FROM THE PRESIDENT AND EXECUTIVE DIRECTOR<br />
We are pleased to present the <strong>AIDS</strong> <strong>Council</strong> of Northeastern New York’s Annual Report for July 1,<br />
20<strong>06</strong> - June 30, 20<strong>07</strong>. This year, we continued to provide direct support services and cutting edge<br />
prevention to those most in need. Through the help of our friends and supporters in Northeastern<br />
New York - many of whom are listed in this report - we make an impact every day.<br />
We continued to off er compassionate care and access to essential services for over 900 people<br />
who face the realities of living with HIV/<strong>AIDS</strong>. We saw a 15 percent increase in the number of HIV<br />
positive individuals served through our community case management and support programs. We<br />
identifi ed an increased need for services in rural areas, expanding Intensive Case Management (ICM)<br />
in Glens Falls and Plattsburgh, as a result. More people came to us for help identifying substance<br />
abuse problems, getting into new housing, accessing essential fi nancial support and health services,<br />
traveling to appointments, addressing depression, anxiety and family problems and reducing<br />
worries so they can focus on health care and treatment regimens.<br />
The <strong>AIDS</strong> <strong>Council</strong> expanded its prevention services to address the impact of “gateway” diseases to<br />
HIV including hepatitis and other STDs. People who engage in behaviors which place them at risk<br />
for these diseases are at a signifi cantly increased risk for HIV infection. In addition to testing for<br />
chlamydia and gonorrhea (which we have been conducting since 2002), we expanded our testing<br />
and prevention eff orts for hepatitis C and initiated syphilis testing among Men who have Sex<br />
with Men (MSM). We participated in a program that links high risk individuals to the hepatitis A/B<br />
vaccines.<br />
We launched our Given the Chance (GTC) initiative to address HIV, hepatitis and substance abuse<br />
prevention needs within communities of color in the Capital Region. GTC is designed to tackle one<br />
of the hardest hit populations by off ering a multi-pronged approach to halting the spread of HIV.<br />
GTC services include transitional case management for those who are negative or of unknown HIV<br />
status, use of trained peers to do enhanced outreach, testing and Safety Counts (an evidencedbased<br />
intervention).<br />
We experienced a 23 percent increase in the number of HIV counseling and testing sessions<br />
performed. We began off ering counseling and testing services during evening hours once a month<br />
to accommodate individuals unable to access services during the workday. We established a<br />
Prevention with Positives program to work with MSM to prevent infected persons from passing HIV<br />
onto others, prevent reinfection and build positive health outcomes. We started a Peer Outreach<br />
program where credible leaders within targeted communities are trained and supported to provide<br />
outreach and other key services to engage participants.<br />
There is still no cure for <strong>AIDS</strong>, but HIV infection is fully preventable. Those of us who work with HIV/<br />
<strong>AIDS</strong> on a daily basis know the epidemic is still raging. To have any kind of impact, we must tirelessly<br />
get out messages that make people pay attention. We believe that we serve our community in this<br />
way.<br />
Thank you for helping to stem the spread of the epidemic in our region and lessen the devastation<br />
that HIV causes among those who live with the disease. Together, we can make a diff erence.<br />

PREVENTION SERVICES<br />
The Prevention Services Department employs science-based, culturally appropriate,<br />
prevention interventions of the highest quality. Through a range of services, we reach<br />
high risk communities and work with individuals at their unique point of readiness to<br />
change. Cutting-edge initiatives for the year included:<br />
Given the Chance, a program to address HIV, hepatitis and<br />
substance abuse prevention needs of communities of color in the<br />
Capital District, was launched. Given the Chance services include:<br />
– Community Reentry Services: Through facilitated referral,<br />
ongoing support, and follow-up services, our Community Reentry Specialist<br />
assists individuals to make healthy transitions into the community from<br />
correctional facilities and residential treatment programs.<br />
– Transitional Case Management (Recovery Readiness): Provides expanded<br />
and expedited access into drug treatment through established linkages. The<br />
Transitional Case Manager works with active drug users to prepare for referrals<br />
into treatment and to encourage acceptance of drug treatment.<br />
– Safety Counts: An evidenced-based intervention that encourages and supports<br />
the recovery process, prevents relapse, and reduces HIV and hepatitis risk. This<br />
client-centered approach uses structured group and individual activities to assist<br />
clients in developing personal risk reduction goals, specifi c steps for achieving<br />
them and includes opportunities for social networking.<br />
– HIV Counseling and Testing: Confi dential HIV counseling and testing in easy-toaccess<br />
community settings. Sessions include individualized risk assessment and<br />
risk reduction counseling.<br />
– Hepatitis C Testing: Confi dential hepatitis C counseling and testing to those<br />
identifi ed at risk through injection drug use.<br />
– STD Screening: Increased access to urine-based screening for chlamydia and<br />
gonorrhea in community-based settings. Individual sessions include risk<br />
reduction planning.<br />
– Enhanced Outreach: An updated version of traditional street outreach,<br />
Enhanced Outreach uses multiple encounters with individual clients to develop<br />
relationships that set the stage for linkages to services.<br />
– Peer Associates Initiative: Community members, having completed Safety<br />
Counts, are trained to provide outreach and other key services to at-risk<br />
individuals. Peer Associate involvement supports the Peer’s recovery and safer<br />
behaviors while serving as a credible resource within the community.<br />
Project HOPE initiated our specialized prevention with positives initiative.<br />
MSM+ clients worked one on one with a counselor to reduce<br />
transmission of HIV.<br />
Project HOPE collaborated with the <strong>AIDS</strong> Institute to conduct a<br />
forum for the Capital Region. The forum focused on key issues<br />
related to the MSM community and MSM communities of color<br />
in HIV health, prevention, education and risk reduction. Attended by community<br />
leaders and HIV positive individuals, the forum elicited suggestions for new<br />
strategies in HIV prevention and care.<br />
We developed systems to incorporate syphilis testing into Project HOPE services,<br />
beginning at the River Street Club.<br />
Prevention Services staff developed a technology-based curriculum to utilize with<br />
at-risk youth. The program utilizes computer-based technology and videography<br />
skills whereby youth create a variety of HIV-related media, including an HIV/STD<br />
prevention game, interactive computer-based quizzes on HIV/STD/substance use<br />
risks, and HIV/STD Public Service Announcements.<br />
Through funds provided by the Community Foundation of the Capital Region, new<br />
outreach kits targeted to communities of color were developed. The kit packaging<br />
is a transparent pillow box, housing an information card and safer sex supplies and<br />
wrapped with a rubber bracelet imprinted with a simple saying symbolic of the<br />
“Build A’Wear’Ness” campaign. Kits are in English and Spanish.<br />
The Prevention Services Department, in collaboration with Provider Consulting<br />
Services, conducted a formal evaluation of the Proud, Educated, Empowered,<br />
Responsible (”PEER”) multiple session curriculum. Results indicate positive changes<br />
in attitudes, information acquisition and risky behaviors. In particular, participants<br />
identifi ed increased use of condoms, increased HIV/STD testing and enhanced<br />
partner selection and/or communication.<br />
Signifi cant increase in the number of hepatitis C screenings conducted yielded an<br />
average rate of 25% of those testing as hepatitis C positive.<br />
The <strong>AIDS</strong> <strong>Council</strong>, as part of a demonstration project through SAMHSA, provided<br />
distribution oversight of the Twinrix (hepatitis A/B) vaccine at two sites, successfully<br />
partnering with SPARC Guilderland and Bethesda House.<br />

IN THE NEWS<br />
This was an interesting year in terms of media<br />
coverage. A rare opportunity for international<br />
exposure came our way when the hit Reality TV show,<br />
Extreme Makeover: Home Edition came to Colonie. On<br />
May 21st, the two hour season fi nale of Extreme Makeover,<br />
Home Edition aired to an international audience.<br />
In October, an article in the Post-Star about <strong>AIDS</strong> Awareness Month and the World<br />
<strong>AIDS</strong> Day celebration in Glens Falls called for renewed focus on the <strong>AIDS</strong> epidemic.<br />
Staff was quoted in the article, “It is really a day of recognition of the devastation that<br />
<strong>AIDS</strong> has taken on our community and our planet.”<br />
In April, The Saratogian wrote a feature article about Dining Out For Life®.<br />
Participating Restaurateurs expressed their eagerness to be involved in this eff ort.<br />
Michele McClave was interviewed regarding the Ryan White funding with an article<br />
appearing in The Independent on April 27th.<br />
An article on contraception, education and STD testing appeared in the Press<br />
Republican in May, and mentioned the <strong>AIDS</strong> <strong>Council</strong> as a resource for free testing.<br />
When the hit CBS Show Extreme Makeover: Home Edition came to Colonie to<br />
build a home for a single mother who adopted 2 children with HIV/<strong>AIDS</strong>, staff were<br />
interviewed by Eduardo Xol, one of the designers, regarding the stigma that remains<br />
for those living with HIV/<strong>AIDS</strong>.<br />
In June, a letter to the editor from the <strong>AIDS</strong> <strong>Council</strong> appeared in the Daily Gazette<br />
commenting on a rape victim’s rights to protect against HIV infection.<br />
Mark Domaracki, a senior at Guilderland High School was featured as a player<br />
of the week on WNYT Channel 13 News. Mark volunteers for Helping Through<br />
Books and Music, and mentioned his service to the <strong>AIDS</strong> <strong>Council</strong> in his<br />
interview. Mark’s mother and sister also volunteer for this project.<br />
An article, “Living A Positive Life” ran in several editions of the Post Star<br />
featuring an <strong>AIDS</strong> <strong>Council</strong> client. The story featured the many struggles she<br />
has faced since contracting HIV from her mother at birth.<br />
Staff was interviewed by the Daily Gazette regarding Project HOPE’s funding<br />
and outreach programs in May.<br />
Staff and clients participated in a live call-in show on WMHT Healthlink<br />
Production hosted by Benita Zahn in May.<br />
An <strong>AIDS</strong> <strong>Council</strong> HIV Test Counselor was interviewed on WCDB, LA Mega, in<br />
June and discussed transmission of the disease, making informed choices on<br />
HIV testing and highlighted the bilingual testing off ered by the <strong>AIDS</strong> <strong>Council</strong>.<br />
A Board Member was interviewed by Kate Perry of the Times Union in June. The<br />
article focused on a personal experience of living with HIV for many years.<br />
