ABSTRACT: The strategy <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> technology applicati<strong>on</strong> and development for the branch<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> resources and envir<strong>on</strong>ment in Viet Nam is aiming at the purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> computerizing the<br />

administrative system <str<strong>on</strong>g>of</str<strong>on</strong>g> the Government regarding natural resources and envir<strong>on</strong>ment protecti<strong>on</strong><br />

for a preparati<strong>on</strong> to E-Government, which may facility people, organizati<strong>on</strong> to approach<br />

informati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> natural resources and envir<strong>on</strong>ment.<br />

In order to achieve the above target, it is must be build and integrate databases <str<strong>on</strong>g>of</str<strong>on</strong>g> all fields<br />

related to natural resources and envir<strong>on</strong>ment as well as ensure the nati<strong>on</strong>al standards <str<strong>on</strong>g>of</str<strong>on</strong>g> data.<br />

Besides, it is should be also build computer tools to support the informati<strong>on</strong> storage and share.<br />

This paper is to introduce some results <str<strong>on</strong>g>of</str<strong>on</strong>g> research in building WINSCAN S<str<strong>on</strong>g>of</str<strong>on</strong>g>tware (Web<br />

gIs envir<strong>on</strong>ment informati<strong>on</strong> management S<str<strong>on</strong>g>of</str<strong>on</strong>g>tware for Can Tho). The purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> WINSCAN is to<br />

provide necessary informati<strong>on</strong> for envir<strong>on</strong>ment project manager <str<strong>on</strong>g>of</str<strong>on</strong>g> researchers, organizati<strong>on</strong> and<br />

legal authorities. WINSCAN plays the role <str<strong>on</strong>g>of</str<strong>on</strong>g> public informati<strong>on</strong> center for improving<br />

understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>ment to people. The advantage <str<strong>on</strong>g>of</str<strong>on</strong>g> WINSCAN is the applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

WebGIS technology to display envir<strong>on</strong>mental informati<strong>on</strong> linking to electr<strong>on</strong>ic map with <strong>remote</strong><br />

accessibility<br />

The paper carried out for the past time at the Vietnam nati<strong>on</strong>al university <str<strong>on</strong>g>of</str<strong>on</strong>g> Hochiminh city,<br />

under funding support <str<strong>on</strong>g>of</str<strong>on</strong>g> the Can Tho envir<strong>on</strong>mental m<strong>on</strong>itoring center.<br />

1 INTRODUCTION<br />

Nowadays, Web GIS is a prospective research and applicati<strong>on</strong> directi<strong>on</strong> in Geographic<br />

Informati<strong>on</strong> System (GIS) and represents an important advancement over the traditi<strong>on</strong>al destop GIS<br />

(to be installed in pers<strong>on</strong>al computer). In developed countries, Web GIS was applied in<br />

governmental agencies, educati<strong>on</strong>al instituti<strong>on</strong>s. Web GIS based s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware have been built for the<br />

satisfacti<strong>on</strong> to the diversified needs in life.<br />

The increasing popularity <str<strong>on</strong>g>of</str<strong>on</strong>g> the internet, from <strong>on</strong>-line surfing to e-commerce to interactive<br />

chatting, has made Internet anintegral part <str<strong>on</strong>g>of</str<strong>on</strong>g> our society. Internet Gateways are mostly available<br />

anywhere and the diversified c<strong>on</strong>tents <str<strong>on</strong>g>of</str<strong>on</strong>g> World Wide Web (WWW) made the accessibility,<br />

informati<strong>on</strong> exchange and development easier. Many scientific applicati<strong>on</strong>s, publicati<strong>on</strong>s and other<br />

sectors were modified and changed for the suitability to Internet Applicati<strong>on</strong>s. In such a manner,<br />

Internet also makes the change <strong>on</strong> storage, share and applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GIS.<br />

It might be said that Internet enables the GIS users to easily access to GIS data from various<br />

data supply sources. In additi<strong>on</strong>, Internet enables the popularity <str<strong>on</strong>g>of</str<strong>on</strong>g> the results <str<strong>on</strong>g>of</str<strong>on</strong>g> GIS analysis and<br />

spatial informati<strong>on</strong> to readers at an amount larger than traditi<strong>on</strong>al GIS. Through Web GIS<br />

technology, users may be capable <str<strong>on</strong>g>of</str<strong>on</strong>g> a direct access to spatial informati<strong>on</strong> or informati<strong>on</strong> browse<br />

and links from Websites at their homes. Also, every<strong>on</strong>e may set up an <strong>on</strong>line browse or raising<br />

<strong>on</strong>line analysis questi<strong>on</strong>s and at free <str<strong>on</strong>g>of</str<strong>on</strong>g> charge <str<strong>on</strong>g>of</str<strong>on</strong>g> spatial subjects and without any investment for<br />

any GIS S<str<strong>on</strong>g>of</str<strong>on</strong>g>tware.<br />

In envir<strong>on</strong>mental sector, up<strong>on</strong> nearly 20 years (1980-1999), Envir<strong>on</strong>ment Protecti<strong>on</strong><br />

Angency <str<strong>on</strong>g>of</str<strong>on</strong>g> the United States <str<strong>on</strong>g>of</str<strong>on</strong>g> America developed the envir<strong>on</strong>mental informati<strong>on</strong> system<br />

ENVIROFACT that enabled the display <str<strong>on</strong>g>of</str<strong>on</strong>g> the envir<strong>on</strong>mental informati<strong>on</strong> in associated with map <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

which the <strong>remote</strong> access permitted. The results deemed to be the motivati<strong>on</strong> for several studies<br />

deployed in many countries worldwide and am<strong>on</strong>gst are Vietnam.<br />

2 REVIEW OF PREVIOUS STUDIES<br />

For the past time, the studies <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> technology applicati<strong>on</strong> in envir<strong>on</strong>mental<br />

management were deployed at some institutes, research centers and big universities in Vietnam.<br />

Although all in the initial phase, the results <str<strong>on</strong>g>of</str<strong>on</strong>g> the study were applied into envir<strong>on</strong>mental<br />

management assignment and c<strong>on</strong>tributing to increase the efficacy for state administrati<strong>on</strong><br />

assignment in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>ment. Am<strong>on</strong>gst there were informatics products CAP / [1]-[2],[5],<br />

www.envim.com.vn/ and ENVIM /[4]-[5]. Technology for carrying out such s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware could be<br />

briefed as a integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Geographic Informati<strong>on</strong> System (GIS), envir<strong>on</strong>mental database and<br />

mathematical models processing envir<strong>on</strong>mental data into a sole tool for user.<br />

In the work [3], an informati<strong>on</strong> model proposed, to be called INSEM (Informati<strong>on</strong> System<br />

for supporting Envir<strong>on</strong>mental Management), this is an integrated informati<strong>on</strong> system assisting<br />

envir<strong>on</strong>ment management assignment <str<strong>on</strong>g>of</str<strong>on</strong>g> which database management system is selected as MS<br />

SQL Server (managing m<strong>on</strong>itoring data <strong>on</strong> water envir<strong>on</strong>ment, air, meteorology, hydrology, and so<br />

<strong>on</strong>), GIS data inherited traditi<strong>on</strong>al s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware such as mapinfo, arcview and transport models <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

evaluating air and surface water polluti<strong>on</strong>. INSEM has targets facilitating the envir<strong>on</strong>mental<br />

informati<strong>on</strong> interpretati<strong>on</strong>; the assistance <strong>on</strong> the analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>ment informati<strong>on</strong>; the supply <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

tools for analysis, and the assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> various scenarios.<br />

In work [4] executed the upgrade <str<strong>on</strong>g>of</str<strong>on</strong>g> INSEM into a new versi<strong>on</strong> called ENVIM<br />

(Envir<strong>on</strong>mental Informati<strong>on</strong> Management s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware). C<strong>on</strong>ceptual model <str<strong>on</strong>g>of</str<strong>on</strong>g> ENVIM is presented <strong>on</strong><br />

Fig. 1.<br />

ENVIM integrates databases <strong>on</strong> envir<strong>on</strong>mental m<strong>on</strong>itoring data with traditi<strong>on</strong>al GIS layers<br />

such as the layers <str<strong>on</strong>g>of</str<strong>on</strong>g> administrati<strong>on</strong>, rivers and streams, etc. The key modules <str<strong>on</strong>g>of</str<strong>on</strong>g> ENVIM including:<br />

data management module; module <str<strong>on</strong>g>of</str<strong>on</strong>g> analysis, query and report preparati<strong>on</strong>; module model (Fig. 2);<br />

WEB module, ENVIM enables the prompt performance <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>mental reports with the<br />

comparis<strong>on</strong> to Vietnamese envir<strong>on</strong>ment standards. In additi<strong>on</strong>, the s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware enables the emulative<br />

calculati<strong>on</strong> giving the influences <str<strong>on</strong>g>of</str<strong>on</strong>g> socio-ec<strong>on</strong>omic activities over envir<strong>on</strong>ment polluti<strong>on</strong> within a<br />

regi<strong>on</strong>al scale.<br />

3 APPLICATION MODEL PROPOSAL<br />

In Vietnam, <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the major restricti<strong>on</strong>s <strong>on</strong> building up the policies, decisi<strong>on</strong> making with<br />

respect to envir<strong>on</strong>ment in Vietnam is the shortage <str<strong>on</strong>g>of</str<strong>on</strong>g> reliable envir<strong>on</strong>mental informati<strong>on</strong>/data or<br />

informati<strong>on</strong> to be untimely supplied or not to be properly processed. All these reveal the<br />

informati<strong>on</strong> technology study works, the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>mental database in Vietnam<br />

becoming urgent.<br />

To be a province directly under the Vietnamese goverment in 2004, Can Tho city currently<br />

is the center <str<strong>on</strong>g>of</str<strong>on</strong>g> industry, commerce, tourism, educati<strong>on</strong> and science-technology <str<strong>on</strong>g>of</str<strong>on</strong>g> the Mek<strong>on</strong>g delta<br />

plain regi<strong>on</strong>, the important transport hub regi<strong>on</strong>ally and internati<strong>on</strong>ally. However, envir<strong>on</strong>mental<br />

management assignment in Can Tho City has not yet been computerized to keep pace with the<br />

requirement <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>ment management at this stage. Such a management method reveals a lot <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

limitati<strong>on</strong>s <strong>on</strong> exploiting data and making the planning, the variati<strong>on</strong> m<strong>on</strong>itoring and the<br />

envir<strong>on</strong>mental report preparati<strong>on</strong> difficult.<br />

MONITORING<br />

Within the scope <str<strong>on</strong>g>of</str<strong>on</strong>g> performing the project “The applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Geographic Informati<strong>on</strong><br />

System in m<strong>on</strong>itoring envir<strong>on</strong>ment <str<strong>on</strong>g>of</str<strong>on</strong>g> Can Tho City”, the authors <str<strong>on</strong>g>of</str<strong>on</strong>g> this article proposed the socalled<br />

envir<strong>on</strong>mental informati<strong>on</strong> system WINSCAN (Web gIs eNvir<strong>on</strong>mental informati<strong>on</strong><br />

technology S<str<strong>on</strong>g>of</str<strong>on</strong>g>tware for CAN tho). WINSCAN is the envir<strong>on</strong>mental informati<strong>on</strong> system for the<br />

storage, management and analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>mental informati<strong>on</strong> and data in relati<strong>on</strong> to Can Tho

city. Purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> WINSCAN is to provide the required informati<strong>on</strong> to envir<strong>on</strong>mental project<br />

managers or researchers, legislati<strong>on</strong> authorities and organizati<strong>on</strong>s. WINSCAN may also play the<br />

role <str<strong>on</strong>g>of</str<strong>on</strong>g> a center for public communicati<strong>on</strong> in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> the enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g> the awareness <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

envir<strong>on</strong>ment. WINSCAN could be built, maintained and allocated through various communicati<strong>on</strong><br />

techniques / fig. 3/. The key modules in WINSCAN s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware including:<br />

- Envir<strong>on</strong>mental m<strong>on</strong>itoring data module: liable to the management <str<strong>on</strong>g>of</str<strong>on</strong>g> all data pertaining<br />

to envir<strong>on</strong>ment m<strong>on</strong>itoring such air, surface water, underground water, waste water,<br />

emissi<strong>on</strong>s polluti<strong>on</strong> m<strong>on</strong>itoring.<br />

- Envir<strong>on</strong>mental m<strong>on</strong>itoring report module: automatically releases the statistical reports <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

m<strong>on</strong>itoring data in various criteria.<br />

- Enterprise management module: managing enterprises, producti<strong>on</strong> situati<strong>on</strong>, utility<br />

situati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> resources, chemicals and fuel, to name just a few. This module is also gather and<br />

make the reports in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> discharge and exhausti<strong>on</strong> situati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> enterprises, discharge and<br />

exhausti<strong>on</strong> situati<strong>on</strong> in excessive <str<strong>on</strong>g>of</str<strong>on</strong>g> Vietnam envir<strong>on</strong>mental standards for enterprises.<br />

- News management module: managing news <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>mental management, natural<br />

resources, political – socio – ec<strong>on</strong>omic news and goverment regulati<strong>on</strong>s in terms <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

envir<strong>on</strong>ment.<br />

- Administrati<strong>on</strong> management module: managing the subjects participating in use <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

system, administrator account supply, and so forth.<br />

The new features <str<strong>on</strong>g>of</str<strong>on</strong>g> the WINSCAN in comparis<strong>on</strong> with our previously products are indicated as<br />

follows:<br />

- Web GIS technologies applied into WINSCAN enable the integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>mental<br />

informati<strong>on</strong> data flows and providing the prompt access to websites <str<strong>on</strong>g>of</str<strong>on</strong>g> the program.<br />

- The essence <str<strong>on</strong>g>of</str<strong>on</strong>g> the WINSCAN system is the Geographic Informati<strong>on</strong> System (GIS)<br />

c<strong>on</strong>taining envir<strong>on</strong>mental data changing in line with time, the user may see and access<br />

websites with map in associated with envir<strong>on</strong>mental informati<strong>on</strong> such as m<strong>on</strong>itoring sites <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

water and air polluti<strong>on</strong> and sewage sources, and so <strong>on</strong>.<br />

- The design approach in module enables the management <str<strong>on</strong>g>of</str<strong>on</strong>g> variety <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> (but<br />

c<strong>on</strong>cerning to envir<strong>on</strong>ment) helps local envir<strong>on</strong>ment managers update and exchange<br />

informati<strong>on</strong> and data easily.<br />

- WINSCAN provides the direct accessibility to the spatial informati<strong>on</strong> or informati<strong>on</strong> browse<br />

and links from the web browse. The user may seek the <strong>on</strong>line informati<strong>on</strong> relevant to<br />

m<strong>on</strong>itoring as well as enterprise in the area <str<strong>on</strong>g>of</str<strong>on</strong>g> district or commune, etc. This soluti<strong>on</strong> helps<br />

user get many <strong>on</strong>line answers and at free <str<strong>on</strong>g>of</str<strong>on</strong>g> charge <str<strong>on</strong>g>of</str<strong>on</strong>g> spatial subjects without any cost to be<br />

spent for any GIS s<str<strong>on</strong>g>of</str<strong>on</strong>g>tware.<br />

4 CONCLUSION<br />

In this study, WINSCAN is developed to serve envir<strong>on</strong>ment managers in respect <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

employing envir<strong>on</strong>mental informati<strong>on</strong> more effectively by the applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> WebGIS technologies.<br />

The product <str<strong>on</strong>g>of</str<strong>on</strong>g> the project helps envir<strong>on</strong>ment management authority to get a modern<br />

management instrument. The decisi<strong>on</strong>s to be adopted in the assistance <str<strong>on</strong>g>of</str<strong>on</strong>g> WINSCAN will be more<br />

rapidly and better to the extent <str<strong>on</strong>g>of</str<strong>on</strong>g> scientific foundati<strong>on</strong>. The project performance will help enhance<br />

the managerial ability through the breakthrough in new thoughts.<br />

Development orientati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> WINSCAN is the integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> several envir<strong>on</strong>mental data and<br />

the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>mental informati<strong>on</strong> to various subjects in need <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>mental<br />

informati<strong>on</strong>. Furthermore, WINSCAN is in the need <str<strong>on</strong>g>of</str<strong>on</strong>g> more opini<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> government in all levels in<br />

Mek<strong>on</strong>g delta provinces so that it would become an envir<strong>on</strong>mental informati<strong>on</strong> system at regi<strong>on</strong>al<br />

scale.<br />
