Participants: 65 representatives from Local and Internati<strong>on</strong>al <strong>NGO</strong>s and Coaliti<strong>on</strong>s<br />

General Overview:<br />

We have just revised the draft <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>NGO</strong> law <strong>on</strong> <strong>Jan</strong>uary 21, <strong>2011</strong> so that today meeting is aim to update<br />

the draft <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>NGO</strong> and Associati<strong>on</strong> law and set out strategies to c<strong>on</strong>tinue advocate with RGC.<br />

The main objectives <str<strong>on</strong>g>of</str<strong>on</strong>g> the meeting were to see how we move forward and agree with the road map for<br />

c<strong>on</strong>tinue our advocacy.<br />

Processes and Results <str<strong>on</strong>g>of</str<strong>on</strong>g> the meeting:<br />

The meeting was started that we have d<strong>on</strong>e a lot jobs to advocating for the draft law and comprehensive<br />

c<strong>on</strong>sultati<strong>on</strong> <strong>on</strong> <strong>NGO</strong> law. We have advocated for about two years to MoI to release draft and we want<br />

to comment in the process. We have a change to attend the revise the draft because <str<strong>on</strong>g>of</str<strong>on</strong>g> our collective<br />

efforts and we should c<strong>on</strong>tinue to work hand in hand to strategic resp<strong>on</strong>d to the sec<strong>on</strong>d draft <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>NGO</strong><br />

law.<br />

Mr. Lun Borithy has a presentati<strong>on</strong> to update the latest informati<strong>on</strong> to the participants. After active and<br />

collective efforts <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>NGO</strong> community <strong>on</strong> draft law <strong>on</strong> <strong>NGO</strong>s and Associati<strong>on</strong>s. Our last requests post 10 th<br />

<strong>Jan</strong>uary Nati<strong>on</strong>al C<strong>on</strong>sultati<strong>on</strong> were c<strong>on</strong>tinue to wider c<strong>on</strong>sultati<strong>on</strong>s with CSOs and other related<br />

stakeholders, form a Technical Working Group between Government and <strong>NGO</strong> representatives and<br />

asked to share the sec<strong>on</strong>d draft. He menti<strong>on</strong>ed that during the meeting there were 7 representatives<br />

from MoI: H.E Nuth Sa An, H.E Seang Lapresse, H.E Try Sok Heng, Mr. Dy Sokphan, Mr. My Narath, Mr.<br />

Chan Chhansopheak, and Mr. Thea). For <strong>NGO</strong> side there 8 <strong>NGO</strong> representatives: Mr. Chhith Sam Ath<br />

(<strong>NGO</strong> Forum), Dr. Sin Somuny (MEDiCAM), Mr. Lun Borithy and Mr. Soeung Saroeun (CCC), Mr. Sok Sam<br />

Oeun and Mr. Ny Chakrya (CHRAC), Mr. Brian Lund and Ms. Sophorn (Oxfam America).<br />

Most <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>solidated comments were take in to account and two problems remaining points for further<br />

discussi<strong>on</strong>s: 1‐ coverage <str<strong>on</strong>g>of</str<strong>on</strong>g> CBOs and small <strong>NGO</strong>s to be under separate provisi<strong>on</strong>s 2‐ Alliances between<br />

I<strong>NGO</strong>s and L<strong>NGO</strong>s. The bellow table is the result from the meeting with MoI:

and shall not be allowed to operate legally in the name <str<strong>on</strong>g>of</str<strong>on</strong>g> associati<strong>on</strong> or <strong>NGO</strong>s<br />

or alliance in the Kingdom <str<strong>on</strong>g>of</str<strong>on</strong>g> Cambodia.<br />

Agreed not to eliminate nati<strong>on</strong>ality <str<strong>on</strong>g>of</str<strong>on</strong>g> founders and leaders but not the<br />

member. The number was changed ”..at least 11 founders …..<br />

…… at least 5 leaders….”<br />

Gender should be reflected in the charter <str<strong>on</strong>g>of</str<strong>on</strong>g> associati<strong>on</strong>/<strong>NGO</strong>.<br />
