Stop sign refused<br />
The city traffic division (Engineering<br />
Department) has studied a request by<br />
Issam Elmashtouh for of a stop sign at the<br />
intersection of Chemin du Bord-de-L’Eau<br />
and Avenue de la Seigneurie. According<br />
to Quebec’s atlas of road signalization,<br />
the intersection in question does not meet<br />
the minimum criteria for the installation<br />
of a stop sign and it clearly states that a<br />
stop sign is not to be used for the sole<br />
purpose of slowing down traffic. Chemin<br />
du Bord-de-L’Eau is considered a primary<br />
artery of the local road network leading<br />
to Samson Boulevard and Autoroute 13<br />
therefore traffic flow must be fluid and<br />
free of impediment. Excessive use of stop<br />
signs on such roads ultimately leads to the<br />
non respect of road signs creating safety<br />
hazards.<br />
However a request by Madame<br />
Dominique Cyr, of 329 Avenue de la<br />
Seigneurie, to correct poorly marked road<br />
lines and signs has been approved. Also,<br />
stop signs will be installed at the intersection<br />
of Avenue de la Seigneurie and<br />
Chrysoula<br />

Johanne Lafond of Crocus Street has<br />
asked the City to place a stop sign at<br />
the intersection of Géraniums Street and<br />
Chemin du Bord-de-L’Eau which is the<br />
primary access to a large new residential<br />
development. According to the traffic<br />
department, the use of a stop sign at<br />
this particular intersection is not justified<br />
because the volume of traffic entering via<br />
Géraniums Street is far from the volume<br />
that passes via Chemin du Bord-de-L’Eau.<br />
Also, a stop sign already exists at the<br />
intersection of Lynne Street just east of<br />
the intersection in question and it would<br />
be very difficult to move an existing sign<br />
as residents on that street have become<br />
accustomed to this access.<br />

Request for ‘Attention a nos<br />
enfants’ road signs for Guénette<br />
Street approved<br />
Following an request forwarded by Mr.<br />
Nasreddine Ouaria of 4059 Guénette<br />
Street in Chomedey to install ‘Attention<br />
a nos enfants’ and ‘Lentement’ on this<br />
street, the engineering department has<br />
determined the appeal is justified in order<br />
to insure the safety of the numerous children<br />
that live and play there. As a result<br />
theses signs will be placed at several sites<br />
along the street including close to the<br />
Cléroux Boulevard intersection.<br />
City to invest in rehabilitating<br />
major artery Berlier Street in the<br />
center Industrial Park<br />
A survey of the state of roads in<br />
Chomedey’s Central Industrial Park in<br />
2001 determined that Berlier Street and<br />
part of Industrial Boulevard were in a<br />
minimally acceptable condition. In the<br />
last five years the road conditions have<br />
deteriorated significantly and now require<br />
immediate intervention. In 2006 the engineering<br />
department prepared a preliminary<br />
technical report on the renovation<br />
of Berlier Street and part of Industrial<br />
Boulevard between Berlier and Autoroute<br />
440. The initial technical plans and cost<br />
estimates to complete the rehabilitation<br />
of this road network was estimated at<br />
approximately $2,970,000 and included<br />
close to $429,000 of professional engineering<br />
and laboratory consulting fees.<br />
In view of the large amounts involved in<br />
realizing this project it was decided to out<br />
the professional and laboratory <strong>services</strong><br />
to tenders. A selection committee of four,<br />
three members of the engineering department<br />
and one member of the city’ clerk<br />
office will determine the winning bid.<br />
The bidding process will be opened for<br />
December 12 th 2006.<br />

$100,624 to have a private company,<br />
Formules d’ Affaires Data, design and<br />
print the 2007 tax bills. This is a second<br />
extension of an existing contract that was<br />

Police department to replace six<br />
vehicles<br />
The City has called fir tenders for a<br />
purchase of six vehicles for the use of the<br />
police department. The vehicles, which<br />
are made by the Ford Company, are the<br />
Fusion sedan models. The purchase price<br />
is estimated at $195,000 before taxes.<br />
These vehicles will replace six cruisers<br />
whose existing mileages require major<br />
repairs and whose projected useful life<br />
spans do not justify the repair costs.<br />
City to pay ‘no smoking’ fine<br />
The City was fined for breaking the<br />
ban on smoking in a public building as a<br />
worker or workers were caught smoking<br />
where it was no longer permitted. After<br />
an internal investigation the executive has<br />
concluded that the fine would have to be<br />
paid. The cost of the fine and contribution<br />
is $410.<br />
September construction statistics<br />
show continued strength<br />
The city urban development office<br />
issued 100 construction permits this past<br />
September 2006 for new housing developments<br />
that created 344 housing units. The<br />
total value of these investments reached<br />
$56.3 million. In the industrial, commercial<br />
and institutional categories 4 permits<br />
were issued for new construction with<br />
property values estimated at $43.2 million.<br />
Over 222 renovation permits were<br />
issued for an additional value of $18.7<br />
million bringing the total value of all permits<br />
in all categories to $118 million. This<br />
compares with $50.4 million and $32.7<br />
million in 2005 and 2004 respectively.<br />
The projects of importance include<br />
Residence Soleil on 1455 Avenir Boulevard<br />
which is a $40 million senior’s residence<br />
project, Boisé Notre Dame on 3199 Notre<br />
Dame Boulevard another $25 million<br />
senior’s residence housing development<br />
and the addition of phase 3 of a multi-unit<br />
housing project valued at $7.5 million on<br />
4605 St. Rose Boulevard.<br />
Since the beginning of the year the total<br />
number of permits for new construction<br />
issued by the urban development office<br />
has reached 1080 resulting in the creation<br />
of 2028 new housing units. The property<br />
value of all new construction has reached<br />
$364 million compared to $473 million<br />
and $367 million in 2005 and 2004.<br />
The total property value of all construction<br />
and renovations permits issued in<br />
2006 to date is $585 million which compares<br />
favorably with the $614 million and<br />
$537 million achieved in 2005 and 2004<br />
respectively. In general this year has seen<br />
a 16% reduction in the total number of<br />
permits issued as compared to 2005 with<br />
a decrease in property value of only $30<br />
million which is a 5% drop.<br />
