Th anks to everyone who has volunteered their time and resources
Building Alberta: Budget 2013 delivers responsible change
Budget 2013, presented on March 7, delivers responsible change for Albertans. It strikes a balance between delivering for Albertans today and
ensuring success for Albertans 20 years from now when five million people will call our province home.
Budget 2013 is a big step in the direction we need to go as a province. As we continue to feel the impact of the bitumen bubble, our budget
will maintain our investment in core programs and services, while putting us on a path to spend smarter, live within our means and work on
expanding markets and getting higher prices for Alberta’s resources. We will not raise taxes, but instead challenge every dollar government
spends through results based budgeting and holding the line on salaries for public service managers and MLAs. We have embarked on
important and necessary structural change to government and our choices are focused on ensuring Albertans continue to receive the outcome
they expect.
We know Albertans expect us to save in good times and in bad. Budget 2013 will introduce an annual, legislated savings strategy for the
province. Under our new savings plan, the province’s total savings in various funds – including the Heritage Savings Trust Fund – will grow to
more than $24 billion over the next three years. This will ensure we’re leaving a legacy for the future generations.
Albertans also told us to continue investing in needed infrastructure. The province will invest $15 billion into the infrastructure projects over the
next three years, including $5.2 billion this year. We will continue building Alberta by investing in the schools, health facilities and roads needed
in our communities and that will help our economy grow.
This budget builds on Alberta’s strengths, our strong economy and our ability to stand tall in the face of challenges. It’s a responsible plan that
will chart the future course of our province, ensuring the tough decisions we’ve made today bring prosperity for future generations.
I encourage you to read more about Alberta’s provincial budget at www.budget 2013.alberta.ca
Budget 2013: Calgary Highlights
• $158 million is allocated for health projects and facilities
• $60 million this year for the South Calgary Health Campus
• More than $101 million for various housing programs, including family, seniors and special needs housing
and homeless emergency shelters
• Nearly $35 million for policing and more than $1 million for the Victims Program
• $40 million in 2015-16 for University of Calgary Schulich School of Engineering expansion and renewal
• $30 million between 2014-16 to Mount Royal University for a new Library and Learning Centre. No funding 2013-14
• $19 million for the Foothills Medical Centre
• $15 million in 2013-14 and $122 million over three years for the Peter Lougheed Centre
• More than $254 million for infrastructure through the Municipal Sustainability initiative
• $51 million for the Green Transit Incentive Program (Green TRIP) in the Calgary Region
• $143 million for ring road construction and water infrastructure projects
CHOICES: Public, Private
or HOMESCHOOLING?
Their eager little eyes watch as the books are passed out. They pick
up their pencils and are ready to begin. What will they learn today?
Whether children are attending a public school, charter school, private
school or home school, they may not know or care about the differences
between the various educational options available in Alberta
but parents sure do.
There are four different types of “schools” in this province – public,
charter, private and home school. What is a school? According to
the School Act, a “school” means a structured learning environment
through which an education program is offered to a student by (i)
a board, (ii) an operator of a private school, (iii) an early childhood
services program private operator, (iv) a parent giving a home education
program, or (v) the Minister. Let’s look a little closer one of these
CHOICES – HOMESCHOOLING!
Why do Families consider homeschooling?
One of the common reasons why many families choose to home
school – that is, to achieve better morals, values and a more cohesive
family unit. Other reasons might include special needs or academic
reasons. Many find the classroom too crowded or that their children’s
needs are not being addressed. There are as many unique reasons
why families choose this option as there are families!
What do I need know?
There are basically two further choices – (1) Parents can opt for
“school-directed” program which can include online options, distance
education, fully aligned, etc. (2) Or they can design their own education
program with little or no support from the school. Each option has
its own legal requirements.
Funding and Support?
The Alberta government recognizes HOMESCHOOLING as a legal
choice for families and supports this option! To receive government
funding you need to register with a recognized authority before September
30 of each year. It is through the school authority that funds
are received and distributed according to their internal policies. It is
also the school authorities’ duty to ensure that the requirements are
being followed.
But your provider (authority) can do so much more. They can supply
support, tutoring, student classes and enrichment, parent workshops,
diagnostic testing, fieldtrip opportunities and so much more!
How do I find out more?
The Phoenix Foundation has helped start hundreds of homeschooling
families on their educational journey. We can help you too! We are
conveniently located at 320 19 Street SE, Calgary. We are open to all
learners from kindergarten to grade 12. For more information, please
call us for a tour and tea or visit our website!
A Lo Ba
with Jerry Rourke
Welcome back to Part 22 of our historic feature in the Crossroads Convenor. Every month we
will feature an excerpt from our Journey Through the Crossroads history book. Last month we
looked at Belfast School and the 80th Anniversary celebrations. This month we will look at the
Crossroads 36th troop and the Beaveree held June 5th, 2010. I had the privilege of driving my old troop from Lethbridge, 14th McKillop to Calgary,
where, to my surprise, we ended up at the Crossroads Hall.
I have heard there are other residents and former residents who would like to submit their stories as well. I welcome any and all fresh stories to
our feature. Does anybody remember the old mink farms at the end of 14th Ave? How about the old Greenhouse? Also, I have been in contact with
residents who know Lillian Mayland, but I have lost their contact info. If you are reading this, please contact me at the number below; I would very
much like to publish some new stories and pictures of the Mayland family! This will be your opportunity to do so, please submit your stories and
pictures of the past growing up in the community to my email address: jrourke1@shaw.ca or call me at 403-601-5141.
Crossroads group #36 had a humble beginning in the spring of
1965, with the boys registered in Cubs and John Nachtigal and
James Stone as the first Cubmasters. By the 1965-66 season, there
were 2 Cub packs, with Pack “A” registering 37 boys, meeting in the
small hall and “B” pack with 39 boys meeting at Ascension Lutheran
Church and one Scout troop with 12 boys. By the fall of 1966, there
were 69 Cubs, 31 Scouts and 3 Venturers registered! Beavers were
introduced in the Crossroads area soon after they began nationally
with 18 boys registered in 1972-73; Florence Palmer was the first
Beaver leader. In 1986 we registered between 50-60 boys from ages
5-13 in Beavers, Cubs and Scouts.
Early Crossroads Beaver (mid 80’s)
Since the inception of Scouting in the Mayland/Belfast
Communities, the Crossroads Community Association has been the
Group’s sponsor. Earliest meetings were held in the original small
hall; in 1986, the halls are used 3 nights weekly for Beaver, Cub and
Scout meetings. New neckerchiefs in the community colors of green/
sponsorship.
Taken from the 25th Anniversary Connector:
In 2005, there were 6 Beavers lead by Doug Elson and Cathy
Gageun, 10 Cubs lead by Marilyn Johnson, Allen Shortt and Shelley
Scheerschmidt and 8 Scouts lead by James Johnson and Bernie
Klauth. The group commissioner is Jim Johnson.
MCKILLOP 14TH TROOP
In 1955 McKillop Church opened and started their troop shortly
after in the hall of the McKillop United Church in Lethbridge.
Beavers now meet every Thursday
doing a variety of activites and
camps throughout the year. They
have 3 active leaders, but usually
have 5-6 to handle 25 Beavers
in the troop. I remember myself
going to Cub car rallies, tieing
knots, going to Jambourees and
billeting to Great Falls with a
troop at Maelstrom Air Force
Base. Camping was usually held
at Camp Impeza, Writing on
Stone and Drumheller, that was back in the old days, when just boys
joined! Now it is open to both genders. Even though I was never a
Beaver, it was fun watching these youngsters as they rode the limo to
Calgary for the Beaveree, something they will never forget. Thanks to
Valerie Burke for taking lots of pictures!
BEAVEREE 2010
Th e Beaveree in June brought these troops together for the fi rst
time. Th is is an annual event in the Crossroads Community that just
happened to catch the eye of Debbie Conlon as something they could
do for their Beaver year end trip. What a coinincedence! I grew up
and lived and went to church in the McKillop area of Lethbridge and
then end up living in the Crossroads Community in Calgary writing
their history book. What are the chances of me actually driving my
old troop to my new community in Calgary? As you can see the kids
had a fantastic time; we left the church bright and early and arrived
shortly before a little rain.
Join me next year for another installment of “A Look Back”, our
‘Journey Th rough the Crossroads’ feature.
