1. Welcome <strong>and</strong> Introductions<br />

Ray (Chair) welcomed everyone to the group <strong>and</strong> introductions took place. The<br />

order of Agenda was changed. Item 2a (Appointments to Chair <strong>and</strong> Vice Chair of<br />

Executive Group) was swapped with item 1 (Minutes of Last Meeting).<br />

Matters Arising<br />

a Appointments of Chair <strong>and</strong> Vice Chair of Executive Group<br />

Ray described the roles of chair <strong>and</strong> vice chair to the group <strong>and</strong> elections took<br />

place. Alan McDonald was elected unopposed as the Chair <strong>and</strong> Annie Mead was<br />

elected unopposed as the Vice Chair. Alan took over as chairperson <strong>and</strong><br />

returned to Item 1<br />

Minutes of the last meeting held on 15 September 2008 – agreed for<br />

accuracy<br />

Ray advised that CHCP plan has been published <strong>and</strong> will be available on the<br />

website.<br />

c. Publicity<br />

The draft booklet narrative has to be altered as Ray advised there were<br />

inaccuracies plus the design had to meet Health Board st<strong>and</strong>ards. The draft<br />

booklet <strong>and</strong> poster was circulated <strong>and</strong> Nicky advised that the design had been<br />

tested for accessibility. Kathleen asked that the ‘orange print’ panel be changed<br />

but overall members were happy with design. Abdul Ben Jellioun asked if the<br />

booklet would be available in different languages. CHCP would look at the<br />

costings for alternative formats <strong>and</strong> languages.<br />

d. Continence Pads Delivery Update<br />

Ray informed the meeting that he, Michelle Sutherl<strong>and</strong> <strong>and</strong> Shona MacInnes<br />

would undertake a review of this service which would identify if the service<br />

specification had to be modified or changed. This group would report to the PPF<br />

in January 2009. Ray agreed that service users would be involved in developing<br />

criteria for delivery service.<br />

b Appointment of substitute Voluntary Sector Representative<br />

Chris Stomboli was nominated <strong>and</strong> elected unopposed.<br />

3. Mental Health Services: progress <strong>and</strong> developments<br />

David McCrae spoke about Mental Health Service in West <strong>Glasgow</strong>. He<br />

highlighted 5 services.<br />

• The Primary Care Mental Health Team consists of 6 people based at<br />

Yarrow View <strong>and</strong> deals with common mental health issues – anxiety, low<br />

mood, difficult life experiences etc. The team has reduced the waiting time<br />

for a service from 22 weeks to 4 week in the last six months. The team will<br />

now focus on the outcomes of the service <strong>and</strong> who is accessing it in order<br />

to target groups who are not a present using the service such as people<br />

minority ethnic groups.<br />

• The Psychotherapy Services is based at Lansdowne Clinic <strong>and</strong> deals with<br />

more long term mental health issues.<br />

• Community Mental Health Team consists of 2 teams (Riverside <strong>and</strong><br />

Arndale Centre) <strong>and</strong> provide a service for approximately 2,000 service<br />

users who have complex <strong>and</strong> severe mental health problems.<br />

• The Crisis Team provide intensive home treatment. They support patients<br />

that are being discharged from hospital reducing time spent in a hospital<br />

setting, prevent admission where possible <strong>and</strong> equally important ensure<br />

that patients who require immediate treatment are admitted to hospital<br />

without lengthy assessments <strong>and</strong> bureaucracy.<br />

• Inpatient Service at Gartnavel Royal Hospital was also described. David<br />

mentioned that new hospital was opened in November’07 with 120 beds –<br />

all single with ensuite facilities, the range of communal area, visitor areas<br />

etc <strong>and</strong> the move from a ‘observation’ model to a ‘intervention’ model.<br />

David finished off by describing the Esteem Services – an early intervention<br />

team who provide services to 16 – 35 year old who experience psychosis for the<br />

first time <strong>and</strong> the Eating Disorder Team which provides a specialist city wide<br />

service. Eileen spoke about the Adult Support Action plan which is the<br />

development of information – web sites, web links, h<strong>and</strong>y cards, etc that<br />

individuals, agencies, families voluntary <strong>and</strong> communities can access.<br />

In response to Evelyn’s question David described the out of hours services <strong>and</strong><br />

that agencies such as the police, <strong>NHS</strong> 24 <strong>and</strong> GEMS should all be aware who<br />

<strong>and</strong> how to contact <strong>and</strong> access services. Evelyn felt the out of hours service<br />

was not well publicised in the community <strong>and</strong> that carers found it difficult to<br />

access services out of hours. David advised Abdul that the Children <strong>and</strong><br />

Adolescence provide services to children <strong>and</strong> young people.<br />

Following a discussion on the low up take of service users drawing up a personal<br />

statement or an advanced statement Eileen agreed it might be useful to revisit<br />

this area. Thelma raised concerns about the growing number of people under<br />

65 years affected by dementia <strong>and</strong> the lack of appropriate services <strong>and</strong> financial<br />

difficulties they face. David advised Thelma that the adult mental health team<br />

had responsibility carrying out assessments for people with early onset dementia<br />

but the care services were provided by Health <strong>and</strong> Community Care.<br />

4. Youth Work Follow Up<br />

May exp<strong>and</strong>ed on the report <strong>and</strong> welcomed comment from members. After<br />

discussion the group agreed that it is essential to concentrate more on needs of<br />

<strong>and</strong> to engage with children <strong>and</strong> young people with disabilities <strong>and</strong> their families.<br />

Evelyn mentioned event that was being organised for children <strong>and</strong> young people<br />

affected by disability. May to follow up to see if it would useful way for PPF to<br />

engage with young people affected by disability.<br />

5. Feedback Reports from representatives<br />

a) Voluntary Sector Network<br />

This item was deferred as Frances was not able to attend the meeting.<br />

b) Renal Services<br />

Alan advised meeting that after a number of meetings with Mark MacAlister<br />

(Engagement Team) regular renal service users were now going to be<br />

interviewed <strong>and</strong> involved in proposed changes to the present dialysis facility.<br />

c). CHCP Committee: 21 st of October 2008<br />

Thelma highlighted from the report that Pam Fenton (Head of Health <strong>and</strong><br />

Community Care was going back to the City Council to ask that the<br />

recommendations of the Elderly Day Service Best Value Review be implement in<br />

full. Evelyn advised 2 service users, supported by People First <strong>and</strong> 2 carers<br />

(nominated from Planit) are on the working group for the Learning Disability<br />

Reform. Ray briefly outlined the Employability framework that is being developed<br />

in CHCP <strong>and</strong> the impact of changes to Incapacity Benefit.<br />

d) Opportunities for General Practice Consultation<br />

The main issues raised at this event were ‘access to’ <strong>and</strong> ‘communication’ with<br />

regards to GP’s. Ray informed the group that new GP Forum was being<br />

developed <strong>and</strong> would like a fuller discussion at the next meeting.<br />

6. Transport update<br />

Ray talked about CHCP Transport Action Plan which is currently in progress <strong>and</strong><br />

highlighted the joint Volunteer Driver Policy. Ray circulated Annual Report for<br />

Ambulance Services. May agreed to get copy for Alan. Alan highlighted the<br />

campaign by RNIB to get the higher rate Mobility Allowance for visually impaired<br />

people.<br />

7. AOCB<br />

a) Disabled Parking Post Cards (Jackie Baillie). May agreed to source the<br />

post card for distribution.<br />

b) <strong>Glasgow</strong> City Vulnerable Adult Protection Committee was looking for a<br />

carer <strong>and</strong> a service user from the PPF’s to join this committee. Joe Gigli had put<br />

his name forward to find out more about the remit <strong>and</strong> commitment of<br />

volunteering for this group <strong>and</strong> what support would be available.<br />

c) Tobacco Control Strategic Group is also looking for volunteers from PPF to<br />

attend this group <strong>and</strong> the 3 sub group. May asked members to raise this with<br />

their members.<br />

d) Proposed dates for PPF Meetings 2009 was circulated. Evelyn asked if<br />

carers support would be provided for meeting held outwith day centre hours.<br />

Ray agreed to consider all support requirements.<br />
