10. Synopsis<br />

The project aims at establishing a competence centre for landscape architecture and landscape<br />
planning at the department of architecture in <strong>Birzeit</strong> <strong>University</strong>. The objectives are three fold: First,<br />
to provide capacity building at the department of architecture at <strong>Birzeit</strong> <strong>University</strong>. This is achieved<br />
by training three students at the PhD level and six students at the MSc level. Second, to enhance<br />
public awareness in the region. This is achieved by organizing an international conference, three<br />
workshops, three short training courses, a series of seminars and lectures. Third, to promote<br />
sustainable landscape architecture and landscape planning development in Palestine. This is achieved<br />
by establishing and securing the M.Sc. programme in landscape planning, the first of its kind in the<br />
region, that will continuously provide the region with experts.<br />
In the current political situation in Palestine, it is of special importance to have high competence in<br />
landscape planning, both in case of a peaceful development, and in the case of continued conflict. In<br />
the first case the country will face a rapid development in both tourism and housing. In any case<br />
there is a strong need for post-war spatial planning and design.<br />

Part C: PROJECT DESCRIPTION<br />
· Institutionalisation of the project<br />
I- The Department of Architecture at BZU was established in 1990, and it is offering a five-year<br />
program leading to the Bachelor of Science Degree in the field of Architecture. The students<br />
have the opportunity to join one of the three concentrations offered by the program during the<br />
fourth and fifth years of their study. These concentrations are in the field of: Architectural<br />
design, Urban planning and Landscape Architecture. The five-year program in Architecture<br />
consists of 160 credit hours including a graduation project. The total number of students in the<br />
department is about 160.<br />
The faculty Teaching Staff of the Department consists of 5 Ph.D. holders, 5 instructors, 3<br />
teaching assistants and 1 laboratory technician. Yet, three of the Instructors have M.Phil and<br />
M.Sc. degrees in Landscape Architecture (2 from NLH). In addition, two Ph.D. students in<br />
Landscape Architecture that are preparing their theses at NLH are expected to join back the<br />
Department in 2002. All together they will form the main core that will be involved in the<br />
implementation of the proposed program for “Capacity building and regional co-operation in the<br />
field of Landscape Architecture and Planning” in Palestine. For more details about <strong>Birzeit</strong><br />

II- Department of Land Use and Landscape Planning at NLH<br />
The department of landscape architecture was established in 1919 at NLH, and the university<br />
program in landscape architecture at this institution is thus among the oldest in the world. Today<br />
it offers a 5-year program leading to a Master–degree in landscape architecture. The department<br />
also offers a similar study program in land use planning, and the total number of students is<br />
about 320 in the two programs. In addition the department offers a PhD-programme leading to a<br />
Dr.Scient.-degree. The department has about 20 full time scientific staff members, among them<br />
12 PhD-holders. The department is involved in a large number of research and development<br />
projects in landscape architecture, and is the only institution offering landscape architecture<br />
education in Norway. For more details about the Department, the study programs and the<br />

Sustainability;<br />
It is envisaged that the activities initiated within the framework of the project will continue after<br />
its termination. This can be explained as follows:<br />
1. The Ph.D candidates will sign contracts with BZU. This binds them to join BZU as staff<br />
members once they complete their studies. So capacity building, which is one of the main<br />
objectives of the project, is maintained.<br />
2. The M.Sc programme established at BZU will constantly provide the Palestinian community<br />
with experts in the field. With political stability in the region, this unique programme may attract<br />
students from neighbouring countries. It should be mentioned that a number of international<br />
students are enrolled in the different academic programs in accordance with the admission policy<br />
at BZU that allows students from abroad to be admitted at the university, Graduate programmes<br />
at BZU are self supporting, in that the fees collected by students cover the cost of study.<br />

3. The competence centre which will offer its services to the community, such as consultation,<br />
advice, short training courses and seminars, will generate an income that will cover its expenses<br />
and help maintain its presence.<br />
4. The research conducted by BZU and NLH which will include partner institutions in the region<br />
will continue due to the regional problems that need to be handled regionally, such as landscape<br />
issues, the environmental issues, and the preservation of nature and natural resources.<br />
Risk analysis;<br />
The institutions in the Palestinian Authority area are in need of support by foreign institutions in<br />
order to develop new programmes and activities. <strong>Birzeit</strong> <strong>University</strong>, and despite the political<br />
situation, has proven to be a reliable institution that can fulfil its commitments and respect and<br />
implements the agreements signed with partner institutions. The risk for each component of the<br />
project has been taken into consideration and detailed in Appendix I<br />
Other partners;<br />
Obviously, the implementation of all planned elements needs a close relationship and full<br />
coordination between working staff from BZU and NLH, as well as the efforts of TU- Delft/ The<br />
Netherlands, KVL/ Denmark, The Oslo School of Architecture / Norway. All mentioned<br />
institutions have been members of the working network that has been established and is still<br />
functioning on the ongoing program of cooperation PRO 10/97. Yet this network shall be<br />
expanded and new international members with outstanding experience in the field of Landscape<br />
education and research from the USA and Europe shall be contacted and invited to join the<br />
network. Yet, this network has to attract institutions and universities from the region, working on<br />
Environmental and Landscape issues. This shall be a step forwards on formulating and executing<br />
a strategy of cooperation in the field of Landscape Architecture and Planning at regional level.<br />
The International Centre for Environment and Development studies (NORAGRIC) at NLH will<br />
be involved as a partner in the project.<br />
· Scientific contents of the cooperation project;<br />
Objectives;<br />
The main achievement of the new cooperation program for ” Capacity Building & Regional<br />
Cooperation in the Field of Landscape Architecture and Planning in Palestine” shall be the<br />
establishment of “A COMPETENCE CENTRE FOR LANDSCAPE ARCHITECTURE AND<br />
PLANNING” at the Department of Architecture in <strong>Birzeit</strong> <strong>University</strong>. The main task of the<br />
centre will be to de-alienate and enhance the “landscape culture” at local level in Palestine in<br />
order for the landscape conception to become an essential awareness process on both<br />
institutional and individual level. Beside that, the Centre shall participate actively in the<br />
endeavours aiming at promoting this culture in the entire region. Also, the program shall be<br />
developed, maintained and provided with all necessary comprehensive elements that shall be<br />
able to introduce sustainability during the operation period and afterwards. The Centre shall<br />
formulate the educational aspects, research needs, administrative and community structure of the<br />
program of Landscape Architecture and Planning at <strong>Birzeit</strong> <strong>University</strong>, which will be the first<br />
one of its kind not only in Palestine, but also in the Arab World.<br />

Therefore, the main objectives of the proposed program could be formulated as follows:<br />
1- To achieve capacity building and regional cooperation in the field of Landscape Architecture<br />
and Planning.<br />
2- To enhance public awareness and participation in Landscape activities and development.<br />
3- To promote sustainable landscape architecture and planning development in Palestinian<br />
territories and in the entire region.<br />
<strong>Project</strong> period;<br />
The elements of the proposed project shall be implemented during a five-year period (2003-<br />
2007). APPENDIX II shows the time frame for the whole project. In addition details<br />
demonstrating the year-by-year activity are given as follows:<br />
2003-2004<br />
• The last PhD. Student from program 10/97 will graduate by spring 2003.<br />
• The teaching in the field of Landscape Architecture and Planning has already started at the<br />
Department of Architecture/ BZU in early spring 2002. From 2003 this will be developed<br />
into a Concentration Program. Faculty members from Palestine and Norway will conduct<br />
and supervise the teaching activities in the Concentration Program.<br />
• Three Ph.D. candidates will be selected from BZU and other Palestinian Universities and<br />
Institutions to carry out their studies and dissertations in Norway. The doctorate program<br />
will be carried out in a sandwich model.<br />
• A training course will be held at BZU in Autumn 2003 aiming to train twenty<br />
professionals for 120 hours per course in duration of two weeks. This course is a part of a<br />
series of (3) training courses that will be held on regular bases in autumn of 2003, 2004,<br />
and 2005. The aim of the training courses is to help in the building capacity of human<br />
resources working at different institutions (governmental and none Governmental) in<br />
Palestine. Teachers from NLH and BZU will conduct training activities.<br />
• The program will also focus on the development and design of the master Program in<br />
Landscape Architecture and Planning at BZU including an academic and logistical<br />
approval of the pedagogical structure of the program.<br />
The program will conduct other activities for:<br />
1. Designing a web page for the program.<br />
2. Developing a special Library within the Department of Architecture at BZU.<br />
3. Establishing a Landscape Lab with sufficient computer equipment.<br />
4. Publication of brochures and CDs to be used for the workshops, training courses and<br />
public awareness activities.<br />
5. Developing a multipurpose Landscape Laboratory and providing it with the necessary<br />
equipment.<br />
6. Preparation and communication for the strengthening of the existing international<br />
network and expanding it by attracting new members from the region.<br />

• Activities from the first stage will continue in this second phase, in addition to other<br />
activities that will be launched.<br />
• A sequence of 3 regional workshops will be held in Palestine, with duration of 24<br />
hours/workshop for three days. In this phase one workshop will be held at BZU in spring<br />
2004 and 20 professionals from the region will be assisted in the field of Landscape<br />
architecture and planning. This series will continue in springs 2005 and 2006. Moreover,<br />
activities will be supervised and conducted by BZU and NLH staff members.<br />
• The program will launch a series of 20 local workshops in Palestine within the framework<br />
of public awareness activities. Two workshops will be organized through this year/ each<br />
consists of three hours. They will be targeted for the Palestinian population in different<br />
locations and regions in Palestine including Gaza Strip, in order to enhance the public<br />
awareness towards Landscape issues in Palestine. The emphasis of these workshops will<br />
revolve around practical issues.<br />
• A series of 40 Lectures within the public awareness activity will take place. Five lectures<br />
will be inaugurated in different locations in Palestine including Gaza Strip. They shall<br />
focus on general topics of Landscape.<br />
• A three days International Conference will be organized in autumn 2004 at BZU. The<br />
main topic of the conference will be “Landscape Development in Conflict Areas”. The<br />
agenda of the conference will cover different research papers and practical issues, as well<br />
as pedagogical ones. The conference will be opened for international participation,<br />
hosting expertise and researchers in the field of Landscape Architecture and related<br />
disciplines. Coordination will be scheduled with ECLAS.<br />
• An administrative staff member will be trained at NLH, in order to assist in handling all<br />
administrative issues related to the Competence Centre upon its establishment at BZU.<br />
2005-2006<br />
• Most of the pre-mentioned activities will be gradually continued in this third phase.<br />
However more activities will take place at BZU, including consultations for local,<br />
governmental and private sectors.<br />
• The development of a multipurpose Landscape lab, computer network, and library<br />
development should be completed before the inauguration of the M.Sc studies at BZU.<br />
• The M.Sc academic program in Landscape Architecture and Planning in BZU will be<br />
finally approved and launched in autumn 2004. Moreover the first M.Sc students will be<br />
accepted in this program. M.Sc candidates will be selected from Palestinian universities<br />
and other institutions to carry out their studies in BZU., in addition 6 from the selected<br />
candidates will benefit from fellowships offered by the program. They will be able to join<br />
the preparatory courses within the Concentration Program at BZU during the first<br />
Semester of their study. NLH staff members will assist in supervising and conducting the<br />
teaching and administrative activities. Experts from the Network might join the program<br />
for a short stay.<br />
• Results of different M.Sc and Ph.D thesis and research work will be published in refereed<br />
journals.<br />
2006-2007<br />
• Most of the pre-mentioned activities will be gradually continued in this fourth phase.<br />
• Ph.D. students will graduate by the end of Autumn 2006, and they will join the staff in the<br />
Competence Centre at the Department of Architecture at BZU and participate in the<br />
ongoing activities in Palestine.<br />

• The Competence Centre in Landscape Architecture and Planning will be finally shaped<br />
and will take responsibilities for different activities of the program.<br />
• The program activities will be transferred to BZU. Other professors from the established<br />
Network will continue to participate in teaching at BZU.<br />
• The research activities will continue and expand both through students’ thesis work, and<br />
joint research activities between Norwegians, Palestinians, and other academicians from<br />
the established network.<br />
2007-2008<br />
• Most of the pre-mentioned activities will be continued in this fifth phase.<br />
• The program envisaged the graduation of the first group of M.Sc graduates in Landscape<br />
Architecture and Planning from BZU.<br />
• The Competence Centre will start running in its full capacity at BZU. Its sustainability<br />
will be achieved through different academic, research, consultative and public awareness<br />
activities within the region.<br />
<strong>Project</strong> elements;<br />
Based on the objectives envisaged for this program, the main elements of that should be<br />
developed and implemented during the 2002-2007 period are as follows:<br />
1- Development of new degree courses and programs:<br />
1.1- The necessary management instrument to start with the M.Sc. programme in Landscape<br />
Architecture and Planning at the Department of Architecture in BZU. This instrument shall<br />
administer the following issues:<br />
1.1:1- Promotion of the MSc studies at BZU.<br />
1.1:2- Exchange of Faculty Staff.<br />
1.1:3- Organizing the postgraduate studies for the (3) PhD candidates.<br />
1.1:4- <strong>Form</strong>ulation of the new research program and the related topics.<br />
1.1:5- Development of infrastructural facilities such as laboratories, Library, informatics<br />
facilities….etc.<br />
1.1:6- Organising an administrative training for one person.<br />
1.2- The B.Sc Concentration Program in Landscape Architecture to be developed, promoted and<br />
restructured according to the program needs.<br />
2. Training and Public Awareness Activities:<br />
Development of strategies, fields and needs for the program of Continuing Education and<br />
Regional Cooperation at both local and regional levels. These activities should address different<br />
target groups (ranging from “landscape illiterates” to professionals in the field). The main goal is<br />
to increase the public awareness towards the different issues of Landscape Practice at local,<br />
national and regional levels, using different means and the available media resources. Target<br />
participants are students, employees from municipalities, Non-governmental Organizations<br />
(NGO’S) and from the private sector both in Palestine and the entire East-Mediterranean region.<br />
These activities shall be organised in a very close cooperation with NLH, and the two institutions<br />
shall provide and execute the following activities:<br />
2.1- For professionals:<br />

2.1:1- Organizing the postgraduate studies for the group of M.Sc. candidates that will be selected<br />
from Governmental and Non-Governmental sectors.<br />
2.1:2- Organizing of 3 training courses for approx. 60 professionals from the different<br />
Palestinian institutions.<br />
2.1:3- Holding of 3 regional training workshops for professionals from the entire region.<br />
2.2. For population:<br />
2.2:1- Organising of 20 public awareness sessions at different locations in the Palestinian<br />
Territories (including Gaza).<br />
2.2:2- Delivering a series of 40 lectures that covers popular topics of Landscape practise for the<br />
Palestinian Community.<br />
3. International Conference in Landscape Issues:<br />
Organization of an International conference at <strong>Birzeit</strong> <strong>University</strong> in the year 2004 that covers<br />
different issues pertaining to Landscape. The subject of the Conference shall be the ”Landscape<br />
Development in Conflict Zones”, and it shall address research-based issues. Yet, topics related to<br />
practical and/or pedagogical issues shall be welcomed. This will allow Palestinian landscapers<br />
and researchers to meet with their colleagues from all over the world, to exchange knowledge<br />
and experience with them and to explore possible future developments in the Landscape field. In<br />
addition, coordination of this conference will be scheduled with ECLAS (European Council of<br />
Landscape Architecture Schools).<br />
4. Landscape Architecture and Planning Network:<br />
One of the objectives of this project is to build an international network that could cover different<br />
fields of cooperation such as, but not limited to:<br />
- Providing Landscape Architecture and Planning Education at the B.Sc and M.Sc levels for<br />
students from the region at BZU.<br />
- Creation of a regional research network that would deal with the vital issues of the regional<br />
environment. Potential participants are expected from other Departments of Architecture in<br />
Palestine, Jordan, Egypt, Turkey…etc., as well as special programs working in these issues in the<br />
mentioned countries.<br />
- Continuing education for different target groups in the region. Potential promoters in this<br />
regard are the Ministry of Environment, Ministry of Planning and International affairs, Ministry<br />
of Tourism and antiquities, Ministry of Local Government and other Palestinian governmental<br />
and non-governmental institutions.<br />
- Exchange of knowledge and information between different members of the network.<br />
5. Research <strong>Project</strong>s:<br />
The proposed program shall continue planning and carrying out research activities on vital issues<br />
not at the national level only, but also at regional and international levels. Topics related to<br />
Sustainable Landscape Development in Palestine, Tourism and Landscape Preservation in<br />
Palestine, Urban Landscape in Palestine and Landscape Policies in Palestine should continue the<br />
already started research activity that was restricted into the Ph.D. and M.Sc. theses due to<br />
financial aspects related to PRO 10/97. The major research activities will continue through<br />
postgraduate student theses and by joint research proposals between academicians from the<br />
program network. The data collection including the mapping process that shall result from the<br />
research activities will provide the Competence Centre at BZU with excellent base and<br />
information for the establishment of a Data Bank Unit. All this valuable information will be<br />
available to the potential postgraduate students in the M.Sc. program at BZU, researchers from<br />

the network and other institutions, as well as for individuals concerned with Landscape issues.<br />
By the end of the project the 3 Ph.D. holders in fields related to Landscape Architecture and<br />
Planning will join the already available two PhD and 3 M.Sc. academic staff (developed during<br />
the past cooperation programme PRO 10/97), and they together will form the main bulk of the<br />
human resources that will be responsible for the educational, research and consultancy activities<br />
within the Competence Centre.<br />
6. Establishment and Improvement of Infrastructural Facilities:<br />
To establish and/or improve the necessary infrastructural facilities such as Landscape<br />
laboratories, computer centre, library, audio-visual rooms...etc. These facilities are excessively<br />
needed for the normal and productive running of all above-mentioned elements.<br />
Outline of the research;<br />
Sustainable Landscape Development in Palestine - the project will take the Emergency Nature<br />
Protection Plan prepared by the Ministry of Planning and International Cooperation as a point of<br />
departure. In this report the different regions of Palestine were analysed concerning their<br />
vulnerability and relative value. Through comparative studies and methodology from landscape<br />
ecology, the results in the report will be critically examined, resulting in proposals for landscape<br />
management programmes. A.Awadallahs MSc.-thesis will be used as a reference project.<br />
Landscape Policies in Palestine – this project is related to the previous one, but is aiming more<br />
at development of legal and administrative frameworks for landscape management in Palestine.<br />
Tourism and Landscape Preservation in Palestine – the project will be a continuation of the<br />
work by PhD-candidate Salahaldin Al Shakhshir – Design of Archaeological Sites in Palestine –<br />
looking at ways to enhance sustainable tourism on the basis of the many highly valuable<br />
potential and actual tourist destinations in Palestine.<br />
Urban Landscape in Palestine – the Palestinian community is experiencing an extremely high<br />
growth in population, and only through an advanced regime for qualitative urban development,<br />
the urban landscape may develop in a sound direction. The MSc-thesis by L.Shaheen will<br />
provide a starting point for this research.<br />
Research and research training;<br />
The research training will take place both in the established Dr.Scient.-programme at NLH and<br />
in the new Competence Centre, involving both Doctor- and Master-students, as well as the<br />
existing research staff at the two institutions. The technical/administrative staff will be the<br />
contact point of the Centre, and will have to handle the students, the researchers and the clients,<br />
like ministries or local administrative bodies. In this way the development of the Centre will be<br />
parallel to the research training, and this will be an advantage both to the students and to the<br />
Centre.<br />
Dissemination activities and knowledge management;<br />
According to the objectives of the project and their needs, different dissemination activities and<br />
knowledge management will take place. Their clarification requires them to be structured<br />
according to the type, purpose, target group and expected results of the different activities:<br />

1- Thesis results: shall be presented at Conferences, workshops and courses. Part of them will be<br />
published in refereed scientific journals. Yet, their summaries will be presented at the homepage<br />
of the Competence Centre.<br />
2- Research outputs: shall be presented at Conferences, workshops and courses, and will be<br />
published in refereed Scientific journals. Also, they shall be covered comprehensively at the<br />
homepage of the Competence Centre.<br />
3- Materials for training courses and workshops: shall be prepared and distributed to the<br />
participants, and presented at the Competence Centre homepage.<br />
4- Materials for public awareness sessions: shall be produced as brochures and leaflets that will<br />
be widely distributed. Yet they shall be presented at the Centre’s homepage.<br />
5- Audio-visual Materials: shall be used Mainly for teaching or training purposes. They shall be<br />
prepared and produced at the Audio-Visual Laboratory expected to be established within the<br />
Competence Centre.<br />
· Administration and management of the project<br />
<strong>Birzeit</strong> <strong>University</strong> has a well organised administrative and management structure. It maintains a<br />
transparent and strict financial auditing system run by the university central department of<br />
finance. The Department of Land Use and Landscape Planning at NLH will be responsible for<br />
the management and tuition of the PhD-studies. The International Centre for Environment and<br />
Development studies (NORAGRIC) at NLH will be involved in practical administration of the<br />
program at NLH. The cooperation between both parties during PRO 10/97 has established a<br />
well-structured system of project implementation.<br />
The proposed program will be administrated and managed by a joint Palestinian-Norwegian<br />
Committee from the two institutions. The Committee will consist of the Program Coordinators<br />
from BZU & NLH and a selected group of involved staff from both parties.<br />
· Comments on the proposed budget<br />
As mentioned in the synopsis, the project consists of three major components, each component<br />
complements the others. The objective of the project as a whole is achieved when the three<br />
components are fully and faithfully implemented. The three main activities in the project, the<br />
research, the post-graduate studies and the public awareness-activities amount to 80% of the<br />
proposed budget.<br />
