CONSTRUCTION OF HIGHWAY BY-PASS
COULD START IN FALL SAYS MAYOR
JEALOUSY CREATES many amusing situations In tonight's
presentation of The Pyjama Game by Quesnel Secondary Night
School Drama Class. Above Alex Holm takes the part of Mr.
^6S Year Of Achievement
For Community; Fraser
1965 was a year of achievement
for our community and
the town continued its steady
progress forward, Mayor Alex
Fraser told ratepayers at the
Civic Forum, sponsored by the
Quesnel Junior Chamber of
Commerce, and held at the
town hall Tuesday.
Outlining some ofthe year's
main activities Mayor Fraser
said that the blacktopping program
had left the municipality
with 75% of its streets paved.
New building undertaken was
termed as "excellent" by the
mayor and he said that it was
encouraging to see more
apartment blocks being built
within the town. This followed
the trend of other communities
throughout the province.
Mayor Fraser saldthat
there were now as many dv/elling
units on the West side
of the River Fraser as on the
East side, which showed the
rapid expansion of that sldeof
the town and further emphasized
the need for action on a
new Fraser River Bridge.
Mayor Fraser said that
looking immediately ahead
there was municipal elections
coming up and also a school
referendum on Saturday. He
urged all voters to vote yes
for the referendum as all the
classrooms and school expansion
mentioned in there would
be urgently needed when the
expansion associated with the
pulp mill started.
Looking ahead to 1966 Mayor
Fraser said that he hoped
that a new Fraser River
Bridge would be included in
the Highways Department estimates
and that action would
be taken quickly to clear the
bottleneck.
He said that because of the
increasing education costs
taxes would be going up next
year. He expected continued
growth of new subdivisions
and when the population census
was taken in the new
year the mayor said that he
expected it to stand at least
at 6,000 within the municipality.
Steps would be taken to introduce
compulsory garbage
collection within Quesnel.
This would help overcome one
of the biggest problems the
town has.
He looked forward to an announcement
shortly about the
starting date for the pulp mill
here and anticipated the expansion
in the economy of
Quesnel that would come with
It.
managed to play out the game,
Greyeyes succumbed to the
and called it a night.
from Kelowna Buckaroos,
played his first game with the
club last night, and provided
a ray of hope for the floundering
Stamps.
Last night in the opening
period Max Helzel was the
first to find the mark. The
goal came at 5:02, with the,
'Roos short-handed. The
Stamps tied it up at 6:54,
and that ended the scoring for
the first 20 minutes of play.
Williams Lake had skated
with the 'Roos during the first
period, although both clubs had
trouble with their passing and
timing. Shots on goal were:
by Quesnel 11, by Williams
Lake 7.
In the second the 'Roos had
a larger edge in the play,
although their defensive work
was still far from brilliant.
The 'Roos first goal of the
frame came at the :32 second
mark when Kjemhus tallied
on an assist from Follack.
The 'Roos added three more at
9:02, 11:17, and 17:45. The
lone Stampeder tally of the
period came at 13:21.
DelBucchia steered away 11
shots, while Pete Lee in the
Stamp net blocked 13.
The 'Roos won going away
in the third, scoring two goals
to Williams Lake's one. Shots '
on goal for the game were:
by Quesnel 40, by Williams
Lake 33.
Both DelBucchia and Lee
turned in sound performances.
MAIN ITEM TO BE AUCTIONED In the Rotary Club Radio
Auction which commences tonight is this 1966 Volkswagen.
A start could be made in
the fall of next year on a bypass
to carry Highway 97
around Quesnel, Mayor Alex
Fraser told ratepayers at the
Civic Forum held here Tuesday.
Plans had already been
drawn up by the Provincial
Highways Department and
these were ready for implementation
next year.
The plans call for a road
leaving Highway 97 south of
town at the new Quesnel River
Bridge and travelling west
between the P.G.E. railway
line and the banks of the Quesnel
River to the vicinity of
the Beaver Planer Mills. At
this point there will be an
underpass and the road will
join the Highway north of town
in the vicinity of the airport.
Questioned by the Observer
yesterday, Mayor Fraser
said that when the new Bridge
across the Quesnel was completed
In 1961 It was agreed
with the Highways Department
that there would be no discussion
on the by-passing of
Westover Wants
Wildlife Pork In
Johnston Estate
A park in the swamp land
immediately adjacent to the
Johnston Subdivision which
would become a sanctuary for
wild life. This was the hope
of Ed Westover, candidate
for alderman at the Civic
Elections.
Mr. Westover told the ratepayers
at the Civic Forum held
at the town hall Tuesday that
there was no real parkland in
Quesnel where lovers of
nature could study wild life.
He hoped that the swamp land
near the Johnston Subdivision
could be drained and turned
into such a park.
"Who knows, in time it
could become quite a tourist
attraction", he said.
the town for five years. This
time will expire next year.
"The construction of the
by-pass is a tremendous undertaking,"
said the Mayor.
"The whole bank of the river
has to be rip-rapped."
"At the time the bridge
was constructed we needed
the economy of the highway
being diverted through Quesnel.
The situation however
has changed a little since that
time".
Weldwood Up 11^
For Period To Oct. 31
Weldwood of Canada's sales
for the six months ended October
31 were $53,442,363, up
11 per cent from $48,085,715
in the corresponding period
of the previous fiscal year,
John Bene, president, announ-
• ced today.
Net profits, after estimated
income taxes, were $1,752,
155, equal to 58 cents per common
share, compared with$l,
885,052 or 62 cents per common
share in the first half of
fiscal 1965.
"Earnings of the manufacturing
and sales divisions
were higher than in the same
previous first half," Mr. Bene
said. "But those from logging
were depressed by increased
stumpage fees and a skilled
manpower shortage caused by
heightened Industrial activity
m B.C."
In referring to the recently
formed partnership between
Weldwood and Price Brothers
to operate a 750-ton a day
pulp mill near Quesnel, B.C.,
Mr. Bene said it will be about
five years before Weldwood's
earnings are affected by the
project.
He said the B.C. government
recently awarded Cariboo .
Pulp and Paper Company Limited,
a Weldwood subsidiary,
Pulpwood Harvesting Licence
No. 5 covering more than 6,
500 square miles in the Interior
of the province.
The mill will also utilize
chips from Weldwood's Cariboo
division plywood plant and
sawmills, as well as from
other lumber mills in the
area.
"Demand for our products
was well sustained,'* he reported.
"Plywood prices were
relatively stable, although
lumber prices were lower than
He said a $2 million expansion
program at the Cariboo
division plywood plant is
nearing completion and a $1.5
million plywood plant under
construction at Longlac, Ont.,
is expected to be in operation
next March. Early in
1966, the company's west
coast operations will have an
additional source of softwood
veneers, supplied under longterm
contract by the new Kicking
Horse Forest Products
mill at Golden, B.C.
"hidications are," he said,
"that we shall continue to find
a receptive market for the
near-capacity output of our
plywood facilities, and prospects
for both domestic and
export lumber sales are improving."
Mr. Vincent
If it's possible, I'm all for it!
Interviewer
It is. You may request The
government any Mutual Life
policies, except Term Insurance.
This will enable you, under present
Income Tax regulations, to
deduct the savings portion of
your earned income.
Mr. Vincent
It seems to me that everybody
Report
By MARY LOU BROOKE
The Wells Barkerville
School has been engaged in
numerous activities this past
month. We have had a bake
sale for the CNIB, comic sale
and a bottle drive.
We are having a Christmas
concert at 7:30 p.m. on Tuesday,
December 21 in the school
activity room. This will include
plays put on by the students
from Grades l to 10,
and will be sponsored by the
PTA. The teachers and students
are working very hard
in the hope of making this
concert a success for the
parents and public to watch.
And it is hoped that a capacity
audience will be in attendance
on the evening of
December 21. Come one, come
all, and have a ball at our
Christmas concert.
The Grades 8, 9 and 10
Home Economics girls are
having a dinner for Grades
8, 9 and 10 and the teachers
and families of the girls hr e
been Invited. This will beheld
on Saturday evening, December
18, from 6 p.m. to 11:00
p.m. We all hope it will be a
real smash. We have had a
bottle drive and a slave sale,
trying to raise funds for the
food for the party.
Curling started December
1, last Wednesday for the
school students. We will be
curling Saturday mornings
from 9 a.m. to 12 noon and
we will be having fun. We
hope this year is a successful
one for all the teams.
Past event during the month
of November was a visit from
Mr. Walters of the Forestry.
He spoke to the students on
what an Important part the
forest played in our lives
and showed a film entitled
"Water Dwellers". It was
very Interesting and we hope
to have more guest speakers
in the future.
Our second social was held
November 26 and was a real
success. Everyone that attended
had a wonderful time.
Due to all the events taking
place before Christmas, we
have decided not to have a
Christmas party but are hoping
to have one for the little
ones.
Budd Cars Disappear
A recent layoff of 112 trainmen
by the P.G.E. has resulted
in the indefinite discontinuation
of the Budd cars
travelling from North Vancouver
to Prince George.
The Budd cars will operate
between North Vancouver and
Clinton running with a mixed
crew of trainmen and supervisors.
It has been rumored that
the result of the dispute between
the trainmen and the
P.G.E. could result in the
complete abandonment of the
regular Prince George-Vancouver
passenger service.
NOT AGAIN!/
The Christmas Season is a
time for giving and Women's
Institute groups have many
special projects which they
support at this time of year.
The Children's Hospital in
Vancouver and the Queen
Alexandra Solarium in Victoria
were originated by the
Women's Institutes of British
Columbia, who started a fund
for crippled children as early
as 1923. In 1927 a 30-bed
Queen Alexandra Solarium
opened in Victoria and the
same year the Crippled Children's
Hospital in Vancouver
opened with a 16-bed capacity.
The name of the latter was
changed to Children's Hospital
in 1948 and, by the time it
celebrated its 30th birthday,
70,000 patients had been treated
there. Through the years
the W.I.'s in B.C. send yearly
donations to these hospitals
and members knit, sew, collect
stamps and send toys and
other gifts for the children
there. Some W.I.'s in theCariboo
put up large Christmas
cards in local stores or halls
and have their neighbours send
their Christmas greetings by
way of this Community Card -
the money saved by not sending
out local cards is placed
in a container for the Children's
Hospitals.
Another favorite Christmas
project of the Cariboo W.I.'s
is that of gathering gifts for
patients in mental hospitals.
These are attractively wrapped
and sent down to the
Coast in time for the annual
Christmas Party. Please note
that gifts for men are usually
in short supply.
The Unitarian Service Committee
of Canada and its hardworking
director, Dr. Lotta
Hitschmanova, are remembered
all year, but just now we
help out by buying the U.S.C.
Christmas cards which just
cost one dollar a box and may
be obtained fromUS.C. Headquarters
at 56 Sparks Street,
Ottawa 4, Ontario. If you would
like to send a gift of food to
starving children overseas,
U.S.C. will send out a card
to your friends saying "A
contribution to feed hungry
children in Asia has been made
to the Unitarian Service Com
mittee in your name by (your
name will go in here) with
best wishes for the holiday
season and the coming year."
Minimum contribution for
each friend you wish to have
such a card sent to, is one
dollar. Just send your friends'
names and your contribution to
the same U.S.C. address as
mentioned above.
Other attractive greeting
cards which W.I. members
send for are the UNICEF
cards. In B.C. these may be
obtained from Mrs. MaryKilman
Murray, 2551 Alma St.,
Vancouver.
The North Quesnel W.I. always
remembers the Indian
children at the Coqualeetza
Hospital at Christmas time.
This W.I. and others collect
items for the Good Cheer Organization
in Quesnel as well
as helping with the children's
Christmas parties in their own
communities.
Don't Sicip On
Comfort In House
You do right by buying better.
This has always been the
case when purchasing ahouse,
and it is especially true when
installing heating and cooling
systems.
Heating, claims the Canadian
Hydronics Council, is the
heart of the house. The original
purpose of a house is to
provide shelter and comfort,
and after investing thousands
of dollars, it would be foolish
to skimp on comfort to
save a couple hundred dollars
- if that much.
The best approach to heating
and cooling, according to
the Council, is Hydronic (modern
hot water) baseboard
heating and separate overhead
air conditioning. They are two
distinct systems doing two
distinct jobs - and both follow
the scientific principle that
heated air rises and cooled
air falls.
In the winter, baseboard
units radiate heat from the
base of the walls, and the
warm air climbs upward to
cover the entire room with a
curtain of warmth. In summer,
cool, dehumidified air
flows from ceiling-high registers,
falls gently down to the
floor, and provides draft-free
comfort throughout the room.
And best of all, with these
two systems, you get your cake
and eat it too. The cost of this
quality combination in many
cases is no more than, or is
competitive with, systems using
the same ductwork for both
heating and cooling.
WHAT'S IN
A HOUSE
ELECTRICAL SYSTEM
The prospective homeowner
should keep in mind that a
single ceiling fixture will not
give sufficient light for the
basement stairway, furnace
and laundry areas and storage
space. Every basement
has its own lighting problems,
but as a general rule, there
should be an electrica|^fixture
for every 300 square feet of
basement floor area. Bedrooms
are required to have
one lighting outlet, either in
the ceiling or a wall receptable,
controlled by a wallswitch.
There must be enough
receptacles to ensure that no
point along the usable floor
line is more than 6 feet from
an outlet. Kitchens must have
at least one receptable for appliances,
at the counter top
height. Laundry areas or
rooms must also be provided
with an appliance receptable.
An exterior light should be
provided at every entrance to
the house.
Proper Home Lighting
Key Factor In Studies
Proper lighting is a cornerstone
of a child's study and
reading habits. It can also be
a key factor of eye health.
Great strides have been
made in schools to create the
kind of lighting that promotes
learning.
But at home, where the eyes
often work harder and longer
in study assignments, insufficient
or the wrong kind of
light is typical.
Squinting, squirming, restlessness,
inability to concentrate
and rapid eye fatigue
can often be blamed directly
upon poor lighting.
Such conditions may also
contribute to visual defects.
TROUBLE STARTS EARLY
A St. Louis medical authority
observed that 30 out of
every 100 elementary and high
school students are afflicted
with poor vision, but only five
out of 100 pre-schoolers have
major eye defects.
His findings indicated a
great many eye conditions develop
and progress in early
school years.
Proper study lighting
means, principally, at>out 750
to 200 watts on the work surface,
distributed in a way that
eliminates glare, shadows and
high contracts of brightness.
PICK A PAIR
Lighting engineers state
that a pair of wall fixtures are
highly suitable. They shouldbe
positioned with sockets 30
inches apart. Shade bottoms
should be 115 inches above the
desk.
It also helps to have other
lights turned on in the room
to reduce contrast and shadows.
Here are more tips from the
Institute for providing the
right home study invironment:
If possible, provide someplace
private, away from television
or other distractions.
The room should face a lightcolored
wall. Avoid glass or
polished desk surfaces - or
use a light desk blotter.
Architects
Design
Log Cabins
"Canada's architects are
still designing log cabins while
their counterparts all over the
world are facing the population
explosion head-on by completely
revolutionizing their
approach to design and mass
production of buildings," says
Bert E. Wllloughby, president
of the 16,000-member Canadian
Association of Real Estate
Boards,
"Those responsible for the
creation of environment are so
confined with the backwoods
attitudes that they are ignorant
of what is going on in the
world, Canada is capable of
becoming one of the most influential
leaders of the world.
If we would accept the responsibility
of providing living
room for less fortunate people
from outside our borders,"
Mr, Wllloughby said.
"Our creators of housing
just don't seem to have the
depth 6r spark of imagination
that is required to produce
spectacular designs. It would
be just as well to feed specifications
into a computer if
we are satisfied to accept a
copy of someone else's work.
TAUGHT IMPROPERLY
"This incompetence is not
so bad in itself, for we must
realize that our schools have
only taught that all buildings
must conform to a certain
shape. Everything is either
square or rectangular. We
have been taught to think in
the same pattern of geometric
forms ever since we entered
grade school But I think society
is willing and entitled to
expect more dramatic expression
from professionals.
"Architects who dare to
experiment in high density
urban design are usually frustrated
by the conformists.
Witness the frustrations inthe
attempt to build Habitat '67
in connection with the Montreal
World's Fair. It is my
opinion that Habitat '67 is tlie
best formula yet for making
live liveable in the heart of
a teeming city. It is leading
the way in which city housing
development must go and
is designed to be adapted to
the condominium principle.
BUILD NEW CANADA
We've got to build a whole
new Canada in the next 25
years. Herein lies the challenge
to architects and other
housing prof essionals, to
create new housing concepts
with more emphasis on environmental
design.
"There is a particular need
to improve our cities for both
econom.lc and social reasons.
There is a need for more
long-range planning by senior
governments to cope with the
expansion of the major cities.
"In meeting the demand for
4,000,000 new housing units
in Canada in the next 20 years,
architects and developers
must pay more attention to
the psychological needs of the M
individual."
POSTURE IMPORTANT
Avoid fixtures, of lamps with
dark linings or that are closed
at the top. Translucent shields
that diffuse light are preferred.
The desk top should be 28
to 29 inches above the floor.
The child's eyes should be 14
inches above the desk top.
Floor Joists
Quality materials ana gooa
workmanship are very important
if you want a firm and
level floor. The base for the
floor are the structural members
named joists. The joists
are horizontal beams spaced
at the distance shown on the
plans and specifications. In
house construction, except for
unfinished basements, joists
serve a twofold purpose as
they support both the floor
above and the ceiling beneath.
Wood joists are used almost
exclusively in homes and since
each is only about 1 5/8"
thick it is common practice
to install a row of stiffeners
to prevent twisting. This row
of stiffeners or bridging
should be placed through the
middle of spans exceeding a
distance of seven feet. Any
workman installing joists
should check them closely to
determine if they are straight
or not. This is done by sighting
along the edge of the joist.
If a slight "crown" exists,
the joist is placed "crown up".
Certain places in the floor
assembly need additional
strengthening, for e x a m p 1 e,
under bearing partitions. This
is accomplished by doubling
the floor joists at such locations.
The prospective homeowner
is well advised to check
this phase of construction agalnst
the plans and specifications.
Light Needs
Differ
A home gardener should
know what a house plant's light
requirements are.
Light doesn't necessarily
mean sunlight. It can come into
a room from a north window.
Or, light can be provided by
an electric bulb.
Light varies tremendously
in quality. And plants vary as
much in their tolerance to light
as there are variations in light
qualities.
There are tropical plants
with very large leaves that
require shade. But other
broad-leaf plants, such as the
c a 1 a d i u m esculentum (elephant
ear plants) and the arborescent
philidendrons will
become huge plants when
grown in the full heat of the
noon-day tropical sun.
Some plants, like the India
rubber trees, will thrive* in
the full sun, or in a shaded
location.
Another, isthescheflera.or
Queensland umbrella tree.
