GEORGIA BOARD OF EXAMINERS OF LICENSED PRACTICAL NURSES
A Meeting of the Georgia Board of Examiners of Licensed Practical Nurses was held on March
8, 2006 at 9:00 a.m. in Room 102 of the Office of the Secretary of State, Professional Licensing
Boards, 237 Coliseum Drive, Macon Georgia.

President Dumas established that a quorum was present and called the Board meeting to order
at 9:03a.m.
Agenda: Ms. Mitchell moved, Ms. Taylor seconded, and the Board approved the Agenda as
amended.
Minutes: Ms. Tuggle moved and Ms. Mitchell seconded and the Board approved the minutes
from the January 11 & 12, 2006 Board meeting as amended.
Rule 400-3-.09 – Preceptor and Preceptorial Learning Activities. Amended
Tabled from the January 11, 2006 Board meeting, Ms. Mitchell moved and Ms. Tuggle
seconded and the Board voted that Rule 400-3-.09 remain as currently written and further
moved that additional discussion may be revisited at a later date.
Executive Director’s Report:
Mr. Brig Zimmerman, Executive Director of Allied Health Boards discussed the following items
with the Board:
• Public Meeting to be held May 5, 2006/PLB Exam Center
• Education Consultant (vacant position) update
• Removing Katrina Policy from the web-site
• LPN Day at the Capitol
• Legislative Session updates.

Update on CMA/QMA Program:
Ms. Mitchell gave an update on the Certified Medication Aide Program. The state Bill 480
passed out of committee on February 16, 2006. It was presented by Rene Utterman, Don
Thomas and Fred Goggins. Some of the highlights of the bill include:
• In the Pilot Project the Registered Nurses would not be required to supervise in larger
facilities
• The projected sunset is 2011
• Medication errors are lower with Qualified Medication Aides because their sole
responsibility is strictly limited to the administration of drugs
• The Qualified Medication Aide cannot administer the first dosage of any new medication
• Insulin and epinephrine are the only injectibles that a Qualified Medication Aide can
administer
• Education requirements remain a Certified Nursing Assistant plus two additional quarters
to become a Qualified Medication Aide.
Qualified Medication Aides will only be providing care in Community Living Arrangements,
with the pilot project in Metropolitan Atlanta. The only school to offer this pilot program will be
Atlanta Technical College.
Ms. Taylor moved and Ms. Hilliard seconded and the Board voted to enter into Executive
Session in accordance with O.C.G.A. §43-1-2(k)(1), (2) and (4); §43-1-19(h)(2), (3) and (4)
and O.C.G.A. §43-1-19(h); 50-14-2(1) to deliberate on investigations and applications and
receive information on application and investigative reports and the attorney general’s
report. Voting in favor of the motion were Ms. Mitchell, Ms. Hilliard, Ms. Dumas, Ms.
Tuggle and Ms. Taylor. The Board concluded executive session in order to vote on these
matters and to continue with the public session.

Ms. Taylor moved and Ms. Hilliard seconded and the Board voted to take the following

Kawanda Gaines: The board office received a letter concerning lifting suspension of license.
Board denied the request.
Suspension of License: Non-Payment of Child Support/Default on Student Loans:
Ms. Mitchell motioned and Ms. Taylor seconded to approve the suspension of licenses by the
administrative staff to practice as an LPN in the state of Georgia upon notification by the
Department of Human Resources/Child Support Enforcement division (O.C.G.A. § 19-11-9.3) or
by Georgia Higher Education Assistance Corporation (O.C.G.A. § 20-3-295) in accordance with
Georgia Law, and further moved the subsequent release of suspension upon notification by
DHR/CSE and/or GHEAC; ratification of list to be presented to board next scheduled meeting.
Ms. Mitchell moved and Ms. Tuggle seconded and the Board voted to allow suspension of
licenses administratively, and subsequent release of suspension, of individuals when
notified by DHR/CSE and/or GHEAC via PLB Legal Services; board to ratify listing next
scheduled meeting.
Chairperson Dumas Report:
Chairperson Dumas reviewed the following complaint due to Cognizant member knowing
respondent; having to recuse from review/vote by Board
