<strong>Indo</strong>-<strong>German</strong> <strong>Institute</strong> <strong>for</strong> <strong>Advanced</strong> <strong>Technology</strong> (<strong>IGIAT</strong>)<br />

Vishakhapatnam<br />

A snapshot <strong>GIZ</strong> experience in skill development was cohesively demonstrated through this programme,<br />

from 2006 – 2009 in the state of Andhra Pradesh—a state characterised by a shortage of skilled<br />

manpower. The <strong>Indo</strong>-<strong>German</strong> <strong>Institute</strong> <strong>for</strong> <strong>Advanced</strong> <strong>Technology</strong>, a private society, offered<br />

training and advisory services to fulfill the demand of technology-intensive Small and Medium<br />

Enterprises (SME) in the Vishakhapatnam region.<br />

The <strong>IGIAT</strong> model hence represents the accumulation of 50 years of <strong>Indo</strong>-<strong>German</strong> experience<br />

in the field of skills development and the <strong>Institute</strong> is financially self sustaining after 4 years of<br />

the project closure that is based on a cooperation model with the private sector.<br />

<strong>IGIAT</strong> is a scalable model: Five <strong>IGIAT</strong> extension centres in other institutions have already been<br />

established; a similar model of skill development has been implemented with <strong>GIZ</strong> International<br />

Services in Gujarat.<br />

What was our objective? The project aimed to provide consultancy services, training and advanced training <strong>for</strong> technology<br />

intensive SME, thereby increasing competiveness and creating employment. The project also<br />

provided training to job-seekers and disadvantaged groups including women and people from<br />

backward sections such as scheduled tribes and scheduled castes. This has helped to improve<br />

their employment opportunities in the <strong>for</strong>mal sector. The aim was also to establish a technology<br />

centre independent of state agencies in matters of management, staff and curricula, offer<br />

relevant courses and establish sustainability by generating own funds.<br />

Who was our partner? Implementation partners of <strong>IGIAT</strong> were the Ministry of Small Scale Industries, Government<br />

of India; the Ministry of Industries and Commerce and Department of Industries, Government<br />

of Andhra Pradesh and Gayatri Vidya Parishad, Visakhapatnam.<br />

<strong>IGIAT</strong> was created under the framework of a Public-Private Partnership between three actors:<br />

The Government of Andhra Pradesh, the education NGO Gayatri Vidya Parishad (GVP) and<br />

<strong>for</strong>mer GTZ. Those three <strong>for</strong>med the so called “<strong>IGIAT</strong> Society” and the <strong>for</strong>mal frame of<br />

<strong>IGIAT</strong>.


About the Programme<br />

• It provided SMEs’ facilities and services to improve their competitiveness, by making use of their growth potentials. As<br />

results showed, graduated trainees of <strong>IGIAT</strong> had better chances in finding productive employment in line with modern<br />

technology demands.<br />

• Former GTZ supported advanced training methodology and technology, public relations and marketing activities, transfer<br />

of know-how, staff training and development as well as organizational development.<br />

• The project analysed training and consulting needs of local and regional SME in the area of modern technology. The<br />

results helped to design courses that met market needs and complementary services specially designed <strong>for</strong> SME.<br />

Key results<br />

• More than 10,000 persons (25% female) were trained until the end of the project with high placement success. Among<br />

them were 1,000 tribal women, with 100% employment in apparel industry. There is a special focus on environment aspects<br />

<strong>for</strong> development of eco-industrial parks and setting up environment monitoring cells in Andhra Pradesh.<br />

• <strong>IGIAT</strong> was successful in becoming a viable institution within two years of the project, making significant profits from the<br />

third year thereby ensuring sustainable service delivery after project support from <strong>for</strong>mer GTZ ended.<br />

• <strong>IGIAT</strong> has become a role model <strong>for</strong> an approach of practice-oriented and applied training and skill development, which is<br />

demand-driven and meets the needs of the labour market.<br />

• <strong>IGIAT</strong> is a founding member of Industrial Services Network (ISN), an <strong>Indo</strong>-<strong>German</strong> network of technology training<br />

centres.
