SCOPE AND CONTENT NOTE 

In September 1980, Arkansas Governor Bill Clinton exchanged several letters with Christian R. 

Holmes, director of the Cuban-Haitian Task Force. Governor Clinton was concerned about security at Fort 

Chaffee, Arkansas, following the Carter administration’s decision to consolidate recent immigrants from Cuba 

and Haiti at Fort Chaffee. Just one month earlier, in August 1980, a disturbance at Fort Indiantown Gap in 

Pennsylvania had claimed the life of one of the immigrants. Another disturbance, two weeks later, caused 

extensive damage to the facility and led to the transfer of eighty four aliens to federal prisons. In his 

correspondence with Governor Clinton, Holmes assured him that the “hardcore troublemakers” would not 

be transferred to Fort Chaffee. Despite Holmes’s assurances, Clinton wrote that he still wanted Arkansas 

state officials to conduct their own examination of the security plans for Fort Chaffee. 

This correspondence between Holmes and Clinton was necessary because between April and July 

1980, about 120,000 Cubans and Haitians arrived in the United States. By the end of October, another 15,000 

arrived on U.S. soil. This massive migration in such as short time represented a humanitarian, immigration, 

and law enforcement problem, and as the correspondence between Clinton and Holmes indicates, the influx 

was also a domestic political problem. Although the tide of refugees subsided in the fall of 1980, the Reagan 

administration inherited thousands of Cubans and Haitians still waiting for homes, and resettlement efforts 

stretched into the summer of 1981. These fraught months are reflected in Immigration during the Carter 

Administration: Records of the Cuban-Haitian Task Force, microfilmed by LexisNexis from the Jimmy Carter 

Library in Atlanta, Georgia. President Carter’s initial response to the crisis was twofold. First, he attempted 

to work with Cuban President Fidel Castro to develop a “legal and orderly process” for accepting Cubans 

into the United States. He also directed the U.S. Coast Guard and the U.S. Customs Service to seize vessels 

and fine the operators of vessels who were trying to bring Cubans unlawfully to the United States. At the 

same time, President Carter ordered the Federal Emergency Management Agency (FEMA) to send an 

emergency response team to Miami, Florida, to begin dealing with the new arrivals. In order to care for the 

immigrants, FEMA established four processing centers: one in Fort Chaffee, Arkansas; one in Fort 

Indiantown Gap, Pennsylvania; one in Fort McCoy, Wisconsin; and one in Eglin Air Force Base, Florida. For 

the next two months, FEMA operated the processing centers, and the U.S. military was enlisted to provide 

security and general support at each facility. 

In July 1980, with the number of arrivals since April having climbed to 120,000, President Carter 

created the Cuban-Haitian Task Force. Originally formed within the State Department, the Cuban-Haitian 

Task Force took over the management of the four processing centers. (The Cuban-Haitian Task Force was 

transferred to the Department of Health and Human Resources on November 15, 1980. The task force 

operated until June 1, 1981.) The records of the Cuban-Haitian Task Force document conditions at the four 

camps, operation of the camps, and the experiences of the Cuban and Haitian immigrants. The collection also 

includes reports and correspondence pertaining to the main activities of the task force. The Cuban-Haitian 

Task Force was a surprisingly large operation. At Fort Indiantown Gap alone, the army procurement office 

spent more than $20 million on property and supplies in support of the operation. Of this $20 million, 

$3 million was spent on food services and dining facilities. By August 15, 1980, the Department of Defense 

had spent $85 million; the General Services Administration, $13.8 million; U.S. Park Police, $1.6 million; 

FEMA, $3.6. million; and the State of Florida spent $2.5 million. By the end of September 1980, the task 

force calculated that federal departments had spent over $233 million in support of the Cuban and Haitian 

immigrants. The cost for Fort Chafee, Arkansas, between July 1980 and February 1981, was over $90 million.

The collection has several notable features. The file on Fort Indiantown Gap, for example, includes 

issues of La Libertad, the newspaper of the refugees housed at Fort Indiantown Gap. This newspaper 

contained articles written in both English and Spanish, photos from camp activities, a kid’s corner, and 

lessons about American history. Files on Fort Chaffee, another of the temporary centers used to house the 

entrants, includes issues of their newspaper entitled La Vida Nueva. In July 1980 La Libertad first celebrated 

Independence Day with an issue devoted to U.S. history and democratic forms of government. Two weeks 

later it led with a strong rebuke against a handful of Cuban refugees who broke into a hardware store in the 

nearby town of Ono, Pennsylvania:

The American Red Cross was very involved in assisting the entrants. Reports from the Red Cross 

document their work on behalf of the refugees at Fort Indiantown Gap. Among other things, the Red Cross 

implemented a very well-structured recreation program. The main goal of the program was to allow the 

Cuban refugees to “offer diversion, enhance socialization,” and “help the Cuban population adjust to a new 

environment and to help them to develop a sense of belonging and self worth.” Activities included softball, 

basketball, soccer, volleyball, karate, and arts and crafts. 

Much of the correspondence in the collection comes from congresspersons and the concerned 

citizens they represent. While many wish to sponsor or hire a refugee, far more expressed frustration at the 

financial burden of refugee programs on taxpayers and the impact of the newcomers on local communities. 

Wisconsin Representative Alvin Baldus wrote in August of 1980 about security at the camp at Fort McCoy, 

wondering what residents should do if they suspected seeing a Cuban on private property or in public areas, 

and who would compensate for “property damage incurred as a result of Cuban behavior?” (Reel 3, Frames 

0734–0735). In April 1981 the task force was flooded with letters from the students of Platteville Middle 

School, Wisconsin, complaining that their annual trip to Wyalusing State Park was canceled because Cuban

children were housed there instead. Executive Secretariat Cis Porter replied acknowledging the children’s 

disappointment and describing the difficult journey of their Cuban peers, adding: 

When you wrote to President Carter, you were doing what our newest Cubans could not do 

back in Cuba: you were exercising your freedom of expression. You were contributing to the decision 

making process in America. The decision to use Wyalusing just before you were to go there can’t be 

undone. However, with your letters and petition you have reminded government officials to be 

careful of these other people who may be affected when a decision is made on behalf of one group…. 

One of the reasons the Cubans chose to come to America was so they could participate in the 

government decisions that affect their lives (Reel 7, Frame 0864). 

Beyond the costs and inconveniences with which citizens wrestled, others claimed moral indignation. 

The Cuban and Haitian refugee crisis coincided with a major change in U.S. immigration code. In August 

1979, the Justice Department announced it would no longer consider homosexuality a mental disease, 

grounds for exclusion from the United States. The new policy was of a don’t ask–don’t tell construction, 

allowing closeted gay men and women to enter the country. Several thousand gay refugees arrived by boat in 

1980, putting the new rules to the test., and the political circumstances complicated the issue further. For 

safety reasons, homosexuals sometimes needed to be segregated from the rest of the population in camps (as 

were unaccompanied children, prostitutes, and other groups) which made don’t ask–don’t tell a meaningless 

formality, yet there was no easy way to repatriate refugees identified as gay. The public and press reacted with 

outrage. 

In addition to these topics, the collection includes internal documentation on the operations of the 

Cuban-Haitian Task Force as well as frequent reporting on the status of the entrants. Documents in the 

administrative file, for example, include the after action reports on resettlement activities, weekly activities 

and status reports providing information on the number of new arrivals and the number of immigrants 

resettled into the general population, the task force’s final report, correspondence between the task force and 

members of Congress, and correspondence with other federal agencies. The scope of the resettlement 

operation is reflected in the number of federal agencies involved. These included the Immigration and 

Naturalization Service (INS), Federal Emergency Management Agency (FEMA), Department of Justice, 

Department of Defense, Department of Health and Human Services, Department of Education, and 

Department of the Interior.
