president de la Federació Catalana d’Escoltisme i Guiatge
Tal i com s’ha dit a l’inici de l’acte, avui és un dia de celebració, un dia de reconeixement
a la feina feta per moltes persones durant molts anys, un dia d’agraïments
i també un dia de reivindicacions.
Fa setanta-cinc anys l’escoltisme i el guiatge català naixien des de la renovació
de l’excursionisme de la mà de Josep M. Batista i Roca, amb la creació de la
Germanor de Guies Excursionistes, de la Germanor de Minyons de Muntanya i
de la Germanor de Noies Guies. La Guerra Civil estroncà l’escoltisme i guiatge
encara incipient, prohibint després el règim franquista les seves activitats. A
principis dels anys 40 l’escoltisme començà a restituir-se en la clandestinitat
sota l’impuls d’Antoni Batlle.
Les dues associacions hereves d’aquest escoltisme i guiatge avui, Escoltes
Catalans i Minyons Escoltes Guies Sant Jordi de Catalunya, en el marc comú de
la Federació Catalana d’Escoltisme i Guiatge, volem retre homenatge a totes
aquelles persones que al llarg d’aquests anys han treballat fermament en
aquest projecte educatiu. Els volem retre homenatge pel seu compromís amb
les persones, amb l’educació, amb la llibertat, amb la democràcia i amb el seu
país.
Avui som vora de 20.000 escoltes i guies en 200 agrupaments els que treballem
agafant el relleu de la feina feta i de l’educació rebuda per molts milers de persones
més en tots aquests anys.
Ens agradaria remarcar, avui, tres elements on l’escoltisme i el guiatge han jugat
un paper fonamental en el nostre país: l’aportació al camp pedagògic i educatiu,
l’estima pel país i la lluita per les seves llibertats nacionals i el referent de
civisme, ciutadania activa i participativa i de democràcia que ha significat en
època de manca de llibertats.
L’escoltisme i el guiatge han estat un referent educatiu. La participació i
col·laboració estreta al llarg dels anys de pedagogs i pedagogues insignes amb
l’escoltisme, provocà que front al formalisme, al prohibicionisme i als plantejaments
educatius anquilosats de l’escola franquista, en el marc dels agrupaments
es pogués desenvolupar una pedagogia activa i fresca, és fomentés un desenvolupament
integral del noi i noia, i es desenvolupés un treball per projectes i
en actituds que fou a poc a poc aportat a l’escola activa catalana. Aquest desvetllament
pedagògic fomentà que un elevat nombre de caps es desenvolupessin
professionalment com a mestres, pedagogs i educadors, tot creant un
marc escolar i pedagògic referent per al país.

Speech by Joan Vidal de Ciurana
President of the Catalan Federation of Scouting and Guiding
As was said at the start of this ceremony, today is a day of celebrations
and for recognizing the work done by many people
over the course of many years. It is a day of thanks and also a day
for reaffirmation.
Scouting and Guiding in Catalonia were born out of the rambling
movement 75 years ago under the leadership of Josep M. Batista
i Roca, with the creation of the Germanor de Guies Excursionistes,
the Germanor de Minyons de Muntanya and the Germanor de
Noies Guies. The Civil War put a stop to the emerging Scouting
and Guiding and its activities were banned under the Franco dictatorship.
In the early 1940s, however, the movement started to
regroup in secret, thanks to the efforts of Antoni Batlle.
The current heirs of this movement are two associations:
Escoltes Catalans and Minyons Escoltes Guies Sant Jordi de
Catalunya, under the umbrella of the Catalan Federation of
Scouting and Guiding. As members of these associations, we
would like to pay tribute to all the people who have been dedicated
to working on this educational project over the past 75
years.We would like to pay tribute to their commitment to peo-
ple, education, civil liberties, democracy and their country.
There are now some 20,000 Scouts/Guides in 200 groups whose
work builds on the achievements of and the education received
by many more thousands of people over the course of these
years.
We would like to highlight three aspects of Scouting and Guiding
that have played a crucial role in Catalonia: their contribution to
teaching and education, their love for their country and their
willingness to fight for its civil liberties, and the example they set
as civic-minded, active, participative and democratic citizens,
which was so important at a time of curtailed civil liberties.
Scouting and Guiding have provided a clear educational model.
The close cooperation of and active role played by distinguished
teachers in the Scout and Guide movement over the years meant
that, faced with the formal and prohibitive doctrines of the Franco
regime and its outdated educational policy, Scout and Guide
groups were able to develop a fresh and active teaching method
that promoted young people’s well-rounded development. The

L’escoltisme i el guiatge, tot i ser moviments juvenils, es defineixen fonamentalment
com a educatius. És a través de la seva proposta d’activitats que desenvolupen
una metodologia rigorosa, amb voluntat de fer del noi i la noia educat
el veritable protagonista del seu propi creixement. És una proposta educativa
alliberadora, fomentant a través de la vivència amb el grup de referència i en
contacte amb el medi natural el desenvolupament de les seves actituds com
a persona. És per aquest fet que ens agrada parlar de l’escoltisme i el guiatge
com a escola de vida.
L’escoltisme i el guiatge han estat també un referent en el coneixement i l’estima
pel país i en la lluita per les seves llibertats nacionals.
Quan l’ensenyament de la nostra llengua, de la nostra història i de la nostra cultura
restà prohibit, l’escoltisme i el guiatge foren un espai on poder expressar-se i
viure com a catalans i catalanes. El coneixement del país i de la seva gent a través
de les sortides i els campaments, el manteniment de les tradicions culturals a través
de la cançó i el desenvolupament de les habilitats artístiques dels nois i noies,
la presència internacional donant a conèixer la nostra realitat nacional i la participació
activa en els moviments socials i polítics, durant molt temps de forma clandestina,
són exemples d’aquest compromís amb el país.
El lligam entre excursionisme i escoltisme ha estat present des dels inicis. Ens
agrada dir que l’escoltisme es fa amb els peus. Que és a través de caminar el
territori, els seus cims, les seves planes que es coneix la gent i s’estima el país.
Ha estat notable també la participació activa d’escoltes en la xarxa cultural del
país. Ha estat un espai de desvetllament cultural i artístic que ha donat fruit en
la presència en el món coral i de les arts escèniques. És per aquest fet que
també hem volgut que avui fos present la dimensió artística en aquest acte.
La dimensió internacional des del propi compromís nacional, referent imprescindible
de l’escoltisme i el guiatge, ha estat permanentment un eix de treball
fonamental de les diverses generacions. El reconeixement per les dues organitzacions
mundials, de manera diferenciada de les associacions estatals, de
les federacions Guiatge Català, l’any 1969, i Associació Catalana d’Escoltisme,
l’any 1978, va ser el punt més àlgid d’aquest treball.
Previ a aquest reconeixement per part de les organitzacions mundials hi
hagué una intensa activitat internacional, amb la presència activa en camps
de formació d’associacions d’altres països que permetien fer créixer a partir de
l’intercanvi la proposta de l’escoltisme i el guiatge català.
Cal reconèixer molt especialment el suport rebut per part de les Conferències
Catòliques d’Escoltisme i Guiatge des dels anys 50, el treball fet en aquestes
organitzacions i el suport d’aquestes facilità el reconeixement per part dels
organismes mundials d’escoltisme i guiatge de la nostra realitat.

project work and attitudes these teachers developed were gradually
adopted by the Catalan active-school movement. This educational
awakening helped a large number of leaders become professionally
trained as teachers and educators and created an educational and
teaching framework that later provided a model for the country.
Although they are youth movements, Scouting and Guiding are fundamentally
educational in nature. The activities they offer reflect a
rigorous methodology that aims to put young people at the centre
of their own education and growth. It is a liberating educational
experience which encourages them to develop as young people
through interaction with a reference group and contact with nature.
This is why we like to talk of Scouting and Guiding as a school of life.
Scouting and Guiding have also provided an exemplary model for
knowledge of and interest in Catalonia and the struggle for its civil
liberties.
At a time when Catalan language, history and culture were prohibited,
Scouting and Guiding provided a space where people could express
themselves and live as Catalans. Promoting knowledge of the nation
and its people through outings and camping trips, keeping its cultural
traditions alive through songs and by nurturing young people’s
artistic abilities, establishing an international presence to make
Catalonia’s situation known to the world and actively participating in
social and political movements – for a long time in secret – are just
some examples of Scouting and Guiding’s commitment to Catalonia.
The link between rambling and Scouting and Guiding has been present
right from the start. We like to say that Scouting and Guiding is
done with one’s feet. It is by exploring the country, climbing its summits
and walking through its fields, that one gets to meet the Catalan
people and develop a love for the country.
Scouts and Guides have played a notably active role in the nation’s
cultural life.The Scout and Guide movement has provided a space for
cultural and artistic awakening that has borne fruit in the form of its
members’ involvement in choirs and the scenic arts. This is why we
wanted today’s celebration to have an artistic dimension too.
The international dimension based on national allegiances is a vital
reference point for Scouting and Guiding and has been a key aspect
for successive generations. International recognition by the two
world organizations – independently of Spanish associations – of
the federations Guiatge Català in 1969 and the Associació Catalana
d’Escoltisme in 1978 was the culmination of this work.

Posteriorment al reconeixement per part de les organitzacions mundials de l’escoltisme
i guiatge català, cal reconèixer també la feina feta a la la Unió
Internacional d'Associacions Escoltes i Guies Pluralistes i Laiques i a la
Cooperació Francòfona de l'Escoltisme Laic, que ha reforçat més la tasca de
presència internacional de les associacions catalanes.
Volem agrair els suport per part de les dones i els homes d’associacions d’altres
països i d’organitzacions internacionals escoltes i guies que al llarg de la història
han facilitat el reconeixement internacional de la nostra identitat.
Aquesta tasca de reconeixement i presència internacional segueix viva avui
impulsada per la Federació Catalana d’Escoltisme i Guiatge.
L’escoltisme i el guiatge han estat també un referent en la construcció i dinamització
de la societat civil del país. Un exemple de civisme, ciutadania activa,
educació per les llibertats i participació democràtica.
El treball en petits grups, el compromís, el progrés personal, la fraternitat universal
i el joc institucional són elements qualitatius de la metodologia escolta
que han permès treballar com a escola de democràcia i participació mentre les
llibertats individuals i col·lectives restaven vulnerades.
Volem destacar també el paper jugat, en els anys d’il·legalització durant la dictadura
franquista, per l’església catalana, l’excursionisme, ateneus, escoles i
casals. En un moment de risc, on tota activitats fora del Frente de Juventudes
estava prohibida, aquestes entitats que van acollir agrupaments escoltes permeteren
donar-los cobertura legal per poder dur a terme la seva tasca.
La participació d’escoltes en la xarxa associativa del país ha estat contínua.
L’educació rebuda propugna que un cop acabada l’etapa educativa o la tasca
de servei a l’agrupament o l’associació continuï el compromís amb altres activitats
amb voluntat de construir ciutadania i país. L’educació rebuda propugna
també un estil de vida que caracteritza majoritàriament les persones que han
viscut el projecte escolta.
És també el moment de fer un esment especial a la implicació que ha comportat
l’escoltisme i guiatge per a tantes persones que han dedicat la seva vida a
l’acció pública. Volem reivindicar la política amb majúscula, la que es fa dins i
fora dels partits polítics. Quants antics escoltes van ser regidors i alcaldes en les
primeres eleccions democràtiques. Quants van ser diputats i consellers. I també,
quants van engruixir la societat civil del nostre país des de les xarxes associatives,
des de fundacions, des d’universitats...
Avui que hi ha cert descrèdit de la tasca dels polítics i de la política volem fer un
crit d’alerta. Entenem la nostra educació com a política, amb voluntat d’intervenir
en la configuració de la nostra societat, en la voluntat de participar d’aquells

This recognition by the world organizations followed intense
international activity, including associations from other countries
taking part in training camps and sharing experiences, which
played an important role in enabling Scouting and Guiding in
Catalonia to grow.
Particularly important was the support received from the
International Catholic Conferences of Scouting and Guiding from
the 1950s onwards. The work carried out by these organizations
and the support they provided helped make the world organizations
aware of the situation of Scouting and Guiding in Catalonia.
Following the world organizations’ recognition of Scouting and
Guiding in Catalonia, important work was also carried out by the
International Union of Pluralist/Secular Scout/Guide Associations
and by the Cooperation Francophone du Scoutisme Laïque,
which reinforced the international presence of the Catalan associations.
We would like to thank all the members of Scout and Guide associations
from other countries and of international organizations
who have helped Scouting and Guiding in Catalonia win international
recognition over the years.
The job of increasing international recognition and presence
continues today through the work of the Catalan Federation of
Scouting and Guiding.
Scouting and Guiding have also been a model for building the
nation’s civil society and injecting life into it. They have provided
an example of civic-mindedness, active citizenship and education
about civil liberties and participatory democracy.
Work in small groups, commitment, personal progress, universal
fraternity and being assigned responsibilities are qualitative elements
of the Scouting and Guiding methodology that have enabled
the movement to act as a school for democracy and participation
at a time when individual and collective civil liberties
were curtailed.
We would also like to stress the part played by other institutions
during the years when the movement was illegal under the dictatorship,
including the Catholic Church in Catalonia, the rambling
movement, social clubs, schools and civic centres. At a risky time,
when all activity outside Franco’s Frente de Juventudes was forbidden,
these organizations welcomed Scout and Guide groups and
gave them a legal umbrella under which to carry out their activities.

elements que afecten el nostre desenvolupament com a individus i com a país,
amb vocació de servei col·lectiu, sense ingenuïtat ni candidesa però amb voluntat
de transmetre un determinat tarannà.
Les persones que han passat per l’escoltisme i guiatge han entès la necessitat
d’enfortir l’acció ciutadana, implicant-se en els partits polítics, reforçant el teixit
associatiu i, també, duent a terme una tasca professional compromesa amb la
vida pública. En un món canviant, on la participació ciutadana anirà transformant-se,
on la nostra capital encapçala la primera manifestació global de la
història, ens cal reivindicar la dignitat i la necessitat de l’acció política.
Educació, país, treball de la dimensió espiritual des de la llibertat d’opció individual
i compromís social han caracteritzat fins als nostres dies la tasca feta per
milers de persones, la majoria de vegades de forma anònima, des de l’escoltisme
i el guiatge. Volem avui fer-los arribar el nostre més sincer agraïment.
Comencem avui a escriure la història de demà.

Scouts and Guides have played a constant role in the country's
associative structures. The aim of the education they receive is
that once their educational stage or the job they perform in their
group or association is over, they should continue with their commitment
through other activities designed to promote civic-mindedness
and Catalonia. This education also promotes a lifestyle
that largely characterizes people who have been Scouts and
Guides.
Now is also the time to make a special mention of the effect
Scouting and Guiding have had on the many people who have
dedicated their lives to political action. We want to defend politics,
inside and outside political parties. Just look at how many former
Scouts and Guides became town counsellors and mayors in
the first democratic elections! Look at how many became Catalan
members of parliament and ministers! And look at how many
worked for Catalonia’s civil society in associative networks, foundations
and universities!
Today the role of the politician has become somewhat discredited
and we would like to sound a note of warning about politics.
Our education is political; its aim is to encourage our members to
play a part in shaping society, to make use of those aspects that
affect our development as individuals and as a nation, with a
vocation for collective service which is not naïve, but reflects a
certain character.
People who have passed through Scouting and Guiding have
understood the need to strengthen civil action by getting involved
in political parties, strengthening the associative community
and also doing professional work committed to public life. In an
ever-changing world, where public participation is being steadily
transformed, where Barcelona participated in the first global
demonstration in history, we have to stand up for the need for
dignity and political action.
Education, a sense of national identity and working on the spiritual
element from the perspective of individual freedom of choice
and social commitment have characterized the work carried
out, usually anonymously, by thousands of people in Scouting
and Guiding. We would like to express our most sincere thanks to
them.
Today we are starting to write the history of tomorrow.
