INDUCTION & GRADUATION CEREMONY – 2012<br />

<strong>The</strong> annual Induction and Graduation ceremony <strong>of</strong> the <strong>Institution</strong> <strong>of</strong> <strong>Engineers</strong> <strong>Sri</strong> <strong>Lanka</strong> was held at the Waters Edge on Saturday, 18 th<br />

August, 2012. Vice Chancellor, University <strong>of</strong> Ruhuna, Pr<strong>of</strong>. Susirith Mendis, was the Chief Guest while Secretary to the Ministry <strong>of</strong> Ports<br />

& Highways, Eng. R.W.R. Pemasiri was the Guest <strong>of</strong> Honour to the event.<br />

This year the IESL awarded<br />

Charter status to 241<br />

engineers inducting them as<br />

Corporate members <strong>of</strong> the<br />

institution. Meanwhile 18<br />

students who completed<br />

the IESL Engineering<br />

Course received their<br />

graduation certificates and<br />

five winners <strong>of</strong> the Junior<br />

Inventor <strong>of</strong> the Year 2012<br />

winners were also awarded<br />

scholarships. For those<br />

receiving Charter status it<br />

was the culmination <strong>of</strong> a<br />

rigorous process <strong>of</strong> training<br />

and gaining experience<br />

under the guidance <strong>of</strong> Senior<br />

Chartered <strong>Engineers</strong> and<br />

going through Pr<strong>of</strong>essional<br />

Review exams and<br />

interviews to attain it. In his<br />

welcome speech <strong>of</strong> the<br />

event the President Elect <strong>of</strong><br />

IESL, Eng Tilak De Silva<br />

while congratulating them<br />

on their achievements also<br />

alerted them to the<br />

challenges that awaits them<br />

in their new role. He<br />

stressed the importance <strong>of</strong><br />

remembering engineering<br />

fundamentals and<br />

continues updating <strong>of</strong><br />

knowledge as key to<br />

becoming accomplished<br />

engineering pr<strong>of</strong>essionals<br />

and contributing adequately<br />

to the country's<br />

development as almost all<br />

gigantic projects are being<br />

designed and developed by<br />

foreigners.<br />

Speaking at the occasion,<br />

Pr<strong>of</strong>. Susirith Mendis, who<br />

belongs to the medical<br />

pr<strong>of</strong>ession, said “ Being at a<br />

ceremony for inducting<br />

engineers to the Charter I feel<br />

like the fish out <strong>of</strong> the water.<br />

Nevertheless the message I<br />

would like to convey is the<br />

same that I have been saying<br />

on many other occasions<br />

which is that values should be<br />

up held by practitioners<br />

belonging to any pr<strong>of</strong>ession<br />

whether it be doctors,<br />

engineers or lawyers.”<br />

Describing current times as<br />

trying to pr<strong>of</strong>essionals<br />

belonging to all pr<strong>of</strong>essions he<br />

said “ It has become very<br />

difficult for pr<strong>of</strong>essionals to<br />

maintain standards and<br />

conduct expected <strong>of</strong> them.”<br />

He said that he is happy that<br />

IESL has a Code <strong>of</strong> Conduct<br />

for its pr<strong>of</strong>essionals and<br />

implored that it should be <strong>of</strong><br />

meaning to those who took<br />

oaths and not forgotten by<br />

tomorrow as is the reality<br />

today. Referring to its parallel<br />

in the medical pr<strong>of</strong>ession,<br />

the Hippocratic Oath ( which<br />

he said doctors passing out<br />

are not taking today) and the<br />

new code <strong>of</strong> ethics that he<br />

had introduced sometime ago<br />

he said that he is not happy<br />

with the results today. He<br />

said that the crème <strong>of</strong> GCE<br />

Advanced Level students are<br />

in medicine and engineering<br />

and that humanities would<br />

add quality to them although<br />

some people may ask what<br />

has arts, dancing and<br />

literature to do with medicine<br />

and engineering. He said that<br />

he had tried to include<br />

humanities in the curriculum<br />

<strong>of</strong> the medical education but<br />

have met with resistance, the<br />

usual argument being that the<br />

medical curriculum is already<br />

over loaded. He said that he<br />

would introduce humanities<br />

such as arts, dancing,<br />

literature etc. to the<br />

engineering curriculum <strong>of</strong> the<br />

Ruhunu University as being<br />

done in Britain. Pointing out<br />

that the best medical schools<br />

in the world are now actively<br />

introducing humanities to<br />

their curriculum he said that<br />

he would do the same to<br />

medical curriculum <strong>of</strong> the<br />

Ruhunu University.<br />

Touching on another aspect<br />

<strong>of</strong> pr<strong>of</strong>essionalism, perhaps<br />

in response to a reference<br />

that the President <strong>of</strong> the IESL,<br />

Eng. (Dr.) Ananda<br />

Ranasinghe made earlier in<br />

his speech, Pr<strong>of</strong>. Susirith<br />

Mendis said “ To err is<br />

human, but how many<br />

pr<strong>of</strong>essionals would admit<br />

their mistakes ?” Citing an<br />

example <strong>of</strong> a pr<strong>of</strong>essional<br />

being true to the Code <strong>of</strong><br />

Ethics, Pr<strong>of</strong>. Susirith Mendis<br />

pointed out that his<br />

Pr<strong>of</strong>essor and teacher Pr<strong>of</strong>.<br />

Carlo Fonseka has once<br />

admitted his six fatal<br />

mistake in an article that he<br />

published in the British<br />

Medical Journal. “ He is<br />

perhaps the only<br />

pr<strong>of</strong>essional that I ever knew<br />

who admitted his mistakes<br />

in that manner” he said.<br />

Unlike other pr<strong>of</strong>essionals<br />

the victims <strong>of</strong> whose<br />

mistakes are individuals the<br />

<strong>Engineers</strong> mistakes could<br />

take its toll in hundreds and<br />

thousands as in the case <strong>of</strong><br />

the collapse <strong>of</strong> a condomium<br />

complex in the US that<br />

collapsed and was later<br />

revealed to be as a result <strong>of</strong><br />

the use <strong>of</strong> substandard<br />

material in its construction,<br />

for which the Site <strong>Engineers</strong><br />

were blamed.<br />

106 th ANNUAL SESSIONS<br />

<strong>Sri</strong> <strong>Lanka</strong> Engineering News - August 2012<br />

<strong>The</strong> ceremonial inauguration <strong>of</strong> the 106 th Annual Sessions <strong>of</strong> the <strong>Institution</strong> will take place on Friday-October 19, 2012 at 9.00 a.m. at the<br />

SBMEC Auditorium <strong>of</strong> the BMICH, Colombo. Honourable Palitha Fernando, the Attorney General <strong>of</strong> <strong>Sri</strong> <strong>Lanka</strong> will grace the occasion as<br />

the Chief Guest and His Excellency Ashok K Kantha, the High Commissioner for India in <strong>Sri</strong> <strong>Lanka</strong> is expected to be the Guest <strong>of</strong> Honour.<br />

Eng.(Pr<strong>of</strong>.) Amal Kumarage, Pr<strong>of</strong>essor in Transportation Engineering, University <strong>of</strong> Moratuwa will deliver the keynote address.<br />

A Seminar on the theme ‘Dispute Resolution in the Construction Industry in <strong>Sri</strong> <strong>Lanka</strong>’ will be held at Hotel Galadari on Saturday – October 20,<br />

2012 commencing at 9.00 a.m. <strong>The</strong> registration fee will be Rs.3000/- for members and Rs.4000/- for non-members.<br />

This year’s annual field visit on Sunday – October 21, 2012 will be to the Deduru Oya Reservoir Project Site. Transport for the field visit will be<br />

arranged by the <strong>Institution</strong> leaving the <strong>Institution</strong>’s premises at 120/15, Wijerama Mawatha, Colombo 07 at 6.00 a.m. on October 21, 2012 to<br />

return the same day. <strong>The</strong> participation fee will be Rs.1000/- for Student Members and Rs.2000/- for others. Due to space constraints places<br />

will be reserved on a first come first served basis.<br />

<strong>The</strong> presentation <strong>of</strong> Technical Papers in connection with the Annual Sessions will commence at 9.00 a.m. on Monday – October 22, 2012 at the<br />

<strong>Institution</strong>’s Headquarters and may continue till 5.00 p.m. on Wednesday – October 24, 2012.<br />

<strong>The</strong> Annual General Meeting (AGM) will be held at the Wimalasurendra Auditorium <strong>of</strong> the <strong>Institution</strong> on Saturday – October 27, 2012 commencing<br />

at <strong>Sri</strong> <strong>Lanka</strong>n Airlines Ltd<br />

where he had the chance <strong>of</strong><br />

expanding his scope to nonengineering<br />

there he showed his<br />

managerial skills by<br />

pioneering the local<br />

brand “RAINBOW<br />

PAGES” resulting in<br />

replacing international brand<br />

Yellow Pages in <strong>Sri</strong> <strong>Lanka</strong>n<br />

market within 3 years <strong>of</strong><br />

inception <strong>of</strong> the SBU. During<br />

his time at RAINBOW<br />

PAGES, the first ever<br />

trilingual directory was<br />

introduced in <strong>Sri</strong> <strong>Lanka</strong><br />

considering the<br />

requirements <strong>of</strong> National<br />

integrity and the first ever full<br />

colour directory <strong>of</strong> the<br />

country was also<br />

introduced. He developed<br />

the SBU up to the level <strong>of</strong><br />

self sustainability where <strong>Sri</strong><br />

<strong>Lanka</strong> Telecom decided to<br />

spin <strong>of</strong>f RAINBOW PAGES<br />

as the first subsidiary <strong>of</strong><br />

such a kind.<br />

He is currently working as<br />

Ltd, a wholly owned<br />

education at Dharmaraja<br />

College, Kandy. He<br />

graduated from the University<br />

<strong>of</strong> Peradeniya in 1983. Soon<br />

after his graduation he joined<br />

the Central Engineering<br />

Consultancy Bureau (CECB)<br />

as a junior engineer and<br />

worked at mega projects<br />

such as Victoria,<br />

Randenigala and Canyon<br />

hydro power projects. At the<br />

Research and Development<br />

Centre (ATRDC) at Pannala<br />

becoming the youngest<br />

director to be appointed to<br />

head the ATRDC. During this<br />

time, he proceeded to<br />

Australia to do his post<br />

graduate studies at <strong>The</strong><br />

University <strong>of</strong> Melbourne in<br />

1992. After successful<br />

completion <strong>of</strong> his Masters<br />

Degree in engineering he<br />

returned to <strong>Sri</strong> <strong>Lanka</strong> in 1994<br />

and was appointed as the<br />

Acting Chief Engineer to<br />

head the Engineering<br />

Division <strong>of</strong> the IDB.<br />

After 7 years <strong>of</strong> service at<br />

IDB he joined the Private<br />

sector as the Senior<br />

Operations Manager <strong>of</strong><br />

Madanayaka Group <strong>of</strong><br />

Companies, Paliyagoda.<br />

Subsequently he joined the<br />

Salmi (UK) Ltd. as the<br />

Factory Manager, during<br />

which tenure he was working<br />

in Finland and Poland for<br />

short periods.<br />

After completion <strong>of</strong> his<br />

assignment to set up a<br />

zipper plant, he returned to<br />

<strong>Sri</strong> <strong>Lanka</strong> and joined the<br />

State Engineering<br />

Era <strong>of</strong> Intangible<br />

Assets.<br />

Micros<strong>of</strong>t and Apple are two <strong>of</strong> the world’s<br />

most valuable companies. In the<br />

Financial Times “Global 500” list, Apple<br />

Inc. is presently ranked as the world’s Number 1<br />

company with Micros<strong>of</strong>t ranked as Number 4.<br />

Apple has a market capitalization <strong>of</strong> U$ 546 billion<br />

while that <strong>of</strong> Micros<strong>of</strong>t is U$ 257 billion. Though<br />

market capitalization is based on the trading<br />

value <strong>of</strong> a share, it nevertheless gives an<br />

indication <strong>of</strong> the perception <strong>of</strong> investors as to the<br />

true value <strong>of</strong> acompany. However, if we really try<br />

to make an inventory <strong>of</strong> all the physical “Assets”<br />

owned by Apple and Micros<strong>of</strong>t and try to value<br />

them, we are sure to be really surprised by the<br />

results we get. <strong>The</strong> list <strong>of</strong> “physical”, “tangible”<br />

assets owned by Apple or Micros<strong>of</strong>t may consist<br />

<strong>of</strong> all the Real Estate, Buildings, computers and<br />

associated hardware, <strong>of</strong>fice equipment and<br />

some liquid assets such as bonds and cash, the<br />

combined value <strong>of</strong> which may not be even a fifth<br />

<strong>of</strong> the market capitalization. From where does<br />

the balance “apparent” value <strong>of</strong> Apple or<br />

Micros<strong>of</strong>t come from? It is the “intangible” assets<br />

that have made up the balance. It is now believed<br />

that traditional accounting techniques can<br />

capture only one fourth <strong>of</strong> the real value <strong>of</strong> the<br />

corporate sector. Welcome to the era <strong>of</strong><br />

intangible assets!<br />

This example is applicable even to a country. If<br />

we compare a well-managed country like<br />

Singapore that has no natural resources with an<br />

asset rich middle eastern nation, it is evidently<br />

clear that, Singapore can create value more than<br />

the latter. <strong>The</strong> reason being the intangible assets<br />

such as proper systems, disciplined people,<br />

trained workforce, the image and trust it had<br />

built for itself over the years, the work attitudes,<br />

culture, law and order that it possesses, all <strong>of</strong><br />

which are assets though are intangible.<br />

We have to clearly understand the dominance <strong>of</strong><br />

Intangible Assets in the modern era if we are to<br />

create value to our shareholders or the public in<br />

our work. As engineers, we channel in to the<br />

organizations we serve a considerable<br />

component <strong>of</strong> intangible assets in the form <strong>of</strong> our<br />

knowledge and experience.We also have to<br />

make sure that we put enough emphasis to train<br />

our fellow engineers, introduce new systems and<br />

work practices, ethics in to our work places to<br />

enhance the intangible asset base as we live in<br />

the era <strong>of</strong> Intangible Assets!<br />

Unless we put an effort in doing that, we can soon<br />

President Reports on his Visit to<br />

NSW Chapter Conference<br />

At the invitation <strong>of</strong> the IESL NSW Chapter the President made a short visit to Sydney<br />

to attend their Annual Conference and get together which was held on 20 th July 2012.<br />

<strong>The</strong> Annual Conference was held at the auditorium <strong>of</strong> the Australian <strong>Institution</strong> <strong>of</strong> <strong>Engineers</strong>,<br />

Sydney Office at Chatswood NSW, and many papers were presented by engineering<br />

practitioners in Sydney. Among them were Pr<strong>of</strong>. Buddhima Indraratne, Dr. Jayantha<br />

Ameratunga, Pr<strong>of</strong>. Karu P. Esselle, Eng. Nadeesha Dharmasiri and Dr. Prathapa Ravindra.<br />

<strong>The</strong> presentations made by these pr<strong>of</strong>essionals were <strong>of</strong> a very high standard and they would<br />

be quite beneficial for engineering practitioners in Australia as well as in <strong>Sri</strong> <strong>Lanka</strong>. With the<br />

video conferencing facilities that the IESL intends to install in the near future, most <strong>of</strong> these<br />

presentations could be viewed live by our members here in <strong>Sri</strong> <strong>Lanka</strong>.<br />

It was very noteworthy that the <strong>Sri</strong> <strong>Lanka</strong>n engineers were doing extremely well in Australia<br />

in the different fields <strong>of</strong> engineering. Pr<strong>of</strong>. Indraratna and Dr. Ameratunga jointly presented a<br />

paper entitled: “Performance and Prediction <strong>of</strong> Vacuum Combined Surcharge<br />

Consolidation at Port <strong>of</strong> Brisbane” with the following outcome:<br />

“In order to meet the increasing demand at the Port <strong>of</strong> Brisbane, new port facilities are being<br />

constructed adjacent to the existing ports through land reclamation. A vacuum-assisted<br />

surcharge load and conventional surcharge scheme in conjunction with prefabricated vertical<br />

drains was selected to improve the soil properties and minimise long term settlements. An<br />

analytical solution for radial consolidation considering both time-dependent surcharge and<br />

vacuum pressure is proposed to predict the short and long term settlements, lateral instability<br />

and associated excess water pressures in the reclaimed ground and the deeper marine clay.<br />

Field monitoring data was found to be in excellent agreement with novel analytical solutions<br />

developed by the Authors and the benefits <strong>of</strong> using vacuum combined surcharge loading<br />

system over the standard surcharge fill are vividly demonstrated. <strong>The</strong> method applied in this<br />

Port <strong>of</strong> Brisbane project have since then been adopted in other land and <strong>of</strong>fshore reclamation<br />

projects in Australia”.<br />

<strong>The</strong> following is the outcome <strong>of</strong> Pr<strong>of</strong>. Karu Esselle’s paper on “Prediction <strong>of</strong> the notch<br />

frequency <strong>of</strong> slot loaded printed UWB antennas”:<br />

“Interference between existing wireless systems and UWB communication systems has<br />

been a concern since the Federal Communication Commission <strong>of</strong> USA allowed 3.1-10.6GHz<br />

unlicensed band for low power ultrawideband (UWB) Communication. It is possible to prevent<br />

this interference without additional filters (that would occupy additional space in a device and<br />

add to the cost) by integrating the filtering action with the antenna. Slots are introduced to<br />

printed UWB antennas for the purpose <strong>of</strong> “creating notches” or stopbands within the passband.<br />

In this paper, we present a method to calculate, very accurately and efficiently, the notch<br />

frequencies <strong>of</strong> such antennas”.<br />

<strong>The</strong> following is the outcome <strong>of</strong> PhD. Research student Eng. Ms. Nadeesha Dharmasiri’s<br />

paper on “Momentum Balance Method (MBM) and Estimation <strong>of</strong> Boundary Shear<br />

Stress Distribution”:<br />

“Flow resistance in river flow is a fundamental problem for hydraulic engineers. <strong>The</strong> underlying<br />

mechanism persistent to flow resistance is still under investigation by several researchers.<br />

In this meticulous effort in finding a solution to this fundamental problem it is important to<br />

scrutinise the factors, which will contribute immensely in predicting flow resistance. One <strong>of</strong><br />

these factors being the determination <strong>of</strong> boundary shear stress, which is an important and<br />

difficult topic in hydraulic engineering. This is due to the fact that obtaining reliable<br />

measurements in the boundary region involves a high degree <strong>of</strong> scrutiny. With the advent <strong>of</strong><br />

new equipment like Acoustic Doppler Velocity Pr<strong>of</strong>ilers (ADVP) etc., the velocity pr<strong>of</strong>iles in<br />

the main flow region can be accurately measured, although there is a need to develop a<br />

method to estimate the boundary shear stress for instruments like ADVP. This paper<br />

presents a method that can evaluate the boundary shear stress, i.e., shear stress on the<br />

bed and sidewall using the main flow data based on Momentum Balance Method.”<br />

<strong>The</strong> following is the outcome <strong>of</strong> the paper entitled “Shakedown analysis <strong>of</strong> road pavements<br />

– application to project level and network level scenarios” by Dr. P. S. Ravindra who<br />

graduated from University <strong>of</strong> Peradeniya in 1978 in BSc in Civil Engineering and obtained his<br />

Master <strong>of</strong> Engineering Science in Applied Hydrology from the University <strong>of</strong> Moratuwa:<br />

“Most pavements in service continue to operate with permanent plastic deformations.<br />

Depending on whether the plastic strain is accumulating or self-cancelling pavement failure<br />

could occur due to excessive rutting or low cycle fatigue. Also it may so happen that after<br />

some initial cycles <strong>of</strong> plastic deformation pavement structure behaviour eventually becomes<br />

elastic. Such stabilisation is called “shakedown” <strong>of</strong> the pavement. An analysis which<br />

incorporates the substantial strength existing prior to the point <strong>of</strong> static collapse has been<br />

suggested by Sharp and Booker (1984) when they pioneered the application <strong>of</strong> Melan’s<br />

(1936) Shakedown <strong>The</strong>ory to model “shakedown” behaviour <strong>of</strong> road pavements. In this<br />

paper, it is intended to discuss the application <strong>of</strong> shakedown theory to predict the pavement<br />

performance at project level case study in the National Highway No. 5 (Delhi to Kolkata) in<br />

India and a road network level case study in NSW Australia. Generalized application scenarios<br />

have been provided to depict <strong>Sri</strong> <strong>Lanka</strong>n road conditions”<br />

On the following day <strong>of</strong> the Conference there was a gala get-together <strong>of</strong> <strong>Sri</strong> <strong>Lanka</strong>n engineers<br />

attended by more than 400 guests among whom were at least 250 engineers employed in<br />

Australia.<br />

This event was sponsored by the NSW Government Public Works, PT. CG Power Systems<br />

Indonesia, Abigroup, Extra Dimension Solutions P/L, Inventech, SMEC, Photonix<br />

Communications, Dulux and the NSW Government Roads & Maritime Services. It was also<br />

graced by the attendance <strong>of</strong> many very high ranking Government <strong>of</strong>ficials from Australia.<br />

Provincial Chairmen<br />

<strong>The</strong> IESL has a membership exceeding 15,000 dispersed all<br />

over the island. <strong>The</strong> IESL Provincial Centres which carry out<br />

many member services in the provinces provide the much<br />

needed connectivity to its members in the provinces by<br />

organizing courses, seminars, workshops, field visits etc. for<br />

their continues pr<strong>of</strong>essional development.<strong>The</strong>y also organize<br />

community programmes such as infrastructure improvements<br />

to least developed schools in the provinces, relief work in<br />

case <strong>of</strong> disasters etc.for interaction <strong>of</strong> its members with the<br />

public.<strong>The</strong>se programmes are initiatives <strong>of</strong> the Executive<br />

Committees headed by the Chairman <strong>of</strong> each Provincial<br />

Centre. <strong>The</strong> May and July 2012 issues <strong>of</strong> your newsletter<br />

introduced the Chairmen, IESL Provincial Centres who are at<br />

the helm <strong>of</strong> four <strong>of</strong> the centres in Central, Northern, Eastern<br />

and North Central Provinces. In this issue we introduce the<br />

Chairman, IESL UVA Provincial Centre.<br />

Eng. Jayatilaka is a<br />

graduate <strong>of</strong> university <strong>of</strong><br />

Peradeniya with a B. Sc.<br />

Eng. Degree in civil<br />

Engineering in 1992. He<br />

obtained his masters in<br />

Water Resources<br />

Management in 2011 from<br />

UNESCO IHE <strong>Institution</strong> in<br />

the Netherlands. He is a<br />

member <strong>of</strong> <strong>Institution</strong> <strong>of</strong><br />

<strong>Engineers</strong> <strong>Sri</strong> <strong>Lanka</strong> since<br />

1999. After graduation in 1992 he Joined SEC and served as<br />

Site Engineer in PGIA worksite at Peradeniya. After that he<br />

joined Walkers Piling Ltd. as a Project Engineer and served<br />

two years in piling sector. After that he joined <strong>Sri</strong> <strong>Lanka</strong><br />

Engineering Service (SLES) in 1995 and was attached to the<br />

Irrigation Department. He worked as an Irrigation Engineer at<br />

Moneragala, Wellawaya, Kantale, Pollonaruwa and<br />

Kandeketiya. He worked as a Chief Irrigation Engineer at<br />

Irrigation Department, Moneragala. After completing M.Sc.<br />

(Water Management) in UNESCO IHE the Netherlands, he<br />

was attached to Uma Oya downstream project as a Deputy<br />

Project Director. Later he was nominated as Project Director<br />

at Proposed Morane Reservoir Project at Mahiyangana from<br />

January 2012. He was the Treasurer to IESL Uva Centre in<br />

2006.<br />

He is an Executive Committee Member in the Association <strong>of</strong><br />

Public Service <strong>Engineers</strong> (APSE). <strong>The</strong> center has organized<br />

several activities technical seminars and get-together for their<br />

members. Presently the center is engaged with JIY<br />

competition 2012.<br />

IESL President tells <strong>Engineers</strong>.<br />

course on ‘Management Development for <strong>Engineers</strong>’ organized by the CPD Committee<br />

<strong>of</strong> the IESL as part <strong>of</strong> its Continues Pr<strong>of</strong>essional Development Programme<br />

commenced on Saturday, 25th August 2012 at the IESL headquarters. <strong>The</strong> course will<br />

be conducted over 7 consecutive Saturdays. Eng.W.J.L.S Fernando, Chairman – CPD<br />

Committee and Vice President, IESL conducted the inaugural lecture on ‘Role <strong>of</strong> Engineer in<br />

the Society’. <strong>The</strong> Course Coordinator is Eng. Bernard Perera. 30 students are currently following<br />

the course.<strong>The</strong> full text <strong>of</strong> the speech by the President, IESL, Eng. (Dr.) Ananda Ranasinghe<br />

delivered at its inauguration is carried below for its relevance to the engineer readership <strong>of</strong><br />

the SLEN.<br />

"Firstly I am thankful to the<br />

Development (CPD)<br />

Committee for organizing this<br />

seminar to run spanning for 7<br />

consecutive Saturdays. <strong>The</strong><br />

Chairman, Eng. Shavi<br />

Fernando, has taken the<br />

responsibility <strong>of</strong> delivering the<br />

first lecture on ‘<strong>The</strong> Role <strong>of</strong> an<br />

Engineer in Society’.<br />

CPD has become very<br />

important for all pr<strong>of</strong>essionals<br />

including engineers to<br />

enhance their careers. <strong>The</strong><br />

CPD system commenced<br />

about 10 years ago and the<br />

IESL also has adopted this<br />

scheme for pr<strong>of</strong>essional<br />

engineers. Internationally it<br />

has been identified that<br />

pr<strong>of</strong>essionals who are<br />

practicing in various fields<br />

should enhance their<br />

knowledge during their career<br />

in order to serve the general<br />

public in a better way.<br />

CPD is also beneficial to the<br />

individual pr<strong>of</strong>essional as, if<br />

one does not continue with<br />

studies or reading other<br />

relevant materials which are<br />

being practiced today, such<br />

person or pr<strong>of</strong>essional will be<br />

left far behind the others. For<br />

e.g. when we graduated from<br />

Universities more than 35<br />

years ago we were taught<br />

certain subjects which may<br />

not be applicable in the field<br />

<strong>of</strong> industry today. Apart from<br />

this, certain subjects are<br />

being developed to an extent<br />

we would not have imagined<br />

possible while practicing<br />

engineering today had we not<br />

obtained such experience and<br />

academic qualifications.<br />

Surveying is a typical<br />

example where we have used<br />

normal theodolite, levels etc.<br />

in order to take<br />

measurements and<br />

elevations. However, now it<br />

has been completely changed<br />

whereas our engineers are<br />

now using Total Workstation<br />

which may be very convenient<br />

to use, but one must have<br />

some understanding about<br />

such equipment and<br />

methods.<br />

Apart from these<br />

technological improvements<br />

unlike previously, the engineer<br />

is more responsible with<br />

regard to safety <strong>of</strong> worksites.<br />

Workmen’s rights have been<br />

improved over a period <strong>of</strong> time<br />

and for every accident that is<br />

happening at the site, the<br />

engineer is answerable and he<br />

cannot evade from his<br />

responsibilities by merely<br />

paying compensation. In some<br />

countries a criminal<br />

responsibility would lie upon<br />

the engineer. One cannot send<br />

a person to work at heights<br />

without having proper safety<br />

equipment. Even if a worker<br />

falls from an elevation due to<br />

his own mistake, the engineer<br />

should be able to justify that<br />

he has introduced a workable<br />

system which every workman<br />

is expected to follow. Mere<br />

negligence <strong>of</strong> the worker<br />

cannot be claimed to relieve<br />

the engineer’s responsibilities.<br />

<strong>Engineers</strong> are also responsible<br />

for the cost <strong>of</strong> the project. <strong>The</strong><br />

investor may not have a<br />

bottomless bucket to spend<br />

money without limit in any<br />

project. During the<br />

development <strong>of</strong> construction<br />

the contractor has made huge<br />

pr<strong>of</strong>its as there was very little<br />

competition among the<br />

contractors. <strong>The</strong>refore, when<br />

the engineer does a mistake<br />

you could ask the contractor<br />

to rectify it without causing<br />

additional cost to the employer<br />

as the contractor could absorb<br />

such expenses due to his<br />

large pr<strong>of</strong>it margin. However,<br />

this luxury is not available<br />

anymore to the present day<br />

engineer.<br />

<strong>The</strong> construction industry is<br />

now very competitive and the<br />

contractor will attempt to<br />

extract every penny from the<br />

employer if there is a mistake<br />

on the part <strong>of</strong> the engineer.<br />

Quite <strong>of</strong>ten contractors are<br />

more knowledgeable and<br />

qualified than the engineer<br />

themselves as they are<br />

prepared to hire expensive<br />

lawyers, engineers etc. to<br />

defend their claims. <strong>The</strong>refore,<br />

the present day engineer also<br />

should equip himself with<br />

knowledge in order to<br />

safeguard his position. This<br />

knowledge cannot be achieved<br />

merely by reading engineering<br />

text books. One has to have a<br />

general knowledge about law,<br />

quantity surveying,<br />

architecture, economics etc.<br />

Project Management is<br />

another field which you<br />

have to be familiar with. <strong>The</strong><br />

engineer should also be<br />

able to read a financial<br />

statement as otherwise a<br />

person who does not have<br />

any knowledge in<br />

engineering might tell you<br />

what to do. <strong>Engineers</strong> are<br />

supposed to have the best<br />

analytical skills and<br />

therefore it is a matter <strong>of</strong><br />

improving your other skills<br />

and the jargon the other<br />

pr<strong>of</strong>essionals are using if<br />

you wish to lead the<br />

construction field.<br />

I am not sure whether you<br />

are aware <strong>of</strong> the fact that<br />

quantity surveyors are now<br />

claiming that they should<br />

be project managers as<br />

they are aware <strong>of</strong> the cost<br />

<strong>of</strong> the project at any given<br />

time. <strong>The</strong>refore, they can<br />

provide valuable information<br />

to the employer in respect<br />

<strong>of</strong> the employer’ financial<br />

commitment. This is the<br />

most important thing in a<br />

project. <strong>The</strong>refore, whether<br />

we like it or not, if we are<br />

not acquainted with some<br />

<strong>of</strong> the subjects which I have<br />

mentioned earlier,<br />

engineers will be pushed<br />

back to play a secondary<br />

role in the construction<br />

industry.<br />

Communication skill is<br />

another important area<br />

which one has to acquire<br />

for himself. This was never<br />

a subject in the universities<br />

in the past. I have never<br />

made a presentation or a<br />

talk in any <strong>of</strong> the university<br />

functions or seminars.<br />

Now I believe that the final<br />

year students have to make<br />

a presentation about their<br />

projects. <strong>The</strong>se things go<br />

a long way in order to<br />

model your career. <strong>The</strong><br />

people who were very<br />

unfortunate not to have<br />

exposure in these<br />

important areas have to<br />

take an interest to develop<br />

these skills at least when<br />

they are practicing in the<br />

industry. That is the very<br />

reason CPD has been<br />

introduced to practicing<br />

pr<strong>of</strong>essionals.<br />

<strong>The</strong> IESL Benevolent Fund provides financial assistance<br />

to members or their dependents in distress whether it is<br />

due to a sickness, a family bereavement or financial<br />

hardship.<br />

Last year the fund provided assistance to the value <strong>of</strong><br />

nearly Rs 480,000/= to a total <strong>of</strong> eight members and to the<br />

wife <strong>of</strong> one deceased member.<br />

This year we have made a contribution <strong>of</strong> Rs 60,000/= to<br />

a member whose son had undergone a kidney transplant.<br />

<strong>The</strong> hospital cost <strong>of</strong> the patient itself has exceeded Rs<br />

700,000/= and the member concerned has to meet post<br />

operation costs on medication as well.<br />

Out <strong>of</strong> a total membership <strong>of</strong> almost 16000, so far only<br />

about 1500 members have contributed to the fund. It is<br />

just about 10% <strong>of</strong> the total membership. Isn’t it quite<br />

disturbing? <strong>The</strong> total contributions received was only<br />

about Rs 300,000/=.<br />

As you may know, the Benevolent Fund is maintained<br />

only with your own voluntary contributions. We appeal<br />

to you this time to contribute to the fund when you pay<br />

your subscriptions, by contributing just Rs 200/= or more<br />

and make it richer so that more and more <strong>of</strong> our own<br />

colleagues in need could be provided with assistance in<br />

their hours <strong>of</strong> need!<br />

<strong>The</strong> Board <strong>of</strong> Management <strong>of</strong> the Fund has decided to<br />

increase to Rs 300.00 the minimum contribution expected<br />

from members next year. We also wish to appeal to the<br />

members whose annual subscriptions are paid for by the<br />

relevant organizations where they are employed to be<br />

mindful <strong>of</strong> the Benevolent Fund and make a donation, if<br />

necessary from their own funds, to this social service<br />

carried out by the IESL.<br />

Yes, your contribution may be only a small sum. Yet, when<br />

in distress, even this small sum will mean very much to the<br />

person concerned who can even be you or me and it<br />

will also go quite a long way in relieving him/her somewhat<br />

<strong>of</strong> his/her distress.<br />

On behalf <strong>of</strong> the Board <strong>of</strong> Management <strong>of</strong> the Benevolent<br />

Fund, let me make this appeal to you to look forward to<br />

the future and contribute to the Benevolent Fund today<br />

itself!<br />

<strong>The</strong>refore, I hope that this programme will be beneficial to all the pr<strong>of</strong>essionals who are<br />

participating in this course. I can see from the list <strong>of</strong> people and their subjects that a vast<br />

area will be discussed in this short course. It is a difficult task to teach you everything in<br />

detail in a short course like this which the CPD Committee has introduced. However, this<br />

is a stepping stone for you to improve yourself and therefore I advise you to take this<br />

course seriously and take an interest in improving yourselves in order to have a better<br />

ENG. ASANTHA SUMANARATHNA..<br />

Corporation (SEC) as the Deputy General Manager <strong>of</strong><br />

Mechanical and Electrical division in 2005. He played an active<br />

role in reviving the SEC which was at one time identified for<br />

closure.<br />

<strong>The</strong>reafter, he joined the Ministry <strong>of</strong> Science and Technology<br />

as the Project Director. He was in charge <strong>of</strong> two projects. One<br />

is to set up a gamma irradiator project and the other one is to<br />

construct a new <strong>of</strong>fice complex for relocation <strong>of</strong> the ITI <strong>of</strong>fice.<br />

On the completion <strong>of</strong> his contract period, he joined the <strong>Lanka</strong><br />

Phosphate Ltd. under the Ministry <strong>of</strong> State Resources as its<br />

CEO/General Manager in 2010.<br />

He became a Corporate Member <strong>of</strong> IESL in 1991. He has served<br />

in the Council in 1997 and as a sectional committee member in<br />

a couple <strong>of</strong> sessions. He has been reelected to serve the<br />

engineering community as the Chairman <strong>of</strong> Mechanical<br />

Engineering Sectional Committee for session 2012 /2013 too.<br />
