The SNC – AGRA Final Muskrat Falls Feasibility Study of 1999 also emphasised how important the North Spur was and the need for stabilization. “ 7.0 RECOMMENDED SCHEME OF DEVELOPMENT 7.1 GENERAL Development of the Muskrat Falls site will include stabilization of the natural dam, called the north spur, which connects the rock knoll to the north bank of the original river valley, and power development facilities in the river channel, including diversion, reservoir control and power facilities.
