APIEMS2009 Dec. 14-16, Kitakyushu Message from President of APIEMS APIEMS conferences have rapidly emerged as an important forum for exchange of ideas and information about latest developments in the field of industrial engineering and management systems among professionals from Asia-Pacific countries. The APIEMS conferences attract a large number of high quality papers, with the majority of them dealing with application and analysis. Other papers are theoretical and some discuss the techniques required to analyse real life applications. As a result, the topics covered in these papers highlight the diversity of the applications of industrial engineering and management system techniques. APIEMS conferences serve not only as a forum for exchanging idea and information but also facilitates collaborations among delegates and participants from different countries, culture and institutions, besides providing the much needed exposure to new research efforts and innovations. APIEMS initiated from the following two conferences held in 1998: China-Japan joint Conference on Industrial Engineering and Management; and Korea-Japan joint Conference on Industrial Engineering and Management. In the following year 1999, the two were merged to form a single conference and held at Japan as the 2 nd APIEMS Conference. The 3 rd Conference held in Hong Kong in 2000. The 4 th Conference held in Taiwan in 2002. The 5 th Conference held in Australia in 2004. Great success of these five previous conferences increased the enthusiasm of researchers and scholars, and resulted in APIEMS becoming an annual affair. Thereafter APIEMS organised the 6 th Conference in Philippines in 2005, the 7th Conference in Thailand in 2006, the 8 th Conference in Taiwan in 2007 and the 9 th Conference in Indonesia in 2008. APIEMS publishes an official journal, Industrial Engineering and Management Systems (IEMS). The journal publishes original works that have significant theoretical and academic values, novel industrial applications, and case studies. APIEMS official web-site (http://www.apiems.net) was setup in 2009 to present the latest information about the board members, IEMS Journal; Constitution, By Laws, country news, conferences, important events and links. I am sure APIEMS conferences would be able to give a unique opportunity to maintain currency with Asia-Pacific and other parts of the world. I expect everyone who attends this conference will receive value from the broad range of topics available in the program, to have informal discussions with the international professionals and enjoy the atmosphere and surroundings of this first class venue. APIEMS2009 Dec. 14-16, Kitakyushu Preface Welcome to Kitakyushu International Conference Center in Kokura, Kitakyushu city, Japan. It is our great pleasure to organize the 10 th Asia Pacific Industrial Engineering and Management Systems Conference (APIEMS 2009). APIEMS 2009 is an official conference of the Asia Pacific Industrial Engineering and Management Society (APIEMS). Industrial Engineering (IE) was sprouted from major engineering disciplines that called for better professional understanding of industrialization. Ever since, our discipline has been the star role player in confronting emerging industries; be it manufacturing, service, high technological products, outer space technology, information technology, industrial policy, ergonomics, and now world's greatest concern, sustainable development. At the same time Management Systems (MS) by International Organization for Standardization (ISO) refers to what the organization does to manage its processes, or activities, so that its products or services meet the objectives it has set itself, such as: satisfying the customer's quality requirements, complying with regulations, or meeting environmental objectives. The main objective of APIEMS 2009 is to provide a forum for the exchange of ideas on the latest developments in the field of Industrial Engineering and Management Systems among researchers and engineers from Asia-Pacific countries, namely, Australia, China, Hong Kong, Indonesia, Japan, Malaysia, Philippines, South Korea, Taiwan and Thailand and to seek opportunities for collaboration among the participants. A great deal of thanks must be given to Fuzzy Logic Systems Institute (FLSI) and West Japan Industry and Trade Convention Association, the City of Kitakyushu for the partial financial support to the APIEMS 2009.
