The <strong>Methodist</strong> <strong>Church</strong> - Leeward Islands District Conference [MCCA]<br />
he <strong>Methodist</strong> <strong>Church</strong> in <strong>the</strong> Leeward Islands District has just con-<br />
T cluded its 200th annual meeting in <strong>the</strong> historic Wesley Chapel, in<br />
Basseterre, St. Kitts.<br />
Attending <strong>the</strong> official Welcome Service which was held on Wednesday,<br />
8th January, were a number of dignitaries of <strong>Church</strong> and State,<br />
including <strong>the</strong> Governor General, His Excellency, Sir Cuthbert Sebastian,<br />
<strong>the</strong> Acting Prime Minister, Hon. Sam Condor, heads of <strong>the</strong> St. Kitts<br />
Christian Council and <strong>the</strong> St. Kitts Evangelical Association.<br />
The main message of <strong>the</strong> Service was centred on <strong>the</strong> Conference‟s<br />
<strong>the</strong>me, “Following Christ in <strong>the</strong> New Millennium: Called to live as Stewards<br />
of all God‟s gifts”. A strong appeal was made to place our lives,<br />
with all of God‟s gifts of time, abilities and material resources for <strong>the</strong><br />
service of God in <strong>the</strong> betterment of our fellowmen and women.<br />
A Retreat for Ministers was held prior to <strong>the</strong> Conference. All Ministers<br />
found it to be spiritually uplifting and one which set <strong>the</strong> tone for <strong>the</strong> District<br />
Conference.<br />

completes a six (6) year term as <strong>the</strong> Leeward Islands District President<br />
and General Superintendent on 31st August <strong>2006</strong>, God willing. The<br />
tribute in recognition of his sterling leadership was unanimously approved<br />

Guadeloupe Mission<br />
or over forty years <strong>the</strong> <strong>Church</strong> has had a vision of ex-<br />
F tending <strong>the</strong> <strong>Methodist</strong> witness to Guadeloupe & Martinique.<br />
A major step was taken on Sunday, October 7, 2001 with <strong>the</strong><br />
actual launching of <strong>the</strong> Guadeloupe Mission.<br />
Ano<strong>the</strong>r major step will be taken Saturday, <strong>May</strong> 27, <strong>2006</strong><br />
with <strong>the</strong> dedication of <strong>the</strong> Eglise <strong>Methodist</strong>e Mission De La<br />
Guadeloupe Chapel & <strong>Church</strong> Hall, and <strong>the</strong> Blessing of <strong>the</strong><br />
Manse. You are invited to be present at this auspicious<br />
event.<br />
We are happy to report that <strong>the</strong> Mission is growing rapidly,<br />
both numerically and spiritually.<br />
The District is grateful to a member of <strong>the</strong> Belmopan <strong>Methodist</strong><br />
Congregation in <strong>the</strong> Belize/Honduras District<br />

Sermon preached by <strong>the</strong> Rev. Joseph R. Lloyd<br />
Thursday, 26 th January, <strong>2006</strong><br />
6:15 a.m. at St. Johnston <strong>Methodist</strong> Chapel, Cardin Avenue, St. Kitts, W.I.<br />
The Rev. Joseph R. Lloyd is a <strong>Methodist</strong><br />
Supernumerary Minister - residing on <strong>the</strong> island of Anguilla<br />
or <strong>the</strong> past ten (10) days <strong>the</strong> District Confer-<br />
F ence has been reviewing <strong>the</strong> work of <strong>the</strong> past<br />
Connexional year and formulating plans for <strong>the</strong><br />
year(s) ahead.<br />
At some stages this review has proved increasingly<br />
difficult because of <strong>the</strong> inertia which seems to<br />
have become endemic in some Circuits, <strong>the</strong>reby<br />
precluding <strong>the</strong>m from submitting relevant reports<br />
on time.<br />
Detailed examination of circuit reports received,<br />
has indicated that <strong>the</strong>re are some positive developments<br />
which give cause for rejoicing and thanksgiving.<br />
On <strong>the</strong> o<strong>the</strong>r hand <strong>the</strong>re are areas which<br />
give cause for concern.<br />
We rejoice at <strong>the</strong> steady development of <strong>the</strong><br />
Guadeloupe Mission, and pray that with sustained<br />
interest and continued hard work, in <strong>the</strong> very near<br />
future this mission will be elevated to become <strong>the</strong><br />
16 th Circuit in <strong>the</strong> District.<br />
We are heartened by <strong>the</strong> expansion of <strong>the</strong> work<br />
in <strong>the</strong> Holland Circuit and trust that it will continue<br />
to expand so phenomenally that this District Conference<br />
will soon receive <strong>the</strong> urgent request for<br />
additional staff.<br />
Statistics of confirmed members reveal that over<br />
<strong>the</strong> years <strong>the</strong>re has been a steady decline in several<br />
Circuits. Even in Circuits which register an<br />
increase, it is minimal when compared with <strong>the</strong><br />
total number of persons in <strong>the</strong> community who<br />
claim <strong>Methodist</strong> affiliation.<br />
I share with you this extract which comes directly<br />
from one of <strong>the</strong> Circuit reports for 2004 – 2005.<br />
“The Circuit has shown an increase of twenty two<br />
(22) over last year‟s membership, but registered its<br />
concern for many of our membership who remain<br />
inconsistent and careless in attendance at, and<br />
involvement in <strong>the</strong> life of <strong>the</strong> church in general.<br />
The challenge <strong>the</strong>refore is to find innovative and<br />
creative ways of reaching those who are still at <strong>the</strong><br />
gate.<br />
What is obvious is <strong>the</strong> need for evangelism to be<br />
taken more seriously, if <strong>the</strong> church is to experience<br />
more than just normal growth. Failure to address<br />
this inordinate slow rate of growth and to be satisfied<br />
with internal growth is to lose <strong>the</strong> vision of<br />
what <strong>the</strong> church is really about, and to sign <strong>the</strong><br />
death warrant for <strong>the</strong> church‟s future”<br />
To my mind this pertinent observation could be<br />
aptly applied to <strong>the</strong> majority, if not all Circuits in <strong>the</strong><br />
District.<br />
The time of our departure from this <strong>2006</strong> Conference<br />
to our respective Circuits is imminent. The<br />
question which should be uppermost in our minds<br />
is “What word have we<br />
received from <strong>the</strong> Lord by<br />
way of a challenge to<br />
share with our Circuits?” I<br />
trust that in waiting before<br />
God and listening intently<br />
we have received a new<br />
vision of His direction for<br />
us, and for <strong>the</strong> entire<br />
<strong>Church</strong>.<br />
The Circuit report from which I quoted earlier<br />
alluded to <strong>the</strong> necessity for innovation and creativity.<br />
I am convinced that God is calling us as individuals<br />
and as a church to seek to discover new<br />
ways of reaching out to <strong>the</strong> unconverted and of<br />
appealing to <strong>the</strong> rank and file within <strong>the</strong> church<br />
who are merely „fence sitters‟ or „pew warmers.‟<br />
If we have spent ten (10) days in Conference<br />
sessions and are returning to our Circuits devoid of<br />
new vision, fresh resolve and determination to<br />
effect change where necessary, <strong>the</strong>n all that has<br />
transpired here becomes an exercise in futility.<br />
Part of <strong>the</strong> reason for <strong>the</strong> slow growth within <strong>the</strong><br />
church can be attributed to <strong>the</strong> fact that we have<br />
become turned in on ourselves. We have been<br />
inward – looking for too long. We have done certain<br />
things in <strong>the</strong> same way year after year without<br />
any visible result, yet we are reluctant to try something<br />
else.<br />
There are too many people within <strong>the</strong> <strong>Church</strong> –<br />
Officers and members – who resist change. Innovation<br />
and creativity are foreign words which find<br />
no place in <strong>the</strong>ir vocabulary.<br />
In his book, „A Ministry Renewed‟, Gordon E.<br />
Harris makes this observation: “If <strong>the</strong> church is to<br />
proclaim <strong>the</strong> gospel it must live by <strong>the</strong> gospel. This<br />
is not as easy as it sounds, for <strong>the</strong> gospel stands<br />
for ferment, renewal, for growth and for change.<br />
Above all, it stands for openness to <strong>the</strong> future and<br />
freedom from bondage to <strong>the</strong> past. All <strong>the</strong> New<br />
Testament images of salvation imply <strong>the</strong> destruction<br />
of an old existence and <strong>the</strong> creation of a new<br />
one. Christianity is a revolutionary movement and<br />
Jesus was <strong>the</strong> Revolutionary par excellence. But<br />
<strong>the</strong> last thing <strong>the</strong> <strong>Church</strong>, as an institution wants to<br />
do is to change.”<br />
<strong>May</strong> I submit that change is requisite not for <strong>the</strong><br />
sake of change, but because in a swiftly progressing<br />
world, <strong>the</strong> church must not remain static, and<br />
she dare not. We must be conscious of <strong>the</strong> fact<br />
that God is calling us to new endeavours.<br />
We may be called upon to destroy, not that we<br />

WOMEN’S WORK - Recommendations<br />
That <strong>the</strong> Leeward Islands District Conference send two delegates<br />
to <strong>the</strong> 11 th Assembly of <strong>the</strong> World Federation of <strong>Methodist</strong> and<br />
Uniting <strong>Church</strong> Women in Korea, July 11 – 17, <strong>2006</strong><br />
That <strong>the</strong> next meeting of <strong>the</strong> District Women‟s Commission be held<br />
June 1 – 4, <strong>2006</strong> in <strong>the</strong> Anguilla Circuit.<br />
That <strong>the</strong> next Leeward Islands District Women‟s Seminar be held<br />
July 10 – 19, 2007 in <strong>the</strong> Dominica Circuit.<br />
That women‟s organizations and individuals be encouraged to contribute<br />
towards <strong>the</strong> development of <strong>the</strong> Vera Richardson Memorial<br />
Fund. Funds will be used for helping children and women. (See last<br />
year‟s minutes). All funds should be forwarded through <strong>the</strong> Circuit<br />
to <strong>the</strong> District Treasurer.<br />
The Committee fur<strong>the</strong>r recommends that each Circuit<br />
Women‟s Commission shall<br />
1. Organize a children‟s Weekend Camp (as a form of outreach)<br />
for <strong>the</strong> disadvantaged and children at risk in <strong>the</strong> wider community.<br />
2. Conduct a survey of <strong>the</strong> talents and abilities of women with a<br />
view to using those gifts to help o<strong>the</strong>rs and as an opportunity<br />
to involve women who are not meaningfully involved in <strong>the</strong><br />
work of <strong>the</strong> <strong>Church</strong>.<br />
3. Organize a competition among MCCA Women based on <strong>the</strong><br />
successful fulfilment of <strong>the</strong> following:-<br />
i. Knowledge of <strong>the</strong> Bible and Hymn Book.<br />
ii. Know your <strong>Church</strong>.<br />
iii. Talents/skills<br />
iv. Service to <strong>the</strong> <strong>Church</strong> and Community<br />
MCCA Women‟s Commissions in each circuit will develop <strong>the</strong><br />
specific guidelines to be used in judging, especially for (iii) and<br />
(iv) above, in order to select <strong>the</strong> winner.<br />
The winner will be “MCCA Woman of <strong>the</strong> year – for <strong>the</strong><br />
_____________ Circuit”<br />
4. Organize:<br />
(a) training in budgeting and investment for personal,<br />
family and organizational purposes<br />
(b) seminars on preparing for retirement<br />
5. Organize activities to educate women on <strong>the</strong> role of MCCA<br />
Women in our <strong>Methodist</strong> heritage.<br />
6. The Committee fur<strong>the</strong>r recommends that two District representatives<br />
attend <strong>the</strong> first Connexional MCCA Women‟s Executive<br />
meeting for <strong>the</strong> new quinquennium 2005 – 2010 in<br />
Jamaica <strong>March</strong> 16 – 19, <strong>2006</strong>.<br />

Guadeloupe Mission<br />
he Guadeloupe mission, a Dis-<br />
T trict outreach, has entered its<br />
5th year of existence. Following a<br />
slow take off, today <strong>the</strong> regular<br />
group of worshippers is 70 with a<br />
total of about 100 persons gravitating<br />
around <strong>the</strong> mission.<br />

Prayer groups up and running; a<br />
monthly preachers’ class that con-<br />

tributes to <strong>the</strong> development of 7 preachers; a special ministry<br />
to infants and <strong>the</strong>ir parents; church schools for all age<br />
groups (from 3 to 99) as well as <strong>the</strong> usual men’s, women’s<br />
and youth groups.<br />
Worship services are held weekly in Pointe-a-Pitre<br />
where persons mainly from Haiti, St. Martin, Dominica and<br />
Guadeloupe meet. On week days, various activities take<br />
place.<br />
Through <strong>the</strong> pastor, members and groups, <strong>the</strong> mission<br />
was able to minister to persons in <strong>the</strong> main hospital and in<br />
clinics in <strong>the</strong> Pointe-a-Pitre area.<br />
Of course, all is not rosy on this end, but we have great<br />
hope and great faith and, as we continue to move forward<br />
with <strong>the</strong> work, we still crave <strong>the</strong> financial assistance of our<br />
Caribbean bro<strong>the</strong>rs and sisters. We solicit your prayers for<br />
this Mission, for we are only now just beginning and we<br />
still have a very long road to travel.<br />

may leave a vacuum – but to replace with more suitable programmes and structures;<br />
to uproot not to fall into decay, but to replant more fruitfully in better soil; to<br />
change not just for sake of change – but because changing conditions demand<br />
changed strategies and approaches. We all need to examine ourselves to discover<br />
whe<strong>the</strong>r in fact we may not have hindered <strong>the</strong> progress of <strong>the</strong> gospel and<br />
<strong>the</strong> witness of <strong>the</strong> <strong>Church</strong> by our resistance to <strong>the</strong> „wind of change‟ and to <strong>the</strong><br />
clear call of God to advance. Indeed, „Go forward‟ is God‟s imperative to <strong>the</strong><br />
<strong>Church</strong>.<br />
‘Forward be our watchword<br />

Seek <strong>the</strong> things before us,<br />

I believe that God‟s imperative which must be conveyed to His <strong>Church</strong> in this<br />
Leeward Islands District is similar to that which was conveyed to Peter in Luke<br />
5:4 “Put out into <strong>the</strong> deep water and let down your nets for a catch.”<br />
Peter was very reluctant to initiate Christ‟s command which in his mind he construed<br />
was likely to be unsuccessful. “Master, we have worked all night long but<br />
have caught nothing. Yet if you say so, I will let down <strong>the</strong> nets.” Though reluctant<br />
at first, he eventually submitted to Christ‟s imperative and it paid rich dividends.<br />
A story is told of a newly elected rector of an ancient university. In his inaugural<br />
speech he addressed her as if she were an old, old, lady. He begged her not to<br />
dwell on <strong>the</strong> centuries of <strong>the</strong> past, but to look to those that were to come; for,<br />
said he, “A university has no harbour.”<br />
This pertinent advice befits <strong>the</strong> <strong>Church</strong> - for <strong>the</strong> <strong>Church</strong> of Jesus Christ must<br />
dispense with complacency; she must never settle in any haven. God‟s word to<br />
His <strong>Church</strong> today is to leave <strong>the</strong> sheltered haven and to head for <strong>the</strong> deep blue<br />
seas. The <strong>Church</strong> is mandated by her Lord to embark upon a life of adventure.<br />
Such an exciting life will inevitably involve risk and sacrifice which will be costly.<br />
This is <strong>the</strong> way <strong>the</strong> Master went, should not <strong>the</strong> servant tread it still?<br />
Sometimes <strong>the</strong> church puts a stumbling – block in her own way. We forget that<br />
no man who puts his hand to <strong>the</strong> plough and looks back is fit for <strong>the</strong> kingdom.<br />
Bonhoeffer once said, “When Jesus calls a man, He bids him come and die.”<br />
The very thought of innovation and change strikes a crippling fear in <strong>the</strong> hearts<br />
of some people. They find <strong>the</strong>mselves in a similar plight as that of <strong>the</strong> freed<br />
Israelites on <strong>the</strong>ir journey from Egypt to <strong>the</strong> Promised Land.<br />
They lacked courage, determination, and implicit trust in God to enable <strong>the</strong>m to<br />
surmount hurdles which <strong>the</strong>y would encounter. They preferred to remain victims<br />
of circumstance ra<strong>the</strong>r than to embrace and enjoy <strong>the</strong> freedom which God had<br />
wrought for <strong>the</strong>m through His servant Moses.<br />
At a very crucial and critical moment <strong>the</strong> Israelites found <strong>the</strong>mselves on <strong>the</strong><br />
horns of a dilemma. On <strong>the</strong>ir heels was Pharaoh‟s army poised to overtake and<br />
re-capture <strong>the</strong>m. Ahead of <strong>the</strong>m was <strong>the</strong> Red Sea. They saw no possible way of<br />
escape. They bombarded Moses‟ ears with <strong>the</strong>ir lamentable cry. “Is it because<br />
<strong>the</strong>re are no graves in Egypt that you have taken us away to die in <strong>the</strong> wilderness?<br />
What have you done to us in bringing us out of Egypt? Is not this that we<br />
said to you in Egypt, „Let us alone and let us serve <strong>the</strong> Egyptians‟? For it would<br />
have been better for us to serve <strong>the</strong> Egyptians than to die in <strong>the</strong> wilderness.<br />
Moses assured <strong>the</strong> demoralized Israelites that God was with <strong>the</strong>m and that if<br />
<strong>the</strong>y trusted Him <strong>the</strong>y would surely see His salvation.<br />
Moses sought direction from God. God‟s response was, “Why do you cry to me?<br />
Tell <strong>the</strong> children of Israel to go forward” Man‟s extremity is God‟s opportunity.<br />
Where <strong>the</strong> Israelites could see no way of escape, God provided a way, and<br />
delivered <strong>the</strong>m miraculously.<br />
Analysis of <strong>the</strong> current situation in <strong>the</strong> life of this District reveals that <strong>the</strong>re are<br />
some areas in <strong>the</strong> work which present grave cause for concern.<br />
Our ears must be alert and our minds attuned that we hear and discern <strong>the</strong><br />
voice of God – a decisive voice entreating us to go forward despite <strong>the</strong> odds.<br />
My bro<strong>the</strong>rs and sisters, God‟s challenge to us this morning as it was to <strong>the</strong><br />
Israelites in <strong>the</strong>ir predicament is to be bold and courageous; to be unswervingly<br />
loyal and obedient to Him.<br />
We are cognizant of <strong>the</strong> task which lies ahead and <strong>the</strong> hurdles which are likely<br />
to be encountered. Undaunted and undeterred we join with <strong>the</strong> apostle Paul in<br />
affirming: “We are troubled on every side, yet not distressed; we are perplexed<br />
but not driven to despair; cast down but not destroyed.”<br />
Every aspect of <strong>the</strong> <strong>Church</strong>‟s mission requires people who are totally and unconditionally<br />
committed to Christ and <strong>the</strong> work which He appoints.<br />
Circuit reports lament <strong>the</strong> dearth of workers in vital areas of <strong>the</strong> <strong>Church</strong>‟s life.<br />
Very often feelings of incompetence, pride or self-will, prevent people from answering<br />
God‟s call to service. Self must be completely erased from <strong>the</strong> picture<br />
and Christ must be elevated. Any person who has been soundly converted to<br />
Christ will allow Him to be pre-eminent in all things. As Theodore Monod expresses<br />
it in <strong>the</strong> last line of M.H.B. #170, it must be, “None of self and all of<br />
Christ.”<br />
However elaborate and grandiose <strong>the</strong> plans which we make for resuscitation of<br />
<strong>the</strong> work, and for expansion and outreach <strong>the</strong>y will be doomed to failure, if within<br />
our circuits and congregations people are not totally and unreservedly committed<br />
to Christ and His work.<br />
Christ has many services to be done in and through His <strong>Church</strong>. In <strong>the</strong> Covenant<br />
Service we are reminded that some will be suitable to our tastes and compatible<br />
with our ambitions; o<strong>the</strong>rs will be contrary to both. In some we may<br />
please Christ and ourselves at <strong>the</strong> same time. In o<strong>the</strong>rs we cannot please Christ<br />
except by denying ourselves. Yet Christ will surely give us <strong>the</strong> strength and <strong>the</strong><br />
grace to do all that He requires of us, as we consecrate ourselves to Him.<br />
What can we do to work God‟s work, to prosper and increase<br />
The bro<strong>the</strong>rhood of all mankind – <strong>the</strong> reign of <strong>the</strong> Prince of peace?<br />
What can we do to hasten <strong>the</strong> time – <strong>the</strong> time that shall surely be,<br />
When <strong>the</strong> earth shall be filled with <strong>the</strong> glory of God, as <strong>the</strong> waters cover <strong>the</strong><br />
sea?<br />
All we can do is nothing worth, unless God blesses <strong>the</strong> deed;<br />
Vainly we hope for <strong>the</strong> harvest-tide till God gives life to <strong>the</strong> seed;<br />
Yet nearer and nearer draws <strong>the</strong> time – <strong>the</strong> time that shall surely be,<br />
When <strong>the</strong> earth shall be filled with <strong>the</strong> glory of God, as <strong>the</strong> waters cover <strong>the</strong> sea.<br />

W e send you greetings from <strong>the</strong> 200th Annual Meeting of <strong>the</strong> Leeward<br />
Islands District Conference assembled in <strong>the</strong> Name of God<br />
<strong>the</strong> Fa<strong>the</strong>r, <strong>the</strong> Son and <strong>the</strong> Holy Spirit.<br />
At its 1806 Conference Meeting, <strong>the</strong> British <strong>Methodist</strong> <strong>Church</strong> took <strong>the</strong><br />
decision to create its first four overseas Districts located in <strong>the</strong> West<br />
Indies. Two of <strong>the</strong>se were <strong>the</strong> St. Christopher and Antigua Districts.<br />
Through divine providence, we meet 200 years later at <strong>the</strong> historic<br />
Wesley <strong>Methodist</strong> <strong>Church</strong> in Basseterre, St. Kitts.<br />
As we meet, we are both encouraged by <strong>the</strong> spiritual legacy which is<br />
ours and challenged to defend and to extend <strong>the</strong> faith we have inherited.<br />
This is particularly important as we consider what is required of us as<br />
Christians called to be stewards of all God’s gifts.<br />
God‟s Spirit is urging <strong>the</strong> people called <strong>Methodist</strong>s to pursue our calling<br />
as stewards of God‟s grace. The message captured in <strong>the</strong> District <strong>the</strong>me<br />
for <strong>the</strong> Connexional year was made clear through <strong>the</strong> voices of those<br />
who led and shared with us: Rev. Dr. Victor Perez, International Director<br />
of <strong>the</strong> Walk to Emmaus and Rev. Dr. Thomas Albin, Dean of <strong>the</strong> Upper<br />
Room, who led <strong>the</strong> Ministerial Retreat; District President Rev. Selwyn<br />
Vanterpool who challenged us from <strong>the</strong> Welcome Service through <strong>the</strong><br />
duration of Conference, to be wise and faithful stewards; Connexional<br />
President Rev. Dr. George Mulrain; Connexional Vice President Dr.<br />
Calsey Johnson and o<strong>the</strong>rs.<br />
We were reminded of <strong>the</strong> privilege and responsibilities of stewardship.<br />
We are all special and unique individuals blessed with gifts to share in<br />
God‟s mission. The <strong>Church</strong> provides us with opportunities to use <strong>the</strong>se<br />
gifts as we participate in <strong>the</strong> work of God. Let us see our organizations,<br />
meetings and programmes as vehicles to fulfil this mission.<br />
We need to affirm and to put into practice much of what our Wesleyan<br />
tradition emphasizes. The following insights from <strong>the</strong> Ministerial Retreat<br />
can help.<br />
√ Deliberate, regular and meaningful observance<br />
of <strong>the</strong> “means of grace” - private and public prayer,<br />
searching <strong>the</strong> Scriptures, <strong>the</strong> Lord‟s Supper, fasting<br />
and abstinence, and meeting for fellowship and for<br />
building each o<strong>the</strong>r up (Christian Conference).<br />
√ The priesthood of all believers which we exercise<br />
in various ways, for example, in our pastoral roles as<br />
class leaders, members and ordained ministers<br />
√ Growth in Christian holiness. Our Christian spirituality<br />
is deepened as we open ourselves to <strong>the</strong><br />
influence of <strong>the</strong> Holy Spirit using such disciplined<br />
approaches as <strong>the</strong> Emmaus Walk or o<strong>the</strong>r spiritual<br />
retreats, or sharing in covenant groups for prayer<br />
and deeper study of God‟s Word.<br />
√ Pastoral visitation, an area of ministry that has<br />
proven to be an effective means for encouragement<br />
of <strong>the</strong> faithful and for initiating restoration of lapsed<br />
members.<br />
PASTORAL LETTER TO THE<br />
CONGREGATIONS<br />
It is vital that we live out <strong>the</strong>se aspects of our <strong>Methodist</strong> heritage as we<br />
engage in ministry in a changing world. Change is inevitable and, as<br />
wise stewards, we must be willing and ready to try new and more effective<br />
methods for proclaiming <strong>the</strong> Gospel. We should no longer be content<br />
with using traditional methods that no longer serve <strong>the</strong> useful purpose<br />
<strong>the</strong>y once did. The District has expanded beyond its traditional<br />
borders and is more varied than it has ever been. Migration patterns,<br />
increase in educational opportunity, and technological advancement<br />
have changed <strong>the</strong> social, political and cultural landscape. The escalation<br />
in violence and crime including drug abuse and human trafficking<br />
and health related problems present new challenges. Without a faith that<br />
is anchored in God we may become overwhelmed. In such a time as<br />
this we can no longer be content with <strong>the</strong> attitude that says “we‟ve always<br />
done it that way.” This may well be an easy excuse for fear of <strong>the</strong><br />
unknown. Let us now hear words preached at <strong>the</strong> Conference Communion<br />
Service: “Be bold and courageous unswervingly loyal and determined<br />
to serve…undaunted and undeterred. Let us go forward in spite<br />
of doubts and fears [in <strong>the</strong> midst of daunting change]”.<br />
But change, in itself, is not necessarily good. We must be ready to defend<br />
biblical truths. For example, Conference emphatically restates <strong>the</strong><br />
position of our church on Christian marriage – that it is a divinely sanctioned<br />
covenant relationship entered into by a man and a woman. This<br />
position does not change simply because o<strong>the</strong>r forms or practices become<br />
legal in any particular countries. The future of our <strong>Methodist</strong> Witness<br />
will reflect our awareness of <strong>the</strong> particular changes occurring in our<br />
various contexts for mission. This affects how we teach our children and<br />
pass on to future generations <strong>the</strong> faith we have inherited.<br />
A similar message was conveyed by <strong>the</strong> Connexional Vice President<br />
who appealed to us to train our children with <strong>the</strong> dedication and commitment<br />
that those before us did, to teach <strong>the</strong> importance of personal discipline,<br />
family prayers, good neighbourliness and self-respect. These<br />
values keep us grounded in faith in <strong>the</strong> midst of change.<br />
This concern was also expressed by <strong>the</strong> District President when he<br />
spoke to <strong>the</strong> children and young people assembled for <strong>the</strong> Youth Demonstration,<br />
an occasion when <strong>the</strong>y truly made us proud. He noted that<br />
today‟s world is one full of opportunity, a time when young people can<br />
reach for <strong>the</strong> top. But, as he said, <strong>the</strong> wealth of opportunity has accompanying<br />
dangers making this, our time, a dangerous one in which to live<br />
- a time when many promising young persons fail, when too many are<br />
lured into criminal activity, or living sexually irresponsible lives, or give in<br />
to <strong>the</strong> temptation to get rich too quickly. Like Paul, he admonished: “Be<br />
careful how you live for <strong>the</strong> days are evil”. His advice to <strong>the</strong> youth of our<br />
church is good for us all. “The secret of victorious living is for each one<br />
of us to make Jesus our friend and companion.”<br />
The Connexional President made <strong>the</strong> point during his address to <strong>the</strong><br />
large ga<strong>the</strong>ring sharing <strong>the</strong> 200 th Anniversary Dinner where he delivered<br />
this message in song:<br />
“Choose with your mind on <strong>the</strong> Master<br />
Live every day with <strong>the</strong> Master<br />
Soon you‟ll be sure to discover<br />
Life with God is bound to succeed”<br />

State of <strong>the</strong> Work of God in <strong>the</strong> Conference Area<br />
Mission and Evangelism and <strong>Church</strong> Growth<br />
As we celebrated <strong>the</strong> 200 th Annual Session of our Conference, our<br />
hearts have been strangely warmed as we learnt of <strong>the</strong> positive developments.<br />
We rejoice with <strong>the</strong> Rev. David Davila Quinteros of <strong>the</strong> Holland<br />
Circuit on his Ordination.<br />
We have been made aware of <strong>the</strong> possible merger of <strong>the</strong><br />
UMC Congregation and <strong>the</strong> MCCA St. Croix Circuit;<br />
The Guadeloupe Mission is steadily progressing and <strong>the</strong>y<br />
have on record five (5) Preachers “On Note”. Also <strong>the</strong> membership<br />
has increased 100% over last year.<br />
We believe that, <strong>the</strong> Spirit‟s leading is evident as we seek<br />
permission of <strong>the</strong> Connexional Conference to adopt a Triennial<br />
System of meeting.<br />
Our District <strong>the</strong>me, “Called to Live As Stewards of all God‟s Gifts,” has<br />
given focus to our mission and towards this end, an inventory of gifts will<br />
be conducted in each Circuit.<br />
Inspite of <strong>the</strong> many challenges, our <strong>Church</strong> is pressing on – preaching<br />
<strong>the</strong> word – witnessing to all – feeding <strong>the</strong> poor and lifting up <strong>the</strong> fallen.<br />
Christian Education<br />
While <strong>the</strong> reports continue to reflect a decline in statistical returns, <strong>the</strong>re<br />
is still much to celebrate in all areas. New methods of Christian nurturing<br />
and evangelism, such as <strong>the</strong> new church school curriculum<br />
“Growing In Fullness,” <strong>the</strong> “Alpha Course”, camp evangelism<br />
through dormitory devotions, and mentoring of youth organizations by<br />
adult groups are noteworthy. Some circuits are reporting intentional<br />
efforts at child evangelism with two circuits indicating over 30 children<br />
committing <strong>the</strong>ir lives to Christ.<br />
Christian educators and leaders of organizations throughout <strong>the</strong> district<br />
can <strong>the</strong>refore affirm that all is not lost and be encouraged to never grow<br />
weary in well doing, but ra<strong>the</strong>r remain faithful, creative and hopeful that<br />
numerical and spiritual fruit will be realized as more members become<br />
more deeply committed to Christ and enabled to fulfil <strong>the</strong>ir stewardship<br />
to God.<br />
The Christian Education department is grateful to all district, circuit and<br />
congregational workers and pledge to continue in its mission of enabling<br />
leaders through ongoing leadership development.<br />
General Education<br />
It is evident that <strong>the</strong> <strong>Church</strong> has an important and pivotal role in providing<br />
children and young people with <strong>the</strong> guidance that will enable <strong>the</strong>m to<br />
cope with <strong>the</strong> challenges <strong>the</strong>y face.<br />
The BVI Circuit is to be applauded for its intention to have <strong>the</strong> <strong>Methodist</strong><br />
<strong>Church</strong> return to its involvement in general education. The Conference<br />
looks forward to <strong>the</strong> establishment of a pre-school in that Circuit that will<br />
represent <strong>the</strong> first step in a long journey in education.<br />
The Conference encourages <strong>the</strong> Dominica Circuit to be proactive during<br />
<strong>the</strong> period of transition for <strong>the</strong> St. Andrew‟s High School. A good opportunity<br />
to expand its mission in general education awaits <strong>the</strong> <strong>Church</strong>.<br />
Schools provide an excellent avenue for transmitting good values to our<br />
children and youth. The formation of teams to assist ministers in giving<br />
pastoral oversight and providing religious instruction in our schools is<br />
commendable.<br />
Finally, <strong>the</strong> Conference recognizes <strong>the</strong> challenges involved in <strong>the</strong> management<br />
of schools and expresses gratitude to all who have supported<br />
our work in this area.<br />
Resources and Development<br />
It is encouraging to note an increase in <strong>the</strong> number of building scheme<br />
proposals, and <strong>the</strong> interest in renovating chapels and halls. These<br />
schemes are being carried out at great cost. The Department encourages<br />
Circuits to be more proactive and intentionally put a preventive<br />
maintenance programme in place as this would be both wise and cost<br />
saving. We commend <strong>the</strong> BVI Circuit on bringing forth a commercial<br />
project, and encourage <strong>the</strong>m to be diligent in all aspects of its execution.<br />
A matter of concern has been <strong>the</strong> matter of medical insurance. We<br />
encourage younger ministers especially to acquire personal/family policies<br />
as a matter of urgency, bearing in mind that <strong>the</strong> <strong>Church</strong> will contribute<br />
toward <strong>the</strong> premiums.<br />
Men’s Ministry<br />
The next District Men‟s Seminar will be held in <strong>the</strong> St. Croix Circuit from<br />
July 18-23, <strong>2006</strong>. Each Circuit is asked to send four delegates.<br />
The next District Men‟s Commission meeting will be held July 17-18,<br />
<strong>2006</strong> prior to <strong>the</strong> District Men‟s Seminar.<br />
RECOMMENDATIONS<br />
1. That <strong>the</strong> M.C.C.A. Men in <strong>the</strong> Leeward Islands District<br />
establish a uniform; and that <strong>the</strong> uniform be a green<br />
vest. The vest will also bear <strong>the</strong> MCCA crest.<br />
2. That all Men‟s Fellowship groups intentionally include<br />
in <strong>the</strong>ir outreach projects to men and boys in <strong>the</strong><br />
church and community, programmes geared towards<br />
curbing deviant behaviour, crime and violence.<br />
3. That <strong>the</strong> Men‟s Commission intentionally utilize every<br />
opportunity to educate <strong>the</strong> community on health issues,<br />
particularly lifestyle diseases.<br />
4. That <strong>the</strong> District Men‟s Commission Meeting be held<br />
in Montserrat Circuit July 17-19, 2007.<br />
5. That <strong>the</strong> District Men‟s Seminar be held in St. Maarten<br />
from July <strong>14</strong> – 21, 2008.<br />
6. That Circuit Men‟s Commissions in conjunction with<br />
<strong>the</strong> Circuit Mission and Evangelism Committee organize<br />
marriage enrichment programmes, with a view to<br />
streng<strong>the</strong>ning marriage relationships.<br />
7. That young men be included in <strong>the</strong> ushering ministry<br />
of <strong>the</strong> <strong>Church</strong>.<br />
Commemorative Book for 200th<br />

esearch material for <strong>the</strong> production of a book commemorating <strong>the</strong><br />
R 200th anniversary of <strong>the</strong> Leeward Islands District has been received<br />
at <strong>the</strong> DRC from <strong>the</strong> Rev. Dr. John Neal in <strong>the</strong> UK. The following committee<br />
with power to co-op was established to compile <strong>the</strong> commemorative<br />
book for <strong>the</strong> anniversary celebrations:<br />

Some highlights of <strong>the</strong> District Conference were:<br />
1. The Ordination of <strong>the</strong> Rev. David Quinteros of <strong>the</strong> Holland<br />
Circuit.<br />
2. The Gala Banquet at <strong>the</strong> Marriott Hotel commemorating<br />
<strong>the</strong> 200th Anniversary of <strong>the</strong> District.<br />
3. The Processional <strong>March</strong> of Witnesses and Youth<br />
Rally held at <strong>the</strong> Community Centre, St. Johnston Village.<br />
An almost 200 strong Mass Youth Choir delighted<br />
<strong>the</strong> audience and glorified God in song.<br />
Some important decisions of <strong>the</strong> Conference were:<br />
1. Conference approved <strong>the</strong> proposal for a merger of a<br />
United <strong>Methodist</strong> <strong>Church</strong> Congregation in St. Croix, with<br />
<strong>the</strong> St. Croix Circuit of <strong>the</strong> MCCA <strong>Methodist</strong> <strong>Church</strong>. This<br />
is <strong>the</strong> first known merger of its kind.<br />
2. Conference decided to send 105 young people and <strong>the</strong>ir<br />
chaperons to a Youth Ga<strong>the</strong>ring (Youth Enquentro) in<br />
Jamaica in July <strong>2006</strong>. Over 500 youth from <strong>the</strong> <strong>Methodist</strong><br />
<strong>Church</strong> in <strong>the</strong> Caribbean and <strong>the</strong> Americas are expected<br />
to attend.<br />
3. Plans were finalized for <strong>the</strong> publication of a book marking<br />
<strong>the</strong> 200th Anniversary of <strong>the</strong> District Meeting.<br />
Conference rejoiced that several of our <strong>Church</strong> Schools have reported<br />
that a growing number of children have been surrendering <strong>the</strong>ir lives to<br />
Jesus Christ, thus fulfilling <strong>the</strong> primary purpose of <strong>the</strong> <strong>Church</strong> Schools.<br />
The Conference took note of <strong>the</strong> growing incidents of crime and violence,<br />
especially among our youth. In light of that, <strong>the</strong> Conference calls<br />
upon our <strong>Church</strong> Schools and o<strong>the</strong>r Youth Organizations, to intensify<br />
<strong>the</strong>ir Programmes of Evangelism and Outreach. We commend <strong>the</strong> Alpha<br />
Course, as ano<strong>the</strong>r innovative way of reaching our youth.<br />
There is much joy and happiness in view of <strong>the</strong> fact that <strong>the</strong> Guadeloupe<br />
Mission is experiencing success in embracing our young people.<br />
Conference gave thanks to our outgoing President, Rev. Selwyn L. Vanterpool<br />
for his leadership in spearingheading <strong>the</strong> Guadeloupe Mission.<br />
Glowing tribute was paid to him, as he demits office on 31st August<br />
next, after serving for six years (2000-<strong>2006</strong>). The Rev. Franklyn Manners<br />
will assume office from September 1, <strong>2006</strong>.<br />
<strong>Methodist</strong> Youth Ambassadors<br />
(MYA)<br />
Circuits can now order uniforms for youth in <strong>the</strong>ir circuit using <strong>the</strong> following<br />
information:<br />

A second cheque should be prepared for <strong>the</strong> logos (2 logos per person<br />
total US$6.00 per person) payable to METHODIST CHURCH LEE-<br />
WARD ISLANDS DISTRICT, and sent to <strong>the</strong> District Treasurer – Mrs.<br />
Muriel Smith, P.O. Box 302026, St. Thomas VI, 00803-2026 – with a<br />
cover letter indicating number of logos being paid for.<br />
Conference <strong>2006</strong> recommends <strong>the</strong> following:<br />
1. That all Circuits should organize a retreat for young people<br />
in order to enhance <strong>the</strong>ir spiritual growth and prepare <strong>the</strong>m for<br />
service.<br />
A full report, including <strong>the</strong> date, <strong>the</strong>me, main topics,<br />
number of persons attending (male and female), be submitted<br />
to <strong>the</strong> District Secretary responsible for youth and<br />
young adults.<br />
2. That Zonal Camps be held in 2007 as follows:<br />
Zone 1 Montserrat , Antigua, Dominica, Nevis & St. Kitts<br />
Zone 2 St. Thomas/St. John, BVI, St. Croix<br />
Zone 3 St. Eustatius, Anguilla, St. Martin, St. Maarten, Guadeloupe<br />
Zone 4 Aruba, Curacao, Holland<br />
The highlighted Circuits will co-ordinate and host <strong>the</strong> camps in<br />
each Zone. The District Secretary responsible for Youth &<br />
Young Adults will liaise with <strong>the</strong> Zone co-coordinators and<br />
Circuit Youth Commission Chairpersons to facilitate adequate<br />
planning for <strong>the</strong> Camps.<br />
3. That where it has not already occurred, <strong>Methodist</strong> Youth Ambassadors<br />
(MYA) be launched on <strong>the</strong> 3 rd Sunday of October<br />
<strong>2006</strong> in all Circuits. The 3 rd Sunday of September will be recognized<br />
as MYA Sunday each year.<br />
That Circuit Youth Commissions ensure that <strong>the</strong> MYA<br />
uniform is available for <strong>the</strong> launch of MYA.<br />
4. That a District Young Adult Leaders‟ Training Seminar<br />
(DYALTS) be held in <strong>the</strong> BVI Circuit <strong>March</strong> <strong>14</strong> – 19, 2007.<br />
Circuits may send two (2) representatives.<br />
5. That DYLTS of 2008 be held in <strong>the</strong> St. Martin (French) Circuit<br />
from July 17 – 27, 2008. Registration fees and forms will be<br />
provided at next year‟s Conference 2007.<br />
6. That all Circuits, where possible, select and train young people<br />
to play musical instruments to perform in <strong>the</strong> <strong>Church</strong>.<br />
Connexional Conference to meet in <strong>the</strong> Leeward<br />
Islands District<br />
The Leeward Islands District will be hosting <strong>the</strong> Connexional<br />
Conference during <strong>the</strong> week of 22-27 <strong>May</strong>, <strong>2006</strong> in<br />
<strong>the</strong> Antigua Circuit.<br />

grammes to revitalize <strong>the</strong> church will have little effect if, out of fear, we<br />
continue to fish in shallow waters using old fishing methods. Our Saviour<br />
offers newness and beckons us to be bold in <strong>the</strong> faith and to<br />
launch out into <strong>the</strong> deep.<br />
Let us move forward with confidence in God who calls and enables us<br />
to be stewards of His grace. This was <strong>the</strong> challenge given by <strong>the</strong> District<br />
President in his sermon delivered at <strong>the</strong> Welcome Service. His<br />
message based on Exodus <strong>14</strong>:15 was a call for <strong>the</strong> <strong>Methodist</strong> <strong>Church</strong><br />
in <strong>the</strong> Leeward Islands District to go forward, unafraid to effect change<br />
for <strong>the</strong> glory of God.<br />

Youth Encuentro—Jamaica July <strong>2006</strong><br />
Circuits are being reminded to make <strong>the</strong> necessary preparations to<br />
attend <strong>the</strong> Connexional Youth Encuentro In Jamaica in July <strong>2006</strong>.<br />
Persons to attend should be between ages 15 – 30.<br />

DISTRICT PRESIDENT, LEEWARD ISLANDS DISTRICT CONFERENCE<br />

When you assumed <strong>the</strong> office of District President in September 2000, few of us would have guessed that within three years <strong>the</strong> District Resources Centre would be<br />
operational and that a resident <strong>Methodist</strong> Minister would be in place to advance <strong>the</strong> work of <strong>the</strong> Guadeloupe Mission. These positive developments are largely due to<br />
your leadership in this direction. You are obviously committed to <strong>the</strong> extension of <strong>the</strong> Leeward Islands District beyond its traditional borders, as evidenced too, by<br />
your keen interest in <strong>the</strong> progress of <strong>the</strong> church in Holland.<br />
You were eager to see <strong>the</strong> <strong>Church</strong> grow both outwards and on <strong>the</strong> inside. The District Resources Centre was part of your plan to help our <strong>Church</strong> become a dynamic<br />
movement that is self sustaining and growing while serving in response to human need in church and society.<br />
You placed a high priority on <strong>the</strong> <strong>Church</strong>‟s ministry among its children and young people. That was evident through your constant presence at District Youth functions<br />
and at <strong>the</strong> District hosted MCCA Youth Encuentro in Antigua. You were <strong>the</strong>re in person to show that you care and to encourage <strong>the</strong> youths along <strong>the</strong>ir spiritual journey.<br />
Your dream of a vibrant <strong>Methodist</strong> Youth organization is coming to fruition. Already , we can envision <strong>the</strong> <strong>Methodist</strong> Youth Ambassadors at <strong>the</strong> <strong>2006</strong> Youth<br />
Encuentro. The MYA presence may well turn out to be an important catalyst in <strong>the</strong> establishment of this umbrella organization throughout <strong>the</strong> Connexion.<br />
Your support was not restricted to <strong>the</strong> young. You made it your business to be present at District Men‟s and Women‟s events as well; and you shared likewise at <strong>the</strong><br />
2005 General Assembly of MCCA Women. You showed that you care.<br />
You demonstrated your interest in <strong>the</strong> groups and organizations of our <strong>Church</strong>, and you cared for <strong>the</strong> individual members too. Many among us can recall situations in<br />
which you lent a listening ear and communicated hope, helping <strong>the</strong>m out of <strong>the</strong>ir distress. You were able to inspire courage at such times because of your determination<br />
to focus on <strong>the</strong> positive in any given situation. It is from <strong>the</strong>ir reflections on your counsel in troublesome times that persons describe you as:<br />
“caring and considerate” ;<br />
“cooperative and sensitive”;<br />
“willing to assist in crisis”;<br />
The personal touch you took with you into <strong>the</strong> normal course of things, remembering your colleagues and sending each a small gift at Christmas time. In <strong>the</strong> same<br />
vein you instituted <strong>the</strong> Leeward Islands District Calendar which keeps our Circuits in touch with each o<strong>the</strong>r, aware of significant happenings around <strong>the</strong> District. The<br />
calendar is an instrument promoting <strong>the</strong> spirit of Connexionalism among us.<br />
As General Superintendent of this District, you ably communicated your vision to those who served with you. You stood your ground in persuading o<strong>the</strong>rs to get<br />
<strong>the</strong>re. You paid more attention to where you were heading than you did to distractions that could have hindered progress. A deep thinker you seem to be, one who<br />
understands human nature and is committed to move forward even when <strong>the</strong> path is a challenging one.<br />

> “ a man of action, anxious to get things done; believes that <strong>the</strong> <strong>Church</strong> should grow and advance her mission and ministry”<br />

> “ an individual who though quiet in nature, has <strong>the</strong> ability to command <strong>the</strong> respect of this District; one who has very mature leadership qualities”<br />
You have given of yourself in service, conscious that much was expected of you. Knew that he who began a good work in you is still with you and will see you<br />
through.<br />
For your untiring efforts, your passion to see <strong>the</strong> District advance, for your caring concern and all <strong>the</strong> invaluable service you rendered as District President, we give<br />
thanks and praise to God.<br />
We give thanks for <strong>the</strong> support of Brenda, your wife and <strong>the</strong> rest of your family. <strong>May</strong> God‟s richest blessings continue to attend you as you demit <strong>the</strong> office of District<br />
