Nuclear facility<br />
A facility and its associated land, buildings and equipment in which nuclear materials are<br />
produced, processed, used, handled, stored or disposed of on such a scale that consideration of<br />
safety is required.<br />

All activities performed to achieve the purpose for which an authorized facility was<br />
constructed.<br />
Protection and Safety<br />
The protection of people against exposure to ionizing radiation or radioactive materials and<br />
the safety of radiation sources, including the means for achieving this, and the means for<br />
preventing accidents and for mitigating the consequences of accidents should they occur.<br />
Safety is primarily concerned with maintaining control over sources, whereas (radiation)<br />
protection is primarily concerned with controlling exposure to radiation and its effects.<br />
Clearly the two are closely connected: radiation protection is very much simpler if the source<br />
in question is under control, so safety necessarily contributes towards protection. Sources<br />
come in many different types, and hence safety may be termed nuclear safety, radiation<br />
safety, radioactive waste safety or transport safety, but protection (in this sense) is primarily<br />
concerned with protecting humans against exposure, whatever the source, and so is always<br />
radiation protection.<br />
Radiation protection: The protection of people from the effects of exposure to<br />
ionizing radiation, and the means for achieving this.<br />
Nuclear safety: The achievement of proper operating conditions, prevention of<br />
accidents or mitigation of accident consequences, resulting in protection of workers,<br />
the public and the environment from undue radiation hazards.<br />
Quality management system<br />
The new term reflects the evolution in the approach from the initial concept of ‘Quality<br />
Control’ (controlling the quality of products) through ‘Quality Assurance’ (the system to<br />
assure the quality of products) and ‘Quality Management’ (the system to manage quality).<br />
The ‘Quality Management System’ is a set of interrelated or interacting elements (system) to<br />
establish policy and objectives and to achieve those objectives.<br />

Regulatory body<br />
An authority or a system of authorities designated by the government of a State as having<br />
legal authority for conducting the regulatory process, including issuing authorizations, and<br />
thereby regulating nuclear, radiation, radioactive waste and transport safety.
