4.0 General (<strong>Island</strong>-wide) Policies and Regulations<br />

Introduction<br />

The following general policies and regulations apply to all designations. These provisions are to<br />

be used in conjunction with the more specific shoreline use (referred to as "uses") and shoreline<br />

modification activity (referred to as "activities") policies and regulations found in Sections 4.0<br />

and 5.0 respectively.<br />

1. All new shoreline uses and shoreline modification activities, including those that do not require<br />

a Shoreline Substantial Development Permit, must conform to all applicable goals, polices,<br />

shoreline designations (including the shoreline designation map) and regulations and use tables<br />

provided in this Master.<br />

2. Shoreline modification activities must be in support <strong>of</strong> an allowable shoreline use which<br />

conforms to the provisions <strong>of</strong> the Master Program. Except as otherwise noted, all shoreline<br />

modification activities not associated with a legally existing or approved shoreline use are<br />

prohibited.<br />

3. Shoreline uses, modification activities, and conditions listed as "prohibited" shall not be eligible<br />

for consideration as a Shoreline Variance or Shoreline Conditional Use Permit.<br />

4. The policies listed in the Master Program shall provide broad guidance and direction and shall<br />

be used by the Director in interpreting the "regulations."<br />

5. Where provisions <strong>of</strong> this Master Program conflict, the more restrictive provisions shall apply<br />

unless specifically stated otherwise.<br />

6. The use table (Table 4-1), shoreline setback table (Table 4-2), and the shoreline buffer table<br />

(Table 4-3) provide regulatory use and dimensional provisions for each shoreline designation.<br />
