Robbery February 7, 12:59 a.m., 5700 block Greenbelt Metro Drive, a nonresident man was arrested and charged with attempted robbery, assault, possession of marijuana and possession of drug paraphernalia after attempting to rob a person. He was released to the Department of Corrections for a hearing before a district court commissioner. Attempted Burglary February 4, 4:08 p.m., 8100 block Mandan Terrace, no entry was gained. Vehicle Crimes A white Nissan Maxima with Maryland tags was reported stolen from the 36 Court Crescent Road. A white 2006 Ford Econoline van, reported stolen through the Prince George’s County Police, was recovered in the 6100 block The Department is offering a reward of up to $500 for information leading to the arrest and conviction of a suspect in any of the unsolved crimes reported in the blotter. Local Science Fair Winners Advance by Jon Gardner In his State of the Union address President Obama said, “We need to teach our kids that it’s not just the winner of the Super Bowl who deserves to be celebrated but the winner of the science fair.” The Green Bay Packers won the Super Bowl; Greenbelt Middle School (GMS) and Greenbelt Elementary School (GES) students have won their science fairs and will go on to compete at the county level. At Greenbelt Middle School, the 6th grade science fair winners were Lorenda Boccovi, first place; Aminata Diallo, second place; and Jazmin Torres, third place. Nkamanyi Bembuh and Zainab Gafari received honorable mentions. The 7th grade winners were David Gardner, first place; Jan Knutson, second place; James Arnold and Melissa Vasquez tied for third place. Thursday, February 17, 2011 GREENBELT NEWS REVIEW Page 9 LICENSE FEES continued from page 1 The February 4 memorandum contained specific recommendations on adjusting property license fees for consideration by council. Craze concluded that an increase of $10 for apartment rental license fees to $110 was justified. She also recommended a two-step adjustment in fees for commercial properties where the first step would include an increase in step increments from $25 to $60 as the size of the licensed premise increases. The second step would increase the base fee to $285. Craze believes the two-step approach would have the effect of shifting the fees increase to the larger, more valuable spaces and buildings, which require the most time to inspect. Although cost versus fee levels for inspecting owner rentals indicate that inspection costs are more than covered by the current fee, Craze did not think the cost for those inspections reflects the actual cost due to how those units are widely distributed around the city. For that reason, she believes the current licensing fee of $150 for those units is fair and should not be adjusted. City staff project that estimated revenue increases associated with the recommended changes would be as follows: 1. Increasing the apartment license fee to $110 would result in a revenue increase of $45,500. 2. Changing the step increases for commercial licenses from $25 to $60 would result in a revenue increase of $41,235. 3. Changing the base commercial license fee to $285 would result in a revenue increase of $83,680. Council Reactions The tone of council’s reaction was captured in comments by Mayor Judith Davis, who noted that, “. . . we should be covering our costs for these programs; we are not a charity.” Councilmember Rodney Roberts wondered how we were charging $25 (commercial license) for something that had an actual cost of $57 to accomplish. Craze responded that an analysis had not been performed until last year. Councilmember Edward Putens wanted to make sure that any late fees should cover the actual administrative expense. Mayor Pro Tem Emmett Jordan hoped that implementation of new software would give Greenbelt inspectors a more efficient tracking system and possibly improve the data on which a fee system is based. He also would be interested, he said, in tracking the extent of vacancies, especially in the commercial office category. His line of inquiry led then to a discussion of how the city gets notices of vacancies for apartments and other rentals. Since the city does not do “occupancy” permits, council learned, such information is not readily available. Staff noted the situation at the Franklin Park complex where currently approximately 300 units cannot be reoccupied until they are re-inspected by city code enforcement officers. Jordan was more interested in something like a business licensing fee that would give the city an idea of the level of vacancies occurring in the commercial/retail sector. Although Putens and Councilmember Silke Pope continued their interest in a “rebate/reward” type of system for large apartment rental complexes, staff were not sure if such a system would be worth the effort and could be done fairly and efficiently. Staff expressed a preference to consider other options, such as fees for repeated follow-up inspections and administrative charges for late payments and delinquencies. Staff also indicated they are discussing with the city finance department a procedure allowing property liens to be placed on operators who do not pay their fees. At the end of the worksession it was agreed that community development staff would continue to refine recommendations for assuring that inspection costs are being recovered through fees or other means. The recommendations will include a proposed increase for the rental apartment license fee, the proposed two-step increases for commercial licenses, a staff proposal for recovering costs of second or third re-inspections and how to deal with late or delinquent fee payments. The recommendations will be considered further in conjunction with council review of the proposed FY12 budget. Rather they raised the bar that AP set for them.” AP Chart In “The AP Report to the Nation,” the publication shows a chart detailing the percent of the class of 2010 throughout the United States who had completed high school with at least one AP experience. Maryland, with 26.4 percent, leads the list. New York is second with 24.6 per cent. The percentage average for the entire United States is 16.9.
