on Tuesday, January 8.<br />

The <strong>Indians</strong> controlled the tempo<br />

throughout the game. They were<br />

<strong>Don</strong> <strong>Bosco</strong> outscored the <strong>Indians</strong><br />

in the second and third quarter, but<br />

they couldn’t conquer the robust<br />

<strong>Indians</strong>.<br />

Kimberly Wedeking scored doubledigits<br />

with eleven points.<br />

Wedeking stated, “The funnest<br />

part of this season so far is winning<br />

the games as a team. Our good<br />

defense, hustle, ability to push the<br />

ball, and teamwork led to our victory.”<br />

has the desire to be good. They are<br />

also willing to try new things. You<br />

either have intelligence and intensity<br />

when you play or you don’t.<br />

rebounds. Megan Backer put up<br />

thirteen points and grabbed seven<br />

rebounds. Kimberly Wedeking had<br />

On Saturday, January 12, the<br />

Clarksville Indian wrestling team<br />

placed second at the South Hardin-<br />

BCLUW Invitational.<br />

and 144.0 points, respectively.<br />

“Almost all of those teams were<br />

2A teams,” said Head Coach Ben<br />

Lovrien, “yet the two best teams<br />

were 1A.”<br />

Third at Sumner-Fred<br />

On Tuesday, January 8, the<br />

Indian’s wrestling team lost a meet<br />

at Sumner-Fredericksburg to the<br />

Cougars 42-27 and the <strong>Don</strong> <strong>Bosco</strong><br />

<strong>Don</strong>s 47-25.<br />

This news wasn’t all bad. Several<br />

players still had personal wins.<br />

Senior Bryce Jacobs, who won<br />

9-3 against his <strong>Don</strong> <strong>Bosco</strong> opponent,<br />

said, “It was an easy win for<br />

me, but I didn’t wrestle to what I<br />

was capable of.”<br />

Zach Bergman also won his match<br />

14-7, earning almost half of the<br />

team’s points against <strong>Don</strong> <strong>Bosco</strong>.<br />

“He was strong and tried throwing<br />

me a lot.”<br />

Dalton Ciavarelli said after winning<br />

his match, he wished he could<br />

have done even better.<br />

“I didn’t do very good. I didn’t<br />

feel I wrestled well.”<br />

Dalton is 22-3. He has been a good leader in the<br />

wrestling room. Dalton is the type of kid our<br />

younger generations should look up to! Dalton<br />

has an amazing amount of talent! He also recorded<br />

his 100th win at the beginning of December.<br />

felt that he did a good job.<br />

“The kid I had was strong, but I<br />

took care of him pretty easily in the<br />

second period,” said Lovrien.<br />

The team has high hopes for a<br />

successful season. Team members<br />

know that this will require some<br />

hard work and training to achieve<br />

their goal.<br />

“I think we could have done better,”<br />

he said. “We have things to<br />

work on. Right now we’re pretty<br />

injured. Chase Capper is out right<br />

now and Dalton and Bryce are<br />

pretty bruised up,” said Bergman.<br />

against the <strong>Don</strong>s.<br />

The <strong>Indians</strong> leading scorer was<br />

Brittney Litterer with sixteen points.<br />

The Clarksville JV team lost a<br />

tough one to the Tripoli Panthers,<br />

34-48, on Thursday, January 10.<br />

was Arika Rinnels with nine points.<br />

both put six points on the board.<br />

Mckenna Lebeck put up four<br />

“We worked hard thoughout the<br />

The Clarksville JV team had a<br />

blowout against <strong>Waterloo</strong> <strong>Christian</strong><br />

on Friday, January 11, beating the<br />

Regents 60-20.<br />

The leading scorer was Brittney<br />

Litterer with sixteen points. Maddie<br />

Poppe followed closely behind<br />

with fourteen points.<br />

JH Girls Bball<br />

Win Against Tripoli<br />

The Junior High girls basketball<br />

team played two games last week,<br />

winning against Tripoli on Tuesday,<br />

January 8, and losing to Nashua-<br />

<br />

The junior high girls beat<br />

Tripoli by one point, 41-40.<br />

“The girls are working together<br />

pretty well, they communicate<br />

better on the court, they help each<br />

other out more, and they are work-<br />

ing together for the win,” Coach<br />

Preeshl said.<br />

Unfortunately, the girls couldn’t<br />

keep their winning streak going<br />

when they played the Huskies on<br />

January 10.<br />

This game was close too, but<br />

instead of winning by one point,<br />

they lost by one point, 32-33.<br />

Coach Preeshl stressed that the<br />

girls have worked hard all season<br />

and are continuing to improve.<br />

Won’t Give Up<br />

even with the rough season<br />

they’ve had.<br />

At their last meet which took<br />

place at Waverly Shell Rock on<br />

January 8, Tanner Gilbert and Riley<br />

Cramer each pinned their opponent.<br />

“We’re trying to work on motivating<br />

them to win,” said Chris Arians,<br />

Junior High wrestling coach, “and<br />

teaching them about Clarksville’s<br />

rich wrestling history.”<br />

“One of their strong points is<br />

that they want to learn the proper<br />

moves,” Arians noted about the<br />

team.<br />

“They need to work on just<br />

wrestling and not overthinking,” he<br />

added.<br />

The boys need as much support<br />

from their community as they can<br />

<br />

on a positive note, and would love<br />

to see as many people from Clarksville<br />

at their last meets as they can.

The Clarksville Tribe Wrestling group participated in the North Butler MatCat duals on January 4 at Greene, fi nishing with a 4th place fi nish.<br />

The <strong>Indians</strong> lost to the <strong>Don</strong>s 47-25<br />

and S-F 47-27 on Tuesday, Jan. 8.<br />

On Thursday, Clarksville defeated<br />

GILBERTVILLE – Weston Gray<br />

scored 10 points and pulled down<br />

seven rebounds in the Clarksville<br />

boys basketball team’s 61-21 loss to<br />

RESOLUTION # 70-13<br />

COUNTY RELIEF<br />

BE IT RESOLVED by the Butler County Board of Supervisors that certain guidelines be established<br />

to facilitate and aid in the operation of the County Relief Director’s Offi ce:<br />

I. That the Relief Director has been appointed to handle all Butler County relief.<br />

II. That the Relief Director has been appointed as agent for the Butler County Board of<br />

Supervisors for processing Iowa City papers, and is to make authorizations for all County Clinical<br />

pay patients before commitment to Iowa City.<br />

III. Patient or responsible relative or guardian must make application for assistance for all<br />

medical house calls, offi ce calls, and for hospitalization, except in emergencies. In case of emergency,<br />

the responsible relative or guardian must come to the Relief Director to fi ll out applications,<br />

or bills will not be paid by the County. The Relief Offi ce or Director must be contacted within twentyfour<br />

(24) hours or by the fi rst working day.<br />

IV. Authorization forms that patient takes to the Doctor must be fi lled out in full. This includes<br />

diagnosis, services rendered. And medicines named and itemized and must accompany any<br />

statement sent to the County for collection or the bills will not be allowed by the County.<br />

V. Butler County Relief will not be responsible for any medical or hospital charges for any<br />

obstetrical deliveries.<br />

Board considered Construction Evaluation Resolution for 2013, adopting use of the DNR Master<br />

Matrix for a period of February 1, 2013 to January 31, 2014 for confi nement feeding operations.<br />

Moved by Reiher, second by Ackerman to adopt said Resolution as follows:<br />

RESOLUTION #723-13<br />

CONSTRUCTION EVALUATION RESOLUTION<br />

WHEREAS, Iowa Code section 459.304(3) sets out the procedure if a board of supervisors<br />

wishes to adopt a “construction evaluation resolution” relating to the construction of a confi nement<br />

feeding operation structure; and<br />

WHEREAS, only counties that have adopted a construction evaluation resolution can submit to<br />

the Department of Natural Resources (DNR) an adopted recommendation to approve or disapprove<br />

a construction permit application regarding a proposed confi nement feeding operation structure;<br />

and<br />

WHEREAS, only counties that have adopted a construction evaluation resolution and submitted<br />

an adopted recommendation may contest the DNR’s decision regarding a specifi c application; and<br />

WHEREAS, by adopting a construction evaluation resolution the board of supervisors agrees<br />

to evaluate every construction permit application for a proposed confi nement feeding operation<br />

structure received by the board of supervisors between February 1, 2012 and January 31, 2013 and<br />

submit an adopted recommendation regarding that application to the DNR; and<br />

WHEREAS, the board of supervisors must conduct an evaluation of every construction permit<br />

application using the master matrix created in Iowa Code section 459.305, but the board’s recommendation<br />

to the DNR may be based on the fi nal score on the master matrix or may be based on<br />

reasons other than the fi nal score on the master matrix;<br />

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF BUTLER<br />

COUNTY that the Board of Supervisors hereby adopts this construction evaluation resolution pursuant<br />

to Iowa Code section 459.304(3).<br />

RESOLUTION #765<br />

WHEREAS, The Butler County Board of Supervisors, pursuant to Resolution #764, dated November<br />

14, 2012, a hearing was held on December 18, 2012, at the Courthouse in Allison, Iowa to hear comments<br />

on the proposed vacation of the following described road:<br />

A portion of Felmly & Smith Road - No. 355 as described in Road Record Book C Page 59 beginning<br />

at the Southwest Corner of the South East Quarter of Section 24 T-92N R-18W of the 5th P.M., Butler<br />

County, Iowa, thence north along said half section line a distance of 760.00 feet.<br />

WHEREAS, The Butler County Board of Supervisors fi nds that proper notice of said hearing was published<br />

in a newspaper of general circulation in Butler County prior to said Hearing and that proof of publication<br />

is now on fi le in the offi ce of the County Auditor, and<br />

WHEREAS, The Butler County Board of Supervisors fi nds that proper notice was mailed by certifi ed<br />

mail to the adjoining property owners, utility companies, Iowa Department of Transportation and any<br />

interested governmental Boards or Commissions, and<br />

WHEREAS, The Butler County Board of Supervisors, has considered all objections offered at said<br />

Public Hearing.<br />

NOW THEREFORE BE IT RESOLVED that vacation proceedings be dropped; and<br />

Lutheran Services Re$175,000<br />

from the Walmart Foundation<br />

<strong>Waterloo</strong>, IA, January 9, 2012<br />

– Northeast Iowa Food Bank today<br />

received a $150,000 contribution to<br />

assist with the purchase of a freezer<br />

for its new facility in <strong>Waterloo</strong>, IA.<br />

Lutheran Services in Iowa received<br />

$25,000 for its Statewide Necessity<br />

Pantry. The grants – which were<br />

given to the non-profi t organizations<br />

through the Walmart Foundation’s<br />

State Giving Program – will work to<br />

provide hunger relief to families in<br />

need.<br />

“Walmart has been a huge partner<br />

in the fi ght against hunger nationally,<br />

and our Food Bank has greatly<br />

benefi ted from support of the local<br />

Walmart stores. We are excited to<br />

continue this important relationship<br />

for many years to come,” said Barb<br />

Prather, Executive Director of the<br />

Northeast Iowa Food Bank.<br />

“Thanks to this tremendous partnership<br />

from Walmart, LSI is able to<br />

assist families across Iowa who are<br />

facing fi nancial hardship. By providing<br />

basic need necessities, such as<br />

food, diapers, gas cards and hygiene<br />

items, we can keep children and<br />

families safe and stable while connecting<br />

them with resources for selfsuffi<br />

Funding from the Walmart Foundation<br />

will allow the Northeast<br />

Iowa Food Bank to better serve over<br />

40,000 individuals in a 16-county<br />

service area – 40% of those served<br />

are children. The Food Bank administers<br />

six different programs to meet<br />

the needs of the hungry. These programs<br />

include the Member Agency<br />

Distribution program, the Cedar<br />

Valley Food Pantry, the BackPack<br />

Program, Kids Cafe, the Elderly Nutrition<br />

program and the Mobile Food<br />

Pantry program. Last fi scal year, the<br />

Northeast Iowa Food Bank distributed<br />

over 5.2 million pounds of food<br />

through a network of roughly 200<br />

nonprofi t agencies and through the<br />

programs listed above.<br />

“The Walmart Foundation is very<br />

Iowa Food Bank and Lutheran<br />

Services in Iowa, and is committed<br />

to helping those in need in the<br />

Grassley expects lively budget debate<br />

Grassley expects a similar state<br />

legislative session to recent years,<br />

with philosophical differences about<br />

how to spend increased state revenue<br />

likely to dominate headlines.<br />

Grassley, of New Hartford, is<br />

one of two new state legislators<br />

representing Grundy County in<br />

the next two legislative sessions.<br />

The other is Senator Bill Dix, of<br />

Shell Rock, who was recently<br />

elected Senate Minority Leader.<br />

Both legislators represent the entire<br />

county after 2012 redistricting<br />

moved Sen. Tim Kapucian and Rep.<br />

Lance Horbach out of the area. Dix<br />

was contacted on multiple occasions<br />

over a two-week time period for<br />

this story but was unavailable for an<br />

interview.<br />

Steadily growing revenue<br />

numbers create a budget situation<br />

unlike Iowa has seen in several<br />

years. That, Grassley said, could<br />

lead to a spirited debate.<br />

“There’s a certain group of people<br />

who think we need to spend every<br />

dollar that comes into the state, and<br />

then where I stand is that money<br />

that’s in the state if we have a<br />

surplus, that needs to be sent back<br />

to the taxpayers,” he said. “I’m not<br />

even concerned how we send it<br />

back, whether it’s an income tax,<br />

property tax … obviously there’s<br />

several options.”<br />

Grassley said one of the worst<br />

things the legislature could do with<br />

the extra money is leave it sitting<br />

there.<br />

“Because whenever it’s sitting in<br />

state government there’s going to be<br />

a tendency to spend that money,” he<br />

said.<br />

The fourth-term Representative<br />

added, however, that the legislature<br />

needs to be cautious in setting<br />

too aggressive a budget. Though<br />

the state’s Revenue Estimating<br />

Conference continues to project<br />

strong receipts, Grassley said the<br />

full effects of last year’s drought on<br />

state fi nances may still not be fully<br />

known.<br />

“Are revenues are good right<br />

now, yes, if we manage the budget<br />

responsibility,” he said. “But we<br />

don’t want to get in the position<br />

where Governor Culver was a few<br />

years back when he did a 10 percent<br />

across-the-board cut for everybody.<br />

That was the most complaints I’ve<br />

heard in the legislature as far as<br />

budgeting. So many people were just<br />

caught off guard. That’s a position<br />

House Republicans don’t want to<br />

lead us into, where we’re spending<br />

every penny and you look back six<br />

months later and say ‘Uh oh, we<br />

can’t fulfi ll our promises.’”<br />

The increased revenue could,<br />

however, allow the legislature to do<br />

a few things that it hasn’t in the last<br />

few years.<br />

“We’re in a position now, after<br />

being responsible the last couple<br />

of years, to maybe have a little<br />

higher allowable growth instead of<br />

being at zero,” he said referring to<br />

budget growth allowed for public<br />

schools. “We’ve always fully<br />

funded (allowable growth) the last<br />

few years, but maybe now we’re in<br />

a position to go up to 1 or 2 percent.<br />

I’m not saying that’s what’s going<br />

to happen, but (the budget surplus)<br />

gives us the ability to look at those<br />

as options and be able to fulfi ll some<br />

of those expectations as legislators.”<br />

Other issues Grassley expects to<br />

see in the headlines include property<br />

tax and education reform, both of<br />

which were issues that Gov. Terry<br />

Branstad campaigned on.<br />

“If there’s anything you can say<br />

about Gov. Branstad the last two<br />

years and I think moving forward,<br />

it’s the issues he campaigned on<br />

he’s made his priorities,” Grassley<br />

said. “And I think, whether you’re<br />

Republican or Democrat, you can<br />

respect that. I think too often we<br />

have elected offi cials who say one<br />

thing and then once they get elected<br />

they have the philosophy that we’ll<br />

worry about that in two years, four<br />

years or whenever the next election<br />

is.”<br />

Regarding property tax reform,<br />

Grassley said most legislators seem<br />

to agree that something should be<br />

done, though different legislators<br />

have different ideas about what<br />

should be done.<br />

“The problem is you have a<br />

mentality of some people who want<br />

to do something just to get re-elected<br />

, they don’t really want to stick<br />

their neck out too far, they want to<br />

do something that looks good on a<br />

brochure,” he said. “When I look at<br />

it, if we’re going to do something<br />

we have to do something that’s bold.<br />

My mentality is we need to come up<br />

with something that truly addresses<br />

the problem or truly starts to work<br />

down that path. Not every decision<br />

is going to be an easy one to make.”<br />

With Republicans still controlling<br />

the Iowa House of Representatives<br />

and Democrats controlling the State<br />

Senate, Grassley said this year’s<br />

legislative session could have a<br />

similar look to those of the past four<br />

years. One concern for rural Iowa,<br />

he said, was that shifting population<br />

has taken some seats from the rural<br />

parts of the state and moved them<br />

into urban center. Grassley himself is<br />

an example of that. After previously<br />

serving in a district composed of 1<br />

1/2 counties, he now fi nds himself<br />

serving all of Grundy County as well<br />

as about half of Butler and Hardin<br />

Counties.<br />

“With redistricting, everyone’s<br />

district in rural Iowa got a little<br />

bigger and everyone’s in urban Iowa<br />

basically got a little smaller,” he<br />

said.”There’s less and less legislators<br />

in these rural areas.”<br />
