DG's Message<br />

Vol.7<br />

I extend my warm wishes on the festive occasions of Holi, Ugadi, Vaisakhi & Ramnavmi to you<br />

and your family members.<br />

Last two months were special in respect of operational achievements. In the LWE theatre,<br />

Jharkhand has had significant achievements. In addition to recovery of huge quantity of<br />

arms/ammunitions, explosives and other items, the troops apprehended many significant<br />

CPI(M) cadres/naxals involved in brazen incidents of attack/ambush on Security <strong>Force</strong>s.<br />

In the month of March this year, we lost 12 of our valiant soldiers of 191 and 30 Bn. (Attached with<br />

192 Bn.). in action against the naxalite cadres in Gadchiroli. I salute their martyrdom, pray for<br />

their departed souls and offer my deep condolences to the bereaved families of these true<br />

gallant soldiers. In the same month, we have successfully operated in the so called 'Liberated<br />

Zone' of Maoists in the area of Bijapur, Narayanpur, Dantewada of Chhattisgarh which has been<br />

inaccessible till now for Government agencies. The operation has been a big morale booster, not<br />

only for CRPF but also for other Security <strong>Force</strong>s/agencies working in the area and raised the<br />

level of our confidence in Jungle Warfare & Tactics. Naxals are on backfoot after this operation.<br />

Adding another feather to its cap, the CRPF extended effective support and co-operation to the<br />

local administration/<strong>Police</strong> in the five states of Punjab, Uttarakhand, Uttar Pradesh, Manipur and<br />

Goa going for polling. Infact the CRPF extended 216 Coys- the largest number of force to<br />

enable this mammoth turnover of democracy's event. I appreciate the role of our disciplined<br />

troops.<br />

Two important points I want to share with you. One, is the large number of deaths of force<br />

personnel due to Motor Vehicle accidents, during leave period. I notice an alarming trend in this.<br />

Your life is precious not only for the Nation, the Organisation, but also for your family members.<br />

Hence you must understand your responsibility towards all and abide by traffic discipline and<br />

rules for your safety. Two, precise tactical movements will ensure safety and security of your<br />

own self and that of your colleagues. The security SOPs and jungle tactics need to be followed<br />

by the troops in toto for greater success, as a Bible.<br />

Training is the key to success. If training is good, we can win any battle. Fusion of Technology<br />

and Tactics has been the mantra and is the theme for this issue. In fact we have decided to<br />

devote every issue that would be bi-monthly, to a special theme from now on, in this refurbished<br />

News<strong>letter</strong>. Contribute generously.<br />

CRPF officer who lost a limb in naxal operation gets 'Shaurya Chakra' Even an<br />

amputated left-leg did not deter CRPF Assistant Commandant R K Singh from<br />

blowing up a Naxal hideout secured by hundreds of landmines in Jharkhand and the daring act<br />

won him the 'Shaurya Chakra' this Republic day. Credited in the paramilitary force as the man who<br />

averted a major ambush on CRPF, Shri Singh has been awarded the military medal for "great<br />

determination, extraordinary courage and conspicuous bravery despite being grievously injured" during the<br />

operation<br />

The incident, where a 100-strong Naxal cadre surrounded the joint patrol party of CRPF and Jharkhand police in<br />

Lohardaga district, left Singh with an amputated leg and incapacitating him for operations for the rest of his life. The<br />

encounter was so deadly that it claimed the lives of 11 security force personnel (six CRPF and five Jharkhand<br />

police) while 44 were injured and many of them grievoulsy.<br />

It was a difficult terrain and deadly Naxal trap that the police and CRPF personnel were stuck in. Shri Singh, despite<br />

being grievously injured and bleeding profusely faced the risk of succumbing as few of his co-troops had already<br />

succumbed, but he did not lose nerve. He remained in communication with the senior officers and kept exhorting<br />

troops to fight back and defeat the Naxals. His exhortation galvanised the troops to retaliate even more fiercely. It<br />

was his extraordinary leadership that averted a major calamity.<br />

Saranda-Myth Punctured<br />

It's ShowTime in pristine world, home of one fourth of<br />

country's iron ore, rich with all its natural splendour,<br />

majestic Sal forest and finally more specifically lets name<br />

that land where tricolour was hoisted first time after the<br />

state of Jharkhand was constituted in 2000- "SARANDA".<br />

Facts of these pronouncement solemnly lie with gallantry,<br />

chivalry, comradeship and above all to sacrifices of<br />

martyrs of gallant force of the land CRPF in general and<br />

209 CoBRA in particular.<br />

Entire 820 square kilometres area of Saranda was under<br />

control of CPI (Maoist) since 2000. The action of <strong>Police</strong><br />

and government machinery in forest had led the banned<br />

outfits to run a parallel government in the isolated village<br />

in Saranda. Maoist had control in the forest of Saranda<br />

having approximately 125000 Adivasis/ 10,000 families .<br />

Maoist recruited hundreds of youths establishing a major<br />

training camp comprising concrete accommodation,<br />

bathroom separated for men & women on over five acres<br />

of land in the Saranda forest.<br />

Operation with code name ANACONDA launched in<br />

monsoon for librating the librated zone from maoist<br />

dominance. The well planned historical operation took<br />

place in the lush green Sal-tree forest which cannot be<br />

navigated during monsoon as it snakes through kuchcha<br />

red-soiled roads. More than 400 of our force personnel got<br />

ill during the month long operation and many suffered<br />

from malaria (PF & PV) that they are still combating.<br />

Intensity of difficulty can also be judged on the basis that<br />

even pilot was not able to locate the landing ground.<br />

However moral was upbeat even in such inhospitable<br />

terrain under difficult climatic conditions. Result is for<br />

everybody to see.<br />

Unprecedented success that is unmeasurable on any<br />

parameter. Un-numbered explosive with trigger<br />

mechanism, un-accountable materials, spread out base<br />

camp and training camp of Naxals developed over a<br />

period of time have been busted. For<br />

the first time in last one decade, entire Saranda area was<br />

surveyed under security net. Now the envisaged Saranda<br />

action plan has been devised. Saranda is now a frequent<br />

visiting place of development officials, which once used to<br />

be a land of terror. This unprecedented re-occupation or<br />

liberation has not only drawn decisive line for future<br />

assignment but has also proved strength of our very<br />

foundation.<br />

Saranda red zone is now a liberated green zone.<br />

Introduction of Sector Insignia in CRPF<br />

In order to distinguish the identification of our troops from other <strong>Force</strong>s, wearing of<br />

formation sign came into existence in CRPF. With the growth of the <strong>Force</strong> and change in<br />

deployment policy, the need for introduction of Sector Insignia was felt.<br />

Accordingly, with the approval of DG, CRPF, a system of wearing Sector Insignia has<br />

been introduced through a Circular issued in January 2012 (<strong>letter</strong> No. U.II-1/11-12-Prov-<br />

RUPANTARAN<br />

35 trainee girls belonging to core area of Saranda forest getting training for<br />

private security guard under Project “Rupantaran” which is a joint venture of 197<br />

Bn, CRPF and Sahyog, the miracle foundation, Khunti for tribal girls from core<br />

area of Saranda . The main objective of project “ Rupantaran” is to empower tribal<br />

girls by giving them opportunities of an alternative livelihood and instilling a<br />

sense of hope amongst the poor for the improvement of their economic and social<br />

position and to have a better future especially for their girl child, there by<br />

preventing them from immoral trafficking and exploitations by Naxals. After the<br />

successful completion of special operation “Anaconda” in Saranda forest last<br />

year, the district administration and MoRD, Govt. of India are gearing up with<br />

developmental projects. The CRPF is also involved in mitigating Naxalism with<br />

the help of registered NGOs like STMF.<br />

Karwan-e-Aman : CRPF Sponsored Kashmiri Girls Tour to South India<br />

The 18-day tour to Chennai, Coimbatore, Ooty and Trivandrum comprising twenty children (all girls) from Rahat Ghar, Srinagar<br />

was organized and conducted by CRPF Srinagar Sector. Rahat Ghar is a Kashmir Intervention programme of Guild of Service, a<br />

Delhi-based NGO run by Smt Mohini Giri supporting young children some of whom have lost their parents in the ongoing militancy<br />

and some other who have been deprived of the basic schooling facilities due to weak financial background. During the tour, the group<br />

besides site-seeing at prominent tourist locations including Vikram Sarabhai Space Centre in Trivandrum, Marina and Kovalam<br />

beach, Snake and Fun Park, the hill station at Ooty and the southern-most tip of the country, Kanyakumari also called on Hon'ble CM<br />

of Kerala, Commissioner of <strong>Police</strong>, Coimbatore and Shri K Vijay Kumar, DG CRPF at Delhi. The tour was aimed at providing the<br />

children with a platform and an opportunity to see and experience different parts of the country to enable them to gain confidence and<br />

make themselves better students and members of the society. Sharing their unique experiences of the tour, the children narrated their<br />

rich interaction with their counterparts in various schools and functions organized during the tour. They said they felt elated by the<br />

encouragement they had received from all quarters including when they met DG CRPF in Delhi on 02.03.2012 and had realized that<br />

good education was the key and they should put in their best efforts to make a mark in life.<br />
