Contested LAndsCApes<br />

Landscape planning is always related to contested landscapes; the profession<br />

attains its motivation and legitimacy from the very fact that there are several<br />

interests and stakeholders, and more viewpoints of the same landscape.<br />

People do not only have different perceptions of the same landscape, like<br />

D.W.Meinig explained in “The Beholding Eye (1979) – sometimes they are<br />

also deeply offended by others’ view, or they may suffer under the landscape<br />

practices of a more powerful stakeholder to “their own landscape”. Landscapes<br />

are attached to people’s identity, and landscape planning addresses very<br />

capricious substance when sorting out the conflicts of a specific landscape.<br />

Thus, landscape planning usually requires a process of management with<br />

«tensions» between different players.<br />

These tensions are, of course, even more severe for landscape planning and<br />

management in conflict regions. The stakes are higher and so are the risks of<br />

misconceptions. In conflict regions themes like contemporary identity related<br />

to landscape archaeology, narratives and myth gain more intention than<br />

academic interest; they may determine the location of new settlements and<br />

delineation of borders between different groups of inhabitants, and in many<br />

other ways have decisive impact on people’s everyday life.<br />

The papers of these proceedings present a number of themes related to<br />

such tensions. Archaeology, conflict and contemporary identity are underlying<br />

themes in many studies presented. There are naturally many contributions from<br />

Palestine and the Middle East region, and some papers explore the impact<br />

of Israeli settlements on the landscape, while others investigate the impact<br />

of the separation wall on the landscape in the occupied territories. But these<br />

themes also have wider scopes; the Cyprus green line, separation barriers<br />

in general, and the divided city as phenomenon are studied. Landscapes<br />

of dominance and control and the South African conflict landscape are also<br />

discussed in some of the papers. Disaster management, the issue of shelter<br />

areas and the perceptions of landscape change are also on the research<br />

agendas of these proceedings. Yet, the conflicts related to urbanization of<br />

cultural landscape, urban transformation and gender issues related to urban<br />

open space; they are all part of the studies included in the agendas and will<br />

be presented at the conference.<br />

The viewpoints are manifold and conclusions may point in different directions,<br />

but there are still some common denominators; all share the same ambition<br />

that these studies will contribute to the augmented knowledge about<br />

landscape planning and management in conflict regions. Such knowledge<br />

and understanding may however be difficult to digest in some cases. The<br />

studies of the German National Socialist landscape agenda presented in “Die<br />

Liebe Zur Landschaft” (“The love of the landscape”) by Joachim Wolschke-<br />

Bulmahn and Gert Gröning (1986) is still a difficult issue in some places,<br />

and the topic itself, is a highly controversial issue: a contested landscape of<br />

ideology.<br />

These proceedings about landscape planning and management in conflict<br />

regions bring forward ideas and perspectives that may prove just as<br />

contentious as the above-mentioned example, and the discussions following<br />

this broadcasting may surely be callous and severe. But in planning studies<br />

conflicts are inevitable; all landscapes are contested.
