Two stage procurement
In 2010, 2.8% of the sample was identified as using two stage procurement, only a little
down on the 3.4% recorded in the 2007 survey and still almost twice as frequent as
experienced in 2004 (1.5%). Chart 16 shows the growth of two stage procurement
during the 2000’s as the industry grew and its peak in 2007.
