The <strong>Cape</strong> <strong>Cod</strong> <strong>Commercial</strong> <strong>Hook</strong> Fishermen’s <strong>Association</strong> (CCCHFA) is a nationally<br />
recognized, non-profit organization that aligns protection of the oceans with the economic<br />
interests of our historic fishing community. CCCHFA supports stewardship of coastal<br />
ecosystems through education, research, and policy programs. Started in 1991 by the local<br />
fishing fleet, CCCHFA is now the leading community fisheries organization in the region.<br />
CCCHFA is taking action now to make sure there are fish for future generations.<br />

CCCHFA Welcomes A New Executive Director<br />

Dear Partners, Friends, and Supporters,<br />
During the springtime in the mid 1960’s, my parents would take us kids fishing for<br />
flounder with a dropline off Highbank Bridge at Bass River. The day was always cold<br />
and murky. We probably caught 10 sea robins for every flounder, and later on at<br />
dinner carefully divided the few small flatfish among six hungry people. I remember<br />
thinking how hard it was to catch fish; how cold I was out there, how hungry, and<br />
how I couldn’t wait to go home.<br />
Now, forty years on, it seems to form a full circle to be joining the distinguished<br />
group of fishermen and their allies at the <strong>Cape</strong> <strong>Cod</strong> <strong>Commercial</strong> <strong>Hook</strong> Fishermen’s<br />
<strong>Association</strong>. I am struck by how my early experiences fishing from that bridge<br />
underscore the connection all of us on <strong>Cape</strong> <strong>Cod</strong> have to our traditional fisheries.<br />
I have spent my career working to protect <strong>Cape</strong> <strong>Cod</strong> during a time of explosive<br />
development and hold to a strong belief that what we take from nature must be<br />
exceeded by what we protect and restore. This same principle underlies the agenda<br />
at CCCHFA. It represents the place where modern marine stewardship merges with<br />
a fishing heritage that reaches back for centuries. The <strong>Hook</strong> <strong>Association</strong> is <strong>Cape</strong> <strong>Cod</strong>’s<br />
link with our fishery’s glorious past. We steward our ocean waters, as well as honor<br />
the <strong>Cape</strong>’s history as a small day boat fishery.<br />
“As Executive Director, my goal is to increase awareness of<br />
the <strong>Hook</strong> <strong>Association</strong>–what it brings to Chatham, <strong>Cape</strong> <strong>Cod</strong><br />
and New England–and to increase its effectiveness.”<br />
Making progress toward our goals during the most difficult economy in decades<br />
means asking all of you to support CCCHFA’s efforts to protect our most precious<br />
resources: the fish, and the fishermen who depend on them. The success of CCCHFA<br />
is symbolic of the survival of our maritime community.<br />
Thank you for being a part of CCCHFA and for taking on a humble flounder fisher<br />
as your director. With your help, I anticipate a bright future for fish and fishermen<br />

Pier Program<br />
The Pier Program provides an entertaining educational experience<br />
about the importance of preserving marine resources and fishing<br />
traditions for people visiting the Chatham Fish Pier.<br />
We hire retired fishermen to talk with Pier visitors and tell their personal stories about fishing<br />
and our fishing community’s history and heritage. The retired fishermen are great spokesmen for<br />
marine conservation issues because they have experienced fisheries declines, changes in our fleet,<br />
loss of businesses and dramatic changes to the marine ecosystem during their careers on the water.<br />
People from all over and of all ages enjoy the opportunity to pose any question conceivable to our<br />
fish pier hosts. Each summer we reach over 6,000 visitors who come to the pier, including school<br />
groups who take advantage of the program’s private pier tours. After a third successful season,<br />
CCCHFA’s Pier Program continues to be the mainstay of our education program.<br />
Our community outreach also extends to the schools on the <strong>Cape</strong> and other organizations. Staff<br />
and fishermen visit classrooms, provide lesson ideas for teachers and make presentations at other<br />
organizations’ meetings. CCCHFA has reached 800 elementary and high school students, 45<br />
teachers, 10 community groups and 50 other environmental organizations.<br />

COMMUNITY OUTREACH
FISHERIES REFORM<br />
Groundfish & Sector Initiative<br />
The Groundfish & Sector Initiative participates in the rebuilding of groundfish<br />
(cod, haddock and flounder) populations by adhering to science-based annual quotas<br />
and by organizing harvesting cooperatives called “sectors.”<br />
When fishermen join sectors, they get a percentage of the annual quota for a species based on prior<br />
catch. For instance, if five fishermen each caught 1% of the cod in the past and joined a sector, then<br />
their sector would get 5% of the quota to manage.<br />
Local fishermen prefer sectors to outdated days-at-sea and daily trip limits, measures which failed to<br />
rebuild fish populations, caused economic harm and created wasteful bycatch. In sectors, fishermen<br />
have vested interests in rebuilding fish stocks, because of resulting profits and assurances of their<br />
ongoing stake in the fishery.<br />
Quota management only rebuilds fish populations when coupled with accountability and reliable<br />
landings and bycatch estimates. Our Sector Monitoring Program collects data on local fishing vessels<br />
using human “observers” and video cameras that record all fishing activity for later analysis. Tough<br />
monitoring is new to New England, but successful models in British Columbia and Alaska prove that<br />
sound data can rebuild fish stocks, while increasing business revenues. To date, CCCHFA has focused<br />
on groundfish sector development, but staff and fishermen plan to integrate skate, monkfish and<br />
scallop management into our sector program.<br />

TRUST<br />
In 2008, CCCHFA launched the <strong>Cape</strong> <strong>Cod</strong> Fisheries Trust<br />
to respond to mounting threats to fish populations, fishermen<br />
and their communities.<br />
The mission of the Trust is to protect depleted fisheries resources, reinvigorate fishing businesses<br />
and revitalize coastal fishing communities on <strong>Cape</strong> <strong>Cod</strong>. The Trust is buying groundfish and scallop<br />
permits and leasing them to qualifying <strong>Cape</strong> <strong>Cod</strong> fishermen. The Trust delivers a win-win-win for<br />
fishermen, community and the environment by offering financial incentives to fishermen that are<br />
willing to adopt legally binding leasehold covenants that end overfishing, limit habitat impacts<br />
and minimize bycatch. The Trust is owned by CCCHFA and is managed by the Community<br />
Development Partnership, a local community development corporation. The Conservation Law<br />
Foundation Ventures and Environmental Defense Fund will assist with program development<br />
and oversight.<br />

PROGRAM UPDATE
FISHERIES REFORM<br />
Sea Herring Campaign<br />
Sea herring, the marine life they attract, and traditional fisheries that rely on sea herring are under<br />
siege from mid-water trawlers, the largest and most technologically advanced fishing fleet on the East<br />
Coast. These ships drag a single net between two boats in a practice called “pair trawling” and often<br />
tow these “mid-water” nets within feet of the seafloor. Without strict controls, mid-water trawling<br />
threatens healthy oceans by locally depleting sea herring and unintentionally catching other species<br />
such as river herring, haddock, stripers, whiting, dogfish, seals and porpoise.<br />
In 2008, we worked to end the destructive and poorly monitored practices of mid-water trawlers.<br />
To bring their catch aboard, mid-water trawlers use huge vacuum pumps to suck the sea herring out<br />
of the net while it is still in the water. This process affords the mid-water trawlers the opportunity to<br />
dump some or all of their catch without ever bringing it onboard. We now know that they even do<br />
this with federal observers aboard, often to hide unwanted catch. In fact, catch was dumped over 15%<br />
of the time when observers were aboard in 2007, undermining the reliability of bycatch data collected<br />
by the observers. In fact, over 65% of known dumping incidents were because the net contained<br />
unwanted catch (“bycatch”).<br />
In 2009, CCCHFA’s Herring Campaign will work to set catch limits for herring that account for<br />
the forage needs of the predator species our fishermen depend on. We will continue our work<br />
implementing comprehensive monitoring and observer programs that measure all the herring caught<br />
and eliminate loopholes that allow at-sea dumping. And we will work to have this gear prohibited<br />
from areas where it catches river herring and haddock.<br />

Ecosystem Restoration Program<br />
For close to a decade, CCCHFA has been fighting to end destructive mid-water trawling. Simultaneously,<br />
concerned coastal residents were sounding the alarm that river herring runs were in sharp decline on<br />
<strong>Cape</strong> <strong>Cod</strong>. CCCHFA made the connection between the crises and launched the Ecosystem Restoration<br />
Program to restore fish runs and estuarine habitats essential for river herring migration and spawning.<br />
The Ecosystem Restoration Program uses river herring, a charismatic symbol of spring on <strong>Cape</strong> <strong>Cod</strong>,<br />
as an indicator of ecosystem health. The project brings together concerned citizens and committed<br />
non-profits with town, state and federal officials to prioritize sites and implement projects that benefit<br />
water quality and estuarine ecosystems. CCCHFA is making it fun, “hands-on” and educational to<br />
get involved with river herring habitat restoration projects in a way that underscores the connection<br />
between land and sea.<br />
Through their involvement in the program, volunteers and partners have become increasingly<br />
educated and subsequently alarmed by river herring bycatch in the herring fishery. Participants in<br />
the program are often the very same people who get involved in CCCHFA’s grassroots Sea Herring<br />
Campaign to change fishery regulations by attending meetings and petitioning their local<br />
government officials to take action.<br />

FINANCIALS
Over 700 guests including fishermen, friends, politicians<br />
and local businessmen gathered on August 16, 2008, to<br />
partake in the eighth <strong>Annual</strong> <strong>Hook</strong>ers Ball: <strong>Hook</strong>ers<br />
Ball Goes Rio Carnivale.<br />
The event celebrated the successes of the local fishing fleet and raised<br />
awareness about the most urgent challenges facing our traditional fishing<br />
community… with unique flare!<br />
Thanks to the generosity and support of our guests, CCCHFA raised<br />
over $80,000 for our Ecosystem Restoration Program to restore essential<br />
river herring habitat while educating concerned citizens on destructive<br />
fishing practices in the herring fishery.<br />
Committee members and volunteers worked countless hours to make<br />
this event a tremendous success! Many thanks to all who were involved!<br />
