Unless otherwise required by the regulatory body, the operator shall establish and maintain decommissioning<br />

plans which are commensurate with the type and status of the facility. The initial decommissioning plan shall be<br />

established in the design phase of the facility (WS-R-2, para 3.13).<br />

When it has been decided to shut down a nuclear facility, the operator shall submit an application for<br />

permission to decommission the facility for approval by the regulatory body, together with the proposed final<br />

decommissioning plan. If it is intended to defer decommissioning, it shall be demonstrated in the final<br />

decommissioning plan that such an option is safe. Furthermore, a line of reasoning shall be provided to show<br />

that no undue burdens are imposed on future generations (WS-R-2, para 6.5).<br />

If final shutdown occurs before a decommissioning plan is prepared, decommissioning of the facility shall not be<br />

started until a satisfactory decommissioning plan has been approved by the regulatory body, unless otherwise<br />

decided by the regulatory body (see para. 6.2) (WS-R-2, para 6.6).<br />
