BACKGROUND<br />

The <strong>Pakistan</strong>i Armed Forces (PAF) launched a military operation <strong>in</strong> late April <strong>in</strong> Buner, Swat and Dir<br />

districts <strong>of</strong> <strong>the</strong> <strong>North</strong> <strong>West</strong> <strong>Frontier</strong> Prov<strong>in</strong>ce (NWFP). With<strong>in</strong> a few weeks, <strong>the</strong> fight<strong>in</strong>g triggered <strong>the</strong><br />

displacement <strong>of</strong> about one and a half million people. They jo<strong>in</strong>ed more than half a million o<strong>the</strong>rs who<br />

had fled <strong>the</strong>ir homes due to fight<strong>in</strong>g <strong>in</strong> Bajaur and Mohmand Agencies <strong>in</strong> <strong>the</strong> Federally Adm<strong>in</strong>istered<br />

Tribal Areas (FATA) <strong>in</strong> 2008.<br />

By mid-<strong>June</strong>, about two million <strong>in</strong>ternally displaced persons (IDPs) were liv<strong>in</strong>g <strong>in</strong> ei<strong>the</strong>r rented<br />

accommodation, host families, public build<strong>in</strong>gs like schools or <strong>in</strong> <strong>the</strong> camps which had been set up to<br />

handle <strong>the</strong> previous waves <strong>of</strong> displacement. Organisations like <strong>the</strong> <strong>Pakistan</strong> Red Crescent Society<br />

(PRCS), with <strong>the</strong> help <strong>of</strong> <strong>the</strong> <strong>ICRC</strong>, scrambled to expand and upgrade exist<strong>in</strong>g camps and establish new<br />

ones.<br />

The conditions <strong>in</strong> <strong>the</strong> camps were never adequate, however. They were crowded, mak<strong>in</strong>g <strong>the</strong> respect <strong>of</strong><br />

female privacy difficult, and <strong>in</strong>creas<strong>in</strong>gly hot as spr<strong>in</strong>g turned <strong>in</strong>to summer. Many <strong>of</strong> <strong>the</strong> camps also<br />

lacked adequate sanitation <strong>in</strong>frastructure and medical staff. The vast majority <strong>of</strong> <strong>the</strong> IDPs <strong>the</strong>refore<br />

elected to stay <strong>in</strong> rented accommodation or with host families. Some fled as far south as Karachi, where<br />

friends and relatives from <strong>the</strong> large Pashtu community could help <strong>the</strong>m.<br />

Although many IDPs<br />

fell ill, and some even<br />

died, <strong>the</strong> much-feared<br />

out- break <strong>of</strong> epidemics<br />

never occurred, <strong>in</strong> large<br />

part thanks to <strong>the</strong><br />

successful measures<br />

taken by <strong>the</strong> authorities<br />

and humanitarian orga-<br />

nisations, as well as <strong>the</strong><br />

meritorious hospitality<br />

and solidarity <strong>of</strong> <strong>the</strong><br />

thousands <strong>of</strong> ord<strong>in</strong>ary<br />

<strong>Pakistan</strong>is who took<br />

care <strong>of</strong> friends, relatives<br />

o r e v e n c o m p l e t e<br />

strangers.<br />
