The <strong>Georgia</strong> State Board of Barbers met on Monday, January 11, 2010 at the Professional Licensing<br />
Boards Division, 237 Coliseum Drive, Macon, <strong>Georgia</strong>, for the purpose of conducting Board<br />
business.<br />

A motion was made by Mr. Manning, seconded by Mr. Strickland, and the Board voted<br />
unanimously to accept the December 7, 2009 Board meeting minutes.<br />

Executive Director, Lisa Durden presented the D L Roope pass fail report<br />
to the Board members. Mr. Strickland made a motion to accept the report; Mr.<br />
Manning seconded and the board voted in favor of the report.<br />
Ms. Durden requested <strong>that</strong> the Board cancel the February 8, 2010 Board citation<br />
hearings date. There are only a few citations which can wait for the March 8,<br />
2010 meeting date. Mr. Manning made a motion to cancel the February 8, 2010<br />
hearing date; Mr. Ergle seconded and the Board voted in favor of the motion.<br />

Crandell Postell requested a waiver of the application for reinstatement fee due to<br />
financial hardship. Mr. Manning made a motion to reduce the fee to $150; Mr.<br />
Ergle seconded the motion and the Board voted to reduce the fee to $150.00.<br />
Ms. Durden mentioned <strong>that</strong> staff have ongoing issues with apprentice hours being<br />
submitted incorrectly. She asked what actions could be taken for supervisors who<br />
repeatedly submit incorrect hours. Some hours are being sent back to the<br />
supervisors multiple times for corrections. The Board discussed the possibility of<br />
fining supervisors whose hours have to be sent back to them two or more times<br />
per the fining schedule. Mr. Strowe said he would research this to see what the<br />
Board could do.<br />
A motion was made by Mr. Ergle, seconded by Mr. Manning and the Board voted<br />
unanimously to enter Executive Session in accordance with O.C.G.A. §43-1-2(k) and<br />
43-1-9(h) to deliberate on applications and enforcement matters and to receive<br />
information on applications and investigative reports. Voting in favor of the motion<br />
were Winston Strickland and Charles Manning.<br />
The Board concluded Executive Session in order to vote on these matters and to continue<br />
with public session.<br />
Board appearances:<br />
The Board interviewed school applicant CEB&BI, Snellville and reviewed the full set of<br />
blue prints for proposed Barber school. Applicant said she could be ready for an<br />
inspection in about two weeks. Following this appointment, the Mr. Strickland made a<br />
motion to license this school under a Consent Order which mirrors the Consent Order<br />
issued by the Cosmetology Board for this applicant provided they pass the inspection;<br />
Mr. Ergle seconded the motion and the Board voted in favor of the motion.<br />
FH had requested to meet with the Board regarding his application. The Board had<br />
previously agreed to license him under a Consent Order provided he take and pass the<br />
<strong>Georgia</strong> Barber’s examination. Mr. Ergle made a motion to uphold the Board’s previous<br />
decision; Mr. Crump seconded the motion and the Board voted in favor of the motion.<br />
Applications:<br />
B.P. – application for Master Barber’s license by reciprocity. Mr. Strickland<br />
made a motion for him to sit for the exam; Mr. Ergle seconded the motion. The<br />
Board voted in favor of the motion.<br />
D.S.S. – application for Master Barber’s license by reciprocity. Mr. Manning<br />
made a motion to grant the license; Mr. Crump seconded the motion. The Board<br />
voted to grant the license.<br />

M.A.D. – application for reinstatement of Master Barber’s license. Mr. Ergle<br />
made a motion to issue the license under a Consent Order with a $500.00 fine and<br />
4 years probation. Mr. Crump seconded the motion and the Board voted in favor<br />
of the motion.<br />
L.S.H. – application for an initial apprentice license. Mr. Ergle made a motion to<br />
issue the license under a Consent Order with 4 years probation; Mr. Manning<br />
seconded the motion and the Board voted in favor of the motion.<br />
C.J.G. - application for an initial apprentice license. Mr. Egle made a motion to<br />
request <strong>that</strong> he appear before the Board; Mr. Crump seconded the motion and the<br />
Board voted in favor of the motion.<br />
C.S.H. - application for an initial apprentice license. Mr. Strickland made a<br />
motion to request <strong>that</strong> he appear before the Board; Mr. Crump seconded the<br />
motion and the Board voted in favor of the motion.<br />
Kevin Morian Westley – application for Master Barber license by reciprocity.<br />
Mr. Strickland made a motion to deny the application; Mr. Ergle seconded the<br />
motion. The Board voted to deny the application.<br />
G.M. – application for reinstatement of Master Barber’s license. Mr. Ergle made<br />
a motion to give him an appointment to meet with the Board after August of 2010.<br />
Mr. Strickland seconded the motion. The Board voted in favor of the motion.<br />
D.J. - application for reinstatement of Master Barber’s license. Mr. Ergle made a<br />
motion to request <strong>that</strong> he appear before the Board. Mr. Strickland seconded the<br />
motion; the Board voted in favor of the motion.<br />
Langston Deary – application for Master Barber’s license by reciprocity. Mr.<br />
Strickland made a motion to deny the application; Mr. Ergle seconded the motion,<br />
and the Board voted in favor of the motion.<br />
S.G. - application for reinstatement of Master Barber’s license. Mr. Strickland<br />
mad a motion to issue the license under a Consent Order with 2 years probation.<br />
Mr. Ergle seconded the motion and the Board voted in favor of the motion.<br />
Tretsky Merrell – application for Master Barber’s license. Mr. Ergle made a<br />
motion to deny the application; Mr. Crump seconded the motion and the Board<br />
voted to deny the application.<br />
William Asa Hopkins – application for Master Barber’s license. Mr. Ergle made<br />
a motion to deny the application; Mr. Strickland seconded the motion and the<br />
Board voted to deny the application.<br />

Attorney General’s report:<br />
Mr. Strowe gave the status of cases which had been referred to his office.<br />
The Board conducted citation hearings beginning at 1:15 p.m.<br />
A motion was made by Mr. Ergle, seconded by Mr. Manning and the Board voted<br />
unanimously to enter Executive Session in accordance with O.C.G.A. §43-1-2(k) and 43-<br />
1-9(h) to deliberate on applications and enforcement matters and to receive information<br />
on applications and information received during the Hearings. Voting in favor of the<br />
motion were Lorena Barrios, Lutha Crump, and Charles Manning.<br />
