This Circular is issued with the authority of His Excellency the President and contains<br />
Organisation of the Grand Coalition Government announced on April 13 th <strong>2008</strong>, and<br />
appointments and portfolio functions for the offices and Ministries as established in the<br />
Circular. It however remains an internal matter for each Ministry to determine its activities<br />
and programmes under the broad functions as allocated, which may vary according to<br />
circumstances and as the needs arise. This Circular supersedes all previous Presidential<br />
Circulars on the above subject.<br />
