

leaders of tomorrow.<br />

In 2009, the Council played an important role in the lives<br />

of more than 15,360 young people in the cities and towns<br />

across our territory. We did so with the invaluable assistance<br />

of more than 4,050 registered adult volunteers and<br />

thousands of parents and family members who also gave of<br />

their time, talents and resources to help Scouting succeed.<br />

Our strength lies in these volunteers and their enthusiasm<br />

to give guidance and encouragement to the young men and<br />

young women who participate in Scouting’s values-based<br />

programs.<br />

2009 was a great year and our accomplishments reinforce the<br />

investment of time and effort. The achievements reflected<br />

in this report say a great deal about the true nature of the<br />

Scouting programs in the Northern Lights Council. Each<br />

boy, young man and woman in our program is important.<br />

We continue to strive to reach out to each and every young<br />

person and make Scouting a part of his or her life.<br />

As you read through this annual report, we hope that you<br />

will gain an appreciation for the types of quality programs<br />

and experiences a young person can gain by being a part of<br />

the largest youth organization in the world, Scouting. Your<br />

investment of resources, facilities, time and talent make it<br />

possible for the Northern Lights Council to accomplish its<br />

Since 1910, the program of the Boy Scouts of America<br />

has been an educational program concerned with values.<br />

Scouting is based on life skills, education, leadership<br />

development, citizenship and values training. Scouting<br />

has its own code of conduct, the Scout Oath and Law,<br />

which helps instill the values of good conduct, respect<br />

for others, and honesty. Scouts learn skills that will last a<br />

lifetime, including basic outdoor skills, first aid, citizenship<br />

skills, leadership skills, and how to get along with others.<br />

For almost a century, Scouting has instilled in young<br />

men the values and knowledge they will need to become<br />

tomorrow’s leaders.

For boys in grades 1-5.<br />

Cub Scouting is a family and home centered program. Cub<br />

Scouting encourages a boy to “Do Your Best.” Cub Scouting<br />

is an active family program that develops character, teaches<br />

citizenship and promotes fitness. It includes service projects,<br />

games, pinewood derbies, day camps, parent-son overnighters,<br />

projects, ceremonies and outdoor activities.<br />

Cub Scout Youth Served in 2009: 7,655<br />

For boys in grades 6-12.<br />

The Boy Scout program is an American tradition that<br />

immediately follows Cub Scouting. Boy Scouting is an outdoor<br />

adventure program that develops character, leadership,<br />

citizenship, and fitness. Through the advancement program,<br />

a Scout progresses in rank, gaining additional knowledge<br />

and responsibilities. Boy Scouting includes learning new<br />

skills, summer camp, weekend campouts, leadership training,<br />

community service projects, hiking and much more.<br />

Boy Scout Youth Served in 2009: 2,652<br />

For young adults ages 14-20.<br />

A challenging high-adventure program for young men and<br />

women designed to prepare them to become responsible and<br />

caring adults. Venturing programs are developed around six<br />

experience areas: Citizenship, Leadership, Fitness, Social,<br />

Outdoor and Service. The program helps youth pursue special<br />

interests in areas such as sports, arts, hobbies, youth ministry,<br />

sea Scouting and outdoor adventure.<br />

Venturing Youth Served in 2009: 1,029<br />

For young adults ages 14-20.<br />

Exploring is a career preparation program that helps young<br />

men and women try different vocational options before<br />

making a career decision. Exploring teaches leadership and<br />

problem-solving skills while giving teenagers hands-on career<br />

experience.<br />

Exploring Youth Served in 2009: 125<br />

For all youth in grades K-12.<br />

Learning for Life is a co-ed, in-school character development<br />

curriculum for children in K-12. This program teaches life<br />

skills, social skills and problem solving, while developing self-<br />

worth, motivation and personal values. Teachers apply the<br />

curriculum in their classroom utilizing learning modules.<br />

Since 1910, Scouting has provided community service to<br />

our local communities. From leading the recycling effort<br />

through World War II to national good turns through<br />

Scouting for Food, we have been there to help when America<br />

needs us. Scouting is about giving of yourself and helping<br />

others. The Scout Slogan “Do a Good Turn Daily” comes<br />

to life as Scouts participate in service projects throughout<br />

the Council. In 2009, Scouts from the Northern Lights<br />

Council contributed more than 89,000 hours of community<br />

service.<br />

Scouting has provided 8,471,470 total service hours<br />

since February 2004 for the National<br />

“Good Turn for America” initiative,<br />

scheduled to run through the<br />

Scouting for Food is Scouting’s community stewardship<br />

project aimed at addressing the problem of hunger in the<br />

communities in which we live and work. Scouting for<br />

Food is a project rooted in the foundation of the Scouting<br />

movement. Through initiative and hard work, the Boy<br />

Scouts have developed a framework to help our local food<br />

pantries feed hungry residents. In 2009, more than 93,000<br />

pounds of food was collected by the council’s registered<br />

units.<br />

Collaboration is important to the Boy Scouts of America<br />

as we deliver our program to young people. The Scouting<br />

program is delivered through hundreds of community<br />

organizations in the Northern Lights Council that are<br />

chartered by the Boy Scouts of America to serve our local<br />

youth through our 240 Cub Scout Packs, 149 Boy Scout<br />

Troops/Teams, 65 Venturing Crews, 9 Explorer Posts,<br />

and 39 Learning for Life groups. Local schools, churches,<br />

religious organizations, service organizations, community<br />

organizations and parent groups are the chartered partners<br />

through which the Scouting program serves youth in the<br />

Northern Lights Council.<br />

Youth and families previously underserved by Scouting are<br />

benefiting from the Northern Lights Council’s focus on<br />

Scoutreach, an initiative to ensure that all youth, including<br />

ethnically diverse and bi-lingual youth, have the opportunity<br />

to participate in Scouting. We are bringing the values-based<br />

programs of Scouting to all people, “where they live.”

Although a young person joins Scouting to have fun, the<br />

program provides an opportunity for personal growth<br />

through the use of the advancement program. This program<br />

teaches a young person how to set goals and work to achieve<br />

those goals. Scouts gain self-esteem and self-confidence as<br />

they set goals, achieve them, and are recognized through the<br />

rank advancement program. Advancement is one tool by<br />

which Scouting achieves its aims, to develop young people<br />

of good character who are physically strong, mentally fit and<br />

trained for good citizenship. In 2009, Cub Scouts earned<br />

4,625 Rank Advancements and Boy Scouts earned 1,548<br />

Rank Advancements including 126 Eagle Scouts. 7,110<br />

Merit Badges were earned by Boy Scouts.<br />

Scouting’s outdoor classroom, camping, is the foundation of<br />

the Scouting experience and the place where the Scouting<br />

program truly comes alive. The outdoors is an educational<br />

facility that Scouting believes should be a vital part of every<br />

Scout’s life. The Northern Lights Council’s camp facilities<br />

and programs continue to provide support to the activities<br />

of the Packs, Troops and Crews. In 2009, more than 10,100<br />

youth and adult leaders enjoyed one of our year-round<br />

camping programs.<br />

Nestled in the pines of the northwoods of Minnesota, near<br />

Park Rapids, this beautiful 2,400 acre property on Bad Axe<br />

Lake is the perfect setting for many exciting and challenging<br />

programs for all Scouts and their families. In 2009, 1,513 Boy<br />

Scouts attended long-term summer camp. Throughout the<br />

year more than 8,000 youth and adults utilized the Camp’s<br />

year-round program and facilities, including Cub Scouts<br />

who participated in an overnight camping experience at the<br />

Butler Wilderness Outpost Cub Scout Camp.<br />

Southwest of Bismarck, North Dakota on Lake Tschida, Heart<br />

Butte Scout Reservation is a great place to spend a weekend<br />

or an overnight camping spot on your way west to a high<br />

adventure experience. Capital improvements continue to be<br />

made to meet the needs of our Scouts and Adult Leaders. Heart<br />

Butte has fishing, hiking, canoeing and a nearby public beach<br />

to make this a great location for a Pack or Troop outing.<br />

Located just west of Minot, North Dakota, Big Four, which<br />

borders the river, is an excellent facility for Webelos or Boy<br />

Scout Campouts and is used for Day Camp programs each<br />

summer. A cabin, that can be used for winter camping, and<br />

a picnic shelter are available.<br />

Tom Brantner Memorial Camp<br />

20 miles east of Fargo, North Dakota, in Clay County,<br />

Minnesota; Packs, Troops and Crews can use the 48acre<br />

property for short term and overnight camping and<br />

experience a true ‘leave no trace’ camping experience.

In 2009, the Northern Lights Council generated more<br />

than $200,000 in current and deferred gifts towards the<br />

Endowment Fund and qualified for the National BSA<br />

Endowment Achievement Award.<br />

The Council’s Endowment Fund was founded to provide<br />

a source of permanent financial support for future<br />

generations. The Council’s endowment Fund totaled<br />

3.2 million in assets as of December 31, 2009. We have a<br />

goal to have $10 million in the Endowment Fund by 2015.<br />

Scoutings future financial needs must be addressed due to<br />

the changing dynamics in the funding of our values-based<br />

program. Managed by Wells Fargo Trust, the Council<br />

ensures good stewardship through a volunteer investment<br />

committee that monitors fund performance with a sound<br />

investment strategy.<br />

The twelfth annual Heritage Society reception on February<br />

21st , 2009, was held in conjunction with the Council’s<br />

Annual Meeting and Recognition Dinner. Heritage<br />

Society Members, James E. West Fellows, 1910 Society<br />

and Founders Circle members gathered to recognize those<br />

who made contributions to the Endowment Fund. The<br />

Council’s Heritage Society now totals 74 members who<br />

have made an outright gift to the Endowment Fund or<br />

notified us of including the Northern Lights Council in their<br />

estate plans. The Council has 140 James E. West Fellows, 4<br />

Ernest Thompson Seton 1910 Society Members, 2 Daniel<br />

Carter Beard 1910 Society Members and 5 Founders Circle<br />

Members.<br />
