The Northern Lights Council, Boy Scouts of America is 

proud to share with you our 2009 Annual Report. Since 

1910, Scouting has helped prepare children and young 

adults to face the world and achieve their fullest potential. 

Our program, infused with a mix of outdoor adventure and 

traditional values, provides youth with the tools necessary 

to successfully navigate their adolescent years and beyond. 

The values found in the Scout Oath and Law have become 

the compass that guides young people along the path to 

responsible adulthood. Our mission is to teach America’s 

youth about values while preparing them to become the 

leaders of tomorrow. 

In 2009, the Council played an important role in the lives 

of more than 15,360 young people in the cities and towns 

across our territory. We did so with the invaluable assistance 

of more than 4,050 registered adult volunteers and 

thousands of parents and family members who also gave of 

their time, talents and resources to help Scouting succeed. 

Our strength lies in these volunteers and their enthusiasm 

to give guidance and encouragement to the young men and 

young women who participate in Scouting’s values-based 

programs. 

2009 was a great year and our accomplishments reinforce the 

investment of time and effort. The achievements reflected 

in this report say a great deal about the true nature of the 

Scouting programs in the Northern Lights Council. Each 

boy, young man and woman in our program is important. 

We continue to strive to reach out to each and every young 

person and make Scouting a part of his or her life. 

As you read through this annual report, we hope that you 

will gain an appreciation for the types of quality programs 

and experiences a young person can gain by being a part of 

the largest youth organization in the world, Scouting. Your 

investment of resources, facilities, time and talent make it 

possible for the Northern Lights Council to accomplish its

Since 1910, the program of the Boy Scouts of America 

has been an educational program concerned with values. 

Scouting is based on life skills, education, leadership 

development, citizenship and values training. Scouting 

has its own code of conduct, the Scout Oath and Law, 

which helps instill the values of good conduct, respect 

for others, and honesty. Scouts learn skills that will last a 

lifetime, including basic outdoor skills, first aid, citizenship 

skills, leadership skills, and how to get along with others. 

For almost a century, Scouting has instilled in young 

men the values and knowledge they will need to become 

tomorrow’s leaders.

2009 Units 





For boys in grades 1-5. 

Cub Scouting is a family and home centered program. Cub 

Scouting encourages a boy to “Do Your Best.” Cub Scouting 

is an active family program that develops character, teaches 

citizenship and promotes fitness. It includes service projects, 

games, pinewood derbies, day camps, parent-son overnighters, 

projects, ceremonies and outdoor activities. 

Cub Scout Youth Served in 2009: 7,655 

For boys in grades 6-12. 

The Boy Scout program is an American tradition that 

immediately follows Cub Scouting. Boy Scouting is an outdoor 

adventure program that develops character, leadership, 

citizenship, and fitness. Through the advancement program, 

a Scout progresses in rank, gaining additional knowledge 

and responsibilities. Boy Scouting includes learning new 

skills, summer camp, weekend campouts, leadership training, 

community service projects, hiking and much more. 

Boy Scout Youth Served in 2009: 2,652 

For young adults ages 14-20. 

A challenging high-adventure program for young men and 

women designed to prepare them to become responsible and 

caring adults. Venturing programs are developed around six 

experience areas: Citizenship, Leadership, Fitness, Social, 

Outdoor and Service. The program helps youth pursue special 

interests in areas such as sports, arts, hobbies, youth ministry, 

sea Scouting and outdoor adventure. 

Venturing Youth Served in 2009: 1,029 

For young adults ages 14-20. 

Exploring is a career preparation program that helps young 

men and women try different vocational options before 

making a career decision. Exploring teaches leadership and 

problem-solving skills while giving teenagers hands-on career 

experience. 

Exploring Youth Served in 2009: 125 

For all youth in grades K-12. 

Learning for Life is a co-ed, in-school character development 

curriculum for children in K-12. This program teaches life 

skills, social skills and problem solving, while developing self- 

worth, motivation and personal values. Teachers apply the 

curriculum in their classroom utilizing learning modules.

Since 1910, Scouting has provided community service to 

our local communities. From leading the recycling effort 

through World War II to national good turns through 

Scouting for Food, we have been there to help when America 

needs us. Scouting is about giving of yourself and helping 

others. The Scout Slogan “Do a Good Turn Daily” comes 

to life as Scouts participate in service projects throughout 

the Council. In 2009, Scouts from the Northern Lights 

Council contributed more than 89,000 hours of community 

service. 

Scouting has provided 8,471,470 total service hours 

since February 2004 for the National 

“Good Turn for America” initiative, 

scheduled to run through the 

Scouting for Food is Scouting’s community stewardship 

project aimed at addressing the problem of hunger in the 

communities in which we live and work. Scouting for 

Food is a project rooted in the foundation of the Scouting 

movement. Through initiative and hard work, the Boy 

Scouts have developed a framework to help our local food 

pantries feed hungry residents. In 2009, more than 93,000 

pounds of food was collected by the council’s registered 

units.

Collaboration is important to the Boy Scouts of America 

as we deliver our program to young people. The Scouting 

program is delivered through hundreds of community 

organizations in the Northern Lights Council that are 

chartered by the Boy Scouts of America to serve our local 

youth through our 240 Cub Scout Packs, 149 Boy Scout 

Troops/Teams, 65 Venturing Crews, 9 Explorer Posts, 

and 39 Learning for Life groups. Local schools, churches, 

religious organizations, service organizations, community 

organizations and parent groups are the chartered partners 

through which the Scouting program serves youth in the 

Northern Lights Council. 

Youth and families previously underserved by Scouting are 

benefiting from the Northern Lights Council’s focus on 

Scoutreach, an initiative to ensure that all youth, including 

ethnically diverse and bi-lingual youth, have the opportunity 

to participate in Scouting. We are bringing the values-based 

programs of Scouting to all people, “where they live.”

Although a young person joins Scouting to have fun, the 

program provides an opportunity for personal growth 

through the use of the advancement program. This program 

teaches a young person how to set goals and work to achieve 

those goals. Scouts gain self-esteem and self-confidence as 

they set goals, achieve them, and are recognized through the 

rank advancement program. Advancement is one tool by 

which Scouting achieves its aims, to develop young people 

of good character who are physically strong, mentally fit and 

trained for good citizenship. In 2009, Cub Scouts earned 

4,625 Rank Advancements and Boy Scouts earned 1,548 

Rank Advancements including 126 Eagle Scouts. 7,110 

Merit Badges were earned by Boy Scouts.

Scouting’s outdoor classroom, camping, is the foundation of 

the Scouting experience and the place where the Scouting 

program truly comes alive. The outdoors is an educational 

facility that Scouting believes should be a vital part of every 

Scout’s life. The Northern Lights Council’s camp facilities 

and programs continue to provide support to the activities 

of the Packs, Troops and Crews. In 2009, more than 10,100 

youth and adult leaders enjoyed one of our year-round 

camping programs. 

Nestled in the pines of the northwoods of Minnesota, near 

Park Rapids, this beautiful 2,400 acre property on Bad Axe 

Lake is the perfect setting for many exciting and challenging 

programs for all Scouts and their families. In 2009, 1,513 Boy 

Scouts attended long-term summer camp. Throughout the 

year more than 8,000 youth and adults utilized the Camp’s 

year-round program and facilities, including Cub Scouts 

who participated in an overnight camping experience at the 

Butler Wilderness Outpost Cub Scout Camp. 

Southwest of Bismarck, North Dakota on Lake Tschida, Heart 

Butte Scout Reservation is a great place to spend a weekend 

or an overnight camping spot on your way west to a high 

adventure experience. Capital improvements continue to be 

made to meet the needs of our Scouts and Adult Leaders. Heart 

Butte has fishing, hiking, canoeing and a nearby public beach 

to make this a great location for a Pack or Troop outing. 

Located just west of Minot, North Dakota, Big Four, which 

borders the river, is an excellent facility for Webelos or Boy 

Scout Campouts and is used for Day Camp programs each 

summer. A cabin, that can be used for winter camping, and 

a picnic shelter are available. 

Tom Brantner Memorial Camp 

20 miles east of Fargo, North Dakota, in Clay County, 

Minnesota; Packs, Troops and Crews can use the 48acre 

property for short term and overnight camping and 

experience a true ‘leave no trace’ camping experience.

In 2009, the Northern Lights Council generated more 

than $200,000 in current and deferred gifts towards the 

Endowment Fund and qualified for the National BSA 

Endowment Achievement Award. 

The Council’s Endowment Fund was founded to provide 

a source of permanent financial support for future 

generations. The Council’s endowment Fund totaled 

3.2 million in assets as of December 31, 2009. We have a 

goal to have $10 million in the Endowment Fund by 2015. 

Scoutings future financial needs must be addressed due to 

the changing dynamics in the funding of our values-based 

program. Managed by Wells Fargo Trust, the Council 

ensures good stewardship through a volunteer investment 

committee that monitors fund performance with a sound 

investment strategy. 

The twelfth annual Heritage Society reception on February 

21st , 2009, was held in conjunction with the Council’s 

Annual Meeting and Recognition Dinner. Heritage 

Society Members, James E. West Fellows, 1910 Society 

and Founders Circle members gathered to recognize those 

who made contributions to the Endowment Fund. The 

Council’s Heritage Society now totals 74 members who 

have made an outright gift to the Endowment Fund or 

notified us of including the Northern Lights Council in their 

estate plans. The Council has 140 James E. West Fellows, 4 

Ernest Thompson Seton 1910 Society Members, 2 Daniel 

Carter Beard 1910 Society Members and 5 Founders Circle 

Members. 

The Northern Lights Council would like to thank our
