Name of the work: Setting up of 6 AIIMS at 

Bhopal, Bhubaneshwar, Jodhpur, Patna, Raipur and Rishikesh 


Clarification / Addition/ Deletion No -1 (HVAC) 

1. Reply to queries raised during the meeting is as follows:- 

(a) Extension of date for submission of bid – All bidders were seeking extension of 

two to three weeks as it is difficult for them to collect rates from the market in such 

a short period. 

Reply – No extension is granted. The bid submission date will remain 03 Mar 2010 

upto 1.00 P.M. 

(b) M/s L&T:- Bidder wanted that L&T may be permitted to work on their own instead 

of through specialized firm. 

Reply– Not permitted. No change. 

(c) M/s L&T:- Bidder also wanted to remove operation & maintenance of HVAC work 

from the Tender. 

Reply– No change. Operation and maintenance of HVAC work shall remain the 

part of tender. 

(d) M/S CCCL :– They requested not to enforce the MOU with specialized firms. 

However they agreed for signing MOU with more than one firm. 

Reply – Accepted. MOU with more than one firm is permitted.. 

(e) Payment of Bills:– Bidders wanted that payment may be made to Civil Contractor 

instead of Specialized firm. 

Reply – Not agreed. Payment to be regularized as per tender.

1. Chiller: BOQ gives technical duty of the chiller. The chiller will be as per CPWD HVAC 

specification. VFD and BMS card will be as per the Chiller manufacturer. 

Country of origin: As per makes specified. 

2. Secondary chiller pump: As per revised list of makes enclosed. Wilo make added. 

3. VFD drive for condenser pump is not required. 

4. Cooling tower: Flow: 2800 US GPM. 

Temperature. In: 97.5 degree F. Out: 90 degree F. 

5. TFA specification as per AHU and CPWD specification. 

6. Demand control will include regulation of fresh air intake through a automatically 

controlled motorized damper as per the CO2 level in the return air. The inline fan will 

handle the amount of exhaust from the occupancy and the VAV unit will handle the 

variable volume of fresh air intake and the exhaust. Please see the revised list of 

approved makes. 

7. Makes for Axial fans included. Constructional features shall be as per CPWD 

specification and as per approved make. Any valid technical deviation to suit 

manufacturers design will be allowed on merit with the advice of the Engineer Incharge. 

8. MS Pipe above 150 mm dia: Thickness as per CPWD HVAC specification. 

9. Pressure rating shall be as per CPWD HVAC specification. 

10. Pressure Independent valve: Revised list includes the makes. 

11. Thermostat to be provided. 

12. The accessories for Aluminium duct shall be Aluminium. 

13. Supreme Make has been added in the revised list. 

16. Laminar flow diffuser shall be in consultation with Modular OT design. 

17. Motorised Fire damper shall be CBRI Roorkee approved. 

18. Pressure rating of motorized butterfly valve shall be as per CPWD HVAC specification. 

19. Input/ Output summary for BMS to be collected from HLL Office. 

20. In place of UVGI read-“ Ultra Violet photohydroionization advanced Oxidation metal 

catalyst based technology”: 

For Rishikesh work only. Make will be: RGF 

21. Ozone Generator: See the revised approved make list. 

22. BOQ items 34 to 41 shall be handled by one specialized vendor on a turn key basis.

Reply to Queries for AIIMS tenders at six locations:

1. Screw Chiller: Mono screw acceptable as requested. 

2. Secondary Chiller Pump: BOQ gives the duty of the pump. Specification is as per 

CPWD HVAC specification. 

3. Thermal Storage system and allied accessories: Your observation is noted. At the time 

of execution decision will be taken whether to provide this system or not. The tenderer 

has to commission the system without thermal storage system if so decided. 

4. Scrubber specification: as per approved manufacturer’s spec. with approval from of the 

Engineer In Charge in consultation with HVAC Consultant. 

5. Axial Flow Fans: Makes as in the revised list. 

6. Energy Recovery Wheel: Makes as per revised list attached. Duty as per BOQ and 

specifications as per CPWD. This is a part of AHU. 

7. BMS: Information on Summary: to be collected from HLL Office. 

8. Cross linked closed cell insulation: Specification as in BOQ. Reply already given 

earlier. 

9. Duct Insulation: “50 mm thick insulation” deleted. 

10. Expansion tank: Revised list of approved makes attached. 

11. Thickness of inner skin of AHU/Drain Tray/Cooling Coils: .8mm/ as specified in CPWD 

HVAC specification for GI. Please note that inner skin of Air Washer also will be of 

stainless steel. 

12. Point No. 25 to Preamble: No change. 

13. Point No. 25(a): Choice of make from the approved list of makes lies with the contractor 

but the Engineer-in-charge will give prior approval before order is placed. 

14. General: Specifications are as per BOQ/CPWD HVAC specification. The BOQ is based 

on the detailed design made by the AC Consultant. The detailed drawings will be given 

to the successful bidder after award of the work. Meanwhile if any further details are 

required contact HLL Office for the needful.

the AC Consultant. Work will be done as per CPWD HVAC specifications and 

specifications as in BOQ. These are sufficient to submit the bid. Detailed drawings on 

Auto Cad Format will be submitted to the successful bidder after award of the Work. 

2, 3: Please obtain the CPWD specifications which are priced publications and are available 

for purchase. 

4, 5: No change is allowed. Please note that the inner skin of the AHUs/Airwasher/Scrubber 

shall be made of stainless steel. 

6. No change allowed. 

7. Approved Makes: Please see revised list attached. 

8. BMS Input/ Output Summary for Raipur: to be collected from HLL Office 

9. Bhopal: Percentage of brine solution for Chiller: As per design and recommendation of 

the Manufacturer. 

10. Bhopal: ARI does not certify Brine chillers: After award of work, it may be decided not 

to go for brine chiller and thermal storage tank system. The tenderer should be 

prepared to execute the work without brine system. Please tender accordingly. Items 

connected with brine system may be excluded from execution. 

11. 240 TR brine chiller in place of 250 TR: Change accepted for not less than 240 TR. 

12. Bhopal: 500 TR Chiller with VFD: Yes, chiller to be provided with VFD 

for reducing starting current and energy savings at part load.

quantity/length of various items.
