FROM THE PRESIDENT & EXECUTIVE DIRECTOR
We are pleased to present the AIDS Council of
Northeastern New York’s Annual Report for July 1,
2009 to June 30, 2010. In addition to fulfilling our
mission to reduce the risk, fear, and incidence of
HIV infection, the agency expanded its services to
communities most at risk through a number of new
and enhanced programs. The AIDS Council launched
its Health Insurance Access Program (HIAP); through
this initiative, the agency is able to identify and
enroll HIV positive People of Color into the AIDS
Drug Assistance Program and other health insurance
coverage. The goal of the project is to link people to care as early as possible by removing
the barrier of a lack of health insurance. The agency also received grant funding through the
federal Second Chance Act to expand reentry services to ex-offenders in Albany, Columbia,
Rensselaer, and Schenectady Counties. The AIDS Council received enhanced funding through
the Ryan White Care Act to expand transportation services to people living with HIV/AIDS in
Northeastern New York, and to expand supportive services to address psychosocial, health
education/risk reduction, treatment adherence, and linguistic needs of people living with
HIV/AIDS throughout our service region. Additionally, we began providing HIV testing and
substance abuse information and referral support for Catholic Charities AIDS Services’ Project
Safe Point, a mobile syringe exchange program.
Throughout 2009, the AIDS Council marked its 25 th year of service to the community with a
series of fundraising and awareness campaigns. The 25 For Life campaign integrated a series
of in-home parties to expand our agency’s message to new audiences, while also generating
contributed income from hundreds of individuals and businesses. On December 1, 2009, the
AIDS Council launched The Price Is Your Life, an HIV/STD awareness campaign geared towards
at-risk youth. The campaign, including billboards, televised Public Service Announcements,
and internet marketing, was conceived, developed and produced by at risk youth. In 2010,
the agency’s Condom Access Program was promoted through televised Public Service
Announcements on WTEN.
The community responded generously to the AIDS Council’s calls to action during the year.
The agency’s 2009 AIDSWalk team raised its highest amount ever, and both our 15 th Annual
Georges Duboeuf Beaujolais Nouveau Wine Celebration and 7 th Annual Dining Out For Life®
also had record-breaking years. Our Inaugural Columbia County Garden Party ended our fiscal
year on a high note. The funds raised through these events and appeals are more important
than ever as state and federal resources face significant challenges ahead.
We remain proud of what we accomplished during our 2009-2010 Fiscal Year, and we could
not have done it without your support. Thank you for standing by us and believing in the

CLIENT SERVICES UPDATE
Providing support services to people living with HIV/AIDS is at the heart of our mission. During
the 2009-2010 Fiscal Year, the AIDS Council provided services to more than 650 people living
with HIV/AIDS.

The Health Insurance Access Program (HIAP) started on August 1, 2009. HIAP provides
clients with a single source for enrolling in health insurance programs that will ensure
they have access to and are able to pay for services and medications. Clients receive
assistance deciphering complicated forms, filling out documentation, contacting health
care providers, transportation to and from medical appointments, and anything they
need to access health care. In addition, the AIDS Council is working in the community
to distribute information about the various health care options that are relevant to our
clients (AIDS Drug Assistance Program, Healthy New York, Child Health Plus, etc.). HIAP
Outreach Specialists assisted more than 590 individuals through outreach and education
events during the year.
More than 200 clients and family members were helped through the Holiday Sponsor
Program, which provides toys for clients’ children, warm clothing, household items, boots,
coats, and holiday cheer to clients and their families – all provided by generous donors who
sponsored individuals or families served by the AIDS Council. 74 families were adopted.
More than 100 families received toiletry and household items donated by the Reformed
Church Synod of Albany and Concord Pools.
65 children of clients from Pre-K to college-age received back-to-school supplies.
Additionally, 50 children received brand-new backpacks filled with school supplies.
The annual Client Holiday Dinner was held on December 14, 2009, funded by Our
Brothers’ Keepers Foundation (OBKF). The dinner was attended by more than 100 clients
and family members from the Capital Region, as well as Columbia, Greene, Warren, and
Washington Counties.
The Client Cookout was held on August 4, 2009 and was attended by more than 100
clients and their family members. Clients representing the Albany, Schenectady, Hudson,
and Hudson Falls offices attended and enjoyed an afternoon of food, games, music,
swimming, and outdoor activities.
The Glens Falls Volunteer Committee organized a summer cookout on September
15, 2009 for Hudson Falls office clients. Attendees enjoyed good food and fun at
Crandall Park.
Energy efficient light bulbs and weatherization kits including weather stripping, hot
water heater covers, plastic window sheets and water pipe covers were provided to clients
allowing them to make their home energy efficient reducing heating and electric costs.
The Plattsburgh office hosted a Client Advisory meeting in October 2009. Six clients
and one former client attended and provided feedback. As a result of this feedback, the
agency will be working with a client to develop an electronic HIV/AIDS resource guide for
the North Country. Additionally, several clients requested that notices regarding legislative
issues related to HIV/AIDS as well as other health-related items of interest be forwarded
via e-mail. A blind-copied e-mail group has been developed which will allow the agency
to distribute this information while ensuring client confidentiality.

PREVENTION SERVICES UPDATE
The A-Tech (AIDS Prevention and Technology) program continued to engage at-risk
youth in several special projects, including a “Video Boot Camp”, bringing together youth
from several partner agencies in Albany, Schenectady and Rensselaer Counties for two full
Saturdays. The youth worked diligently with representatives from L&P Media to write text,
contribute music, act and produce a Public Service Announcement (PSA) to engage and
educate other youth about HIV/STD prevention. The finished PSA, The Price is Your Life,
was made available online at www.thepriceisyourlife.com, as well as the agency’s teenfocused
website, www.hivoutreach2teens.com. These websites received more than 25,000
hits per month following the launch of the PSA. Corresponding print advertisements were
placed strategically throughout the region, including Crossgates Mall, on billboards, and
in bus shelters.
Through a new subcontract with Catholic Charities, the AIDS Council provided services
in partnership with the inauguration of the Project Safe Point syringe exchange program
in Albany. The AIDS Council provided Peer Associate training and support, outreach, HIV
and Hepatitis C testing, and Transitional Case Management (which facilitated access to
substance abuse treatment) in conjunction with the mobile syringe exchange services.
Through a new grant from the U.S. Department of Justice Bureau of Justice Assistance,
the agency expanded prevention services to individuals reentering Albany,
Schenectady, and Rensselaer Counties from incarceration. AIDS Council staff provided
mentoring and other supportive services, both pre- and post-release, to assist individuals
in successfully reintegrating into our communities, make healthier decisions and increase
their likelihood of practicing safer behaviors.
The Peer Associates Initiative expanded, with 31 Peer Associates (13 new and 18
returning) participating in one or more of 10 training sessions offered. Peer Associates
made more than 3,000 outreach contacts. Peer Associates assisted in condom bagging
for the Condom Access Project and safer sex kit construction for street outreach. Peer
Associates provided assistance at social events and testimonials. Peer Associates
reported positive impact from their participation in the program, including improved
communication and employment skills, increased awareness of community resources,
maintenance of sobriety or decrease substance use, decreased risk of HIV, Hepatitis C, and
STDs, peer support and networking, and increased support for and from the community.
Staff from Project HOPE, the agency’s LGBT-focused prevention program, highlighted
the AIDS Council’s innovative programming at two conferences this year. A poster
presentation, “Challenges and Successes in Integrating HIV, STD, and HCV Testing in
Bathhouse and Community Settings with Men who Have Sex with Men (MSM)” was
featured at the CDC-sponsored National STD Conference. The poster outlined the agency’s
project modeling the CDC’s Program Collaboration and Service Integration provided in
conjunction with partners from the Department of Health and local businesses. Project
HOPE staff also presented a workshop, “Internet Interventions to Engage and Reduce Risk
and Harm Among Gay Men/MSM,” at the NYS LGBT People of Color Health Summit.
The Clinton, Essex, Franklin HIV/AIDS Prison Coalition hosted two guest speakers this
year. Sean Ball, Prevention Projects Manager from the Albany office, presented information
about the Given the Chance program and provided promotional materials and contact
information. Given the Chance is a program that provides services to at-risk individuals
who are HIV-negative or of unknown status. Services include Reentry Information and
Referral, Mentorship, Safety Counts, Substance Use Information and Referral, the Peer
Associates Initiative, as well as confidential HIV/STD/HCV testing. Ejay Carter, Coordinator
for the Empire State Pride Agenda, presented issues related to discrimination and
mistreatment of transgendered individuals, as well as issues of confinement and isolation
within correctional facilities mostly caused by misperceptions of the specific needs of
transgendered individuals.

AIDS COUNCIL IN THE NEWS
The AIDS Council received sustained local media coverage during the
2009-2010 fiscal year, thanks to the increased visibility and attendance at the
Beaujolais Nouveau Wine Celebration and Dining Out for Life® events, as well as
events related to the launch of the PSA, The Price Is Your Life. The AIDS Council
also continued to serve as a media go-to source for information and opinion
about HIV/AIDS and STDs throughout the year. In addition to receiving coverage
in print, online, radio, and television – available for viewing on our website – the
AIDS Council also received several awards, including the Capital District Gay
& Lesbian Community Council’s Organization of the Year Award, a prestigious
Empire Award from the Public Relations Society of America’s Capital Region
Chapter for the agency’s 2008 World AIDS Day event, and a 2009 Best Places to
Work Award from The Business Review.
In honor of World AIDS Day on December 1, 2009, the agency launched its
brand-new teen-created campaign and website, www.thepriceisyourlife.com,
at a press conference at the agency’s Albany office. The press conference received
coverage on ABC affiliate WTEN. The Glens Falls Post Star also covered the AIDS
Council’s candlelight vigil held in Glens Falls City Park with an article entitled
“Lighting a Flame of Hope for Those with AIDS.
Coverage for the agency’s 7th Annual Dining Out For Life® event more than
doubled compared to last year. The following publications featured a preview
story about Dining Out For Life®: The Glens Falls Post Star, GAES Magazine, Hudson
Register-Star, Troy Record, Plattsburgh Press-Republican, Catskill Daily Mail,
Schenectady Daily Gazette, and Times Union. Dining Out for Life® also received
significant online coverage, including at Steve Barnes’ blog “Table Hopping” on
www.timesunion.com, www.albany.com, “Saratoga Seen” on www.timesunion.
com, www.alloveralbany.com, www.winebookclub.org, www.hvcc.edu, www.
newyorkpudding.com, and www.caresny.org.
In May, Mishka Gilkes, Community Reentry Specialist at the AIDS Council’s
Albany office, was crowned the 2010 Albany Tulip Queen. Mishka was featured
in an on-air interview on FOX23, as well as quoted in the Times Union, Troy Record,
and www.albanyevents.org.

25 For Life Campaign: During the 2009-2010 Fiscal Year, the AIDS Council
marked the second half of its 25 th year of service to the community through the
25 For Life Campaign. Individuals held parties to raise funds for the AIDS Council,

Goldberg Variations.
Board member Kristin Koehler, who hosted a housewarming party.
Board member Mark Duffy and past board vice-president Steve Ammerman,
who co-hosted a brunch.
Board member Penelope Vavura and volunteer Colleen Ryan hosted the Once
in a Blue Moon Gala on New Year’s Eve, bringing the 25 For Life Campaign to
a celebratory conclusion.
Help Fight AIDS Through Books & Music: Steve Kozlowski and his dedicated
team of Help Fight AIDS Through Books & Music volunteers marked their 17 th
year of fundraising and support for the agency, bringing in more than $52,000
in gross proceeds for the AIDS Council’s Client Services Emergency Fund. Steve
coordinated sales of used books, CDs, DVDs, and Entertainment Books at The
Book House in Stuyvesant Plaza, as well as sales at the Empire State Plaza. During
the holiday season, Steve coordinated dozens of volunteers to wrap gifts, sell
Entertainment Books, and collect donations at Colonie Center and Crossgates
Mall. Throughout the year, more than 300 volunteers contributed thousands of
hours of their time through the Help Fight AIDS Through Books & Music program.
Special thanks go to the countless volunteers who donated their time and skills
to make each book sale a success.
