The CRPF has distinguished itself in undertaking its multi-dimensional responsibility of maintaing internal security through the<br />

length and breadth of the country. It has also ably tackled Naxalism and terrorism and also assisted the States in maintaining law<br />

and order. It has not only shown operational prowess, but also made a mark as a force with a humane face through its stellar Civic<br />

Action Programmes. I am confident that the <strong>Force</strong> would grow from strength to strength and continue to be an important asset to<br />

the nation and its people in maintaining peace, security and tranquility.<br />

The CRPF performs an extremely important and arduous task to secure the citizens of India against the nefarious activities and<br />

designs of Naxals, saboteurs and terrorists.<br />

The force had played a significant role in eradicating terrorism in Punjab and now is on the forefront in combating Naxal menace in<br />

LWE area. It is also playing critical role in the fight against terrorism in J&K and insurgency in North-East.<br />

Known for valour, discipline and devotion to duty a large number of brave soldiers of the CRPF have laid down their lives at the altar<br />

of duty. The force has also won numerous gallantry and distinguished Service medals since its raising.<br />

On the special occasion, I convey my wishes to all ranks of the <strong>Force</strong> and their families and exhort them to remain ever alert and<br />

The <strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong> has completed 73 years of glorious existence and is striding ahead confidently. CRPF is unique in<br />

many things : it is the biggest CAPF, versatile in task accomplishment and posted in all theatres of conflict. It has a very distinguished<br />

history of dedication and valour and has been serving the country from pre-independence era. I bow my head in reverence to the<br />

martyred soldiers and their families for the service they rendered to the Nation in general and to the <strong>Force</strong> in particular.<br />

Modernization and innovative training are key factors for the success of any <strong>Force</strong>. Syllabi of many courses have been revised. The<br />

need for specialized schools was felt since long as CRPF has to play a multifarious role. ‘Training of Trainers’ school at Dharampur<br />

(HP), ‘Dog Training School’ at Taralu, Bangalore, ‘Indian Institute of IED Management (I3M)’ Training School at Pune and ‘Intelligence<br />

School’ at Kadarpur, Gurgaon have started functioning. “Indian Institute of Jungle Craft and Counter Insurgency” at Belgaum and a<br />

‘Training School for RAF’ at Meerut will be established shortly. To impart most modern IT knowhow to the men, we have established<br />

a state-of-the-art IT school at Bangalore.<br />

The achievement of CRPF, the flagbearer force in Left Wing Extremism areas of the country, this year, was unparalleled and<br />

unprecedented. Axis figure of naxal militia, the dreaded Kishenji was eliminated in the jungles of Burisole, Midnapore, West Bengal.


Setting a precedent, CRPF freed the area of Saranda, from naxals, in Jharkhand. For the very first time in history, the <strong>Force</strong> forayed<br />

into the never trodden territory of Ábhujmad’, which was considered to be dark area and no Security <strong>Force</strong> had ever set foot on this<br />

‘’liberated’ zone. Sh. R.K.Singh, Sh.Nagendra Singh and Sh. Vinoj P.Joseph, all Assistant Commandants were awarded the coveted<br />

‘Shaurya Chakra’ , the highest peacetime gallantry award, for their courageous feats against naxals.<br />

CRPF has taken some path-breaking decisions in the field of Welfare. In case of unfortunate death of an individual, the risk fund<br />

benefit has now been extended to the parents of the deceased. In case of death in action, out of a total of Rs.15 lacs, Rs.4 lacs, will<br />

now be paid to the parents. Similarly, in case of death in accident while on duty or death due to cerebral malaria, Rs.4 lacs out of<br />

the total of Rs.12 lacs will be paid to parents. In case of other deaths, the amount will be Rs. 2.5 lacs out of Rs. 8 lacs . Benefit of Risk<br />

fund in invalidation cases have also been enhanced.<br />

CRPF is always ready to face the daunting challenges to internal security of the country. I am confident that it will not only stabilize<br />

the situation, but also bring a paradigm shift in each theatre of deployment.<br />

On the joyous occasion of 73rd Anniversary, I convey my warm greetings to all the CRPF personnel and their family members and<br />

Changing Internal Security environment<br />

and CRPF<br />

The profile of <strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong><br />

<strong>Force</strong>, born in Neemuch (now in<br />

Madhya Pradesh) as a single battalion<br />

in 1939 and christened as “His<br />

Excellency The Crown Representative’s<br />

<strong>Police</strong>” has undergone a sea change in<br />

the present era. Always famous for its<br />

versatility the <strong>Force</strong> has augmented its<br />

skills with addition of specialist units<br />

such as Rapid Action <strong>Force</strong>, Mahila<br />

battalions, signal units, intelligence<br />

units, Special Duty Group and CoBRA<br />

battalions. The preference of States<br />

during countrywide elections for<br />

CRPF as against other <strong>Central</strong> <strong>Police</strong><br />

Organisations, of which I have personal<br />

experience, is a testimony to its people<br />

friendly image and a general belief<br />

in the high level of its competence.<br />

Composed of personnel belonging<br />

to every state, in proportion to its<br />

population to the possible extent, it<br />

has a permanent presence throughout<br />

the country.<br />

The Internal Security scenario has<br />

undergone a change which is no less<br />

drastic. Factors constituting internal<br />

security cover spectrum which<br />

is getting wider by the day. It is a<br />

continuum from the criminal acts and<br />

minor disturbance of the peace in the<br />

villages to high voltage terrorist acts<br />

like the Mumbai carnage of “26/11” or<br />

killing of a very large number of CRPF<br />

personnel in Dantewada. It can only be<br />

managed efficiently if functionaries at<br />

all levels from the village, the district,<br />

the state and the central organizations<br />

anticipate, prepare for and take timely<br />

and efficient action against perpetrators<br />

of criminal acts.<br />

There is an unfortunate impression<br />

that prophylactic and preventive action<br />

is not taken at the appropriate level

and in time. At the level of the state<br />

and at lower levels a number of nonprofessional<br />

factors intrude. This starts<br />

at the level of the police stations.<br />

I venture to give a few of the<br />

requirements which may bring about<br />

an improvement in the capacity to<br />

assist in management of the internal<br />

security.<br />

There is an obvious need to reduce<br />

the width of the spectrum of duties<br />

to be handled by the force. It<br />

should be scrupulously kept away<br />

from deployment in routine law<br />

and order duties. Unfortunately,<br />

once the force is placed at the<br />

disposal of the states this call is<br />

taken out of the hands of the CRPF<br />

officers. The Group of Ministers<br />

on reforming National Security<br />

System had reiterated that it<br />

should act as a “striking reserve”.<br />

Many guidelines have been issued<br />

by the Union Government but they<br />

have not always been observed.<br />

Deployments at the state and local<br />

levels have to be decided on the<br />

basis of a definite plan and in active<br />

consultation with the CRPF officers<br />

in appropriate positions. Even<br />

the threat of withdrawal, which is<br />

never invoked, has failed to make a<br />

dent in the practice of retaining the<br />

force for long periods and loosely<br />

controlled deployments.<br />

Modernising training programmes<br />

and introducing strategic training<br />

systems to cater for the rapid<br />

changes in environment. Massive<br />

injection of resources and highest<br />

level of instructional staff should<br />

be provided. The importance of<br />

making training institutions centres<br />

of excellence is not always selfevident<br />

to powers that be. No<br />

compromises should be permitted<br />

in the content and duration<br />

of training courses, especially<br />

including basic training. Too much<br />

stretching of training facilities can<br />

lead to dilution in training and<br />

would be counterproductive. In this<br />

context sudden expansion of the<br />

force should give way to phased<br />

inductions, which are possible if<br />

forward planning is made. Training<br />

should make each individual feel<br />

confident of fully and competently<br />

handling the job he/she is required<br />

to do. Specialised training facilities<br />

of other organizations and even<br />

foreign institutions should be<br />

judiciously utilized.<br />

Operational autonomy to the<br />

officers is a requirement if we<br />

envisage high level of performance.<br />

Due to dispersed deployment<br />

in large areas under immediate<br />

supervision of state authorities,<br />

the close touch, active guidance<br />

and strict control of the officers<br />

of the force- a hallmark of CRPF is<br />

not always visible. If this goal is to<br />

be achieved than the unit should<br />

not be dispersed, the level of force<br />

required for a given task has to be<br />

determined in consultation with the<br />

force officers, intelligence inputs<br />

made available to them and the unit<br />

should be asked to complete the<br />

operation. This, in no way, dilutes<br />

the powers of the state government<br />

or the federal structure.<br />

CRPF has the richest bank of<br />

experience in the field of handling


law and order situations and<br />

countering insurgency, terrorism<br />

and militancy. In the present scheme<br />

of things CRPF is the premier<br />

central police organization which is<br />

handling these tasks. There is very<br />

little faithful chronicling of incidents<br />

as it is feared that even honest<br />

mistakes would mean visitation<br />

of punishments. In the process<br />

shortcomings are glossed over and<br />

many valuable lessons are lost for<br />

ever. There is no better method of<br />

learning than analyzing mistakes<br />

as well as adopting successful<br />

practices. Actually preparing<br />

realistic case studies, which involve<br />

a lot of effort and expertise, would<br />

go a long way not only in improving<br />

its own performance but would<br />

also be of great help to other police<br />

organizations in the centre and the<br />

states.<br />

CRPF is arguably the largest<br />

armed police organization in the<br />

world with nearly 226 battalions<br />

and various other units. The<br />

personnel work under very harsh<br />

and demanding conditions. Being<br />

a highly mobile force they face<br />

considerable disruption in their<br />

family commitments. Although<br />

every effort is made to provide<br />

basic living comforts at their work<br />

stations but conditions are not<br />

always ideal. In most deployments<br />

they face real danger, even to<br />

their lives. Taking these factors<br />

into consideration the need for a<br />

proactive, generous and protective<br />

role of the officers is obvious.<br />

This would mean a conscious and<br />

close interaction of the officers<br />

and men. There is an established<br />

actuarial method by which realistic<br />

leave, training and medical leave<br />

reserves can be calculated. It is<br />

an unfortunate fact that financial<br />

considerations almost always<br />

prevail and lead to minimizing the<br />

actual numbers required so that<br />

the physical, emotional and social<br />

needs of personnel, especially in<br />

the lower ranks, are met in terms<br />

of adequate leave, family living<br />

accommodations and dependent’s<br />

education etc. Considerable more<br />

resources and attention needs to<br />

be given to these aspects.<br />

The <strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong><br />

has always shown commendable<br />

capability of adapting its profile<br />

and work habits to master the<br />

escalating and varying challenges<br />

thrown at them during the last<br />

more than seven decades. With<br />

there capacity to scan the horizons<br />

and anticipating the changes in the<br />

Internal Security scenario they will<br />

more than justify their status as the<br />

“Peace Keepers of the Nation”.<br />

CRPF – Internal Security <strong>Force</strong> of the Nation<br />

I<br />

cherish the few years that I served<br />

with the CRPF as amongst the most<br />

valuable periods of my life and service.<br />

The <strong>Force</strong> had a humble beginning in the<br />

year 1939, with just one battalion, then<br />

known as CRP-Crown Representative’s<br />

<strong>Police</strong>. It was a self sufficient force<br />

organised and trained on military lines<br />

to function in aid of civil power in the<br />

Princely states. This battalion was<br />

constituted on religious lines with 375<br />

Hindus, 375 Muslims and 250 Sikhs<br />

and even these personnel were mostly<br />

from retired or released ex-army<br />

personnel from Punjab, Rajputana and<br />

Delhi areas.<br />

It was Sardar Vallabhbhai Patel, the first<br />

Home Minister of independent India<br />

who had the vision of re-orienting this<br />

force and saw the need for such a force<br />

in future India.<br />

Introducing the <strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong><br />

<strong>Force</strong> bill in the parliament he said –<br />

“Ours is a vast country, where<br />

consolidation has taken place with<br />

electric rapidity. So, unless we are<br />

very watchful we may find to our cost,<br />

difficulties arising for which we may<br />

have to pay heavily.<br />

“Therefore, we have taken care to<br />

organise our services, our police force<br />

and all the requirements that are<br />

considered necessary for keeping law<br />

and order in the whole land so that<br />

progress may be as effective and as<br />

rapid as possible”.<br />

“As part of the political settlement of<br />

transfer of power, the force passed on<br />

to the <strong>Central</strong> control and since then it<br />

augmentation, partly to meet up the<br />

depletion on account of the partition<br />

and partly to meet the growing<br />

demands from the States and Unions<br />

has performed most useful functions<br />

and has been a very good reserve force,<br />

which has been sent from time to time<br />

in aid of local forces. In Junagarh, on the<br />

borders of Jaisalmer, in Mayurbhanj,<br />

in Saurashtra and elsewhere it has<br />

been stabilizing influence, whenever<br />

any threat to security has manifested<br />

itself”.<br />

Sardar Patel further added – “This little<br />

force which we had, came in very handy<br />

and it did very useful work also. But it<br />

is small and had to be augmented. We<br />

have done our best in this direction<br />

and it is still being increased”.<br />

India’s Iron Man’s dream and message<br />

proved to be prophetic. The Crown<br />

Representative’s <strong>Police</strong> became <strong>Central</strong><br />

<strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong> and one of the<br />

armed forces of the Union and its scope<br />

of duty extended to all over India. The<br />

members of the force were clothed<br />

with certain powers connected with<br />

<strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong><br />

the larger objectives of active duty, that<br />

is, suppression of internal disturbances<br />

and restoration of order.<br />

But no one would have even imagined<br />

that an organisation which was born as<br />

a tiny force of one battalion constituted<br />

purely on religious composition, would<br />

grow in the course of 73 years into a<br />

mighty and most dependable internal<br />

security force of India.<br />

TRIBUTES FROM LEADERSHIP<br />

If we recall some of the tributes paid<br />

to the force by some of the former<br />

Presidents and Prime Ministers of this<br />

great nation from time to time, then<br />

the nation would truly be proud of this<br />

most versatile and multi dimensional<br />

the integrity, glory and honour of the<br />

unity and integrity of the nation. The<br />

POLICING – AN ARDUOUS TASK<br />

Policing is the most difficult and thankless<br />

job among all the functions of the<br />

government. It is so all over the world.<br />

<strong>Police</strong> has to face the consequences<br />

of the omissions and commissions<br />

of the various functionaries in the<br />

government. When political parties<br />

fail to fulfill the promises made<br />

during the elections, when officers at<br />

various levels in various departments<br />

annoy or frustrate the public by their<br />

highhandedness, indifference or<br />

omissions and commissions, it is the<br />

police which has to face the brunt<br />

of the public anger. The police being<br />

charged with responsibility to maintain<br />

order, protect VIPs, preserve the<br />

integrity and security of the society<br />

and the nation and implement and<br />

enforce laws and lawful orders of the<br />

government of the day, are placed in an<br />

unenviable position. Very often when<br />

such negative role is played again and<br />

again, naturally the police comes to be<br />

disrespected and disliked. People forget<br />

the initial anger and aversion against<br />

various authorities which pushes them<br />

face to face against the law. They only<br />

remember the treatment they received<br />

at the hands of the law enforcement<br />

agencies. The frustration and anger of<br />

the public gets deflected towards the<br />

police, who invariably had no role in<br />

the omissions and commissions and<br />

failings of the various departments<br />

and authorities. The main grievance<br />

is forgotten and the campaign starts<br />

against the police. Thus, the police<br />

are necessarily forced to play the role<br />

of shock absorber of the government<br />

authorities.<br />

Someone in the society has to play this<br />

unenviable role and invariably it is the<br />

police which is called upon to perform<br />

this difficult, thankless and risky job.<br />

Their job becomes more difficult and<br />

unpopular when sufficient authority,<br />

power and status is not given by the<br />

laws to the forces.<br />

WHAT MAKES CRPF CLICK<br />

In spite of the fact that the law<br />

enforcement including maintenance of<br />

order, fighting extremism, insurgency<br />

challenging and thankless task, CRPF<br />

has enjoyed the highest credibility<br />

and utmost confidence of the nation.<br />

There are many factors which make it<br />

possible for the CRPF to be considered<br />

the most dependable and credible<br />

internal security force of the nation.<br />

The <strong>Force</strong> is on the move all the time<br />

between various difficult theatres<br />

of operation in this vast country.<br />

Companies are moved constantly by<br />

air, train and road to different States<br />

with varying climatic conditions and<br />

vastly differing security challenges.<br />

The <strong>Force</strong> has suffered and continue<br />

to suffer considerable supreme<br />

sacrifice of valuable lives. The supreme<br />

sacrifice made by CRPF personnel<br />

is unparalleled. Many more sustain<br />

injuries, including disabilities in the<br />

performance of their duties.<br />

The <strong>Force</strong>, with utmost adaptability<br />

is in great demand from all parts of<br />

the country and from governments<br />

run by various political parties. It<br />

is all due to its political neutrality,<br />

secularism, dedication, human rights<br />

consciousness, good behaviour and<br />

effectiveness in dealing with various<br />

situations.<br />

They are called upon to deal with<br />

extremism, communal violence,<br />

insurgency and terrorism in various<br />

theatres. They fought shoulder to<br />

shoulder with the army in the wars with<br />

Pakistan and China. They performed<br />

admirably in Srilanka as part of the IPKF<br />

along with Indian Army. They provided<br />

security to the Amarnath Yatris,<br />

security during various elections, relief<br />

and rehabilitation during earthquakes,<br />

cyclones, floods and other natural<br />

calamities and also provided protection<br />

to high security VVIPs in the nation.<br />

PROUD HUMAN RIGHTS RECORD<br />

Despite performing highly risky tasks<br />

in hostile conditions and suffering loss<br />

of life all the time and being away from<br />

their families for months together, the<br />

<strong>Force</strong> has shown tremendous restraint<br />

while dealing with the public. The<br />

human rights record of the <strong>Force</strong> has<br />

throughout been commendable. Odd<br />

violations here and there are promptly<br />

noticed and effective corrective action<br />

taken by senior officers.<br />

With vast experience in dealing with<br />

various situations, the entire force is<br />

fully aware that their effectiveness<br />

and success in dealing with various<br />

situations will depend largely on the<br />

cooperation and respect that the <strong>Force</strong><br />

is able to command from the local<br />

population. Efforts are on all the time<br />

in sensitizing the <strong>Force</strong> at different<br />

levels on finer aspects of human rights<br />

and human rights laws.<br />

A fine tradition is also built into the<br />

<strong>Force</strong> of serving the society in all<br />

possible ways. The <strong>Force</strong> has been<br />

undertaking blood donation from<br />

time to time showing concern for<br />

their fellow-beings in distress. Intense<br />

Civic Action Programme of the CRPF<br />

has shown its human face. Similarly,<br />

conscious effort has been made<br />

throughout to plant and raise trees as<br />

a contribution towards improvement<br />

of the environment and atmosphere in<br />

which we live. All the CRPF campuses<br />

are like mini forests.<br />

TRAINING AND TRADITION<br />

Health and fitness is given utmost<br />

importance as it is only when the<br />

personnel are healthy physically, they<br />

will be healthy mentally also. Only<br />

healthy and fit people can have the<br />

courage to act and also will have the<br />

ability to work hard for long hours<br />

without getting fatigue. Only then<br />

sound and bold decisions can be<br />

arrived at.<br />

Training has been given the utmost<br />

importance in the <strong>Force</strong>. The training<br />

institutions, the syllabus and the<br />

methodology are constantly reviewed<br />

and improved upon.<br />

The orientation is towards improving<br />

basic skills and aptitudes and<br />

professionalism in performance,<br />

whatever be the nature of duty. The<br />

effort is to expand mental horizon,<br />

attain professional excellence and<br />

individual skills and more practical<br />

orientation to meet the present<br />

day constantly evolving operational<br />

challenges.<br />

The Training methods have kept<br />

in view that the role of the <strong>Force</strong><br />

demands both offensive action against<br />

insurgents, terrorists and extremists,<br />

while at the same time ensuring<br />

adequate sensitivity to public order<br />

and respect for Human Rights. The<br />

training is a planned process to help<br />

personnel acquire new competencies<br />

and to fine-tune the existing ones. The<br />

training aims at improving managerial<br />

competence, strategic competence,<br />

role effectiveness, responsiveness and<br />

leadership.<br />

The services rendered by the CoBRA,<br />

Rapid Action <strong>Force</strong> and Mahila<br />

components of the CRPF on various<br />

occasions, including the IPKF operations<br />

in Srilanka, natural calamities,<br />

communal situations and while dealing<br />

with insurgency, terrorism, extremism,<br />

has been appreciated and commended<br />

by the concerned authorities and the<br />

people.<br />

The CRPF personnel have also brought<br />

glory to the nation in international<br />

sports meets and also as part of the<br />

India’s contingents in the UN Peace<br />

Keeping <strong>Force</strong>s in many disturbed parts<br />

of the world.<br />

FUTURE<br />

To make this <strong>Force</strong> more effective and<br />

raise the morale, a lot needs to be done<br />

in the area of housing and rationalizing<br />

the deployment of personnel so that<br />

they are enabled to spend more time<br />

with their families or at least function as<br />

close to their home towns as possible.<br />

Constantly living up to the motto<br />

“Service and Loyalty”, this force has<br />

come to be regarded as the most<br />

dependable internal security force of<br />

the nation.<br />

I will always cherish the many years<br />

that I had spent with this great <strong>Force</strong>,<br />

which also gave me the opportunity<br />

to understand and appreciate the<br />

complexities and problems in various<br />

parts of our country.<br />

To sum up, I can say without any fear of<br />

contradiction that the CRPF is a Multidimensional<br />

<strong>Force</strong> for all occasions<br />

and situations. It is a Model <strong>Force</strong>. This<br />

largest para-military force in the world<br />

Bruce H. Charnov, the ability to attain<br />

these unique powers is what enables<br />

influence his men, and it is important<br />

for leaders to understand the uses of<br />

power to strengthen their leadership.<br />

Various types of organizational power:<br />

• Legitimate Power refers to the<br />

different types of professional<br />

positions within an organization<br />

structure that inherit such power<br />

(e.g. Commandant, DIG, Director/<br />

IGP etc.).<br />

• Reward Power is the power<br />

given to officers that attain


administrative power over a range<br />

of rewards (such as raises and<br />

promotions). Employees who work<br />

for Commanders desire the reward<br />

from them and will be influenced<br />

by receiving it as a result of work<br />

performance.<br />

• Coercive Power is the officer’s ability<br />

to punish an employee. Punishment<br />

can be mild, such as censure, or<br />

serious, such as dismissal.<br />

• Expert Power is attained by the<br />

officer due to his or her own talents<br />

such as skills, knowledge, abilities,<br />

or previous experience. An officer<br />

who has this power within the<br />

organization may be a very valuable<br />

and important in the organization.<br />

• Charisma Power: an officer/<br />

commander who has charisma<br />

will have a positive influence on<br />

his personnel, and create the<br />

opportunity for interpersonal<br />

influence.<br />

• Referent Power is a power that is<br />

gained by association. A person<br />

who has power by association is<br />

often referred to as an assistant or<br />

deputy.<br />

• Information Power is gained by<br />

a person who has possession<br />

of important information<br />

at an important time when<br />

such information is needed to<br />

organizational functioning.[87]<br />

for individual accomplishment.” In<br />

other words, getting others to do<br />

things collectively that they could not<br />

or would not be able to do on their<br />

own. There are really no set rules or<br />

theorems that will work for everyone,<br />

every time.<br />

The nature of the <strong>Police</strong> profession is<br />

so entwined with the very existence<br />

of our nation that <strong>Police</strong> leaders<br />

must maintain a high standard of<br />

conduct; higher than is expected in<br />

any other profession. Integrity is the<br />

most important characteristic that<br />

any leader can ever have and this is<br />

even more critical in a <strong>Police</strong> leader. It<br />

has more to do with whether you are<br />

going to be effective as a leader than<br />

any other factor. People instinctively<br />

respect others with integrity.<br />

A man can be selfish, cowardly, disloyal,<br />

false, fleeting, perjured, and normally<br />

corrupt in a wide variety of other<br />

ways, and still be outstandingly good<br />

in pursuits in which other imperatives<br />

bear than those upon the fighting man.<br />

He can be a superb artist for example,<br />

or a scientist in the very top flight and<br />

cannot be is a good soldier.<br />

Six guidelines may help Understand the<br />

absolute criticality of the overarching<br />

principle of integrity,<br />

communicate, fix responsibility, be<br />

loyal both ways, be consistent, learn<br />

from mistakes, and be yourself.<br />

Each one of these will be discussed in<br />

some detail.<br />

1. Communicate. You must learn<br />

how to get concepts and ideas<br />

across-accurately-to others; both<br />

subordinates and supervisors.<br />

Workers deal with hardware,<br />

tools, and equipment; leaders deal<br />

with people, concepts, and ideas.<br />

Communicating those concepts<br />

and ideas to your people is much<br />

harder than most of us realize.<br />

Telling people what they need to<br />

know is one thing; getting across<br />

the idea they need to understand<br />

is likely to be a much higher order<br />

of achievement. The business of<br />

leadership is the transmission of<br />

ideas, and that is difficult. Most of<br />

our professional education includes<br />

a number of written assignments<br />

for this reason. Leaders must be<br />

able to reduce good ideas to the<br />

precision of the written word.<br />

but many effective leaders are<br />

not particularly articulate, yet<br />

still are able to get their ideas<br />

across by example or similarly<br />

subtle techniques. Nevertheless,<br />

unambiguous, clear instructions are<br />

critical to the successful execution<br />

of any project-both up and down<br />

the chain of command.<br />

The best way to improve this ability<br />

is to read a lot. Get a lot of your<br />

<strong>news</strong> and opinions from reading and<br />

don’t be afraid to read viewpoints<br />

that may be out of the mainstream<br />

or that may go against the grain.<br />

2. Fix responsibility not only among<br />

your subordinates but also for<br />

yourself. Understand exactly what<br />

your responsibility is, and be sure<br />

you and your boss have a common<br />

understanding. If you seek authority<br />

but dodge responsibility (and many<br />

do) you are a non leader, worse<br />

than that, you are an imposter.<br />

There must be no confusion about<br />

what the task is and what results<br />

are expected. From this it should<br />

be clear that fixing responsibility<br />

is dependent on the previous<br />

principle, communication.<br />

Avoid assigning the same tasks to<br />

more than one person without<br />

putting someone in charge. There<br />

must be no confusion about who<br />

will have to answer if the result is<br />

failure; likewise, this ensures that<br />

the deserving are rewarded for<br />

success. Committees are not, and<br />

cannot be responsible because<br />

individual accountability is shared.<br />

Fixing responsibility means ensuring<br />

that the “what” and the “who” are<br />

clearly communicated. People like<br />

to get credit when they do a good<br />

job, and they know if one of their<br />

fellow workers is not doing a good<br />

job. You can’t put credit with the<br />

right person unless it’s clear who’s<br />

responsible for what. Similarly, you<br />

want your boss to know that you<br />

know what he or she expects of<br />

you.<br />

3. Loyalty, that is fundamental as a<br />

leadership characteristic, goes in<br />

two directions. You must be loyal<br />

to your people and to your boss.<br />

If you have built your relationships<br />

with both based on integrity, there<br />

will be no conflicts between your<br />

loyalties. You will take on many roles<br />

in the eyes of your subordinates;<br />

the one that you cannot abdicate is<br />

that of leader. In taking care of your<br />

subordinates, you must ensure that<br />

you don’t confuse yourself or your<br />

people by replacing loyalty with<br />

doting paternalism. Field Marshal<br />

your people by ensuring that they<br />

understand what you want and by<br />

rewarding them for success. Your<br />

integrity will let you know when<br />

you should shield them from the<br />

fallout of your mistakes.<br />

Remember, you’ve got to be loyal<br />

to your boss as well. You boss’s job<br />

and mission are your responsibility.<br />

You should know what his or her job<br />

description is and you should know<br />

what piece of that job description<br />

is yours. Everybody who works<br />

for the same boss has a piece of<br />

his responsibilities. Think about<br />

what he is trying to do. Not only<br />

what he told you to do, but think<br />

hard about what he really wants to<br />

do. Work his problems . . . if you will<br />

be selfless, you will fit that category<br />

4. Be consistent. The kindest thing<br />

you can do for your men is to be<br />

consistent. They want to know<br />

what to expect from you and what<br />

you expect from them. Among<br />

these expectations or standards<br />

may be the use of technical data or<br />

operational procedures, compliance<br />

with regulations, standards for<br />

personal appearance, or treatment<br />

of poor performance. Be sure any<br />

variations are well understood.<br />

Troops who don’t know what to<br />

expect of their “leader” and have<br />

difficulty knowing how he or she<br />

will react, are not likely to be happy<br />

with their situation. The good<br />

leader must weave a strong thread<br />

of consistency through the fabric of<br />

it all.<br />

5. Learn from mistakes. This guideline<br />

is very important. It’s what<br />

experience is all about. Abraham<br />

Lincoln said he had no respect for<br />

the man who was not smarter today<br />

than he was yesterday. The only<br />

way to be smarter today is to study<br />

yesterday; treat every unsuccessful<br />

event as if you must unlock it. Not<br />

to fix blame, but to fix the problem<br />

and learn ways to prevent others<br />

like it before they happen. Don’t


go through an operation, incident,<br />

or any event without learning<br />

something. Learn from other<br />

people’s mistakes, learn from your<br />

own-, analyze your mistakes and<br />

don’t be afraid to look at yourself<br />

in the mirror and think about them.<br />

Don’t ever pass up an opportunity<br />

to learn from a mistake, even one<br />

you didn’t make. Say to yourself<br />

that could be you if you don’t pay<br />

attention to what you are doing.<br />

What is it that person did wrong<br />

and how do you prevent that from<br />

happening to yourself or to your<br />

organization?<br />

6. Be yourself. Here is where the<br />

principle of integrity is most pervasive.<br />

If integrity is truly deeply ingrained in<br />

your character, then this guideline will<br />

probably take care of itself. Learn from<br />

others -- from the great lessons and<br />

leaders of history -- learn to apply the<br />

principles that made great leaders what<br />

they were, but don’t imitate their style.<br />

There are characteristics of others that<br />

you can adapt to your own style and<br />

there are things you can learn from the<br />

way others operate and behave, but<br />

never imitate anyone. Make whatever it<br />

is you do to be a good leader fit you. You<br />

have to do what’s comfortable for you.<br />

So be yourself. In a <strong>letter</strong> to his son on<br />

the day the Allies landed at Normandy<br />

Beach, George S. Patton wrote, “People<br />

who are not themselves are nobody.”<br />

If you’re trying to be somebody else,<br />

you’re kind of losing something of your<br />

own fundamental self and with that,<br />

your integrity.<br />

So, remember these six guidelines:<br />

communicate with others; fix<br />

responsibility; be loyal both ways; be<br />

consistent; learn from mistakes; and<br />

be yourself. Above all, remember that<br />

Kashmir Militancy : -<br />

2. Understanding the politico situation<br />

in Kashmir would be incomplete<br />

unless one has propensity to study<br />

the dynamic that have contributed<br />

in creating the situation. Multitude<br />

of factors are responsible for<br />

defining and determining the<br />

nature and complexion of the<br />

conflict in Kashmir which was<br />

never static, taking different shape<br />

and forms with the passage of time.<br />

History unfolds that Kashmir valley<br />

has been ruled by various ethnic<br />

groups from outside India followed<br />

by fractured governance by the<br />

kings of those time thus making the<br />

inhabitants prone divergent values<br />

and traditions.<br />

3. The growing unrest against the<br />

Indian rule fuelled by successive<br />

Govt. The manifestation of people’s<br />

anger against corrupt Govt., lack of<br />

development avenues (due to self<br />

imposed inhabitant article 270) and<br />

unfair means in election in 1987 all<br />

triggered the eruption.<br />

4. Beneath the sounds of gun fire<br />

and the firing of political rhetoric’s,<br />

there is an unseen clash of values in<br />

society with contradicting currents.<br />

The violence continues to get<br />

natured despite knee jerk reaction<br />

followed by piece meal political<br />

initiative, the militancy has acquired<br />

political and criminal contour. Thus,<br />

today, we are witnessing a militancy<br />

which has been thoroughly<br />

politicised, criminalised and<br />

business live. Over a period of time,<br />

people have developed their vested<br />

interests into the conflict which<br />

ensures otherwise unattainable<br />

benefit for them. It may be not out<br />

of place to state that many people<br />

are in reality being benefitted from<br />

conflict who obviously opposes<br />

any peace initiative which may<br />

change the status-quo. Like most of<br />

other conflicts elsewhere in world.<br />

Kashmir conflict has given birth<br />

to a large scale conflict enterprise<br />

which has key factors such as Govt,<br />

politicians, separatists, business<br />

people, militant, security forces,<br />

civil society actors, media and<br />

general public which has become<br />

and emotionally appealing and<br />

theatrically mark-able commodity.<br />

North-East Insurgency : -<br />

5. North-East, by very nature of its<br />

cultural and ethnic diversions is<br />

riddled with governance problems.<br />

The tribal and culture, the<br />

discrimination by the ruling faction<br />

and the perceived suppression<br />

has created number of outfits for<br />

separation. Though the ideology<br />

was prevalent in the conceptual<br />

shape, ultimately it transformed<br />

into business of making money<br />

to serve their personal growth.<br />

Thus, there was criminalization of<br />

the entire movement by means of<br />

extortions, blackmailing, forcible<br />

collection, pilferage, looting, etc.<br />

Obviously, the role of ISI becomes<br />

evident in supporting these groups<br />

in one form or the other.<br />

Left Wing Extremism :-<br />

6. While the naxalism had strong<br />

roots of ideology to start with,<br />

to-day, we are seeing them as a<br />

band of extortionists, blackmailers<br />

in the name of protagonist<br />

of development. Even the<br />

developmental works initiated by<br />

the Government are forced to be<br />

stalled on the premises that it is a<br />

naxal Who could be instrumental in<br />

development? Illegal transactions,<br />

extortions, commission on all<br />

transactions, blackmailing and<br />

murders are common.<br />

Marketability :<br />

7. As Chris Hedges in his book “war<br />

forms its own culture” argues<br />

that war energy generates its own<br />

culture pedalled by myth makers.<br />

The players in Kashmir militancy<br />

have become ‘mythmakers’ which<br />

includes politicians, militants,<br />

business men and media, all selling<br />

the myth-“dreams of freedom and<br />

prosperity”. The entire enterprise<br />

is revolving around this myth<br />

factor serving the all big and small<br />

entrepreneurs whose interests are<br />

vested in the conflict. Thus it has<br />

become vicious circle. These multifactored<br />

dimensions are as under:<br />

(a) Conflict and Government:<br />

While there is not much economic<br />

potential alluring Pakistan to have<br />

hold on Kashmir, it has got a emotional<br />

appeal for Pakistan. While India<br />

maintains the “sovereignty and integral<br />

part factor”, for Pak policy makers it is<br />

a “jugular vein” and almost becomes a<br />

<strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong><br />

war cry. The binding force among the<br />

various political parties in Pakistan is<br />

the Kashmir factor and no Govt. can<br />

afford to lose sight of this. Kashmir also<br />

continues to be a distraction to shift<br />

public attention from other serious<br />

issues. Thus, for Pakistan, Kashmir is<br />

an agenda that cannot be closed.<br />

(b) Separatists and Conflict :<br />

The complicity of the separatists<br />

marketing the conflict is certainly true<br />

in Kashmir as both pro-Indian as well<br />

as separatist remain away from the<br />

election so to have a sway over the<br />

state politics. The separatist on the<br />

other hand having realised the absence<br />

of grass root support, wishes to be an<br />

anti establishment force to keep their<br />

organisation abreast. At present there<br />

are more that 30 odd separatist political<br />

parties who claim to be representing<br />

people. The separatist politicians are<br />

able to sustain with huge finance with<br />

militancy as the key.<br />

(c) Conflict and Entrepreneurship :<br />

The ongoing militancy having passed<br />

almost 22 years almost has given a<br />

livelihood to the outfit leaders with<br />

vital position, status, money, perks.<br />

College dropouts raised from ‘Nothing’<br />

to ‘something’ are owning several real<br />

estate properties. Similarly, senior<br />

separatists have, though claims to be<br />

living on meagre income are having<br />

huge property with family staying<br />

abroad. Thus, the militant group<br />

commanders have all along remained<br />

adverse to initiation of peace process<br />

in Kashmir by claiming themselves as<br />

‘Zealot” of the movement making them<br />

difficult to come to normal stream as<br />

militancy has become a livelihood/<br />

business for them.<br />

(d) Conflict and Business People :<br />

No struggle can survive without<br />

finance. Though, initially there was<br />

fanatic fervour in jihad elements, all<br />

these dissipated as time passed. While<br />

the businessmen initially suffered due<br />

to parting way of money for militancy,<br />

today, they have no hesitation to fund<br />

the militants as long as their business<br />

interests are promoted. Some business<br />

establishments have been providing<br />

the required cover for siphoning funds<br />

for militancy. Hawala transaction<br />

or money laundering provided huge<br />

incentives to these businessmen. The<br />

unholy nexus between the North-<br />

Eastern IIGs and also business groups<br />

involved in mining and fertilizer supply<br />

in LWE region is well known.<br />

(e) Conflict and People :<br />

Though, it is believed that it is a<br />

common people who were at the<br />

receiving end during the trouble and<br />

trauma in Kashmir, yet is has benefited<br />

them as well. The fluid situation during<br />

militancy provided scope for evasion<br />

of tax payments and other revenue<br />

collection process. Any move of<br />

normalcy and inter-alia which activates<br />

the Govt. machinery is unwelcome due<br />

to habitual law violation tendency on<br />

the part of some people.<br />

(f) Conflict and Civil Society :<br />

One glaring phenomenon in this entire<br />

militancy was a lack of vibrant civil<br />

society which worsened the situation.<br />

However, as the militancy grew, human<br />

right groups began to mushroom in the<br />

name of giving succour to the people.<br />

However, these groups who were<br />

mainly funded by international NGOs,<br />

with their hidden agenda, do not focus<br />

to bring reconciliation between various<br />

groups of society, but to increase<br />

their property and status. It has<br />

become another economic activity or<br />

a business venture as they would not<br />

find a more lucrative and high profile<br />

jobs elsewhere. Often they were<br />

speaking for the militant outfits having<br />

got substantial funds from them.<br />

(g)<br />

Conflict and Media<br />

With the emergence of number of<br />

national/regional electronic and<br />

print channels, the competition for<br />

“breaking <strong>news</strong>” has taken a centre<br />

state. In this game of “one up man<br />

ship”, some sections of Media focus<br />

their attention to support the cause<br />

of the naxals/militants in the name<br />

of transparency, thereby giving fillip<br />

to the stand/actions undertaken by<br />

these anti-national elements. While<br />

the constructive criticism was always<br />

welcome, negative or adverse/<br />

unwarranted criticisms of the security<br />

action highlighting the ANE actions<br />

have been counterproductive in the<br />

overall security strategy. However, of<br />

late, it has been seen that the Media is<br />

also sensitive to the security concerns<br />

and are able to expose the negative<br />

side of the militancy/LWE, etc., as well.<br />

Conclusion<br />

Thus, today the movement of<br />

militancy or insurgency or naxalism<br />

has transformed itself from being an<br />

instrument of change of the society<br />

based on ideology to instrument of<br />

change for self-centred growth by<br />

vested interests.<br />

By and large every section of society<br />

has evolved to learn how to adapt<br />

to the highly charged atmosphere<br />

of violence and muster art of using<br />

conflict like a commercial product for<br />

the personal gain. With a wide section<br />

of society not having any cultural or<br />

educational or industrial capital in the<br />

competitive market, the conflict comes<br />

handy for them as it does not demand<br />

any special skill.<br />

It is globally accepted today that quality<br />

education should be provided to<br />

every child without any discrimination<br />

whether the child is a boy or girl, rich or<br />

poor. Therefore, everyone whether rich<br />

or poor, strives to ensure that his or her<br />

child gets admission in a proper school<br />

right from the Play School level leave<br />

aside High School or College education.<br />

Thus, every school is expected to give<br />

its best to the children studying in<br />

it and provide appropriate, modern<br />

and updated infrastructures, study<br />

materials, congenial environment,<br />

rich library, adequate facilities for<br />

sports and games, provisions for cocurricular<br />

activities, well equipped<br />

laboratories, very good teachers with<br />

appropriate educational qualifications<br />

and experience and proper hygiene<br />

and sanitation in the school campus<br />

including proper toilets.<br />

enables the mind to find out truth<br />

which emancipates us from a bondage<br />

of the dust and gives us the wealth,<br />

not of things but of inner life, not of<br />

power but of the love, making the<br />

truth and giving expression to it as a<br />

natural choice. Values such as integrity,<br />

responsibility, discipline, commitment,<br />

patriotism etc. are considered as old<br />

fashion by a few in the society. These<br />

may be old values but they are certainly<br />

not obsolete. They have stood the test<br />

of time and will be here for ever. These<br />

values have the same meaning in New<br />

York or London or elsewhere as in New<br />

Delhi. They are universal.<br />

Since parents are keen that their<br />

children should have education in<br />

reasonably good schools and demand<br />

for such schools is increasing day by<br />

day, there has been mushroom growth<br />

of such schools suffixing the words<br />

“International School”. They make all<br />

possible publicity to attract the parents<br />

and children. The fee structures of most<br />

of such schools are prohibitive. Many<br />

private schools in the country have<br />

become profit making business centres<br />

and the quality of education is not, in<br />

many schools, as per the expectations<br />

of the parents.<br />

Excessive home work, harsh teachers<br />

with inadequate teaching experience<br />

and knowledge of the subjects they<br />

teach, mishandling of the children by<br />

the teachers, abnormal sessions in<br />

the school which does not allow the<br />

children even to have their food in time<br />

etc. are the important features of some<br />

of these schools. Instead of making the<br />

students to understand certain things<br />

methodically, they are made to just<br />

memorise it. Thus the child’s originality<br />

and further developments in life are<br />

damaged in the initial schooling days<br />

itself.


One should understand that illuminating<br />

and refining the minds is the real goal<br />

of education. Unfortunately, nowadays<br />

the parents feel that any school that<br />

imposes un-imaginable work load on<br />

the children and has extended school<br />

hours is an ideal school for their<br />

children to come up in life without<br />

realising that in that process they are<br />

just spoiling the basic abilities, aptitude,<br />

growing process etc. of their children.<br />

In fact value based education is the<br />

requirement of the day. Right type of<br />

living, exemplary discipline, modesty,<br />

respecting elders, controlling the<br />

senses, loving the country etc should<br />

be considered as important ingredients<br />

of Education besides imparting<br />

required knowledge in various subjects<br />

in accordance with the curriculum of<br />

the school. The schools should also<br />

devote reasonable time to teach Yoga,<br />

Meditation, Etiquettes, Ethics, Values<br />

etc. Creating a conducive ambience in<br />

every school for the children to learn<br />

to be disciplined, honest, generous<br />

and selfless should be the sincere<br />

endeavour of the authorities managing<br />

the schools.<br />

The Supreme Court of India has recently<br />

upheld the validity of Clause 12 of the<br />

Right to Education Act which envisages<br />

that aided and non-aided private<br />

schools should reserve 25% of the<br />

seats for the disadvantaged children in<br />

their neighbourhoods. This judgement<br />

certainly creates an opportunity for<br />

all such schools to become a place<br />

for social transformation. To what<br />

extent the provisions of the above said<br />

judgement will be implemented in<br />

<strong>letter</strong> and spirit with required sincerity<br />

by the schools concerned all over India<br />

is required to be closely watched. A<br />

socially mixed school with its contacts<br />

and experience will certainly promote<br />

greater social integration of the<br />

children studying there.<br />

functioning of the CRPF Public School,<br />

Rohini. The school was one of the best<br />

schools in Delhi area and there used<br />

to be great demand for admission in<br />

this school. During 1995-1996, I had<br />

played a major role in mobilising funds<br />

for starting the second Public School<br />

of CRPF at Ranga Reddy Group Centre<br />

near Secunderabad (Andra Pradesh).<br />

Later, the third Public School of CRPF<br />

has come up at Dwarika, New Delhi.<br />

As the CRPF gives utmost importance<br />

for the welfare of the officers and<br />

men of the <strong>Force</strong> who are deployed<br />

throughout the country in all types<br />

of hard areas, personal care is being<br />

taken by authorities handling the<br />

affairs of CRPF Public Schools that the<br />

quality of education, allied facilities,<br />

infrastructures, discipline etc are<br />

not compromised at any cost. The<br />

Education is a human necessity. A<br />

good Education System plays a vital<br />

philosophy of CRPF Public Schools is<br />

to provide holistic education in order<br />

CRPF FEATURED IN BACSA (LONDON) MAGAZINE<br />

While I was posted as ADIGP, GC-<br />

CRPF Neemuch in 2004, I came<br />

to know that in London there is an<br />

Organisation named BACSA (British<br />

Association of Cemeteries in South<br />

Asia) which looks after the British<br />

cemeteries in South Asia.<br />

There is a beautiful cemetery in<br />

Nimach which is totally neglected.<br />

Some of the graves are in very good<br />

shape. BACSA had infact, agreed in<br />

principle to sanction funds for its<br />

renovation. However, after my transfer<br />

the project fizzled out. During my<br />

tenure, I got it cleaned and entrusted<br />

the task to CT G.P.Dubey to list all<br />

graves with inscriptions. CT Dubey<br />

within two months did a wonderful<br />

job and presented me the list in a<br />

bound form. I forwarded the list to Dr.<br />

Roselyn Jones, Hon. Secretary, BACSA<br />

in London. She sent me an extract of<br />

a book by Lady Olive Croften named<br />

“Monumental Inscription” in Malwa<br />

and <strong>Central</strong> India. After few years one<br />

British named Simon Kidner arranged<br />

the names in an alphabetical order and<br />

put them on net. Dr. Roselyn Jones<br />

visited India during 2010 for launch of<br />

her book “1857 Revolution” in which<br />

Nimach Brigade also played a major<br />

part.<br />

I again discussed about the renovation<br />

of the cemetery at Nimach and gave<br />

her insight into the glorious history of<br />

CRPF. The accompanying article was<br />

published in “Chowkidar” a magazine<br />

of BACSA published from London.<br />

There is an urgent need to restore<br />

the heritage buildings of Nimach and<br />

record the glorious history /events of<br />

the past.<br />

THE CENTRAL RESERVE POLICE FORCE<br />

Many people are familiar with the story<br />

of how today's Indian Army began with<br />

a handful of sepoys hired to guard the<br />

East India Company's factories and<br />

grew to become one of the world's<br />

largest armies. Lesser well known is<br />

the story of the Crown Representative<br />

<strong>Force</strong>s, which were established by the<br />

British Government in India in July<br />

1939. Anticipating trouble, the <strong>Force</strong>s<br />

were set up to provide support to the<br />

rulers of various princely States, to<br />

enforce surveillance over German and<br />

Italian prisoners-of-war interned by the<br />

British, and to counter the menace of<br />

dacoits. It was also of course to provide<br />

protection for British residents in the<br />

different States.<br />

After Independence it was renamed<br />

the <strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong><br />

(CRPF) and is now reputedly the<br />

largest paramilitary force in operation,<br />

assisting the United Nations and playing<br />

a crucial role in keeping law and order,<br />

particularly during election time in<br />

India. But of special interest to BACSA<br />

is the <strong>Force</strong>'s headquarters at Nimach<br />

in Madhya Pradesh. Here a number of<br />

fine old buildings in the former British<br />

cantonment have been re-utilised by<br />

the <strong>Force</strong>, which has made a point<br />

The "Ochterlony House"<br />

of recognizing and restoring these<br />

heritage structures.<br />

Chief among them is the Ochterlony<br />

House, built in 1822 as the British<br />

Residency by Sir David Ochterlony,<br />

the 'White Mughal' par excellence,<br />

with his thirteen 'wives'. The splendid<br />

house, not dissimilar to the Residency<br />

at Hyderabad, is now the Officers' Mess<br />

for the <strong>Force</strong>. It is said that so great<br />

was the respect for this redoubtable<br />

American-born soldier, that his house<br />

was not only left untouched during the<br />

1857 uprising, but that long after his<br />

death in 1825 local Bhil tribes people<br />

would bring garlands to the house<br />

to honour his memory. Ochterlony<br />

also constructed a small fort at<br />

Nimach, surrounded by a moat, with<br />

a drawbridge entrance and within it<br />

is the grave of Lieutenant Richard RW<br />

Brett, of the Bombay Light Cavalry<br />

'who died of wounds on 22 November<br />

1857 when the fort was besieged:<br />

Other buildings now used by the <strong>Force</strong><br />

include the imposing Victoria' Barracks,<br />

the Quarter Guard (built in 1878), the<br />

little Anglican church and the plunge<br />

bath, constructed for the use of British<br />

officers during the tormenting summer<br />

heat. The old cemetery contains many<br />

interesting tombs, reckoned at over<br />

eighty in number and impressive<br />

by"their sheer scale, Here lie the<br />

daughter-in-law (Sarah) and grandson<br />

(Robert Shaw) of Robert Burns, the<br />

poet, who both died in 1821, the<br />

year that the cemetery was opened.<br />

the next year and there was a steady<br />

stream of burials thereafter. Lady<br />

Olive Crofton recorded many of the<br />

inscriptions in the Indian Monumental<br />

series published in 1934, although it is<br />

unclear how much might remain today.<br />

Gill, Director of the CRPF at its Gurgaon<br />

Camp, for bringing this cemetery and<br />

the cantonment's fine old buildings to<br />

our notice.


CRPF AT A GLANCE<br />

The history of CRPF is a saga of<br />

sacrifice and sustained dedication<br />

for national integration, unity and<br />

maintenance of peace in the country.<br />

The force has made its presence felt<br />

all over the country. Whether it is<br />

external danger, insurgency, Left-Wing<br />

Extremism, communal clashes or<br />

natural calamities, CRPF is always there<br />

to protect the lives of the citizens. The<br />

force has always done justice to the<br />

confidence reposed by the Government<br />

and the people in it.<br />

The <strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong> was<br />

formed 73 years ago on 27th July,<br />

1939 at NIMACH (North India Military<br />

Artillery and Cavalry HQ) as the<br />

Crown Representative’s <strong>Police</strong>. After<br />

the Independence it was renamed as<br />

the <strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong> and<br />

Late Sardar Vallabh Bhai Patel, the<br />

then Home Minister had visualized a<br />

multidimensional role for it.<br />

The CRPF has innumerable<br />

achievements to its credit. It was the<br />

CRPF which bore the brunt of the first<br />

onslaught of the Chinese aggression at<br />

Hot Springs in Ladakh on October 21,<br />

1959 when a small CRPF patrol was<br />

ambushed and heavily out-numbered<br />

by the Chinese army. In the ensuing<br />

battle, 10 CRPF men laid down their<br />

lives. Every year now, 21st October is<br />

observed as the <strong>Police</strong> Commemoration<br />

Day.<br />

1965 when a small contingent of 2nd Bn<br />

CRPF, successfully fought and repulsed<br />

an attack by a Pakistani Brigade on 9th<br />

April at Sardar Post in Gujarat, killing 34<br />

Pakistani soldiers and capturing 4 alive.<br />

Never in the history of military battles<br />

have a handful policemen fought back<br />

a full-fledged infantry brigade in such<br />

a manner. In this incident six valiant<br />

CRPF men also laid down their lives. As<br />

a tribute to the saga of our brave men,<br />

9th April is now befittingly celebrated<br />

as “Valour Day” in the <strong>Force</strong>.<br />

The CRPF has also been deployed<br />

internationally at Kosovo, Haiti and Sri<br />

Lanka. In Sri Lanka, two CRPF Battalions<br />

and one Company of Mahila Battalion<br />

were a part of the Indian Peace Keeping<br />

<strong>Force</strong>. The first major offensive of<br />

the LTTE directed against the CRPF,<br />

using unconventional warfare was<br />

the incident was for her exemplary<br />

bravery, awarded the highest<br />

peacetime Gallantry Award ‘Ashok<br />

Chakra’ posthumously.<br />

When 5 armed terrorists tried to storm<br />

the Ram Janambhoomi/Babri Masjid<br />

Devi was awarded Sena Medal for her<br />

good work. For the first time in the<br />

history of UN, a Fully Formed Female<br />

Unit is posted in Liberia as a part of<br />

United Nations Peacekeeping Mission.<br />

On the <strong>13</strong>th of December 2001 when<br />

the terrorists attacked the Parliament<br />

House it was the brave CRPF who<br />

successfully foiled the attack. In<br />

exchange of fire, all the five militants<br />

Attack on the temple of democracy, the Parliament, was successfully repulsed by CRPF<br />

Complex in Ayodhya on 5th July, 2005<br />

and had penetrated the outer security<br />

rings, they were confronted by the CRPF<br />

posted at the inner security ring. Our<br />

Jawans fought bravely and thwarted<br />

the evil designs of the terrorists and<br />

successfully eliminated all of them on<br />

the spot.<br />

From a single Battalion in 1939 the<br />

<strong>Force</strong> has now grown to 226 Bns, 40<br />

Group Centers, 15 training institutions<br />

and 4 Composite Hospitals . It is the<br />

only Para Military <strong>Force</strong> in the country<br />

which has 3 Mahila Battalions. The bulk<br />

of the force is deployed in Jammu &<br />

Kashmir; Left Wing Extremism affected<br />

states and in the North-Eastern states<br />

to tackle terrorist and insurgent<br />

activities. It presently has 10 COBRA<br />

units, a specially trained force to fight<br />

the naxal means. The CoBRA battalions<br />

have been deployed strategically in the<br />

naxal effected areas.<br />

CRPF has always been playing a<br />

significant role in times of natural<br />

disasters. When the destructive<br />

Tsunami had caused an unprecedented<br />

damage to lives and property or when<br />

the J&K earthquake had devastated<br />

large areas disrupting life on a massive<br />

scale, CRPF played a significant role<br />

in the relief, rescue and rehabilitation<br />

efforts. We now have two battalions<br />

of CRPF designated as Disaster<br />

Management battalions which are<br />

located at Pune and Ahmedabad.<br />

MAHILA BATTALIONS<br />

CRPF is the only Para-Military <strong>Force</strong> in<br />

the country which has three Mahila<br />

Bns. The first Mahila Bn (88 Bn) was<br />

raised in Delhi on Feb 6, l986. Mahila<br />

troops of 88 Bn performed a great task<br />

in completion of Amarnath Yatra duties<br />

and performed duties at Ayodhya<br />

in Ramjanmbhumi Babri Masjid<br />

demolition issue in 1991. Ever<br />

since its raising it was deployed within<br />

or outside the country and earned<br />

laureates. When the Bn deployed at<br />

Srilanka with IPKF at Jaffna, Elephanta<br />

Pass, Mahila Bn performed duties<br />

exceptionally well.<br />

Mahila Constable of 88 Bn Kamlesh<br />

Kumari showed exceptional courage<br />

and presence of mind and alerted the<br />

security <strong>Force</strong>s when the terrorists<br />

entered the premises of the Parliament<br />

on Dec.l3, 200l in which she fell to their<br />

bullets. For her exemplary bravery<br />

she has been awarded the highest<br />

peacetime Gallantry Award ‘Ashok<br />

Chakra’ posthumously on the 53rd<br />

Republic Day, 2002.<br />

deployed for law and Order duties/<br />

provide protection of witnesses of<br />

Godhra riots at Delhi/Ayodhya/Imphal<br />

of this unit are being sent to UN peace<br />

mission at Liberia on rotational basis<br />

since 2007.<br />

A New CRPF Mahila Bn. i.e. 2<strong>13</strong> Bn. has<br />

also been raised last year.<br />

The Mahila Bn. celebrated it’s Silver<br />

Jubilee in the year 2011 H.E. The<br />

President of India, Smt. Pratibha D. Patil<br />

took salute of the parade. Smt. Meira<br />

Kumar, Hon’ble Speaker of Lok Sabha<br />

honoured the achievers of the unit<br />

which included Padamsri Ms. Kunja<br />

Rani Devi and the gallantry medalists.<br />

Sh. Kapil Sibal, Hon’ble Minister for<br />

Communications released “First Day<br />

Cover”. A coffee table book was also<br />

released by Shri P. Chidambaram,<br />

Hon’ble Home Minister. Smt. Sonia<br />

Gandhi, Chairperson NAC presented a<br />

trophy to the 88 ( Mahila ) battalion, to<br />

be kept in Unit Quarter Guard to inspire<br />

generations of women to come.<br />

RAPID ACTION FORCE<br />

Rapid Action <strong>Force</strong>(RAF) formed on 7th<br />

October,1992 to deal with communal<br />

a Contingent for UN Peace Keeping<br />

duties in Kosovo from May’2000 to<br />

OPERATIONAL ACHIEVEMENTS OF<br />

CRPF DURING <strong>2012</strong><br />

a) CRPF along with other Security<br />

<strong>Force</strong>s and State <strong>Police</strong> killed 82<br />

riots and riot like situations has made<br />

its impact and won confidence of the<br />

people from the very beginning. Each<br />

Bn of RAF looks after the surrounding<br />

area of its zone of responsibility.<br />

In normal times, RAF Bns carry on<br />

exercises to familiarize themselves<br />

with the ground situations, so that they<br />

have full co-operation of the people of<br />

the area while tackling a situation.<br />

RAF had its first exposure of UN<br />

Peace Keeping duties when one<br />

contingent consisting of 123 personnel<br />

was deployed in HAITI as a part of<br />

Military <strong>Police</strong> from 30 th March to 2 nd<br />

December,1995. The <strong>Force</strong> did very<br />

present level of deployment of<br />

CRPF in J&K is 65 Bns and 3 Coys of<br />

Mahila Bn, which is 35% of the total<br />

availability of the <strong>Force</strong>. Recently<br />

the actual level of deployment in<br />

the State is reduced to 458 Coys<br />

from 493 Coys. 61% of the <strong>Force</strong><br />

in J&K is deployed on Counter<br />

Insurgency and related duties, 25%<br />

is providing security of VVIP/Vital<br />

installation and remaining 14% of<br />

the <strong>Force</strong> undergoing rotational<br />

training etc.<br />

b) North Eastern States: 35 GD Bns, 01<br />

CoBRA Bn and 2 Mahila Coys i.e. 19%<br />

of the entire <strong>Force</strong> are deployed in<br />

the North Eastern States. The <strong>Force</strong><br />

so deployed is mainly performing<br />

Counter Insurgency and related


duties. In Manipur and Nagaland,<br />

bulk of CRPF is deployed on ROP on<br />

NH-53, thus keeping the highways<br />

open and providing life line to the<br />

c) LWE affected States: The bulk<br />

of the <strong>Force</strong> in Bihar, Jharkhand,<br />

Andhra Pradesh, Madhya Pradesh,<br />

Maharashtra, Chhattisgarh, Orissa,<br />

Uttar Pradesh and West Bengal is<br />

deployed for anti-Naxal operations.<br />

66 GD Bns and 09 CoBRA Bn are<br />

ongoing basis. A computerized<br />

message switching system at almost<br />

all strategic places is available as<br />

in LWE areas. These chargers will<br />

help in charging various types of<br />

batteries of sets as well as mobile<br />

phones in absence of electric<br />

COMPUTERIZATION<br />

A new reporting services is being<br />

prepared by IT Wing for easy decision<br />

making on HR related/PIS related<br />

functionalities and same is in the<br />

progress. Accordingly a report with<br />

provision to get information of<br />

complete profile and photograph of<br />

officers/men has been uploaded. A<br />

computer enabled variety option for<br />

DG CRPF and other Senior Level officers<br />

to access profile data of officers both<br />

Hierarchy wise and OPS Command/<br />

hierarchy wise has also been developed<br />

and hosted through SQL reporting<br />

services.<br />

ERP based Microsoft Dynamic software<br />

has been procured by IT Wing and<br />

customization of software being<br />

carried out as per our requirement. All<br />

Sanction & Supply orders, OPS reports,


Inventory reports being prepared on<br />

MS Dynamics. SELO Connectivity<br />

to MHA:- SELO connectivity from Dte,<br />

Gen CGO Complex to MHA has been<br />

established.<br />

WELFARE<br />

The welfare of the dependants of CRPF<br />

personnel who die at the call of duty or<br />

get injured and invalidated from service<br />

has remained our sincere concern. In<br />

the event of death of CRPF personnel<br />

next of kin of the deceased are given<br />

lump-sum grants from Risk Fund.<br />

As per point raised in G.B. Meeting for<br />

the year 2009-10 held on 16/12/2010<br />

a Board was constituted to increase<br />

the benefits in Death/Invalidation<br />

cased from CWF. Accordingly as per<br />

recommendation of the Board a sum<br />

of Rs. 60,000/- in each death case is<br />

being paid w.e.f 01/07/2011 to NOK as<br />

financial assistance out of CWF. During<br />

the period i.e. w.e.f. 1/10/2011 to<br />

15/10/<strong>2012</strong> a sum of Rs. 4,00,00,000/-<br />

has been paid to NOKs in 720 death<br />

cases.<br />

CRPF WIVES’ WELFARE ASSOCIATION<br />

(CWWA)<br />

Ninety percent of the <strong>Force</strong> is deployed<br />

in Jammu & Kashmir, the North East<br />

and Naxalite infested areas of <strong>Central</strong><br />

India. These are high-risk zones. The<br />

force personnel are, therefore not<br />

able to keep families with them. The<br />

separated families are settled in various<br />

Group Centres across the country.<br />

In order to meet this responsibility of<br />

looking after these separated families,<br />

the Family Welfare Centres were set up.<br />

These Family Welfare Centres provide<br />

a platform to the families to showcase<br />

their talent. In order to coordinate<br />

the activities of all FWCs, to provide it<br />

direction and to achieve will set goals,<br />

the CRPF Wives’ Welfare Association<br />

(CWWA) was registered as a Society in<br />

1995.<br />

The main aims and objectives of the<br />

“CRPF Wives’ Welfare Association” are<br />

to generate a sense of accomplishment<br />

in the minds of CRPF ladies and develop<br />

managerial skill in them, to promote<br />

programmes for rehabilitation of<br />

CGHS hospital do not exist they can<br />

CRPF hospital located near their home<br />

town. For the cases for which proper<br />

facilities are not available or a long<br />

waiting list exists in Govt hospitals,<br />

CRPF has entered into a Memorandum<br />

of Agreement/Understanding with 114<br />

private multi-specialty hospitals across<br />

the country, for the treatment of CRPF<br />

personnel and their dependant family<br />

members on Credit basis.<br />

SPORTS<br />

CRPF is doing exceedingly well in sports<br />

also. Men and women of central Sports<br />

Teams of CRPF are achieving laurels<br />

and medals in various International<br />

Championships. The teams have<br />

excelled in various sports like, wrestling<br />

, Judo, Handball, Aquatic, weightlifting,<br />

karate, Wushu, Shooting, Taekwondo,<br />

Gymnastics, Aquatic. Our sports<br />

persons have won 2 Bronze Medals in<br />

Commonwealth Games-2010, they<br />

have also won 1 Silver and 1 Bronze<br />

Medal in Asian Games-2010, CRPF<br />

sports persons have performed well<br />

in 11th SAF Games winning 8 Gold,<br />

2 Silver, and 2 Bronze Medals. This<br />

year CT/GD M.Bimoljit Singh has been<br />

honoured with “Arjuna Award” on 29 th<br />

August, <strong>2012</strong> in Wushu discipline.<br />

Sh. Pranay Sahay, an IPS officer<br />

of 1975 batch of Tripura side of<br />

Manipur – Tripura cadre has assumed<br />

the charge of Director General of<br />

CRPF on 18 th October, <strong>2012</strong>. He was<br />

accorded a ceremonial ‘Guard of<br />

Honour’ at the CRPF HQ, Lodhi Road,<br />

New Delhi.<br />

Sh. Sahay, an illustrious police<br />

officer, is primarily responsible for<br />

containment and marginalization of<br />

insurgency in Tripura and has worked<br />

there for over two decades. He came<br />

in for special commendation from<br />

the Election Commission of India<br />

for his clarity, skill and professional<br />

competence in handling all election<br />

related matters in an insurgency<br />

charged environment. He has<br />

served as Chief Vigilance Officer in<br />

Hindustan Zinc Ltd. and in various<br />

capacities in <strong>Central</strong> Armed <strong>Police</strong><br />

<strong>Force</strong>s, including ADG North Zone in<br />

CRPF from December 2007 to July,<br />

2008. He has been decorated with<br />

<strong>Police</strong> Medal for Meritorious Service<br />

in 1992 and President’s <strong>Police</strong> Medal<br />

for Distinguished Service in 1998.<br />

WARM SEND-OFF TO SH K. VIJAY<br />

KUMAR, DG<br />

Sh. K.Vijay Kumar,DG was given a warm send off upon his<br />

superannuation on 30th September, <strong>2012</strong>. Sh.Kumar was<br />

instrumental in introducing path-breaking reforms in training and<br />

operations of CRPF which ensured glorious successes in Left Wing<br />

Extremism (LWE) areas, including elimination of the Axis-figure of<br />

Naxalism, the dreaded 'Kishenji'. Sh. Kumar had an illustrious police<br />

career of nearly four decades, which saw him shouldering various<br />

responsibilities, with flying colours. He joined CRPF, as DG on 6th<br />

October, 2010.<br />

ANGELS FROM PARADISE COME<br />

CALLING<br />

30 girl students from three different schools of Jammu region of J<br />

& K, on a CRPF sponsored tour of historical places of Delhi, Amritsar<br />

and Chandigarh under Civic Action Programme, met Shri Sushil<br />

Kumar Shinde, Hon’ble Union Home Minister at North Block, New<br />

Delhi.<br />

The students from three different schools of Jammu have been to<br />

various historical places in Amritsar. In Delhi, they visited places<br />

like Qutub Minar, India Gate, Red Fort, Jama Masjid, Lotus Temple,<br />

Chandni Chowk. They also visited the Parliament and witnessed the<br />

proceedings there. Earlier, during their tour at Amritsar, they visited<br />

Golden temple, Jalianwala Bagh and Wagah border.<br />

Interacting with the students, the Home Minister advised them to<br />

study properly and serve the nation.<br />

Earlier, the students met Sh. Pranay Sahay, DG at CRPF HQ.The girl<br />

students expressed happiness and said for many of them it was the<br />

first occasion to come out of the state. They thanked CRPF that they<br />

could see for themselves the historical monuments about which<br />

they have only read in text books.<br />

The aim of this tour is to promote harmony between the <strong>Force</strong> and<br />

general public and also to empower girls and women.<br />

the <strong>Police</strong> <strong>Force</strong>s, including CAPFs,<br />

commemorated the day jointly.<br />

RAF CELEBRATES ITS 20 TH ANNIVERSARY<br />

Rapid Action <strong>Force</strong> has<br />

commemorated its 20th<br />

Anniversary by organizing a grand<br />

parade at 99 Bn RAF, Hakimpet,<br />

Hyderabad on 7th October <strong>2012</strong>. Sh.<br />

E.S.L. Narasimhan, Governor, Andhra<br />

Pradesh was the Chief Guest.<br />

Addressing the gathering Sh.<br />

Narasimhan congratulated all parade<br />

contingents for a splendid display of<br />

march past. Referring to blue uniform<br />

of the marching contingents he said<br />

that it looked like as if blue colour of<br />

the sky pervaded atmosphere of the<br />

parade ground. He said that the force is<br />

known for its high degree of sensitivity<br />

towards people while dealing with<br />

riots or riot-like situations. When the<br />

force reaches troubled area it creates<br />

fear amongst the miscreants and they<br />

disperse immediately.<br />

The Governor said that RAF is a zero<br />

response force and people look up to<br />

it for help not only in riots but also in<br />

natural disasters. Referring the motto<br />

where it has been deployed under UN<br />

Peace Mission. Saluting the families<br />

of RAF personnel Sh. Narasimhan said<br />

that due to their sacrifice we feel secure<br />

and safe. He said that Newton’s Law of<br />

gravity does not apply to RAF and other<br />

security forces as they continue to rise<br />

higher and higher and hope that the<br />

force will earn more laurels in future.<br />

Sh. Pranay Sahay praised the RAF for<br />

its dedication and service to the nation.<br />

He said that to deal with riots or riotlike<br />

situations, a specially selected,<br />

trained and equipped force was raised<br />

in October 1992 by re-organizing 10<br />

CRPF Bns into Rapid Action <strong>Force</strong><br />

Battalions. He said that in the past<br />

20 years the force has maintained<br />

law and order, social harmony and<br />

instilled confidence in people. He said<br />

that the emphasis of the force is on<br />

modernization, special equipments<br />

and dedicated and innovative training.<br />

The Governor presented <strong>Police</strong> Medal<br />

for Meritorious Service to 34 Officers<br />

and men. He also awarded best Ops<br />

Bn Trophy to 99 Bn, Best ADM Bn<br />

Trophy jointly to 100 Bn and 105 Bn<br />

and Best Cost Effectiveness and Best<br />

Financial Discipline Trophy to 100 Bn.<br />

Six contingents of RAF participated<br />

in the march past followed by Riot<br />

Control vehicle Vajra, Fire Tender<br />

and 3 Tableaux depicting communal<br />

harmony, disaster management and<br />

humane face of RAF.<br />

Increasing communal tension in the<br />

country necessitated creation of a<br />

specialized and sensitive force to deal<br />

exclusively with riots and riot-like<br />

situation and to prevent loss of life and<br />

property during communal violence.<br />

Accordingly a specially selected,<br />

trained and equipped force within the<br />

<strong>Central</strong> <strong>Reserve</strong> <strong>Police</strong> <strong>Force</strong> was raised<br />

as Rapid Action <strong>Force</strong> during October<br />

1992. 10 CRPF Battalions were thus,<br />

trained and reorganise into RAF Bns<br />

and located at identified sensitive place<br />

i.e. Ahmedabad, Aligarh, Allahabad,<br />

Bhopal, Coimbatore, Delhi, Hyderabad,<br />

Jamshedpur, Meerut and Mumbai.<br />

With a touch of sincerity and respect<br />

for the public this <strong>Force</strong> is primarily<br />

designed to deal with riots or riotlike<br />

situations and also to assist civil<br />

administration in rescue and relief<br />

earned laurels from not only the state<br />

administration but also general public<br />

for extending such services to them in<br />

time of dire need.<br />

With the motto to “serve humanity<br />

through sensitive policing” this<br />

<strong>Force</strong> with its component of Mahila<br />

personnel, seeks to control communal<br />

flare-ups and violence using minimum<br />

force. The objective of this impartial<br />

and zero response time <strong>Force</strong> is not to<br />

kill or maim but to effectively dissuade<br />

the rioters.<br />

The Rapid Action <strong>Force</strong> has rendered<br />

invaluable humanitarian services<br />

during the 1993 floods in Delhi, 1994<br />

plague in Surat, 1995 floods in Punjab<br />

and Himachal Pradesh, 1997 super<br />

cyclone in Orissa, 2001 earth-quake<br />

in Gujarat, 2004 tsunami in south<br />

India and heavy floods in Maharashtra<br />

and Gujarat in 2005 and 2006. RAF<br />

This young <strong>Force</strong> is proud recipient of<br />

the President’s Colour in the 11th year<br />

of coming into existence, during the<br />

RAF Anniversary on October 7, 2003 in<br />

Delhi.<br />

Dressed in blue disrupted pattern<br />

uniform for symbolizing peace,<br />

especially trained and equipped with<br />

non-lethal weaponry, this <strong>Force</strong> instills<br />

an immediate sense of security and<br />

confidence amongst the general public<br />

and victims of riots, violence and natural<br />

calamities. Hence, this force is in great<br />

demand by the states to manage crisis<br />

situations. RAF has a consistent proud<br />

record of zero tolerance for human<br />

rights violations.<br />

Frequent familiarization exercises<br />

covering sensitive areas in its AOR, to<br />

keep abreast of all developments on<br />

communal as well as law and order<br />

front, are undertaken by the <strong>Force</strong> to<br />

enable it to rush to deal with any violent<br />

situation without waste of time. RAF by<br />

undertaking Civic Action Programme in<br />

its area of responsibility contributes to<br />

the best of its ability for the good of the<br />

society and propagation of communal<br />

harmony.<br />

RAF has further proved its worth in<br />

the international arena by deputing<br />

special contingents on Unites Nation’s<br />

Peace Keeping efforts in Haiti in 1995<br />

and in Kosovo from 2000 to 2005. On<br />

Colourful tableux kept the spectators glued to their seats<br />

a special request by United Nations,<br />

Govt. of India advised CRPF to deploy<br />

a Female Formed <strong>Police</strong> Unit (FFPU)<br />

on United National Peace Keeping<br />

Mission in Liberia (West Africa).<br />

Entrusted to select, train and equip<br />

the contingents, RAF has successfully<br />

completed the assignment and for<br />

the first time in the history of United<br />

Nations, a fully operational female<br />

contingent of RAF pattern has been<br />

deployed in Monrovia (Liberia) since<br />

January 2007. This Female Formed<br />

<strong>Police</strong> Unit with their dedication<br />

and hard work has achieved many<br />

operational successes by recovering<br />

sophisticated arms, ammunition and<br />

explosives as well as large quantity of<br />

contraband items including drugs and<br />

earned appreciations from all quarters<br />

at international level.<br />
