various political parties in Pakistan is
the Kashmir factor and no Govt. can
afford to lose sight of this. Kashmir also
continues to be a distraction to shift
public attention from other serious
issues. Thus, for Pakistan, Kashmir is
an agenda that cannot be closed.
(b) Separatists and Conflict :
The complicity of the separatists
marketing the conflict is certainly true
in Kashmir as both pro-Indian as well
as separatist remain away from the
election so to have a sway over the
state politics. The separatist on the
other hand having realised the absence
of grass root support, wishes to be an
anti establishment force to keep their
organisation abreast. At present there
are more that 30 odd separatist political
parties who claim to be representing
people. The separatist politicians are
able to sustain with huge finance with
militancy as the key.
(c) Conflict and Entrepreneurship :
The ongoing militancy having passed
almost 22 years almost has given a
livelihood to the outfit leaders with
vital position, status, money, perks.
College dropouts raised from ‘Nothing’
to ‘something’ are owning several real
estate properties. Similarly, senior
separatists have, though claims to be
living on meagre income are having
huge property with family staying
abroad. Thus, the militant group
commanders have all along remained
adverse to initiation of peace process
in Kashmir by claiming themselves as
‘Zealot” of the movement making them
difficult to come to normal stream as
militancy has become a livelihood/
business for them.
(d) Conflict and Business People :
No struggle can survive without
finance. Though, initially there was
fanatic fervour in jihad elements, all
these dissipated as time passed. While
the businessmen initially suffered due
to parting way of money for militancy,
today, they have no hesitation to fund
the militants as long as their business
interests are promoted. Some business
establishments have been providing
the required cover for siphoning funds
for militancy. Hawala transaction
or money laundering provided huge
incentives to these businessmen. The
unholy nexus between the North-
Eastern IIGs and also business groups
involved in mining and fertilizer supply
in LWE region is well known.
(e) Conflict and People :
Though, it is believed that it is a
common people who were at the
receiving end during the trouble and
trauma in Kashmir, yet is has benefited
them as well. The fluid situation during
militancy provided scope for evasion
of tax payments and other revenue
collection process. Any move of
normalcy and inter-alia which activates
the Govt. machinery is unwelcome due
to habitual law violation tendency on
the part of some people.
(f) Conflict and Civil Society :
One glaring phenomenon in this entire
militancy was a lack of vibrant civil
society which worsened the situation.
However, as the militancy grew, human
right groups began to mushroom in the
name of giving succour to the people.
However, these groups who were
mainly funded by international NGOs,
with their hidden agenda, do not focus
to bring reconciliation between various
groups of society, but to increase
