This paper describes the Oregon Board <strong>of</strong> Higher Education's new policy on admitting<br />
students by demonstration <strong>of</strong> competencies rather than just numbers <strong>of</strong> courses taken or GPA.<br />
Included is the rationale for the approach (including the incongruity between traditional<br />
college admissions procedures and the attempt by K-12 schools to restructure), a list <strong>of</strong> the<br />
competencies, ideas for assessment, ideas for how high schools might need to change in order<br />
to ensure students meet admissions standards, and commonly asked questions. Competencies<br />
include content standards for subject areas (science, math, etc.), as well as basic and process<br />
skills standards (writing, reading, critical thinking, etc.).<br />
The paper addresses the concern by some parents and teachers that changes in K-12<br />
education won't mean anything if students are still admitted to college using traditional<br />
methods. The authors point out that similar changes in college admissions policy are<br />
occurring in many places.<br />

1995. Articles include descriptions <strong>of</strong> portfolio projects, statements concerning how and why<br />
portfolios could or should be used, reviews <strong>of</strong> literature, etc. Copies <strong>of</strong> the newsletter are<br />
included. The newsletter is no longer published.<br />
