THE RETURN<br />

On 13 July, <strong>the</strong> authorities launched an ambitious return process for IDPs. They publicly committed<br />

<strong>the</strong>mselves to ensur<strong>in</strong>g that <strong>the</strong> return <strong>of</strong> displaced persons should be voluntary, <strong>in</strong>formed, dignified,<br />

safe and susta<strong>in</strong>able. In just two weeks, <strong>the</strong>y moved hundreds <strong>of</strong> thousands <strong>of</strong> IDPs back to <strong>the</strong>ir home<br />

areas, giv<strong>in</strong>g priority to those liv<strong>in</strong>g <strong>in</strong> camps. The return process has been unexpectedly fast and largescale.<br />

Accord<strong>in</strong>g to <strong>of</strong>ficial figures, nearly one million IDPs have gone home. Several camps <strong>in</strong> Mardan,<br />

Malakand and Nowshera districts and <strong>the</strong> <strong>ICRC</strong>/PRCS camp <strong>in</strong> Swabi have closed as <strong>the</strong> vast majority <strong>of</strong><br />

<strong>the</strong>ir <strong>in</strong>habitants returned home. The government has stated that it plans to complete its operation <strong>of</strong><br />

assisted returns by <strong>the</strong> third week <strong>of</strong> August.<br />

Although conditions on <strong>the</strong> ground have <strong>in</strong>deed improved, <strong>the</strong>re are still patches <strong>of</strong> fight<strong>in</strong>g <strong>in</strong> Swat, Dir<br />

and Buner which are cause for concern. Many return<strong>in</strong>g IDPs have, <strong>in</strong> fact, not been able to make it back<br />

to <strong>the</strong>ir homes for fear <strong>of</strong> be<strong>in</strong>g caught up <strong>in</strong> <strong>the</strong> shoot<strong>in</strong>g and explosions. They are now wait<strong>in</strong>g <strong>in</strong> <strong>the</strong><br />

safer parts <strong>of</strong> <strong>the</strong>ir districts for security to improve. There have also been some fresh displacements <strong>in</strong><br />

recent weeks, even as IDPs were return<strong>in</strong>g to <strong>the</strong>ir home areas.<br />

Three months <strong>of</strong> fight<strong>in</strong>g has taken its toll on <strong>in</strong>frastructure, homes and livelihoods <strong>in</strong> Swat, Buner and<br />

Dir, though <strong>the</strong> scale <strong>of</strong> <strong>the</strong> damage is uneven. The wheat harvest has been lost, livestock has been<br />

decimated, and many residents have lost <strong>the</strong>ir livelihoods. It will take all <strong>the</strong> resilience <strong>of</strong> <strong>the</strong> local<br />

population, and a good deal <strong>of</strong> national and <strong>in</strong>ternational help, to get <strong>the</strong>se districts back on <strong>the</strong>ir feet.<br />
