FOREWORD<br />
This document contains the lidar speed-measuring device performance specifications<br />
developed by the National Highway Traffic Safety Administration (NHTSA) through a<br />
Cooperative Agreement with the International Association of Chiefs of Police (IACP)<br />
and in consultation with the National Institute of Standards and Technology (NIST),<br />
Office of Law Enforcement Standards (OLES). Because this document is designed as a<br />
development and procurement aid, it is highly technical.<br />
This document supersedes the Model Minimum <strong>Performance</strong> <strong>Specifications</strong> for <strong>Lidar</strong><br />
<strong>Speed</strong> Measurement <strong>Device</strong>s (DOT HS 808 214, February 1995) and all subsequent<br />
reversions.<br />
By defining minimum performance requirements and verification procedures, this<br />
technical document establishes a baseline for acceptable traffic lidar speed-measuring<br />
device performance. Citizens, courts, and law enforcement officers should be assured<br />
that lidar speed-measuring device models, determined by test to comply with these<br />
performance specifications, will provide the high-quality service they require.<br />
<strong>Lidar</strong> equipment buyers should use these performance specifications as minimum<br />
specifications when developing purchasing criteria. We suggest these specifications be<br />
incorporated into procurement documents requiring that lidar speed-measuring devices<br />
offered for purchase meet, as a minimum, these specifications.<br />
Manufacturers are encouraged to produce lidar speed-measuring devices that meet or<br />
exceed these performance specifications.<br />
These performance specifications are subject to continuing review. Technical<br />

NHTSA believes these performance specifications for lidar speed-measuring devices<br />
will assist law enforcement administrators to access the accuracy and reliability of lidar<br />
devices they plan to purchase. NHTSA also believes these performance specifications<br />
and testing protocols will increase the confidence of the public, the courts, and law<br />
enforcement officers in the accuracy and reliability of lidar speed-measuring devices.<br />
