various political parties in Pakistan is<br />
the Kashmir factor and no Govt. can<br />
afford to lose sight of this. Kashmir also<br />
continues to be a distraction to shift<br />
public attention from other serious<br />
issues. Thus, for Pakistan, Kashmir is<br />
an agenda that cannot be closed.<br />
(b) Separatists and Conflict :<br />
The complicity of the separatists<br />
marketing the conflict is certainly true<br />
in Kashmir as both pro-Indian as well<br />
as separatist remain away from the<br />
election so to have a sway over the<br />
state politics. The separatist on the<br />
other hand having realised the absence<br />
of grass root support, wishes to be an<br />
anti establishment force to keep their<br />
organisation abreast. At present there<br />
are more that 30 odd separatist political<br />
parties who claim to be representing<br />
people. The separatist politicians are<br />
able to sustain with huge finance with<br />
militancy as the key.<br />
(c) Conflict and Entrepreneurship :<br />
The ongoing militancy having passed<br />
almost 22 years almost has given a<br />
livelihood to the outfit leaders with<br />
vital position, status, money, perks.<br />
College dropouts raised from ‘Nothing’<br />
to ‘something’ are owning several real<br />
estate properties. Similarly, senior<br />
separatists have, though claims to be<br />
living on meagre income are having<br />
huge property with family staying<br />
abroad. Thus, the militant group<br />
commanders have all along remained<br />
adverse to initiation of peace process<br />
in Kashmir by claiming themselves as<br />
‘Zealot” of the movement making them<br />
difficult to come to normal stream as<br />
militancy has become a livelihood/<br />
business for them.<br />
(d) Conflict and Business People :<br />
No struggle can survive without<br />
finance. Though, initially there was<br />
fanatic fervour in jihad elements, all<br />
these dissipated as time passed. While<br />
the businessmen initially suffered due<br />
to parting way of money for militancy,<br />
today, they have no hesitation to fund<br />
the militants as long as their business<br />
interests are promoted. Some business<br />
establishments have been providing<br />
the required cover for siphoning funds<br />
for militancy. Hawala transaction<br />
or money laundering provided huge<br />
incentives to these businessmen. The<br />
unholy nexus between the North-<br />
Eastern IIGs and also business groups<br />
involved in mining and fertilizer supply<br />
in LWE region is well known.<br />
(e) Conflict and People :<br />
Though, it is believed that it is a<br />
common people who were at the<br />
receiving end during the trouble and<br />
trauma in Kashmir, yet is has benefited<br />
them as well. The fluid situation during<br />
militancy provided scope for evasion<br />
of tax payments and other revenue<br />
collection process. Any move of<br />
normalcy and inter-alia which activates<br />
the Govt. machinery is unwelcome due<br />
to habitual law violation tendency on<br />
the part of some people.<br />
(f) Conflict and Civil Society :<br />
One glaring phenomenon in this entire<br />
militancy was a lack of vibrant civil<br />
society which worsened the situation.<br />
However, as the militancy grew, human<br />
right groups began to mushroom in the<br />
name of giving succour to the people.<br />
However, these groups who were<br />
mainly funded by international NGOs,<br />
with their hidden agenda, do not focus<br />
to bring reconciliation between various<br />
groups of society, but to increase<br />
