Aberdeenshire Local Development Plan – Elsick Queries from <strong>Transport</strong> <strong>Planning</strong> <strong>Limited</strong><br />

representing the Banchory and Leggart Estate<br />

Further to your letter dated 25 February to Alison Irvine, please note that I am now the <strong>Transport</strong><br />

Scotland lead for the Aberdeenshire Local Development Plan. In relation to your queries<br />

regarding the Elsick allocation in the Proposed Aberdeenshire Local Development Plan please<br />

find <strong>Transport</strong> Scotland’s response below.<br />

<strong>Transport</strong> Scotland has worked with the Council, developers and other stakeholders throughout<br />

the preparation of the Plan. The Scottish Government submitted a representation to the Council<br />

regarding the inclusion of the Elsick allocation (Site M1) within the Proposed Plan on the basis<br />

that the transport appraisal of the access strategy had not been completed to a sufficient level to<br />

allow <strong>Transport</strong> Scotland to make an informed view of the inclusion of the allocation within the<br />

Plan.<br />

The transport appraisal of the access strategy by the developer, in consultation with <strong>Transport</strong><br />

Scotland, is ongoing and will consider the most appropriate options to provide access. The<br />

appraisal is also considering the rationale for a new junction onto the Aberdeen Western<br />

Peripheral Route Fastlink route, to be delivered as part of the wider access requirements for the<br />

site as a whole.<br />

It is <strong>Transport</strong> Scotland’s understanding that Aberdeenshire Council will shortly be submitting<br />

the proposed plan and completed Schedule 4 forms for examination. <strong>Transport</strong> Scotland is yet<br />

to submit a commentary to the Council on Elsick<br />

Given the above and the fact that <strong>Transport</strong> Scotland has yet to respond on the outcomes of the<br />

final appraisal it is not appropriate to provide further comment on the Elsick proposals at this<br />

time. It is likely, furthermore, that many of the issues you raise may be more fully explored when<br />

the Local Development Plan undergoes examination.<br />

In that case, it may be wise to consider how points such as those you raise will be more widely<br />

addressed, and the appropriateness generally of discussing them outwith the framework offered<br />

by the examination process itself.<br />
