Chapter 4 dwells on environmental and social impact management, presenting the
Environmental and Social Management Plan (EMP). The EMP details mitigation
measures for the impacts, indicating the responsible institutions for carrying out
these measures.
Chapter 5 presents the generic Environmental and Social Monitoring plan including
typical monitoring indicators, to be used for checking implementation of the EMP.
Chapter 6 presents the Environmental and Social Screening Process to be used for
assessing whether a sub-project is likely to have significant environmental, health
and social impacts and to determine the level of environmental work required for the
sub-project. The chapter introduces the Screening Form to be used for determining
whether it will be necessary to carry out a full EIA or whether a limited EIA will suffice
for the sub-projects.
Chapter 7 proposes capacity building measures, including the establishment of an
Environmental and Social Unit (ESU) in the three participating countries and areas of
training, costs for the training and the groups of people to be trained.
Finally, Chapter 8 gives the conclusions and recommendations of the ESMF among
which are to ensure that the ESMF implementation is adequately supported and the
capacity building measures are implemented at all levels.
